$1,000 FAMILY CHILD CARE START-UP FORGIVEABLE LOAN PROGRAM
PROGRAMA DE PRÉSTAMOS PERDONABLES INICIAL DE CUIDADO INFANTIL FAMILIAR DE $ 1,000
The Watonwan County Family Child Care Start-Up Forgivable Loan Program provides an incentive to start a new licensed
family child care service in Watonwan County. The program provides a matching forgivable loan for actual expenses
relating to the cost of opening a family child care business in Watonwan County, up to $1,000 per provider. Qualifying
expenses must be approved by the Watonwan County Child Care Licensor and the St. James EDA Director. Approved
requests will be funded on a first-come/first-served basis until all funds are expended.

CDA Revolving Loan Program/ Programa de préstamos rotatorios CDA
The CDA Credential RLF through the St. James EDA provides funding for the Watonwan County child care workforce to
obtain their CDA Credential. The CDA credential is a requirement to work as a teacher or assistant teacher in a child care
center. The CDA credential also qualifies in-home providers for a higher rating in the state quality rating scale- which
provides the ability to access additional funding sources. This loan program removes the startup cost barrier for
providers and center workforce, and aims to increase the number of staff and providers in the county that have this
credential. The program provides a loan for actual expenses relating to the cost of obtaining the CDA credential
including the course and books as well as testing, up to $800 per applicant. Approved requests will be funded on a first-
come/first-served basis until all funds are expended.

What is Early Childhood Family Education?
Early Childhood Family Education (ECFE) is a program for all Minnesota families with children between
the ages of birth and Kindergarten enrollment. It recognizes that families provide children’s first and
most important learning environments and parents are children’s first and most significant teachers. It
is the mission of Early Childhood Family Education to strengthen families and support the ability of all
parents to provide the best possible environment for the healthy growth and development of children.
Who participates? What happens at ECFE?
The program includes activities for children
All children ages birth to Kindergarten that will require involvement of the children’s
enrollment and their parents in the St. James parents. Each class meets for 6-7 weeks, one
and Butterfield-Odin School Districts are eligible time each week, for 1-1/2 hours. Each class

The Challenge: Political Polarization
Politics is tough. It always has been. American politics is competitive, thrilling, frustrating – and infuriating. The stakes
are high. Issues are important. Outcomes matter. But do our politics have to be demonizing? Does it have to bring out
the worst in us? Do our politics have to destroy the goodwill of our society? Is the dehumanizing of our fellow
Americans something we should accept?

Bridging the Divide Skills Workshop. – Saturday January 30, 2021, 10:00 – 12:00
Learn skills for having respectful conversations that clarify differences, search for common ground and affirm
the importance of maintaining relationships with those on the other side of the political divide. Practice
conversation skills in pairs with someone of your same political persuasion.
Depolarizing Within Workshop – Saturday February 28, 2021, 10:00 to 12:00
Learn the discipline of non-polarizing attitudes and words about the political “Other” with whom we share a
national past and future. Become more aware of polarization inside us and between us. Practice skills for
being critical—even sharply critical—without demonizing, dismissing, and stereotyping. Learn to constructively
intervene in social conversations that veer into contempt and ridicule for people who hold other political
views.

SOCIAL SERVICES PROGRAMS
We offer a variety of services to all residents of Watonwan County. In this issue, we are
highlighting just a few of the social services programs that are available for you or for
someone you know. You can access more information on these programs by calling or
stopping by the office. The following programs are voluntary services and do have some
criteria for eligibility.
SERVICES TO PEOPLE OVER AGE 65
This is a State program designed to decrease nursing home placements and to provide assis-
tance with referrals to services to assist with cares in the home. Individuals must be over 65
and meet financial guidelines.
SERVICES TO PEOPLE UNDER AGE 65
This is a State program intended to promote community living and independence through
referrals for supportive services based on individual needs. Individuals must be under 65 and
meet financial guidelines.
CHEMICAL DEPENDENCY
This program provides chemical dependency assessments, counseling and assists persons in
accessing treatment programs.
DEVELOPMENTAL DISABILITIES
This program identifies the need for planning, seeking out, acquiring, authorizing and
coordinating services for persons who are diagnosed with disabilities. This program also
monitors and evaluates the delivery of services and protecting the rights of persons with
developmental disabilities.
CHILDREN'S MENTAL HEALTH
This program provides information, referrals, outreach and case management for children
who are diagnosed with a severe emotional and behavioral disorder. This program also
provides supportive services to the family to help them deal with the special needs of
children who have mental health diagnosis.
ADULT MENTAL HEALTH
This program provides information, referrals, outreach, case management and community
supportive services to adults who are diagnosed with a serious and persistent mental illness.
This program also helps with residential services, crisis services and independent living skills.
DAYCARE AND FOSTER CARE LICENSING
This program recruits and licenses daycare and foster care (child and adults) homes.
Individuals who are interested in providing daycare and/or foster care in their family homes
can contact our office to obtain information on the criteria to become licensed.
Watonwan County is in need of more licensed daycare and foster care homes. If interested,

What is a Snow Emergency?
St. James residents expect high-quality snow plowing that clears streets so fire trucks, police cars,
ambulances and drivers like you can travel safely and park easily. Complete plowing of your
entire street requires all of the parked cars to be moved out of the way. This requires a snow
emergency declaration.
The City of St. James may declare a snow emergency after an accumulation of three (3) inches or
more of snowfall. During a snow emergency, no vehicle may park on any city street until the street
has been completely plowed from curb to curb. If you don’t move your vehicle, it may be
ticketed or towed at your expense.
Sidewalks
Sidewalks are to be cleared of all snow and ice by the owner or tenant of the adjacent property
within 12 hours after the end of a snowfall.
Placing snow on a public street
It is a misdemeanor for any person to remove snow from private property and place it on a public
street or to plow across the street to the neighboring property.
