1 DESCRIPTION OF SERVICES: The contractor shall provide all personnel, tools, supplies,
transportation, materials, supervision, equipment, and labor necessary to operate, maintain and
repair washers, dryers, and fitness equipment as defined in this Performance Work Statement
(PWS). The contractor shall perform in accordance with (IAW) the terms and conditions of the
contract and consistently with the established standards in this PWS and contract.

1.1 BACKGROUND: Washers and dryers are required to be provided to personnel assigned to
AB101. Personnel in AB101 rely on washer and dryer service to sustain their quality of life. A
representative listing of machines are shown in Attachment 1 - List of AB 101 Fitness
Equipment. The AB101 Fitness Center contain a variety of weight lifting and aerobic equipment
from several manufacturers. The purpose of this contract is to acquire maintenance / repair
support for the fitness center equipment, leasing and maintenance support for washer and dryers
from a contractor that has demonstrated knowledge. A listing of equipment to be serviced is
attached.

1.2 PERIOD OF PERFORMANCE: The period of performance (PoP) shall be for one (1)
Base year of 12 months and four (4) 12-month option years.

The Period of Performance reads as follows:

Base Year             01 January 2021 – 31 December 2021
Option Year 1         01 January 2022 – 31 December 2022
Option Year 2         01 January 2023 – 31 December 2023
Option Year 3         01 January 2024 – 31 December 2024
Option Year 4         01 January 2025 – 31 December 2025

1.3 Option to Extend Services: The Government may require continued performance of any
services within the limits specified in the contract IAW 52.217-8. The option provision may be
exercised more than once, but the total extension of performance hereunder shall not exceed six
(6) months. The Contracting Officer may exercise the option by written notice to the Contractor
any time prior to contract expiration.

1.4 SPECIFIC REQUIREMENTS: Requirements are listed as follows:

WASHER AND DRYER LEASE:

1.4.1 The contractor shall provide, install, maintain, relocate and remove coin free washers and
dryers, on a rental on AB 101, Niamey, Niger. The contractor shall furnish new heavy duty
commercial type washers and dryers designed for high usage. All units shall be maintained in
working condition, free of rust, dents, stains or excessive scratches for the duration of the
contract.

1.4.2 LEASE APPLIANCE: the government, at a monthly rate per appliance, shall lease
appliances. Lease occurring during the month of delivery of any appliance and the month of
return of any appliance to the contractor shall be prorated on the basis of a 30 day month.

Appliances that are removed and not replaced to operating condition under the terms of
paragraph 1.4.12 shall be deducted from the least fee at a rate of 1/30 of the monthly leasing fee
of the removed appliance per day. Deductions shall not be made if the appliances are replaced or
restored to operation condition in accordance with paragraph 1.4.5.

1.4.3 Washers shall be electric heavy duty commercial type, 8-10 kg capacity, equipped with an
automatic timer. Washers shall have a minimum of three wash cycles: normal, permanent press,
and delicate with a minimum of three temperature settings. Washer labels/operating instructions
shall be in English. Washers shall have hot and cold water connections. Washers shall be 220-
240 volts. The contractor shall provide proper operating instructions and machine number decal
on each washer. Each washer shall be equipped with industry standard safety functions.

1.4.4 Dyers shall be electric, heavy duty commercial type, 8 – 10kg capacity, equipped with an
automatic timer. Dryers shall have a minimum of three dryer cycles for different types of
fabrics: heavy, normal and delicate. Exhaust vent connections are available at each dryer
location. Dryers shall be 220 – 240 Volts. The contractor shall provide proper operating
instructions and machine number decal for each dryer (in English). Each dryer shall be equipped
with industry standard safety functions. The contractor shall clean the exhaust venting systems,
only to the building venting header systems, when required.

1.4.5 Repair washer and dryer machines located on AB 101, Niamey, Niger. The contractor
shall be notified by the Contracting Officer Representative (COR) or CO in the event that a
washer or dryer becomes inoperative or malfunctions. The contractor shall repair inoperative
washers or dryers within two business days of notifications. The contractor shall develop and
implement an operating plan for a preventive maintenance and recurring maintenance programs
for all equipment identified in the PWS.

1.4.6 Repairs include, but are not limited to, adjusting, lubricating, cleaning, leveling, replacing
defective components such as timers, heating elements, electrical cords, hoses, belts, knobs,
switches, transmissions, motors and other normal appurtenances.

1.4.7 Hook-up machines located on AB 101, Niamey, Niger.

1.4.8 Salvage machines located on AB 101, Niamey, Niger. The contractor shall salvaged
machines when requested by the COR as a one for one swap. The contractor shall strip the
machine on-site of parts. The contractor shall test them for operation and shall stock them in a
used parts inventory. If used replacement parts are available, the government reserves the right
to furnish used repair parts from salvaged machines. Used parts inventory stockade level will be
determined by the government. These stockade levels will be subject to change at any time
depending upon usage requirements. The government maintains ownership of the parts. The
contractor shall strip the following parts from machines: washer timers, washer transmission,
washer motor, washer water pump, washer wiring harness, washer tub (inner and/or outer), dryer
motor and dryer drum.

1.4.9 The contractor shall remove any accumulation of lint in machines each time a dryer is
serviced. After serving the dryer, the machine shall be free of any accumulation of lint. If

branch circuit breaker (fuse) is tripped (blown), the contractor shall advise the COR to have
power restored.

1.4.10 The contractor shall clean and lubricate or replace (if worn or will not rotate freely) roller
supports, clean and lubricate or replace (if worn or will not rotate freely) idler pulley, clean drum
backing plate holes, replace drum felt sea with a manufacturer’s repair kit on each dryer.

1.4.11 The contractor shall develop and maintain an inventory list of used, operable government
repair parts listing quantities, part number, make/model, and description. The contractor shall
provide two copies of this inventory to the COR/CO on the first workday of each month.

1.4.12 Provide temporary replacement machines for washers/dryers undergoing repairs. If
applicable, the contractor shall coordinate the times and dates of washer and dryer replacements
with the COR/CO. The contractor shall absorb all costs associated with the repairs or
replacements, to include inside delivery. All packing materials and other debris shall be
removed daily by the contractor and disposed of off base. The contractor shall notify the
COR/CO upon completion of the service call and provide documentation.

1.4.13 After completion of repair work, the contractor shall run the machine through a complete
operating cycle to ensure successful operation.

1.4.14 The contractor shall assess machines within eight hours after receipt of a maintenance
order. Assessment is defined as checking the machine to determine its serviceability.

1.4.15 The contractor shall prepare and submit written reports and documentation of all services
performed. The reports and/or documentation shall be forwarded to the CO/COR within two
business days of completion of any service. The reports and/or documentation shall include but
not limited to: machine decal number, type of appliance repaired, any facility concerns such as
electrical, water or exhaust system failures, work performed, date of work, name of technician
and overall condition of the equipment.

1.4.16 Perform preventative maintenance on washers, and dryers on bi-monthly basis, to
include cleaning dryer vent and vent piping. The contractor shall clean dryer vents and vent
piping from the discharge of the dryer to the interior of the building, to include all interior
components of the dryer.

1.4.17 The contractor shall provide a preventive maintenance report to the COR on a monthly
basis, no later than the 5th working day of each month.

1.4.18 The contractor shall provide a report of maintenance orders/repair reports performed
during the month no later than the 5th working day of each month. The monthly report shall
contain, at a minimum, the date of the maintenance order, equipment I.D. number, equipment
model number, serial number, type of maintenance/repair performed and date completed.

1.4.19 Identify any equipment in need of repair or maintenance. Report any equipment in need
of repair or maintenance to the Fitness Center Director (or authorized representative).

1.4.20 Perform preventative maintenance on fitness equipment on a bi-monthly basis.
Preventative maintenance shall including: check and ensure all movable parts are in proper
working order; check and repair all electrical components; check and clean all parts; inspect and
adjust belts where applicable; lubricate as necessary; adjust and set according to manufacturer’s
specification; replace worn parts, pulleys, cables, etc. and repair all ripped and torn upholstery as
needed.

1.4.21 Perform routine maintenance on all fitness equipment listed on attached equipment list.

1.4.22 Respond within 24 hours if called by authorized representative when called in to repair
broken equipment.

1.4.23 The contractor shall submit, in writing, all requests for replacement parts to authorized
representative or Contracting Officer for approval prior to the purchase of the part. The
contractor’s request shall include the equipment manufacturer, part number and/or model
number, description of the part and the cost.

1.4.24 Equipment replacement parts will be equipment manufacturer’s standard parts or a
certifiable equal. The authorized representative determines what is a certifiable equal.

1.4.25 The contractor will be responsible for safeguarding government property. The contractor
will complete and sign an AF Form 1297, Temporary Issue Receipt, for any equipment taken off
base for repair and/or maintenance.

2 GENERAL INFORMATION:

2.1 HOURS OF OPERATION: Contractor Personnel shall be readily available 7 days a week
at the site from 0800-1700. Concessions are made for religious holidays, at the discretion of the
US, when it does not interfere with operations.

2.1.1 EMERGENCY SERVICES: On occasion, services may be required to support an
activation or exercise of contingency plans outside the normal duty hours described above.

2.1.2 SERVICE CALLS: The contractor shall be notified by the Contracting Officer
Representative (COR) in the event that a washer or dryer becomes inoperative or malfunctions.
The contractor shall repair or replace inoperative washers or dryers with two business days of
notification. If applicable, the contractor shall coordinate the times and dates of washer and
dryer replacements with the COR/CO. The contractor shall absorb all costs associated with the
repairs or replacements, to include inside delivery. All packaging materials and other debris
shall be removed daily by the contractor and disposed of off base. The contractor shall notify the
COR upon completion of the service call and provide documentation.

2.2 Removing objects from refuse for personal use is unauthorized. Contractor Personnel may
request items through unit designee. Violations are grounds for termination.

2.3 The contractor shall at all times keep work areas free from accumulation of debris, waste
material, rubbish, tools, scaffolding, equipment and materials. Upon completion of the jo or
when away from the work area, the contractor shall leave the work area and its premises in a
clean, neat, safe and workmanlike condition. The contractor is responsible for removal and
proper disposal of all job-related waste material from the worksite. The contractor shall be
responsible for all work area, traffic barricades and traffic flagging operations when required.

2.4 At no time, without authorization, will a Contractor Personnel purchase any items from the
local economy for any US Personnel.

2.5 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as
established by the Installation Commander.

2.6 Security Requirements: Contractor shall adhere to current installation security policies.

2.7 The contractor shall provide an interpreter if English is not the primary language of the
workers. The interpreter shall be on site at all times.

4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: Water and
electricity will be furnished to the contractor by the government from existing system outlets at
no cost to the contractor. The government will provide all washers and dryers. The government
will provide space for storage of repair parts at XXX.

5. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

5.1 General: The contractor shall furnish all supplies, equipment, facilities and services
required to perform work under this contract.

5.2 Materials: The contractor shall provide necessary materials to meet the requirements under
this PWS.

5.3 Warehousing: of Supplies and Materials: the contractor shall store washer and dryer
supplies and materials in building XXX.

5.4 Equipment: the contractor shall provide necessary equipment to meet the requirements
under this PWS.

5.5 To facilitate government surveillance of contractor work performance, the contractor shall
provide all original receipt, issue and turn in documents to the COR/CO. At the end of each
contract year, all records will be boxed in proper order and turned over to the government.
