District Foster Care Liaisons: Responsibilities Where to Start ?? 1. Notify TEA of district liaison through AskTED: TEA: Foster Care Points of Contact 2. Notify campus & district leaders of liaison appointment. 3. Visit the TEA Foster Care & Student Success website and listen to webinar trainings; attend ESC trainings 4. Designate & coordinate “campus champions” for students in SLIDESMANIA.COM foster care – provide trainings to ensure systems & procedures are in place Foster Care & Student Success – Ch 5
District Foster Care Liaison: 12 Key Activities ● Procedures to streamline enrollment process - training for registrars, front office staff, counselors, etc. ● Implement student data tracking/monitoring procedures – collect DFPS forms for documentation, PEIMS coding (TEA Foster Care PEIMS Guidance-Handout #12), at-risk identification ● Procedures to ensure students in foster SLIDESMANIA.COM care receive school nutrition & meal programs immediately w/o application (TAC Rule §89.1605)
District Foster Care Liaison: Key Activities ● Help coordinate withdrawal, records transfer, & credit recovery ● Become a foster care expert & ensure district procedures align with state/federal law ● Coordinate with child welfare partners – know your DFPS Education Specialist, SLIDESMANIA.COM Youth Specialist, and Preparation for Adult Living (PAL) Specialist
District Foster Care Liaison: Key Activities ● Provide foster care related information & training to the district (e.g. procedures, laws, academic supports, trauma-informed care, etc.) ● Work w/DFPS to help students maintain school placement when appropriate – student’s best interest decision making ● Review student schedules/credits to ensure they are on track for graduation & receive SLIDESMANIA.COM appropriate support

TEC, §25.007 Transition Assistance for Students Who Are Homeless or in Substitute Care (Foster Care) ● Ensure school records are transferred to new school no later than 10th working day after student enrollment ● Develop systems to ease transition during first 2 weeks of enrollment (specific requirements outlined in TAC Rule §89.1605) SLIDESMANIA.COM ● Procedures for awarding credit, including partial credit if appropriate, for coursework completed at another school Handout #6
TEC, §25.007 ● Procedures to ensure a new school relies on decisions made by previous school regarding course placement and/or educational programs with comparable placement at the new school ● Facilitate access to extracurricular programs, summer programs, credit transfer services, electronic courses, and after-school tutoring programs at nominal or no cost SLIDESMANIA.COM ● Enter into a memorandum of understanding with DFPS regarding exchange of information to facilitate transition
TEC, §25.007 ● Provide services when applying for admission and seeking funding for postsecondary study ● Accept a referral for SpEd services made by a school previously attended & provide comparable services during referral process or until new school develops an IEP ● Provide notice to educational decision-maker & caseworker SLIDESMANIA.COM regarding events that impact the child’s education (e.g. referrals for evaluation, ARD meetings, discipline, etc.) (DFPS Form 2085E)
TEC, §25.007 ● Allow student who was previously enrolled in a course required for graduation the opportunity, to the extent practicable, to complete the course at no cost to the student before beginning of next school year (may include CBE, online class, etc.) ● Ensure student who is not likely to receive a high school diploma before the 5th school year following enrollment in grade nine has credit SLIDESMANIA.COM accrual and personal graduation plan reviewed
TEC, §25.007 ● Ensure student in grade 11 or 12 is provided information regarding tuition fee exemptions under Section 54.366 for dual-credit or other courses provided by a public institution of higher education for which a high school student may earn joint high school and college credit ● Designate at least one employee to act as liaison officer regarding educational issues related to students in DFPS conservatorship SLIDESMANIA.COM ● Provide other assistance as identified by the agency

Other State Laws Related to Foster Care ● Immediate school enrollment w/o records TEC § 25.002(g) (Chapter 7 (PDF), p. 56) – CPS caseworker is required to enroll child w/in 3 days & has up to 30 days to provide enrollment paperwork • 11th-12th grade student who transfers to a new district & does not meet graduation requirements of new district may request a diploma from former school district when SLIDESMANIA.COM on-track to graduate at previous school TEC § 28.025 (i) (Chapter 11 (PDF), p.92)
Other State Laws Related to Foster Care ● Continue to attend school where student was enrolled immediately before entering conservatorship, even if placed outside district attendance zone, until student successfully completes highest grade level offered by the school TEC § 25.001(g) (Chapter 8 (PDF), p. 62) ** Educational Best Interest & Transportation templates ● Free eligibility for PRE-K – children currently in foster care OR children who have ever been in foster care in Texas OR another state.
