• EU-India Summit in 2016: Adoption of Clean Energy and Climate
Partnership
• EU-India Summit 2017: Joint Statement confirming commitment on
cooperation for clean energy
• Activities under the EU – India Clean Energy and Climate Partnership
focus on renewable energy, energy efficiency and smart grids
• How: policy dialogue, business-to-business facilitation and increased
cooperation on R&I necessary to achieve objectives1. Policy Context – continued (2/3)
• Intense cooperation on smart grids to enable the integration of large
shares of renewable electricity : 7 EU – India Smart Grids workshops held
since 2015 with discussions and exchanges on :
• Demonstrations of technologies and business models
• Regulatory frameworks
• Roll out of smart infrastructure1. Policy Context – continued (3/3)
• Move towards tangible cooperation projects in the field : first
demonstration projects in which EU and India utilities work together in
the field have started in March 2019, supported by EU funding (Horizon
2020)
• EU and India also founding partners of Mission Innovation (MI) initiative
taken during COP21 in Paris in 2015 committed to concentrate research
and innovation efforts to make clean energy widely affordable
• New deliverable: Joint Call on Smart & Integrated local energy
systems (‘energy islands’ ; opening deadline 3 September 2019 and
closing on 29 January 2020)
• In total €18 million Euro: €9 million from EU R&I programme

Scope
• Develop and demonstrate novel solutions
• Local integration across energy vectors (including electricity, heating,
cooling, water, waste etc.), possibly including batteries and electrical
vehicles, to demonstrate increased share of renewables in the energy
mix and higher energy efficiency of the local energy system
• Cooperation in form of demonstration project of a local energy
system (or several) in Europe and/or India
• Technology Readiness Level (TRL) 5-8

• Benchmark technical solutions and business models4. Participants (1/2)
• EU: Minimum THREE legal organisations from Europe: each of the three shall be
established in a different Member State (28) or Horizon 2020 Associated
Countries (16) = EUROPE. All three legal entities shall be independent of each
other.

• INDIA: Minimum THREE legal organisations from India with expertise in
relevant and distinct disciplines. All three legal entities shall be independent of
each other

Please note that until the UK leaves the EU, EU law continues to apply to and within the UK,
when it comes to rights and obligations; this includes the eligibility of UK legal entities to fully
participate and receive funding in Horizon 2020 actions such as those called for in this work
programme. Please be aware however that the eligibility criteria must be complied with for the
entire duration of the grant. If the UK withdraws from the EU during the grant period without
concluding an agreement with the EU ensuring in particular that British applicants continue to
be eligible, they will no longer be eligible to receive EU funding and their participation may be
terminated on the basis of Article 50 of the grant agreement

• Any legal entity: company, big or small, research organisations, universities,
non-governmental organisations, regardless of their place of residence or
establishment in "Europe";
• They must possess the operational and financial viability to carry out the
research tasks that they propose.5. Participants eligible for funding (2/2)
INDIA
• Public or Private: academia, research organisations and urban or other local bodies
– Public and/or private universities and research organisations must have a well-established
research support system, for basic or applied research; and
– Submission of proof of establishment under Indian statue; recognition documents and
registration at Government of India's Public Finance Management System (PFMS) -
https://pfms.nic.in shall be obligatory
• Not-for-profit, NGO(s)/ VO(s)/ Trust(s)/ Research Foundations:
– should have experience of at least 3 years in scientific research, teaching, training and extension
activities; and
– Proof of registration at ‘NGO DARPAN’ of NITI Aayog; Certificate of registration under Society
Registration Act; certificate of DSIR in-house R&D recognition and registration at Government of
India's Public Finance Management System (PFMS) shall be obligatory;
• Industry
– Should be an Indian Company registered under the Companies Act, wherein 51% (or more) of
the ownership/shareholding/partnerships shall be held by resident Indian citizen(s); and
– Start-up companies registered in India by Indian Resident having valid registration and

Consortium should be led by public / private universities and research organisations6. Specific Call Conditions
• Innovation Action (IA)
Action primarily consisting of activities that aim to produce plans, arrangements or designs
for new, altered or improved products, processes or services
May include prototyping, testing, demonstrating, piloting, large-scale product validation and market
replication
Aim to validate the technical and economic viability in a (near) operational environment and / or
support the first application / deployment in the market of an innovation that has already been
demonstrated but not yet applied / deployed in the market due to market failures / barriers to uptake
Projects may include limited research and development activities
• Minimum 3 participants from EU/Europe and 3 from India
• TRL: 5-8
• Proposal should be developed jointly
• Duration preferably 42 months
• Joint proposal to be submitted to EC-H2020 portal and same copy to DST7. Consortium formation • At least 3 different legal organisations from India and 3 legal organisations from three different EU Member States and/or Associated Countries. • Additional organisations from India & Europe as required for good execution of project. • Partners public & private sector and non-government agencies and Innovation actors (start-ups). • Gender balance: female participation highly encouraged. • One Project Coordinator – consortium to decide knowledge of Horizon 2020 modalities required (preferably European participant). • One lead Indian 'Project Coordinator' from India good understanding of DST regulations and funding. • Consortium Agreement among all partner organisations.

9. Formalities - creation of account (1/2) • EU Login Account Each user has to have an EU Login account to log in on the Portal. 1 EU Login account = 1 e-mail address = 1 person

Before starting … Register your organisation • If you want to participate in a project proposal, your organisation needs to be registered and have a 9-digit Participant Identifications Code (PIC) • You can verify whether your organisation is already registered and has a PIC on Portal https://ec.europa.eu/research/participants/docs/h2020-funding- guide/grants/applying-for-funding/register-an-organisation_en.htm • If not, you can start the registration process on the same page and, once completed, get the PIC to be quoted in your proposal and in any correspondence with the Commission.

Writing Proposal (4/5) DO's and DONT's • Take into account all the expected impacts described in the topic • Expected impacts should be derived and justified on previous results • Don't repeat (or copy) required impact from the call instead of development of your own proposal content • Quantify as much as possible: use financial figures and develop business model and/or business plan • Elaborate convincing commercialization plan • Plan a good cooperation with end users from the beginning of the project • Involve policy makers, SMEs and industry in the proposal or plan a sustainable cooperation with them

Writing Proposal (5/5) DO's and DONT's • Describe industrial update of research results in details • Develop an excellent dissemination plan (with diverse dissemination measures) • Address adequately and clearly explain dissemination of project results • Don't miss concrete market details: potential market volumes, which markets, specific products, prices, etc. • Don't copy proposal's parts (mainly IPR management) from previous project proposals • Don't confuse dissemination with communication or exploitation

Budget Preparation (1/4) European participants H2020 funding rules • As per the EC- H2020 funding Rules and Regulations • Funding rate: 70% (except for non-profit legal entities, where a rate of 100% applies) • No negotiation! Indian participants DST funding rules (see DST Webnotice) • As per General Financial Rules (GFR) 2017 • Funding rate: 100% Grant-in-aid to Government of India supported or recognised public or private academic institutions or research organisation/labs • Funding rate: 50% of the total project cost as a Grant-in-aid to Industry and Start-ups (50% own contribution is mandatory)

• Call Deadline: 29 January 2020 (time 17h00 CET)12. Submission of Proposal (2/3)
Submission of Indian Participants
• Register yourself in the www.onlinedst.gov.in. Once Registering you’ll receive an email from our
technical team stating your User ID and Password. Kindly use the same for logging on the
website.
• Indian 'Project Coordinator' should submit complete proposal, Part A + Part B + administrative
and financial form (same as submitted on the Horizon 2020 Funding & Tenders Portal) as one
single consolidated PDF file at e-PMS (www.onlinedst.gov.in) along with other requisite
documents.
• We request you to be extra cautious while making the final submission as no editing would be
possible thereafter.12. Submission of Proposal (3/3)

• In addition to e-submission, Lead Indian Coordinator should send two (2) hardcopies
of uploaded research proposal at e-PMS portal to DST by Speed Post and reach before
15 February 2020.

• Financial due diligence to ensure that costs projected are
commensurate to efforts put in. Purchasing power parity,
equity and reciprocity will be guiding principles for this due
diligence. Balanced projects in terms of resources and
participation are encouraged for smooth post
