    5599 SOCIAL ISOLATION FOR SENIORS—Ms Jo Haylen to ask the Minister for Skills and Tertiary
         Education, and Minister for Sport, Multiculturalism, Seniors and Veterans—
         (1)    How is the Government tracking rates of social isolation amongst older people as we continue to
                respond to the COVID-19 pandemic?
         (2)    How are seniors in New South Wales identified as being at risk of social isolation and to whom are
                those at risk reported for follow up?
         (3)    How are projects funded through the Combatting Social Isolation for Seniors during COVID-19
                grant program evaluated?
         (4)    How is the Government working to reduce social isolation amongst seniors in vulnerable target
                groups including:
                (a)      First Nations people?
                (b)      Culturally and Linguistically Diverse communities?
                (c)      Regional and rural communities?
                (d)      People with disability?
                (e)      Low-income communities?
                (f)      LGBTIQA+ communities?
                (g)      Women?
         Answer—
         I am advised that:
         The Government, through the Department of Communities and Justice, monitors research and receives
         information from peak bodies and key stakeholders on an ongoing basis, including working with the
         Department of Premier and Cabinet regarding social isolation.
         Information regarding the Reducing Social Isolation for Seniors Grant Program is publicly available at:

    5688 OURIMBAH WAR MEMORIAL ARCH—Mr David Mehan to ask the Minister for Transport and
         Roads—
         (1)    In relation to the Ourimbah Railway Station War Memorial Arch and Grounds, what is the status
                of conservation work on the arch?
                (a)      Will Transport for NSW continue to maintain the grounds?
         Answer—
         I am advised:
         (1)    Transport for NSW is seeking advice from the contractor to determine the condition of the
                Ourimbah Station War Memorial Arch to confirm what conservation work may be required. Once
                this investigation has been completed, Transport for NSW will decide the best approach for
                completing any work.

    5689 TUGGERAH STATION—Mr David Mehan to ask the Minister for Transport and Roads—
         Considering your response to LA Q4814, what is the current status of upgrades to Tuggerah Station
         including provision of lifts and additional parking?
         Answer—
         I am advised:
         Planning is currently underway to improve accessibility at Tuggerah Station.
         As part of the program, the Tuggerah Station upgrade would aim to provide a station precinct that is
         accessible to those with a disability, limited mobility, parents/carers with prams and customers with
         luggage.
         Transport for NSW is also investigating longer term improvements to car parking, bus and vehicle
         movements and pedestrian access in the area.

    5690 THE ENTRANCE CENOTAPH—Mr David Mehan to ask the Minister for Water, Property and
         Housing—
         (1)    In relation to The Entrance Cenotaph, what funding has been extended to the trustees over the last
                ten years to maintain the Cenotaph?
                (a)      What is the current status of the trustees?
                (b)      What maintenance of the Cenotaph is planned?
         Answer—
         I am advised:
         (1)    The former trustees made two (2) applications to the Crown Reserves Improvement Fund (formerly
                Public Reserves Management Fund) over the last 10 years. The applications were unsuccessful.
         (2)    The appointment of the former trustees expired on 30 January 2021. Central Coast Council was
                appointed the Crown Land Manager of the reserve commencing 31 January 2021.
         (3)    Council undertook an asset condition audit prior to being appointed the Crown Land Manager of
                the reserve. Council is best placed to advise on planned maintenance activity.

    5691 ASSESSMENT CRITERIA FOR SCHOOL BUS ROUTE APPLICATIONS—Mrs Helen Dalton to ask
         the Minister for Regional Transport and Roads—
         Given applications for school bus routes are assessed primarily on their financial merits, and thus often
         exclude small rural and remote communities, will you consider extending the criteria to ensure equitable
         access to education for all students?
         Answer—
         I am advised:
         The Government is investing $473 million for bus and on demand services in regional New South Wales
         including more than 3,400 dedicated school bus services.
         Transport for NSW considers all applications on a case-by-case basis for the introduction of a new rural
         and regional bus service. When reviewing requests for the introduction of new services, Transport
         considers among other things:
                        Whether the proposed bus service will travel by the most practical route to school.
                        The number of children that will use the bus each morning, afternoon and week.

                     Expected future patronage numbers over the following five years.
                     The nature of the roadways travelled.
                     The safety of bus stops.
                      Where it is not feasible to provide public transport, the School Drive Subsidy is offered to
                      parents of eligible School Student Transport Scheme students. This subsidy is intended to
                      partly offset the cost of using a private vehicle to drive children directly or partially to school
                      (or the nearest bus pick-up location).

    5692 TANTANGARA RESERVOIR RISK OF CONTAMINATION—Mrs Helen Dalton to ask the Minister
         for Agriculture and Western New South Wales—
         (1)   Given the high risk of contaminating Tantangara Reservoir with pest fish and diseases if it is
               connected to Talbingo Reservoir by Snowy 2.0, and the threat this poses to native fish and the
               recreational fishing industry, will you use your Ministerial powers under the Biosecurity Act 2015
               to refuse any exemption to Snowy Hydro, now and in the future, from the general biosecurity duty
               in Section 22 of that Act?
         (2)   What conditions will be attached to any approval of Snowy 2.0 to ensure there is no transmission
               of pest fish or aquatic disease from Talbingo to Tantangara?
         (3)   What penalties will be applied and actions taken if it is confirmed that such transmission has
               occurred?
         Answer—
         (1)   The Snowy Hydro 2.0 project has not received an exemption from the NSW Biosecurity Act 2015
               or the Fisheries Management Act 1994.
                     The Infrastructure Approval, signed by the Minister for Planning and Public Spaces,
                      provides approval subject to Snowy Hydro Ltd fulfilling a suite of biosecurity and fisheries
                      conditions to mitigate any related impacts of Snowy 2.0 Main Works.
                     Department of Primary Industries (DPI) will issue appropriate permission instruments under
                      the Biosecurity Act 2015 and Fisheries Management Act 1994 only when Snowy Hydro Ltd
                      has fulfilled all the Infrastructure Approval Consent Conditions.
         (2)   DPI is continuing to work closely with Snowy Hydro Limited to ensure the requirements of the
               Infrastructure Approval in relation to biosecurity risks and fisheries can be met.
               Once Snowy Hydro Ltd has fulfilled the fisheries and biosecurity conditions of that Approval,
               appropriate permissions under the Biosecurity Act 2015 and the Fisheries Management Act 1994
               will be issued.
               The conditions within the Infrastructure Approval require Snowy Hydro Ltd to take reasonable and
               practicable measures to mitigate biosecurity risks and fisheries impacts.
               These conditions include but aren't limited to:
                     Installing a fish barrier on Tantangara Creek and fish screens at the southern end of the
                      Tantangara Reservoir, to prevent as is reasonably practicable, the movement of pest fish
                     Developing and implementing a Biosecurity Risk Management Plan
                     Developing and implementing a Threatened Fish Management Plan
                     Developing and implementing a Recreational Fishing Management Plan.
         (3)   Penalties would only be considered depending upon confirmation that any contravention of
               appropriate instruments had occurred.

    5693 FUNDING FOR DENILIQUIN AIRPORT—Mrs Helen Dalton to ask the Minister for Regional Transport
         and Roads—
         (1)    Will the Government match the $2.5 million of Commonwealth Government funding provided to
                Edward River Council to extend and improve the runway at Deniliquin Airport?
                (a)      If so, when will the Government provide this funding to Edward River Council?
         Answer—
         I am advised:
         Funding for aviation in Australia is primarily shared between federal and local governments.
         The Commonwealth Government’s Regional Airports Program is funding the $2.5 million runway upgrade
         of Deniliquin Airport, at the request of Edward River Council.
         The Government is investing $2 billion in infrastructure to support regional communities through the
         Regional Growth Fund.
         Questions relating to the administration of regional aviation should be directed to the Deputy Premier and
         Minister for Regional New South Wales, Industry and Trade.

    5694 AERIAL CULLING—Mr Philip Donato to ask the Minister for Agriculture and Western New South
         Wales—
         (1)    What are the numbers of wild deer that have been culled in Local Land Services aerial culling
                operations conducted across New South Wales in the 2020-21 Financial Year (as at 4 May 2021)?
         (2)    How many flight hours have been performed in aerial culling operations in New South Wales in the
                2020-21 Financial Year (as at 4 May 2021)?
         (3)    What is the total cost of Government funded aerial culling operations throughout New South Wales
                in the 2020-21 Financial Year (as at 4 May 2021)?
         Answer—
         (1)    Local Land Services (LLS) reports on aerial culling operations on calendar year basis. In 2020 LLS
                aerial culled 3,335 deer. In 2021 up to 4 May, LLS aerial had culled 1,227 deer.
         (2)    LLS reports on aerial culling operations on calendar year basis. In 2020 LLS undertook 670 hours
                of aerial culling operations. In 2021 up to 4 May, LLS had undertaken 406 hours of aerial culling
                operations.
         (3)    LLS reports on aerial culling operations on calendar year basis. In 2020 LLS spent about $783,900
                in the delivery of aerial culling operations. In 2021 up to 4 May, LLS had spent about $475,020 in
                the delivery of aerial culling operations. Travel, accommodation and staff costs are considered core
                business and are not itemised in the aerial culling operations budgets.
                Please refer to the Minister for Energy and Environment for data held by the National Parks and
                Wildlife Service on this issue.

    5695 PEER GROUP CLASSIFICATIONS—Mr Philip Donato to ask the Minister for Health and Medical
         Research—
         (1)    What is the date of the most recent assessment or review of hospitals in New South Wales for
                classification of peer groups?
         (2)    When will the next assessment or review of hospitals in New South Wales peer group classifications
                be undertaken?

         Answer—
         Peer groups were last reviewed and published in 2016. The next assessment has commenced and is
         scheduled for finalisation during 2021.

    5696 TERTIARY REFERRAL HOSPITALS—Mr Philip Donato to ask the Minister for Health and Medical
         Research—
         (1)    How many critical care patients were transported from NSW Health facilities in each the Western
                NSW, Far Western and Murrumbidgee Local Health Districts to a Tertiary Referral Hospital in:
                (a)    2011;
                (b)    2012;
                (c)    2013;
                (d)    2014;
                (e)    2015;
                (f)    2016;
                (g)    2018;
                (h)    2019;
                (i)    2020;
                (j)    2021 (as at 5 May 2021)?
         (2)    How many critical care patients were transported from NSW Health facilities in each the Far
                Western and Murrumbidgee Local Health Districts to interstate Tertiary Referral Hospitals in:

         Answer—
         The transfer of all critical care patients is conducted in line with the NSW Health’s policy directive on
         NSW Critical Care Tertiary Referral Networks and Transfer of Care (ADULTS).

    5697 QUEENSLAND HUNTER GAS PIPELINE AUTHORITY TO SURVEY—Mr Roy Butler to ask the
         Minister for Planning and Public Spaces—
         (1)    Does the approval of the Queensland-Hunter Gas Pipeline (MP06_0286) provide the ability for
                Authority to Survey to be granted over properties whose owners have not signed an access
                agreement?

         (2)   Does the approval provide the ability for Authority to Survey to be granted over properties whose
               owners have not signed an access agreement in the event that a certain percentage of landholders
               along the corridor do sign access agreements?
               (a)       If so, what percentage of landholders are required to sign before this may occur?
         Answer—
         I am advised:
         (1)   This matter should be referred to the Minister for Energy and Environment
         (2)   Authority to Surveys are issued under the Pipelines Act 1967. Development consents issued under
               the Environmental Planning and Assessment Act 1979 do not affect the ability to issue an Authority
               to Survey. Any further questions on this matter should be referred to the Minister for Energy and
               Environment.

    5698 QUEENSLAND-HUNTER GAS PIPELINE BREACHES OF PROPONENTS APPROVAL—Mr Roy
         Butler to ask the Minister for Planning and Public Spaces—
         (1)   Considering the number of compliance complaints lodged by landholders concercing the
               Queensland-Hunter Gas Pipeline (MP06_0286) relating to alleged breaches of the proponents
               approval, has the Government investigated any breaches of the approval?
               (a)       If so, what was the nature of these breaches?
                         (i)    What were the findings of any investigation?
         Answer—
         I am advised:
         Hunter Gas has not yet physically commenced its development consent for the Queensland-Hunter Gas
         Pipeline (MP06_0286). Therefore, there has been no breach of the consent. Hunter Gas is undertaking
         consultation and preparing required documentation, including a range of management plans and studies
         required under the consent. However, the Department of Planning, Industry and Environment has received
         complaints from landowners and the community about Hunter Gas and the proposed pipeline, and has
         raised these concerns directly with the company's representatives.

    5699 HEAVY VEHICLE REST AREAS—Mr Roy Butler to ask the Minister for Regional Transport and
         Roads—
         (1)   What process is undertaken when selecting a site for a new heavy vehicle rest site?
               (a)       Does this process include consultation with neighbouring property owners?
               (b)       Within this process, what considerations are made regarding impacts on neighbouring
                         property values?
         Answer—
         I am advised:
         (1)   Selection of a heavy vehicle rest stop site is informed by many factors. Transport for NSW has
               established a project team to review opportunities to improve the heavy vehicle rest stop experience.
               The team is in the process of reviewing the 2010 Strategy, based on the latest Austroads Guidance
               ‘Guidelines for the Provision of Heavy Rest Area Facilities’ published in July 2019. Once this
               review is complete, it will replace the 2010 Strategy.
               Opportunities under review include: ensuring rest stops are appropriately located and have
               appropriate amenities; positioning rest stops to support driver fatigue management guidelines;
               ensuring there is an appropriate number of parking spots to meet demand and that the parking spots

                are appropriately sized; ensuring access and egress are appropriate for heavy vehicles; and
                identifying opportunities for commercial partnerships at rest areas.
                (a) and (b) Transport for NSW seeks community and stakeholder (including neighbouring
                    properties) feedback in the planning and delivery of all transport policies, services and
                    infrastructures projects including rest stops. Should industry or the community wish to provide

    5700 BUSINESS REBATE—Mr Ryan Park to ask the Minister for Customer Service, and Minister for Digital—
          (1)   Noting the Government's announcement that sole traders, owners of small businesses and not-for
                profit organisations in New South Wales may be eligible for a small business fees and charges
                rebate of $1500, how many businesses in the following electorates applied for the rebate:
                (a)    Heathcote;
                       (i)      How many were successful?
                (b)    Keira;
                       (i)      How many were successful?
                (c)    Wollongong;

          Answer—
          (1)
                (a)    As at 10 May 2021, Heathcote electorate taken as the Sutherland Local Government Area
                       (LGA), 753 applied.
                       (i)      Successful – 664 Approved Businesses Registered.
                (b)    – (c) As at 10 May 2021, Keira and Wollongong electorates taken and Wollongong LGA,
                       506 applied.
                       (i)      Successful – 429 Approval Business Registered.

         Research—
          (1)   In relation to the NSW Health announcement in June 2020 that an extra $388 million will be spent
                to fast track elective surgeries, what portion has been spent in the following local health districts
                (as at 4 May 2021):

         Answer—
         Between July 2020 and February 2021, elective surgery activity carried out was up 5.1 per cent compared
         to the year prior.
         An additional $130.4 million has been allocated to Local Health Districts and Specialty Health Networks
         between July 2020 and March 2021. The payments are made monthly to each District and Network based
         on the number of additional surgeries completed.

    5703 OLD BULLI HOSPITAL SITE—Mr Ryan Park to ask the Minister for Health and Medical Research—
         (1)    What is the status of the removal of the buildings at the Old Bulli Hospital site?

         (3)    Will the proceeds from the sale go back into the Illawarra Shoalhaven Health District?

         Answer—
         Disposal of the old Bulli Hospital site is being managed in accordance with Government property disposal
         guidelines.

    5704 PALLIATIVE CARE SERVICE—Mr Ryan Park to ask the Minister for Health and Medical Research—
         (1)    In relation to the Budget 2019-20 announcement of palliative care services being boosted, how
                many of the 100 new palliative care nurses have been employed (as at 4 May 2021)?
                (a)    How many were Aboriginal Health workers?
                (b)    How many of the Aboriginal Health workers have been employed (as at 4 May 2021)?
                (c)    Which wards have been targeted for refurbishment?
                (d)    Which wards have been refurbished (as at 4 May 2021)?
         (2)    If any of this information is publicly available, where can it be found?
         Answer—
         The Government’s commitment to enhance palliative care services under the End of Life and Palliative
         Care Framework 2019-2024 is on track and will be fully implemented within the announced timeframe.
         This includes the provision of an additional 100 palliative care nurses and nine additional Aboriginal
         Health Workers for palliative care which, with the nine recruited in 2018-19, will mean every District and
         Network has funding for a full-time Aboriginal Health Worker position.

          Based on applications received to date, 16 properties are registered for treatment in the remaining five
          years of the program, subject to further eligibility checks.
          These 16 properties are in addition to 50 properties that have been treated in the suburbs of Austinmer,
          Thirroul, Bulli, Woonona, Russell Vale, and Bellambi. These properties are in areas of higher noise
          exposure, usually close to tight-radius curved track. One property is currently being treated and is due to
          be completed by end of FY21.
          All new applications received from these areas will be assessed and treated accordingly with Freight Noise
          Attenuation Program policy and prioritised based on noise exposure

          Once extensive testing, commissioning and operational readiness activities have been completed, the
          Mariyung (New Intercity Fleet) will be ready for customers on the Central Coast and Newcastle Line.
          Transport for NSW in the final stages of preparing the Mariyung for service.
          A timeline for when the trains will start operating on the Blue Mountains and South Coast lines will be
          determined after more trains are delivered and further testing completed.
