Chip Seal Update
I recently went on a drive with representatives from Auckland Transport, Fulton Hogan, Ventia and
Auckland Council to examine chip seal surfaces around the Kaipātiki area. We visited Peach Road,
Levesque Street, Sunnyhaven Ave and Onetaunga Road.

      There are a number of different chip seal methods, which may explain why some chip seal surfaces
       bleed chips less than others.
      One method (as seen on Levesque Street) involves larger tarred chips, with a layer of smaller loose
       chips on top. These smaller ships could be pre-tarred to help them stick better.
      Current chip seal methods rely on vehicles to compact the chip seal layer, however if they were
       steamrolled more, this wouldn’t be necessary and the chips should settle faster. It could also help to
       compact the chips at the sides of the road where vehicles don’t drive.
      Sunnyhaven Ave from the shops to Drome View Place has large bare patches due to turning cars,
       and should be reassessed for asphalt.

I was then shown a couple of sites in Unsworth Heights where a new “rejuvenation” method has been
trialled to extend the life of asphalt roads, rather than downgrading them to chip seal. It is cheaper per
application than chip seal, however requires more frequent applications, so overall is twice the cost of chip
seal, but much cheaper than asphalt.

Here is a statement from Auckland Transport:

“Roads which have been rejuvenated differ from both Asphaltic Concrete (AC) and Chip Seal surface
types. The rejuvenation method is currently being tested out on a number of roads and needs to be carried
out at just the right time in order to waterproof and further extend the life of an AC surface. These roads are
being closely monitored by our Maintenance team.
Rejuvenation seals have been used previously over the years at times without much success, but similar to
other products, the materials used have been redeveloped and refined to deliver a better product. This

particular product used on Unsworth Heights streets is a trial.
We are currently working on the reseal program for 2021/22 and this will include some rejuvenation seals.”

There are several roads in the Kaipātiki area that have been assessed as potential candidates for the
rejuvenation technique in the 2021/22 reseal programme. I would like to propose that the Kaipātiki Local
Board request to be included in the rejuvenation trial.

Recommendation

That the Kaipātiki Local Board:
   (a) request that Auckland Transport include the Kaipātiki Local Board area in the “rejuvenation” technique
        road resealing trials.
   (b) request that Auckland Transport apply the “rejuvenation” technique to all applicable asphalt roads (or
        portions of road) within the Kaipātiki Local Board area that are identified in the 2021/22 resealing
        programme, rather than resurfacing them with chip seal.

Onewa Road T3 Lane Cameras
Auckland Transport have confirmed that there will be 17 "transit lane zones" that will be monitored by
cameras - 9 zones heading towards the city and 8 zones heading towards Birkenhead.

Each zone will contain one unit of 4 cameras, making a total of 68 cameras on Onewa Road.

Each unit includes:

      1x scene camera (monitors whether the
       vehicle travelled the whole zone;
       sometimes it will also look at the transit
       lane sign for evidential purposes)
      1x sign camera to monitor the transit lane
       sign if the scene camera cannot see the
       sign (in some instances this may be
       mounted on a street light pole opposite the
       unit)
      One relocatable pole mounted camera
       housing, containing:
           o 1x side occupant camera (looks at
                the side of the vehicle to determine
                how many occupants are in the car)
           o 1x front occupant camera (looks at
                the car approaching the unit,
                collects number plate details, and
                also confirms occupants in front
                seats).

New Basketball Court Opened at Normanton Reserve
The new Normanton Reserve basketball court is now officially open!

Thanks to everyone who turned out for the opening and to put the court through its paces. Special thanks
to the Kaipātiki Community Facilities Trust for arranging the event, and to Harbour Basketball for supplying
the basketballs.

Beach Haven Community Connections & Sustainability Expo

Long Term Plan Consultation
Thanks to everyone who popped down to Little Shoal Bay to let us know your views on Council's long term
plan proposals and the Kaipātiki Local Board's proposal for a target rate to fund specific local projects, such
as addressing the flooding in the park.

Movies in Parks 2021
Thanks to everyone who attended Movies in Parks - Trolls World Tour at Birkenhead War Memorial Park!
Thankfully we just squeaked it in between the two lockdowns.

Shadesails at Monarch Park

Shade sails have now been installed over the playground at Monarch Park, Hillcrest. The orange and black
colours are in keeping with the "monarch butterfly" theme at the park. As part of this project, the junior
playspace has been relocated so it is also covered by the shade.

While you're there, check out the little library, nature play in the bush area, and keep an eye out for fairies!
Entrances to the park can be found on Moore Street, McDowell Cres, Monarch Ave and Mannering Place.

Coronation Rd/Archers Road Roundabout
The new Coronation Rd/Archers Rd roundabout is finally open after a number of delays, and seems to be
working well.

Glenfield Pools
Danielle Grant and I visited the Glenfield Pool and Leisure Centre pools while they were closed for
necessary maintenance and safety improvements have been completed.

Work included adding 9000 bolts to the ceiling tiles (which required the pools to be drained for equipment to
be brought in), and concrete and steelwork.

Update on Beach Haven Wharf

After a long wait, work has begun on replacing the Beach Haven Wharf (Hilder's Park Wharf).

Work is scheduled to take approximately 100 days (weather permitting). The wharf will be closed to the
public during construction. Attached is the final design of the new wharf, which is similar to what we have
now but will include a new gangway and pontoon.

The work includes:

      Partial demolition of the existing structure and rebuilt
      Encasement of existing pile bases
      New poles with pressed sleeves, bracings and clamps
      New bearers and joists
      New decking, handrail and seat
      New aluminium gangway and concrete pontoon.

Background:

The Beach Haven recreational wharf has had restrictions on it for a few years now due to the piles and
stairs deteriorating. And because of the heritage designation and engineering considerations, it has taken a
very long time to achieve all of the required consents needed to rebuild the wharf.

The project will rebuild the damaged parts of the wharf and piles, strengthening and upgrading it to today's
safety standards, while keeping the heritage style of the wharf and providing a new floating pontoon
platform for fishing and diving.

ANZAC Day 2021
It was heartening to see the large number of the community who gathered to pay their respects at our three
local ANZAC Day services on Sunday. Here is a selection of photos from the Birkenhead service,
Northcote Point service and Glenfield service. Lest we forget.
Jean Sampson Res Toddler Playground Underway
Work is now well underway creating a new toddler playspace at Jean Sampson Reserve, Northcote Point.
The shade sail poles are installed, and when I visited recently, the pathways and adventure trail were being
formed. Work is on-track to be completed in late-May/early-June (weather permitting).

The Kaipātiki Local Board has re-imagined the playground area as a fenced toddler playspace, with slides,
tunnel, sandpit, talk tubes, climbing and imaginative nature play. There will also be shade sails, seating,
picnic table, plantings and the current swing will be upgraded to include a basket swing. Importantly, the
memorial fire engine will be cleaned up and relocated within the new playground, and the basketball half-
court is staying.
