Expression of interest (EOI) deadline 5pm, Tuesday 19 January 2021

Purpose:
The Public Transport Authority (PTA), Right Track and the City of Kalamunda are working
together with a group of young people from the local area on a special public art project.
Right Track is a PTA education and engagement program working to empower young
people to become responsible for their own safety and take pride in local public spaces.
We are calling for expressions of interest (EOI) from individual artists or artist teams to
design and create a mural with these young people.
The artwork will be delivered as part of the Forrestfield-Airport Link (FAL) project and is
intended to convey a strong sense of place and local identity.

What are we looking for?
This EOI is to select an artist experienced in creating public art and working with young
people, to engage with our Youth Art Project (YAP) members to deliver a large mural. The
YAP comprises 11 members aged 12 to 25 who have applied and been selected to work on
this project due to their interest in public art and community initiatives.
The high quality, long-lasting artwork will cover a 2.2.m-high, 38m-long, curved section of
wall on Ibis Place in High Wycombe, near the new High Wycombe train station. The
segmented concrete block wall surrounds an electrical substation and will be seen by
pedestrians, cyclists and vehicles accessing the station precinct.
The design of the artwork will be guided by the themes the YAP members identified in an
initial planning workshop, listed below.

Artwork themes:
Overarching themes were identified by the YAP members at a planning workshop in
December 2020 to reflect the community and spirit of the local area, the City of Kalamunda
Strategic Community Plan and Public Art Master Plan, and the design elements already
approved or installed along the new train line and in the High Wycombe station precinct.
These themes can be used as a guide and should be expressed in a way that is creative in
interpretation. Artists may choose to incorporate one or more themes in their concept.
      Local history, people and landmarks
      Noongar culture
      Abstract designs – flowing, tessellating, images or symbols
      Nature and bush (e.g. jacaranda trees, walking trails, Lesmurdie Falls, red and white
       tail black cockatoos, gumnuts, blue-tongue lizard)
      Colours – vibrant but natural, complementary to nearby station precinct, for example
       rust red, orange, yellow, green (all shades), sunset colours and purple.

Considerations:
      Artist will be paid for their work
      Artist will need to complete an in-person safety induction for site access
      Final design concept requires Public Transport Authority approval
      Anti-graffiti coating will be applied to the work once it is complete. The Public
       Transport Authority will organise this and cover the cost.

The design of the work:
      Must be informed by one or more of the themes identified by the YAP members
      Must be acceptable to the majority of the general community
      Should have limited negative space to reduce the opportunity for future graffiti
      Minimum expected lifespan of the artwork is ten (10) years
      Asset management should be taken into consideration during the concept stage as it
       is expected that the artwork remain relevant and in good condition for this period.
Concept development period:
If appointed, the artist will attend a kick-off meeting with Public Transport Authority and City
of Kalamunda representatives in February 2020 to discuss concept/s, timelines and
educational opportunities for the young people involved in the project.
The artist will then present their concept/s to the YAP members at a workshop arranged by
the PTA. It is expected the selected artist will further develop the concept with the young
people, and use this workshop as an educational opportunity for the YAP members, sharing
their experience and insight about the creative design process, working in the arts industry,
and project management considerations.
The final concept design requires Public Transport Authority approval and will be presented
to relevant stakeholders.
The YAP members will also assist the artist with the application of the artwork. They will be
overseen and under the responsibility of staff from the PTA and City of Kalamunda, with the
overall site managed by FAL lead contractor Salini Impregilo-NRW Joint Venture. The PTA
and City of Kalamunda can facilitate a call-out for additional young people to be part of the
installation process if required.
Concept development is planned to take place between February and March 2021, and
installation in April 2021. Exact workshop and installation dates will be negotiated with the
successful applicant.

Kick off meeting: Week of 8/02/2021
Design workshop with YAP and artist: February 2021, exact date to be negotiated
Concept development period: February – March 2021
Installation: April 2021, exact date to be negotiated
Scope of the Work:
Artwork to cover 38m long by 2.2m high section of the wall.
Wall is on Ibis Place in High Wycombe, between Maida Vale Road and Dundas Road.
The complete wall is 80m long by 4m high. The area outside the artwork scope has been
treated with anti-graffiti coating. Vegetation plans include low native plants to be planted
after artwork installation.

Criteria:
      Artistic statement/response to EOI criteria (maximum word count 500). This should
       outline your broad concept for the project, including which artwork themes chosen by
       the YAP you have referenced and your approach to working with the young people
       to refine the artwork concept and install the piece.
      Previous experience – a summary of relevant previous projects, focusing on
       experience working with community and young people and delivering large public
       artworks to timeline and budget.
      Examples of your relevant previous works demonstrating the proposed artistic style –
       provide at least five images. Can be supplied in jpeg format or pdf.
      Proof of Public Liability Insurance.
      Provide or be willing to get a Working with Children Check prior to start.
      A detailed quote including:
           o project kick-off meeting with the PTA and City of Kalamunda
           o planning and delivery for a two-hour workshop with the YAP to share your
               experience and approach and present your concept/s for feedback
           o concept development post-consultation
           o cost of materials
           o cost of installation
           o hourly rate for additional work
           o any other costs.

Applications from individual artists or artist teams (two or more artists in collaboration) are
welcome.

Process:
Your application will be assessed against the above criteria by an assessment review panel
comprised of PTA and City of Kalamunda representatives. The assessment will consider:
      The response to the brief
      The quality of the proposal
      Previous experience
      Demonstrated ability to work with the community and young people
      Price.

All applicants will be advised of the success of their application and can request feedback.

   outline your broad concept for the project, including which artwork themes chosen by
   the YAP you have referenced and your approach to working with the young people to
   refine the artwork concept and install the piece.

3. Documentation of previous relevant projects/artwork (supporting material). Please
   include at least five images of previous work with your emailed application.

4. Pictures or copies of Public Liability Insurance and Working with Children Check.

5. Detailed quote including all deliverables.

6. Confirmation of availability between February and April 2021.
