                NOTICE OF RACE
French National 470 Class Championship - NOTICE OF RACE Plobsheim reservoir - 15 Km south of Strasbourg - ACAL
Introduction : this competition is organised by ACAL the Aquatic Club of Alsace Lorraine in
collaboration with the French National 470 Class Association, the Grand Est Sailing League, the
Banque Populaire d’Alsace Lorraine Champagne and (See our partners)

The mention DP in a Racing Instructions rule signifies that the penalty for an infraction to that rule
can, at the Jury’s discretion, be less than a disqualification.

1. RULES: The Regatta will be governed by :
      1.1 The rules as defined in the Sailing Racing Rules 2017-2020 (RCV)
      1.2. The national requirements translated for foreign competitors specified in annexe
      « federal requirements »
      1.3. Federal regulations
      1.4. In the event that this NoR be translated, the french text will prevail.
2. PUBLICITY (DP)
      Boats must carry the publicity chosen and supplied by the organising authority. If this rule
      is violated, World Sailing Rule 20.9.2 will apply (internet link to rule)

3. Eligibility and Entry
3.1 The competition is open to all boats of the 470 Class.
3.2 Pre-registrations: Eligible crews are invited to pre-register up untill 17th May 2020 by completing
the online entry form and by paying via bank transfer (see point 4)
3.3 Registration ; eligible crews may register by completing the entry form in the annexe of       this
Notice of Race, by sending it together with the entry fees, by cheque made out to « ACAL » to the
following address before the 18th May 2020 :

        After the 18th May 2020, and for reasons of organisation, the organising club reserves the
                right to not accept new entries or to increase the entry fees by 40 Eur per boat.
3.4 The competitors (each member of the crew) holding a French Federation Sailing
        Licence must show at the time of entry :
        - their valid sailing licence with the mention « competition » attesting the prior presentation
        of a medical certificate of no contraindication to the practice of competition sailing,
        - or of their licence with the mention « adhesion » or « pratiquant » accompanied by a
        medical certificate of no contraindication to the practice of competition sailing issued
        less than one year ago.
        - a parental authorisation for minors
        - for French crews the current year national class association membership sticker
        - the Measurement Form or certificate of conformity.

        Foreign competitors not having a French Federation sailing licence should present at entry :
        - justification of their membership to a National Authority member of World Sailing
        - the Measurement Form or certificate of conformity
        - justification of a valid public liability insurance policy with a minimal coverage of two million
        euros.
        - a medical certificate of no contraindication for the practice of competition sailing issued
                 less than one year ago and parental authorisation for minors.
3.5 All competitors should carry the sail number corresponding to the registration of their
        boat with their national authority. No exceptions will be made to this rule.

4. ENTRY FEES
Entry fees are set at 80 Eur per boat. (5 euros will be donated to the association helping with
research on multiple sclerosis (SEP)) :

- by cheque to ACAL, to be sent to the address indicated in 3.3 of this NoR,
- locally at the time of confirmation of entry.

       30th May 2020 : confirmation of entries and measurement from 10 am to 1 pm and from
       1.30 pm to 2.30 pm

6. RACING INSTRUCTIONS
       The RI and any annexes will be posted on the official noticeboard and will be published
       online on 18th May 2020 at the latest on http://www.acal67.com/voile-acal-

7 THE RACE COURSES
      The courses will be of the constructed type

8 RANKING
     Three races need to be validated to validate the competition.

9 ACCOMPANYING BOATS
      Followers wishing to use a motorised embarcation during this Championship should declare
      this to the organiser via the form in annexe of this NoR, stating the type and registration
      number of the embarcation as well as the pilot’s licence number before 25th May 2020,
      latest deadline. Any boat not having completed this form will not be permitted to launch.

10 PARKING SPACES - LAUNCH AREA
      - Spaces are available for car parking, road trailers and launching trolleys.
      - Launching will take place from the 3 ramps located to the north and south of the Nautical
      Base buildings. During racing, a zone near the ramps will be set aside for the trolleys.
      Boats that are not racing or who are waiting are invited to use the zones designed for this.
      - After racing, boats may be stored for the night on their launching trolleys in the designated
      area near the ramps.
      - Vehicles and road trailers should be parked in the spaces specified by the organiser.
      - Competitors and followers are to ensure that the parking areas are kept clean.

11 RADIO COMMUNICATION (DP)
      Except in an emergency, a boat that is racing must not transmit nor receive voice data or
      data that is not available for all boats.

12 PRIZES

12.1 The titles of Champion, of Vice-Champion of France and third will be awarded to the first three
crews of the competition.

12.2 The first three crews defined above will each receive respectively a Gold, Silver or Bronze medal
from the French Sailing Federation (FFV).
A ranking will be extracted form the general ranking for « classic » boats (built before 01/01/2000).

13 DECISION TO RACE
      The decision of a competitor to take part in a race or to remain in a race is of their entire
      responsability. In consequence, by accepting to participate in a race or to remain in a race,
the competitor discharges the organising authority against any responsability in the case
       of damages (material and/or bodily)

14 RIGHTS OF USE OF NAME and APPEARANCE
       By participating in this event, the competitor automatically authorises the organising
authority, the French Sailing Federation (FFVoile) and the event sponsors to use and show, at
whatever moment, photos in movement or static, films or televisual recordings, and other
reproductions of themselves during the period of the competition entitled « French National 470
Class Championship » in which the competitor participates and to use without compensation their
image and name on any material linked to the said event.

Attention : In Alsace, all commerce is closed on Sundays and bank holidays. This means that on 31st
May you will only find open commerces with great difficulty.
- The Club House restaurant is open and will be able to serve you both drinks as well as meals.

- Camping Car and tents at the Base, in the designated areas.
- You will find hereafter a list of hotels located near to the race course. We recommend, due to the
  season, that you book your room as early as possible. In the event of difficulties, you can let us

ANNEXE PRESCRIPTIONS FEDERALES
                                  FFVoile Prescriptions to RRS 2017-2020
                                    translated for foreign competitors

FFVoile Prescription to RRS 25 (Notice of race, sailing instructions and signals):
For events graded 4 and 5, standard notices of race and sailing instructions including the specificities of
the event shall be used. Events graded 4 may have dispensation for such requirement, after receipt of
FFVoile approval, received before the notice of race has been published. For events graded 5, posting of
sailing instructions will be considered as meeting the requirements of RRS 25.1 application.
(*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules):
The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of
checking arising from a protest concerning class rules.
(*) FFVoile Prescription to RRS 67 (Damages):
Any question about or request of damages arising from an incident involving a boat bound by the
Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the
appropriate courts and cannot be dealt by the jury.
(*) FFVoile Prescription to RRS 70. 5 (Appeals and requests to a national authority):
The denial of the right of appeal is subject to the written authorization of the Fédération Française de
Voile, received before publishing the notice of race. This authorization shall be posted on the official
notice board during the event.
(*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates):
The boat’s owner or other person in charge shall, under his sole responsibility, make sure moreover that
his boat complies with the equipment and security rules required by the laws, by-laws and regulations of
the Administration.
(*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules):
An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new
rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report
the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in
the sailing instructions and shall be posted on the official notice board during the event.
(*) FFVoile Prescription to RRS 88 (National prescriptions):
Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing
instructions, except for events for which an international jury has been appointed.
In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the
notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the
FFVoile website www.ffvoile.fr , shall be the only translation used to comply with RRS 90.2(b)).
(*) FFVoile Prescription to RRS 91(b) (Protest committee):
The appointment of an international jury meeting the requirements of Appendix N is subject to prior
written approval of the Fédération Française de Voile. Such authorization shall be posted on the official
notice board during the event.
