BREAKFAST & TEATIME CLUB AT GOSFORD PARK PRIMARY SCHOOL

What is Breakfast & Teatime Club?
Our new clubs have been set up to enable parents/carers of children at Gosford
Park Primary School to access high quality childcare provision both before and
after school (term time only excluding Teacher Days). It has been set up and is
managed by the governors of Gosford Park Primary School as a non-profit making
enterprise to benefit the children and parents/carers of the school.

Due to our staffing levels, we can only accept up to 30 children in each club.

How does it work?
Childcare is available either before or after the child’s normal school day. Term
time only excluding teacher days. This may increase as the clubs develops and we
expand our provision.

Who will staff the service?
There are members of staff in place who will operate the club, a Play Leader and
Play Workers. They will work alongside the Head Teacher to plan the provision. The
Play Leader is a qualified teacher and the Play Workers are existing staff of the
school. All staff have DBS enhanced checks.

Who can use this service?
This service is aimed at parents/carers who are either in work or wish to return to
work and parents/carers who are in educational training.

The admissions policy of the club is based on the following criteria:-

    1. Parents/carers of children who attend Gosford Park Primary School (Year
       Reception to Year 6) and who are in regular employment or training
       (requesting full Breakfast & Teatime Club care) and children who fall into
       our exceptional circumstances criteria.
    2. Parents/carers of children who are not in regular employment (requesting
       occasional Breakfast & Teatime Club care) but who attend Gosford Park
       Primary School.

    * Children with Special, Particular or Educational needs who fall into our agreed
    exceptional circumstances criteria will be seen on an individual basis. If your
    case is not considered to fall under exceptional circumstances the decision of
    the Head Teacher is final.

    Please note that we are unable to accept Nursery aged children at this stage.

How flexible is Breakfast & Teatime Club care?
One week’s written notice of changes to contracted childcare requirements will be
needed. We recognise that childcare needs might change on occasions and we will
try to be flexible within a framework that also allows us to offer a quality service.

What will this cost?
Fees have been determined in line with charges made for childcare at other primary
schools in the local area and are charged by sessions, two morning sessions are
available and three separate sessions in the afternoon.

Before school                8.00 - 8.45                  £4.00 per session

After school                 3.15 – 4.30                  £4.00 per session
                             3.15 – 5.00                  £5.00 per session

Staff are employed from 8.00am until 5.00pm each day. Should a child be collected
after their agreed pick up time of either 4.30pm or 5.00pm a charge of £2.00 will
be levied for every five minutes (or part thereof) that lapses.

What type of pattern will Breakfast & Teatime Club care follow?
Breakfast & Teatime Club care will provide a warm, welcoming atmosphere in which
children will feel happy and secure. At different times of the day the pace of
activities will vary, just as they would at home. Children will be given the
opportunity to relax as well as to take part in a range of play activities structured
to meet the needs of the child. Energetic outdoor play will also be available and the
opportunity to do Homework if required.
Children will be offered a light breakfast and a snack after school during the
session.

How will I know how my child is getting on in Breakfast & Teatime Club?

We strive to build effective partnerships with parents/carers to ensure the best
possible care for your child. We will feedback on how your child is getting on in the
setting, we will pass on any messages from school or home and we will listen to any
concerns you may have. You can also make suggestions or comments on the service
through the Breakfast & Teatime Club Parents/carers Suggestion box which is
located in our foyer.

POLICIES

Breakfast & Teatime Club provision is part of Gosford Park Primary School and the
following policies will apply. Full copies are available to view within the Breakfast &
Teatime Club setting. Please ask a member of the Breakfast & Teatime Club team
and they will supply you with a copy of any policy you require.

EQUAL OPPORTUNITIES

We are committed to equal opportunities and believe the values deriving from
different backgrounds should be recognized and respected. We aim to provide an
environment from which all children can benefit.

SPECIAL, PARTICULAR & EDUCATIONAL NEEDS POLICY

We recognise that for some children specialist provision will be required.

Our aim is to meet the special needs of these individual children who fall into our
‘exceptional circumstances’ category.

It is essential that we liaise closely with parents/carers and professionals involved
in the child’s care in order that the team may identify whether of not it is possible
to meet these needs within the everyday environment of the club.

Children will have their needs met in a way that values them and supports their
inclusion into the club.

ANTI-BULLYING POLICY

Everyone has the right to feel welcome, secure and happy. Only if this is the case
will all members of the school community be able to achieve to their maximum
potential. Bullying of any sort prevents this being able to happen and prevents
equality of opportunity. It is everyone’s responsibility to prevent this happening.

Where bullying exists the victims must feel confident to activate the anti-bullying
systems to end the bullying. It is our aim to challenge attitudes about bullying
behaviour, increase understanding for bullied pupils and help build an anti-bullying
ethos.

BEHAVIOUR POLICY

Our school Behaviour Policy aims to:

•   Provide an appropriate and challenging curriculum within a caring and supportive
    atmosphere.
•   Foster good, caring and responsible behaviour in a positive way.
•   Develop hard-working independent learners.
•   Create an atmosphere where children feel happy, relaxed and confident.
•   Develop inter-personal skills with all members of our school community.
•   Encourage children to develop a caring attitude towards the feelings of others.
•   Teach children how to respect their own property, the property of others and
    the school.
•   For persistent inappropriate behaviour in the setting, the school reserves the
    right to request pupils do not attend Breakfast & Teatime Club.

PROFESSIONAL ABUSE POLICY

No verbal or physical abuse will be tolerated at the club by parents/carers, children
staff or anyone on our premises. The perpetrator will be asked to leave or be
escorted off the premises. Depending on the nature of the abuse or assault the
police may be called.

EMERGENCY POLICY

In the event of an emergency staff will follow our clear emergency procedures and
act responsibly and quickly in getting the children to safety. A telephone list
containing all emergency numbers will be kept in the club’s office.

Fire instructions are displayed and followed in the event of a fire. Fire alarms will
be checked regularly and Fire drills will be practised termly.

A log of names, addresses and telephone numbers of all children will be kept with
the register for easy access.

TRIPS AND OUTINGS POLICY

We will ensure that any trips or outings the children participate in are planned
carefully, associated risks are assessed and addressed and costs are considered.

Parents/carers will be notified in advance that a trip is planned and an Outings
Consent Form is sent out to all parents/carers/carers. Only children whose
parents/carers/Guardians have returned the consent form may go on the outing.

Parents/carers may be asked to contribute to any costs incurred on planning the
trip ie, for transport or entrance to a park etc.

MISSING CHILD POLICY

All children in our care are supervised by staff at all times and therefore the
chance of losing a child is extremely unlikely. However if a child should become lost
whilst in our care, we shall remain calm.
    • Staff will ensure the remainder of the children are safe and conduct a
        headcount.
    • A member of staff will inform the Headteacher, SSO and any other school
        staff, and a search will be conducted of the immediate area, outdoor area
        and toilets.
    • If after this initial search the child has not been found, the Play leader will
        phone the police, parents/carers and headteacher and advise them of the
        situation.
After the event
• Ensure that the child is in a place of safety either at home or with a named
    contact
• Contact parents/carers/ carers to reassure them that a full investigation will
    take place in order to find out the circumstances as to why the child went
    missing
• Head teacher to investigate the circumstances of the event and record findings
• Head teacher will convene a meeting to describe why the child went missing.
    Parents/carers and the Chair of Governors will be invited to attend.
• If relevant to the investigation the class teacher will be invited to attend
• A discussion will take place to describe the events. If there is a failure on
    behalf of the school to take appropriate measures to ensure the safety of the
    child measures will be instigated so that there should no repetition of the event.
• If the child deliberately went off the school premises then specific individual
    work will be carried out with the child in order to ensure that s/he recognises
    the dangers of this action.
• Report findings to the Health and Safety committee
• Review the situation after three weeks

NON ATTENDANCE POLICY

Contracted places still need to be paid for even when your child does not attend
due to sickness or term time holidays, unless it has been agreed by the Head
Teacher. In the case of school absence, you will still be charged for sessions
booked as these cannot be offered to other children. The only exception to this
will be Residential Visits or school closure due to bad weather or other
circumstances instigated by school such as trips and annual performances.

COLLECTIONS POLICY

We will ensure children from YR, Y1 and Y2 are collected from the classroom by
Club staff at the end of school day. Years 3, 4, 5 and 6 will make their own way to
the club.
Parents/carers of children admitted to Breakfast & Teatime Club are asked to
   provide specific information which is recorded on our Registration Form,
   including:

    •    Home address and telephone number
    •    Place of work telephone number
    •    Two emergency telephone numbers
    •    Mobile telephone numbers if available

If a child is not collected at the end of the session we will:

•   Check that no message has been received from the parent/carer about changes
    to the arrangements for the collection of their child
• If no such information is available, parents/carers/carers will be contacted at
    home or at work
• If this is unsuccessful, the adults who are authorised by the parents/carers to
    collect their child on the registration form will be contacted
• Where possible a message will be left on the mobile phone/ house phone of
    those with responsibility for collecting the child stating clearly the course of
    actions that will be taken.
• Parents/carers will be charged after 5.00pm £2.00 for every five minutes of
    lateness.
• After 5.15pm after all reasonable attempts have been made to contact the
    parent/carer and adults authorised, the Play Leader will contact the Head
    Teacher who will make a decision as to whether Social Care should be contacted.
If the parent is regularly (more than 3 times in any term) later than 5.15pm the
Head Teacher will be informed, and parents/carers will be invited in for a
supportive discussion. The school reserves the right to withdraw the offer of a
place at Breakfast & Teatime Club for persistent lateness.

PAYMENT AND DEBTORS POLICIES

Payment is required one week in advance of the service being provided at the
latest by the first Monday of every week. You can pay weekly, monthly, half-termly
or termly; whichever suits your personal circumstances. Fees should be paid to the
Breakfast & Teatime Club staff when your child is dropped or collected a week
prior to their first contracted session of the week.
At the moment payment must be made in cash This must be handed in, in a sealed
envelope with the amount inside and your child’s name on the front. We aim to
introduce payment by SIMS Pay as soon as possible to make it easier for parents.

A receipt will be provided within 2 days of payment, for all payments received for
the Breakfast & Teatime Club service. Should you wish to change sessions attended
or cancel a place at Breakfast & Teatime Club, one ‘full’ weeks notice is required, in
writing.

Procedure

    •    Informed parent/carer verbally of the arrears and payment requested.
    •    Payment reminder slip sent after 1 week’s arrears accrue on following
         Wednesday.
    •    Phone call made by the Play Leader where payment not received after
         reminder.
    •    Phone call made by the School Business Manager.
    •    Failure to pay by the Friday of the 2nd week of arrears provision is
         withdrawn.
    •    Invite you to a meeting with the Head Teacher/ School Business Manager to
         agree an arrears payment plan.
    •    Non-payment of agreed payment plan will lead to the bad debtor register
         and referral to the authorities Legal Services for collection of arrears.

SAFEGUARDING CHILDREN POLICY

Whilst your child is at Breakfast & Teatime Club we are responsible for their well
being. Therefore, if staff are concerned about the welfare of any child who
attends the club appropriate action will be taken. This could mean that the Social
Care department may be contacted. Therefore, it is very important that all
parents/carers/carers inform the club staff of any incidents, illness or medication
to prevent any unnecessary upset and misunderstanding.

If you feel you need to discuss this issue please feel free to discuss it with a
member of staff. The staff will work closely with the Head Teacher to ensure that
children are kept safe.

CONFIDENTIALITY POLICY

All matters of club business will remain confidential and within the club structure.
Information given by parents/carers on their membership form and other relevant
forms about the needs of their children may be shared with other staff members
to ensure the best care is given to your child.

However other information given by parents/carers will not be disclosed without
their permission or unless it is in the best interest of the child involved.

Our staff are approachable and understanding therefore if you wish to discuss a
personal matter with a member of staff please feel free to talk in confidence to us
at any time.

ACCIDENT AND INCIDENTS POLICY

We will take every step through regular risk assessments of the area to try and
ensure that accidents do not happen however, when an accident does occur within
the club the appropriate action will be taken and accurate information is recorded
and communicated. The same procedure applies to an incident.

There will be a member of staff on site at all times who is qualified in first aid and
a first aid box which is kept fully stocked.

In the event of an accident or incident resulting in the need for medical assistance
the child will be taken by a member of staff in an ambulance along with the child
membership form containing the relevant medical information.

The child’s parent/carer will be informed and they will need to sign the report in
the accident/incident book.

ADMINISTRATION OF MEDICINES POLICY

If medication is required staff will follow clear procedures set out. Parents/carers
are required to fill out a medication form detailing the medicine name, dosage to be
administered and the time due to be taken. Two members of staff will be
responsible for administering the prescribed medication and they will both
complete and sign a medication form which is then signed by the parent on
collection of the child.

It is the parent’s responsibility to notify the staff of any changes to regular
prescribed medication.

HEALTH AND SAFETY POLICY

Good health and safety management are an integral part of the operation of
Gosford Park Primary School, the Governing Body, Head teacher, employees,
partners and all other people with whom we do business.

We will ensure compliance with minimum legal standards/approved codes of practice,
along with health and safety guidance provided by the Wellbeing, Health and Safety
Team.

FOOD SAFETY POLICY

We are committed to establishing and maintaining safe and healthy practices
around storage, preparation and serving of food. The club complies with ‘Safer
food better business’ standards.
A table outlining examples of food and drinks that can be provided are available on
request. Also displayed is a list of all the 14 allergens and which allergens are in the
food we provide for the children.

RISK ASSESSMENT POLICY

It is not only a legal requirement, but also our firm belief that risks to health and
safety should be controlled wherever possible through risk assessments. These are
therefore conducted in the club on a regular basis and cover all identified risks to
our members, our staff, our buildings, our grounds in our daily routines.

COMPLAINTS POLICY

We are committed to providing the highest quality service for you and your children.
However, if you are unhappy and wish to make a complaint, please speak to the staff
on duty. They will listen to your complaint and try to resolve it in a professional
manner. If you are still not satisfied, the matter will be passed on to the Head
Teacher to deal with. If you are still unhappy then you can contact the Chair of
Governors Mrs Val Smith through the school office. If you are still concerned you

CONTROLLING INFECTIONS POLICY

We will ensure that a healthy and safe environment is provided for the children and
staff at all times. Infection in a club setting can spread rapidly; therefore the club
will endeavour to prevent the spread of infection and to promote good health and
hygiene practices.

We will ensure children, parents/carers and staff who have a contagious illness are
excluded from the club for the recommended exclusion period and that sick
children are not permitted to the club.

We will inform parents/carers of any outbreaks of a contagious infection that may
affect the health of their children. Reporting incidents of certain infections to
other parents/carers and members of staff whilst maintaining the anonymity of all
children and staff involved. The types of infections that may be reported to other
parents/carers would be:-

    1.   Head lice
    2.   Measles
    3.   Chicken pox
    4.   Mumps
    5.   Scabies
    6.   Meningitis
    7.   Whooping cough

All cases of infection will be recorded in our incidents book.

If a child becomes unwell during the course of a session the staff will ensure that
the child is treated promptly and appropriately and that the risk to any other
children is minimised. The child’s parent/carer will be contacted and asked to make
arrangements for the child to be collected as soon as possible. In cases where a
parent can not be contacted the club will contact the emergency contacts provided
on the child’s membership form. Upon collection of their child the parents/carers
will be asked to sign the incident books.

Reception September Starters

With the new intake in Reception Breakfast & Teatime Club will put in place a
transition period for the children depending on the sessions that you require. Any
child we feel is not settling in after the transition period we reserve the right to
either continue the transition period or terminate your Breakfast & Teatime Club
contract. There is no set transition time. For transition we will either do morning or
evenings, shorter days only till 4.30 in the evening or 8am start & any other
transition method we feel appropriate.
