                                      GUIDELINES
Overview
Move on When Ready provides opportunities for high school juniors and seniors to enroll full- time, four
courses (up to 13 semester hours), in postsecondary institutions to earn both high school and college
credits simultaneously. Funding for Move on When Ready is provided through the local school system’s
equivalent (FTE) program count as determined by the Georgia Department of Education. The additional
course cost above 13 hours is not covered through Move On When Ready funding and must be paid by
the student. Student participation can be semester to semester or full year participation. Participation is
only allowed during the normal fall and spring semesters of the high school and college school year.

Student Eligibility
Students are eligible to participate in Move on When Ready if they are entering 11th or 12th
grade, as determined by the system, and spent the prior school year in attendance at a public high school
in Georgia. Participating students must have been enrolled for funding purposes during the preceding
October and March full-time equivalent (FTE) program counts, be a resident of Georgia for a calendar
year, and be on track to graduate. Students who meet these qualifications can participate with eligible
institutions once they meet their Dual Enrollment/Move On When Ready requirements in addition to the
GA DOE guidelines. Students who fail a course or courses one semester can continue to participate the
next semester as long as they are still on track to graduate. If class failures do occur, the student, parent
and counselor should meet to review whether it is still in the best academic interest for the student to
continue in the program.

Eligible Institutions
An eligible postsecondary institution is one that is defined in paragraph (7) of Code Section 20-
3-519. Institutions eligible to participate in the Move on When Ready Program include the
following:
        All units of the University System of Georgia,
        All branches of the Technical College System of Georgia,
**Some private independent nonprofit postsecondary institution eligible for tuition equalization grants
**Some private proprietary postsecondary institution eligible for tuition equalization grants.
**These institutions should contact Georgia Department of Education and complete the Guidelines to
Determine Eligible Colleges For Move On When Ready form to verify their eligibility and submit the
completed form to the Georgia Department of Education for approval.
Once GADOE approval is granted the institution can begin participation.

Coursework
Once a Move On When Ready student is admitted to an eligible postsecondary institution, they will take
all coursework at or through the postsecondary eligible institution. Move on When Ready courses must be
selected from the approved MOWR course lists which have approved by the Georgia Department of
Education. Students cannot take high school courses on the high school campus while enrolled as a
MOWR student. Courses may be taken at the college during the traditional public school day and/or
outside the regular school day hours through on-line. Learning support, remedial courses, exemption
credit and summer school courses are not eligible for Move On When Ready. New courses may be added
to the Move On When Ready course lists during the year through requests from the colleges or local
system by specific deadlines.

Testing Requirements
Move on When Ready students must meet all state assessment requirements, including End of Course
Tests, End of Pathway Assessments and any others, as referenced in State Board of Education Rule 160-3-
1-.07 Testing Programs- Student Assessment. Students will need to participate in any required state
testing or assessments at the same time and locations their local system administers testing. Move On
When Ready students should be excused and allowed by the postsecondary institution to take all state
required assessments.

Awarding Credit
Students who participate in Move on When Ready will earn high school credit as well as college credit for
courses successfully completed at an eligible postsecondary institution. Credit
earned must be used to meet state and local graduation requirements. Information about courses taken
and credits earned should be included in the participating student’s secondary school records.

Secondary credit for postsecondary courses will be awarded according to the following conversion scale
that began in the fall of the FY 2011 school year:

One to two semester hour credits = .5 high school unit credit
Three to five semester hour credits = 1 high school unit credit
One to three quarter hour credits = .5 high school unit credit
Four to eight quarter hour credits = 1 high school unit credit

Upon completion of the course, the student shall be responsible for requesting an official transcript be
sent from the postsecondary institution to the student’s local school system so credit may be given to
meet high school graduation requirements. Failure to do so could result
in the student not graduating on time and not continuing in the Move On When Ready program.

Funding
For each eligible student participating in the Move On When Ready Program, the cost for full- time
coursework up to 13 semester hours at an eligible institution will be paid through the Move On When
Ready calculated FTE annual amount. The school FTE will be reduced by the lesser of these two amounts:

1. The actual cost of tuition, fees, books, and materials directly related to the courses
taken by the eligible student at such institution less a records fee of $200.00 per year for administration costs
of the local school system; or

2. The GA DOE calculated amount that the participating eligible student would have earned
if he or she had been in equivalent instructional programs in the local school system, less a records
fee of $200.00 for administration costs of the local school system.

Students participating in Move on When Ready are not eligible for any other state student financial aid at
an eligible institution for courses taken under the program. Move on When Ready course hours do not
count against any maximum hourly caps for HOPE scholarships or grants.

Eligible participating institutions will accept the determined Move On When Ready amount as full
payment for the student’s tuition and mandatory fees. If funds remain then books and materials may also
be paid. Any additional course hours or costs above 13 hours are the responsibility of the
student/parents/guardians and credit will only be given locally if granted by the local system.

School and System Responsibilities
All 10th and 11th grade students must receive general advisement information about the Move on When
Ready Program, just like all the other dual enrollment programs, no later than April 1st
each year. For a student who has an interest in participating, an appointment with their local counselor
should be scheduled so Move On When Ready information, including all forms and documents pertaining
to the program, can be shared with the student and their parents.

Prior to enrolling, the parent/guardian and the student who elects to participate, will sign a Participation
Consent Form stating that they have received advisement and they understand the student
responsibilities that are required. The signature also verifies the student has met the advisement
requirement for participation in the Move On When Ready program.

Advisement information could include:
           The names of eligible institutions and their Move On When Ready application deadlines
              approved courses

              Information about approved academic transferable credit local and state high school
               graduation requirements

              The name of a contact person at each eligible institution for information concerning the
               Program Procedures for scheduling approved courses between the high school and the
               eligible institution

              The potential effect of Move On When Ready on a student completing a course and
               completing required high school graduation requirements

              Consequences of course incompletion, course failure and the possible delay of high school
               graduation

              Eligibility information for participating in extracurricular activities

              Student’s responsibility to inform the high school if they drop course(s) before end of
               semester

              Other areas determined by state and/or local system

Eligible students who do not participate after they have enrolled or fail to continue as a full- time student
during a semester, must return to their local high school and complete their high school classes there. If
students do not return to the high school before completion of their Move On When Ready classes, it
could result in them losing credit and not graduating on time.

Participation in High School Extracurricular Activities and Sports
Students participating in the Move on When Ready Program are eligible to participate in competitive and
other extracurricular activities in grades 9-12, following the provisions of State Board Rule 160-5-1-.18.
This is allowable as long as their schedule can accommodate practices, games, etc. without interfering
with their completion of postsecondary course requirements. They must also meet and maintain all
GHSA’s eligibility requirements. Postsecondary institutions are not required to accommodate students so
they can participate in these activities. Students need to remember conflicts could occur which could
prevent them from participating.

Participation in College Sports
Students are not eligible or allowed to participate in college competitive sports at any collegiate level.

                 MOVE ON WHEN READY (MOWR) PROGRAM
                                                ADMISSIONS POLICY FORM

MOWR General Admissions Policy
Gwinnett Technical College will serve qualified applicants who are able to benefit from a course or program of study.
Specific programs of study have admissions requirements determined by the Technical College System of Georgia (TCSG)
and by the college. These requirements are based on criteria developed to help students determine their potential for success
in that program. Placement evaluations, satisfactory academic background and performance, and other appropriate
measurements are used to determine readiness for program entrance.

House Bill 149 (Move on When Ready) provides an arrangement whereby an eligible student entering eleventh or twelfth
grade who spent the prior school year in attendance at a public high school in Georgia may take all of his or her courses at
or through an eligible institution and receive secondary credit from his or her high school with the goal of completing
graduation and high school diploma requirements. Move on When Ready (MOWR) students are enrolled in both the high
school and the postsecondary institution and earn credits at both.

Students seeking to enroll under MOWR must meet the dual enrollment admission requirements as set by the college. Once
admitted, the participating student will take all coursework at or through the college.

Admission Requirements
HB 149 Move on When Ready Eligibility. To be eligible for participation in Move on When Ready, a student must:
   a. Be a high school junior or senior seeking a high school diploma from an eligible Georgia high school,
   b. Be reported as enrolled in a Georgia public school for funding purposes during the preceding October and March
       full-time equivalent (FTE) program counts,
   c. Be enrolled full time in an eligible college or university or public technical college as a dual credit student taking
       approved college-level courses,
   d. Be a legal resident of Georgia, and
   e. Maintain satisfactory academic progress towards fulfilling applicable high school graduation requirements.

College Entrance Assessment Requirements
All applicants must take the COMPASS test for advisement and program placement. In lieu of COMPASS scores,
applicants may submit official SAT or ACT scores, provided these scores are no more than 60 months old. If an applicant’s
alternative scores do not meet the College’s Minimum Program Scores for program entrance, the applicant must be
assessed via COMPASS. Testing information located on college website.
COMPASS: Reading=79, Writing=62, Pre-Algebra=37, Algebra=37
SAT: Verbal=480, Math=440 ACT: Reading=17, English= 20, Math=19

In addition to the above criteria, some programs may have other requirements. Please consult the appropriate section of the

Admission Documentation and Procedures
          Submit Gwinnett Technical College Application for Admission and application fee
          Submit a MOWR Participation Consent Form signed by the high school guidance counselor, parent and student
          Submit official high school transcript
          Submit official SAT, ACT, or COMPASS scores results taken within the last 60 months.
          Submit proper proof of residency
          Applicants for some programs are required to submit additional documentation. See program’s specific
           information for additional requirements
          High School Counselors are advised to consult with the college to identify the appropriate college course number

            Gwinnett Technical College Move On When
              Ready (MOWR) Program Application
                          Instructions
General Instructions:

The MOWR Program is for students classified as high school juniors and seniors at accredited public
schools in the state of Georgia, and is operated in all school terms except summer. The program allows
students to pursue postsecondary study at approved public and private colleges and technical colleges,
while receiving dual high school and college credit for courses successfully completed. Courses
pursued by students under this program must come from the approved course directory available at the
Georgia Department of Education website.

At public postsecondary institutions, the program pays for tuition and institutional fees up to 13 credit
hours. Some eligible private postsecondary institutions may qualify for MOWR. Transportation,
books, supply fees, and other expenses are the responsibility of the student, including tuition for
courses above the total 13 allotted credit hours and other expenses for non-MOWR courses, if any are
taken. Credit hours paid by the MOWR Program for the student will not count towards the limit of
postsecondary hours paid for by the HOPE (Helping Outstanding Pupils Educationally) Program.
Additional requirements or restrictions for participating in this program may be imposed by the high
school.

To apply for the Move On When Ready Program applicants need to carefully read and consider all
information contained within this packet and the complete the following:

       1.   Complete and submit the Gwinnett Technical College application and pay $25 application
            fee online at www.Gtc-web.org

       2.    Complete and submit the consent form. This must be completed and signed by the student,
            parent, AND counselor (attachment 4)

       3. Submit official high school transcript

       4. Submit official eligible scores from either SAT or ACT. Students may also come to the
          GTC campus and take the COMPASS entrance exam.

       5. Submit student driver’s license, learner’s permit, or state-issued ID for proof of residency.
          Please note that additional documents may be required. Please see attachment 2 for more
          information.

Consent form and proof of residency may be scanned and emailed to

official transcripts and test scores be sent to Gwinnett Technical College.

             Important Considerations (please read carefully):

   Please review the Checklist of Terms and Conditions (attachment 1). By signing the consent form
    (attachment 4) you are agreeing to all terms listed within the checklist.

   When meeting with the counselor to discuss the program, please have the counselor complete the
    Courses Required sheet (attachment 3). The counselor should list all the classes the student needs
    to graduate high school and can be substituted with eligible Move On When Ready college courses.
    *This sheet does not need to be turned in to the college but is strongly recommended that the
     student retains for their records and reference for registering for courses.

   Students must be admitted to a postsecondary institution, according to the rules of that institution,
    prior to participating in the MOWR Program. Approval by the high school to take postsecondary
    courses will not ensure that the student is admitted to the postsecondary institution. It is the
    student’s responsibility to schedule the exact courses approved by the high school – seats in some
    college courses may be limited, and some courses offered may not have seats available.

   It is the responsibility of the student, parent, high school official, and postsecondary official to
    retain copies of all submitted documents for their respective uses.

   College credit obtained at one postsecondary institution may or may not be transferred or credit to
    another institution – the permissible credit allowed for courses taken elsewhere is determined
    solely by the receiving postsecondary institution.

   Credit hours taken under the MOWR Program will not count against the scholarship and
    cumulative hour caps if the student becomes a HOPE scholar.

   There is no book allowance for a participating MOWR student. In the case of books, the student
    must pay those additional costs. The student is also responsible for supply fees, lab fees, and
    science fees.

Remember: It is the responsibility of the student and parent to make sure that the
logistical requirements for MOWR participation – transportation, timing, etc. –
can be met.

                      Move On When Ready Participation Guidance
                           Checklist of Terms and Conditions
This should be used in conjunction with the Participation Consent Form. Below are items to explain and emphasize
when counseling students and their parents/guardians about participation in the Move On When Ready program:

   1) ___      Students must have been a legal resident of Georgia and full-time Georgia high school student
               during the prior year and counted in the October and March FTE counts.

   2) ___      Students must be enrolled at Gwinnett Tech full-time, 12 semester hours and
               maintain full-time status. Student must notify their local high school if they fall
               below full-time status.

   3) ___      Students need to know if they participate all year they can receive 8 units of
               credit, which is more than they may receive at their high school during the year.

   4) ___      Participation is limited to two years but can be as little as one semester.

   5) ___      Students seeking to enroll in the MOWR program will be expected to complete
               all coursework, GHSGT, and EOCT testing requirements as defined by the
               GADOE.

   6) ___      The coursework will be done at or through the eligible postsecondary
               institution.

    7) ___     Upon completion of the courses, the student shall be responsible for
               requesting an official transcript be sent to the student’s local school system.

    8) ___     Courses can be taken beyond the regular school hours and/or through virtual
               courses.

    9) ___     Courses taken must meet high school graduation requirements.

    10) ___    Students must meet all graduation and high school diploma requirements.

    11) ___    The FTE (full time equivalency) funding allotted through the MOWR program is applied towards
               tuition of 13 credit hours. Students are responsible for fees, materials, supplies and test books.

    12) ___    Eligible students enrolled in an eligible institution for secondary credit shall
               not be eligible for any other state student financial aid at an eligible institution
               for courses taken under the program.

   13) ___     MOWR hours do not count against any hourly caps for HOPE scholarships or grants.

   14) ___    Students’ high school graduation could be affected by course incompletion and/or failure.

   15) ___    Students must notify the high school if his/her full-time status changes at any time at the
              eligible postsecondary institution.

   16) ___    Students are responsible for their own transportation and any food costs.

   17) ___    Students are allowed to participate in high school competitive and other extracurricular events.
              They must meet all requirements established by the Georgia High School Association and Rule
              160-5-1-.18 Competitive Interscholastic Activities Grades 6-12. Conflicts with class
              requirements and scheduling could prevent the student from being able to participate.

   18) ___    Remedial and developmental courses are not available for MOWR.

   19) ___    Students who are admitted under the MOWR program will not be permitted to switch to
              another dual enrollment program (ACCEL or Dual) once they enroll in classes.

   20) ___    MOWR is not available during the summer.

   21) ___    Virtual courses can be used from any postsecondary institution as long as they are approved
              courses that meet the high school graduation requirements.

   22) ___    Students must complete all application materials required for acceptance into the college by
              the posted deadlines found on the GTC website. These items include:

                     Application to Gwinnett Technical College and payment of the application fee
                     Completed Consent form
                     Official high school transcript
                     Official degree level SAT, ACT or COMPASS scores
                     Proper proof of residency - Student’s Georgia-issued photo ID, plus any additional
                      documents requested by GTC Admissions.
                     (Optional) FERPA form. This form may be obtained in the Registrar’s office on the GTC
                      main campus. Both student and parent must be present with a photo ID. Unless this
                      form has been lawfully completed and signed, the parent/legal guardian will have no
                      access to the student’s records, grades, attendance, etc. while participating in Move
                      on When Ready courses.

IMPORTANT: By signing the enclosed Participant Consent Form (attachment 2) you are acknowledging that
you have carefully read, understand, and agree to all the terms and conditions listed in the checklist above.

*Local systems may decide to add additional advisement items they feel are needed to this list.

 All students must provide their Georgia driver’s license, Georgia learner’s permit
  or Georgia State issued ID. If student is using a current high school identification
  card, the student must also provide one of the additional items listed below:

      A current U.S. passport
      Copy of front and back of current Permanent Resident Card (I-151 or I-
        551)

 Additional supporting documents may be required at the request of the Dual
  Enrollment Admissions Specialist
