2EDD Strike Team
In response to challenges that EDD has had in processing a
backlog of UI claims, the Employment Development Department
(EDD) Strike Team has been established by Governor Gavin
Newsom to create a blueprint for improvements and modernize
technology systems at the EDD.
The EDD Strike Team report was commissioned on July 30 in
response to “unprecedented demand” on the state’s
unemployment systems because of the coronavirus pandemic.
3Strike Team Members
• Strike Team members come from the private sector and government
organizations including HealthCare.gov, the state Department of Veterans
Affairs, CDT and the Office of Digital Innovation. The team includes Amy
Tong, CDT director and state chief information officer; Richard Rogers, CDT
chief deputy director and deputy state CIO; CDT’s Jennifer (Uyeda)
Issertell; Udaya Patnaik, ODI director; Eric Hysen, ODI project lead; ODI’s
Dave Guarino; Justyn Howard, GovOps deputy secretary for Fiscal Policy
and Administration; Nolice Edwards, GovOps senior adviser; Amy Palmer,
GovOps deputy secretary of communications; and Mickey Dickerson, Carla
Geisser, Marina (Martin) Nitze and Matthew Weaver, partners at Layer

4Challenges and Opportunities for EDD
• As of November, the EDD has a backlog of nearly 600,000 Californians
who have applied for UI more than 21 days ago and yet their claims
have not been processed.
• There are estimated 890,000 cases where individuals received payments
but subsequently modified their claim and thus are awaiting resolution.
• In just seven months the EDD has now paid out more than $105 billion
in unemployment benefits over the course of the pandemic, a 2000%
increase over the prior full year. 16.4 million UI claims have been
processed.
5Strike Team Recommendations
• Make new electronic document upload system “mobile friendly” so it’s easier for claimants
to provide required information; make unemployment benefits application “so pages can be
read, and forms can be filled out easily”; and make UI-Online accessible to people with
“different visual, auditory, cognitive and physical abilities.” Completed October 28.
• Restructure Call Center, so claimants spend less time on hold; transition to
the Verizon “virtual contact center” (VCC) so experienced claims representatives can make
outgoing calls while working remotely; have experienced claims processors “actively call
claimants”; and reassign new call center employees to tasks that reduce the backlog. Agents
were moved to the new Virtual Contact Center (VCC) platform October 23 and
enhancements to the UI Online Upload Documents functionality (DocuSign) are underway.

• Review UI data to ensure accuracy and publish an update on Upload
feature for mobile users; allow for the ability to provide wage information
and file military and federal employee claims online was completed
October 28.
• Implement new measurements to track claims processing work on a daily
basis. Measure every material step of the claims process, address the
largest causes of manual review, test how well these improvements are
working, and continue addressing root causes on a weekly basis. This has
been completed.

• Fraud Prevention- implementation of ID.me—Requires the upload of identifying
documents along with a self-photo and then validates them through multiple data
sources. at the application point. Scammers are stopped much earlier. 85% of new
UI claims are now being processed automatically due to the implementation of
ID.me, an increase from 60% since early September.
• Criminal Fraud Prevention- EDD leadership responded to a significant spike in
Pandemic Unemployment Assistance cases, up to almost 120,000 a day since
August 31. In response, EDD has received help from the California Cybersecurity
Integration Center (CalCSIC) and their forensic specialists. In response to a CA State
Audit, EDD recently froze 350,000 debit cards to halt fraudulent claims and is
working to remove SSN numbers from documents that are mailed. Ongoing effort.

• Develop “Pre-Application” Web form that collects their name and email
address, explains the temporary process and gives them guidance on what
documents to gather. With the new identity verification tool, EDD can
reopen the application form in UI-Online. California Department of
Technology staff have been creating the digital application form.
• Implement new measurements to track claims processing work on a daily
basis. Measure every material step of the claims process, address the
largest causes of manual review, test how well these improvements are
working, and continue addressing root causes on a weekly basis.

• Reduce backlog –In September EDD staff were redirected from phone lines to working
through the oldest and most complex claims. On November 4, the backlog was down to
890,200, a reduction of 55,900 from 946,100 unpaid or unresolved claims reported on Oct.
28. Since new claims were backdated, claimants are able to certify their benefits more
quickly, resulting in eligible claimants receiving their first payment within the 21 days. Over
the most recent four weeks, the EDD has reduced the backlog by an average of 112,900
claims a week.
• “Initial Claims Backlog” are claims submitted more than 21 days ago that need processing by
EDD staff. As of November 7, 2020, there were 591,016 in this category. The “Continued
Claims Backlog”, are claimants who received a first payment or payments, but due to
eligibility issues, have stopped receiving payments. EDD estimates on November 4th there are
594,300 claimants in this category, down from a million in September.

• Improve the Claimant Experience- EDD is implementing data-driven
improvements to the claimant experience. An improved claimant experience could
have prevented significant churn during the pandemic, get ahead of confusing
certification questions and have plain language claim status readily available. This
will reduce incoming calls, claimant mistakes, and earn public trust. Ongoing
• UI Burndown Plan- a portion of new staff will be redirected to processing mail and
email items received, as well as calling claimants for any additional information
needed to help resolve issues on those older cases. This is a big part of the plan to
reach zero backlog by January 2021 “burndown plan” that the Strike Team has
supported. The reduction of backlog will be complete in around four months.

• Develop a new, “ideal” unemployment claim initial application form and
recertification form. This form should be developed primarily with real
end users, with subsequent input from legal and technical teams. They
should work closely with advocates and researchers to understand user
needs. Working backwards from this ideal claim, EDD should develop an
implementation plan of what changes can be made immediately or in the
short-term, and which would require significant restructuring. This should
be a collaborative effort, with each resulting revision tested with real
users.

Glossary:
1. Regular Unemployment Claim (UI) – These claims are based on wages earned from employers covered by the
California UI Code and paid from the UI fund. The claim is based on California wages paid in specific quarters.
2. Initial claim counts – Initial claim counts is a count that includes new claims, additional claims, and transitional
claims. Data includes counts for the regular UI program in addition to federal extended benefit programs. Data
for claimants residing outside of California but collecting benefits are not included in these figures nor are
invalid addresses in California where a county cannot be determined.
a. New claim – A new claim is the first claim for a benefit year period (e.g., for the regular UI program
it is 52 weeks). An individual would only have one new claim during a benefit year period.
b. Additional claim – An additional claim is when another claim is filed during the same benefit year
and there is intervening work between the current claim and the previous claim. For example, an
individual files a new claim, goes back to work, gets laid off and files another claim before the
benefit year period of the first claim expires. An individual can have multiple additional claims
during the same benefit year if the individual meets the eligibility requirements.
c. Transitional claim – A transitional claim is when a claimant is still collecting benefits at the end of
their benefit year period and had sufficient wage earnings during that year to start up a new claim
once the first benefit year period ends.
3. Pandemic Unemployment Assistance (PUA) – PUA helps unemployed Californians who are not usually eligible
for regular Unemployment Insurance (UI) benefits. This includes business owners, self-employed workers,
independent contractors, and those with a limited work history who are out of business or have significantly
reduced their services as a direct result of the pandemic. The PUA was implemented in California on April 28,
2020.
4. Pandemic Emergency Unemployment Compensation (PEUC) – PEUC is a 13-week benefit extension for people
who have used all benefits available in their regular Unemployment Insurance (UI) claim.
5. Pandemic Additional Compensation (PAC) – PAC is an additional $600 federal stimulus payment automatically
added to each week of benefits received between March 29 and July 25, 2020.The EDD is an equal opportunity employer/program. Auxiliary aids and services are available upon request to individuals with disabilities.

The MCWDB will be working with the County’s Office of Emergency Services, Department of
Social Services (DSS) and the County Administrative Office to look at how WIOA clients can
assist with being DSW working at the OES, DSS sites to assist with COVID-19 Humanitarian
Aid at various County locations.

Monterey County Disaster Worker Project
Overview
To assist the County of Monterey Departments that have been providing staff as Disaster Service
Workers for the last nine months, the WDB will work with County Departments and staff to place
WIOA clients at various locations working as Disaster Service Workers (DSW). These locations will
include County homeless shelters, Project Roomkey locations, and other service sites to assist and
provide relief to County employees that have been working at those locations for the past 9 months.
Individuals selected for the DSW program will need to meet the eligibility requirements for the
WDB’s WIOA Adult/Dislocated Worker or Youth programs and have the right to work in the United
States.
Eligibility
• Must be 18 or older
• Must have the right to work in the United States
• Males must be registered with Selective Service
• WIOA Adult: Must have low income
• WIOA Dislocated Worker: Must be laid off or long-term unemployed
• WIOA Youth: Must be out of school and have low income
Term of Employment for DSW Transitional Jobs/Work Experience (WEX)
• $17.00 per hour
• 32 hours per week
• Up to 26 weeks of employment
• Work hours between 7 am -8 pm
• DSW participants cannot work overtime

DSW Worksites
• DSW participants will be supervised by Department of Social Services (DSS) or Office of
Emergency Services (OES) employees
• Career Coach will meet with participants weekly
• DSS/OES training plans will be in place
• Participants must meet COVID-19 health concerns/safety requirements
o Participants will need to take a COVID-19 test
• Must have a worksite form completed for each location
WDB Responsibilities
• WDB will be DSW employer of record
• WDB will pay participant salaries
• WDB will deliver DSW paychecks

• $700,000: a mixture of WIOA Adult, Dislocated Worker, Youth and NDWG funding
