Some changes may occur if deemed necessary by the Technical Delegate on behalf of World
Bowls and Delhi 2010 upon receipt of final individual entries.
Any such changes will be communicated to participating CGAs in the Team Leaders Guides
distributed prior to Games time, or at the Sport Technical Briefing.
D2010 33. Commendation
3.1 Victory Ceremonies
Victory Ceremonies shall be held shortly after the completion of the event.
Medal Winners must wear their official CGA uniform.
Gold, Silver and Bronze medals will be awarded where at least 6 CGAs from 3
Regions in each event are represented.
Prizes shall be given as follows:
3.2 Singles
First Prize: Gold medal and a Diploma to the winner.
Second Prize: Silver medal and a Diploma to the athlete placed second.
Third Prize: Bronze medal and a Diploma to the athlete placed third.
3.3 Pairs & Triples
First Prize: Gold medal and a Diploma for the members of the winning team.
Second Prize: Silver medal and a Diploma for the members of the team placed
second.
Third Prize: Bronze medal and a Diploma for the members of the team placed
third.
D2010 44. Competition Rules and Regulations & Procedures
4.1 Rules and Regulations
The Delhi 2010 Lawn Bowls competition will be conducted in accordance with
the World Bowls Laws of the Sport of Bowls.
Singles Two sets of nine ends Two points for a win
(Three end Tie-break if required)
Pairs Two sets of nine ends Two points for a win
(Three end Tie-break if required)
Triples Two sets of nine ends Two points for a win
(Three end Tie-break if required)
4.2 Conditions of Play
Time limit of three hours on all section play games.
A Bell/Siren will sound once to signal 10 minutes to go and twice at completion
of 3 hours.
When final bell/siren sounds then that end being played shall be the last end for
that set.
If Sets won/ drawn are then equal then Tie Breaker rules apply.
If final bell/ siren sounds during a Tie Break then necessary ends should be
played out according to Tie Break rules.
No time limit on Semi Final Play off, Semi Final and Final games.
4.2.1 Singles:
Four bowls per player
4.2.2 Pairs:
Three bowls per player
Triples:
Two bowls per player
Competitions played in the sets format should consist of sectional
play, knockout (eliminating) play or a combination of both.
Each game should be played over the better of two sets, with each
set consisting of nine ends.
The winner of a set will be the player or team with the highest
number of shots when the ninth end is completed.
If the shot scores are tied after the ninth end of a set, the set will be
a draw.
During sectional play, all nine ends of a set should be completed. In
the event that the final time bell/siren sounds before the
D2010 5completion of nine ends then the outcome of the set will be
determined at the completion of the end being played when the
final bell/siren sounds.
During knockout play, there should be no further play in a set if, at
any point, it becomes impossible for one player or team to draw or
win the set, given the number of ends left.
4.3 Tie-breaker
If the game is tied after the two sets have been completed (each
player having won one set or both sets having been drawn), a tie-
breaker consisting of three ends should be played to decide the
winner.
The winner of the tie-breaker will be the player or team with the
highest number of shots when the third end is completed..
`There should be no further play in the tie-breaker if, at any point, it
becomes impossible for one player or team to draw or win the tie-
breaker, given the number of ends left.
If the shot scores are tied after the third end of the tie-breaker, the
players or teams should play a fourth tie-breaker end to decide the
winner.
If the fourth end of a tie-breaker is a tied end, the players or teams
will play more tie-breaker ends until a winner is found.
4.4 Winners of sectional play
Points will be awarded as follows:
Two game points will be awarded for each game won. No game
points are awarded for any game lost.
One set point will be awarded for each set won. A half set point will
be awarded for each set drawn. No set points are awarded for any
set lost (The tie-breaker is not a set).
If a game is forfeited, the non offending player or team will be
awarded two game points, two set points and a net total of shots
that is equal to the average net total of shots scored by the winners
of all other games played in the same round of the same section.
4.4.1 Section winners will be decided as follows:
Highest number of game points scored.
If game points are equal, the player or team with the highest
number of sets won.
If game points and sets won are equal, the player or team with the
highest net total of set points over all games in the section.
If game points, sets won and net totals of set points are equal, the
player or team with the highest net total of shots over all games in
the section (not including tie-breaker ends).
D2010 6 If game points, sets won, net totals of set points and net totals of
shots are equal, the player or team that won the game between the
players or teams that are equal.
4.5 First to Play
First set: the skips or opponents in Singles should toss a coin and
the winner of the toss has the options described in law 18.2.2 in the
law book.
Second set: the winner of the first set has the options described in
law 18.4 If the first set is a draw, the winner of the last scoring end
in that set has the options described in law 18.4.
First, fourth and any further ends of a tie-breaker: the skips or
opponents in Singles should toss a coin and the winner of the toss
has the options described in law 18.2.2.
In all ends after the first in each set (including tie-breaker ends), the
winner of the previous scoring end has the options described in law
18.4. If, however, the first end of the first set or the first end of a
tie-breaker is a tied end, the first to play in that end should also play
first in the second end of the first set or the second end of the tie-
breaker.
4.6 Re-Spotting the Jack
i) If a jack in motion passes completely outside the boundaries of the rink
of play, or rebounds to a distance of less than 20 metres from the mat
line, the end should not be declared dead. Instead, the jack should be
placed with the nearest point of the jack to the mat line at the
appropriate spot described in paragraphs 2, 3, 4 and 5 below, and play
should continue.
ii) If the jack passes outside the side boundary on the right of the rink, it
should be placed with the nearest point of the jack to the mat line at a
spot on the rink which is 2 metres from the front ditch and 1.5 metres to
the right of the centre line.
iii) If the jack passes outside the side boundary on the left of the rink, it
should be placed with the nearest point of the jack to the mat line at a
spot on the rink which is 2 metres from the front ditch and 1.5 metres to
the left of the centre line.
iv) If the jack passes over the face of the bank, it should be placed with the
nearest point of the jack to the mat line at a spot on the rink which is 2
metres from the front ditch and on the centre line.
v) If the jack rebounds to a distance of less than 20 metres from the mat
line, it should be placed:
With the nearest point of the jack to the mat line at the
appropriate spot as described in paragraphs 2 and 3
above or.
With the nearest point of the jack to the mat line at the
spot described in paragraph 4 above if it comes to rest on
the centre line.
D2010 7vi) If any of the spots mentioned in paragraphs ii,iii, & iv above are partly or
completely covered by a bowl, the jack should be placed with the nearest
point of the jack to the mat line at a spot which is 0.5 metres further from
the front ditch than the spot that has been covered. (If that spot is also
partly or completely covered by a bowl, the jack should be placed at a
spot which is 0.5 meters further from the front ditch than the spot that
has been partly or completely covered.)
vii) The spots mentioned in paragraphs ii, iii and iv above should be marked
using chalk or some other suitable method. Further spots, which are
needed to meet the terms of paragraph vi above, shall be marked using
chalk or some other suitable method.
4.7 Restriction on Movement of Players –
The Following Conditions will be enforced
After delivering their first bowl, players will only be allowed to walk up to the head
under the following circumstances:
4.7.1 Singles game
The opponents: after delivery of their third and fourth bowls.
4.7.2 Pairs game (each player playing three bowls)
The leads: after delivery of their third bowl; and
The skips: after delivery of their second and third bowls.
4.7.3 Triples Game (each player playing two bowls)
The leads: after delivery of their second bowl
The seconds: after delivery of their second bowl
The skips: after delivery of each of their bowls
5. Athlete Team Uniform
During competition, each athlete is expected to compete in their official CGA team uniform.
Athletes clothing and personal equipment must comply with the GFS10 of the CGF Games
Family Services Manual.
Lawn Bowls athletes must also comply with the following requirements, as determined
by World Bowls:
Competitors are permitted to wear only clothes that have been approved by their
respective CGAs and must wear flat, heel-less footwear.
All competitors in a team shall wear the same color/design of clothing for a game.
End of rink sealed crates will be provided for the storage of player's personal

Athletes should attend all medal ceremonies in their official CGA team tracksuit
and appropriate footwear.
6. Entries, Section Placements & Draw
The Sport Entry process is detailed in yellow section of the Sport Handbook. All entries
must be submitted in accordance with D2010 Sport entry pack, which complies with
entry requirement of CGF Constitution. The close of individual entry forms by name for
all sports is no later than 3rd September. 2010. All athletes must also be able to meet
CGF eligibility conditions and details in Article 24 of CGF Constitution.
Each country is permitted to enter one team into each event but no competitor can be
entered in more than one discipline. Therefore, maximum entry per country is six men
and six women.
Countries that enter must be affiliated to World Bowls. The composition of sections will
be determined on the number of countries that nominate in each discipline. Up to and
including nineteen nominations in any discipline will be conducted in two sections.
Twenty or more nominations in any discipline will be conducted in four sections.
The Men's and Women's Singles, Pairs and Triples will be played in either two or four
sections, with each section being played on a round-robin basis, ie each team or singles
competitor will play against every other team or singles competitor in their respective
section.
The composition of the groups will be based on the overall results in each competition
from the 2006 Commonwealth Games in Melbourne, ie the winning country will play in
Group 1, the runner-up in Group 2, and so on through the final order of placing.
Countries that did not compete in the previous Commonwealth Games will be randomly
drawn into groups.
7. Dispute Resolution
Relevant disputes or protests, along with applicable appeals will be dealt with in
accordance with Articles 27 and 28 of the CGF Constitution and the rules or processes
defined by each International Federation.
Sport technical disputes for the Delhi 2010 Lawn Bowls competition will be addressed as
follows:
A jury of Appeal has been nominated by World Bowls and recommended to the Delhi
2010 Organising Committee for the purpose of deciding upon any points not provided in
the conditions of play, and/or dealing with any appeals from decisions made by umpires
and/or the Organising Committee.
At any time the jury of Appeal shall comprise a minimum of three members and will
include the World Bowls Technical Delegate.

Procedures for lodging a challenge to Bowls will be carried out as per Law 8.3 of the
Laws of the Sport of Bowls – Crystal Mark Edition.
Subsequent issues or appeals may be dealt with by the Federation Court as detailed in
Article 28 of the CGF Constitution where appropriate.
An ad hoc Division of the Appeals Arbitration Division of the Court of Arbitration for
Sport will be in operation in New Delhi for the period of the Games and the period
immediately leading up to the Games. The Court of Arbitration for Sport will address
relevant cases as directed by the Federation Court or those that fall within its charter, in
accordance with Articles 28 of the CGF Constitution.
8. Sport Equipment
The following sport equipment will be used for the Delhi 2010 Lawn Bowls competition:
Bowls Mats, Jacks, Boundary Pegs, Jack Indicators, Bowl Indicators & Rink
Scoreboards.
Umpire's Equipment deemed as necessary to undertake adjudication.
All Sport Equipment used during the Delhi 2010 Lawn Bowls Competition will
comply with International Standards and has been approved by World Bowls.
All Umpiring Equipment used during the Delhi 2010 Lawn Bowls Competition has
been officially approved by World Bowls.
All sets of bowls intended for use at the Delhi 2010 Lawn Bowls Competition
must be registered with the Competition Manager prior to commencement of
the Competition Schedule.
A specific timetable listing countries and their times for Bowls Registration will
be available in the Team Leaders Guide distributed prior to Games time.
9. Competition Format
9.1 Points
Points will be awarded in the Sectional Rounds of Play on the following basis:
2 game points will be awarded for each Sectional Round Match win.
0 points will be awarded for any Sectional Round Match loss.
D2010 10Final Placing In Each Group
Under the Conditions of Play, Section winners will be decided as follows.
1. Highest number of game points scored.
2. If game points are equal, the player/team with the highest number of sets won.
3. If game points and sets won are equal, the player or team with the highest net
total of set points over all games in the section.
4. If game points, sets won, net total of set points are equal, then the player or
team with the highest net total of shots over all games in the section (not
including tie breaker ends).
5. If game points, sets won, net totals of set points and net total of shots are equal,
the player or team that won the game between the players or teams that are
equal.
N B: In the event of a tied set a half set shall be awarded to each player / team.
9.3 Semi Final Playoff and Semi Final Draws:
Two Sections:
Winner Section 1 proceed to Semi Final 1
Winner Section 2 proceed to Semi Final 2
Second and the third place getters in each section will go into open draw for two
Semis final Playoff Games.

10. Competition Procedures
10.1Trial Ends
Two trial ends (on the drawn rink for play) will be allowed for all games. Each
Player should not use more than the number of bowls being used in the game.
D2010 1110.2 Lateness
Any player or team arriving at the green more than fifteen minutes after the
official starting time shall forfeit the game.
10.3 Match Forfeit
In the event of a player/team receiving a forfeit for any reason the recipient of
the forfeited match shall be awarded match points, two sets and the average net
shots margin for that particular round.
10.4 Field Of Play (FOP)
On completion of their game, players must leave the Field of Play (FOP) or retire
to the player's seating area. Only players competing in that particular session will
be permitted in the FOP.
10.5 Stoppages Due To Inclement Weather or other conditions considered unsuitable
The following will apply if inclement weather or other conditions considered
unsuitable affects the competition:
Matches will cease if there is lightning.
Weather (rain/heat) may cause delay or postponement to the
Competition Schedule. In the event of a match being delayed, postponed
or interrupted, a decision will be made by the Competition Manager after
consultation with the Technical Delegate and the Venue Manager as to
when it shall commence or resume.
Rescheduled matches will be conducted during a period in the
competition where no other matches have been scheduled or there is
available green space so as to cause minimal disruption to the remainder
of the competition schedule.
The Competition Manager and Technical Delegate on advice from the
Greens Manager will decide if the greens are unsuitable for play.
Matches will continue in the rain until such time as they become
unplayable (covered with water) or are in danger of being damaged. At
all times the wellbeing of the greens is a priority concern. The greens will
only be closed if they become covered with water or are in danger of
being damaged.
11. Timing, Scoring & Results
Swiss Timing has been appointed as the "Official Timekeeper" for the Delhi 2010 Commonwealth
Games. Swiss Timing is responsible for the full delivery of Timing, Scoring & Results services for all
sports as part of the total turnkey contract and sponsorship agreement.
12. Scoreboard Operations
A Video screen will be used to screen TV coverage as well as competitor names,
D2010 12scores etc.
Two full matrix public scoreboards will be in operation during the Delhi 2010
Lawn Bowls Competition. These scoreboards will display results of completed
matches, athlete and team details and other general items related to the Lawn
Bowls Competition.
13. Technical Officials Appointments
Technical Officials are required to ensure that the Laws and regulations of the
sport are implemented in accordance with the International Federation.
The number required, roles and qualifications of Technical Officials have been
identified by World Bowls. The appointment of internationally qualified
Technical Officials has also been coordinated by World Bowls, in conjunction
with the CGF. International Technical Officials will be supplemented by Indian
National Technical Officials.

A Federation Technical Committee Meeting or Team Managers and Technical Officials
briefing will take place prior to the commencement of competition. This meeting will
provide the most current sport specific information and will be chaired by a
representative of the CGF in conjunction with the appointed Technical Delegate, Mr.
Kerry Clark.

Each participating CGA should have a representative in attendance at the Team
Manager meeting. Updated information will be distributed to CGAs at this
D2010 14meeting.
Please note, a confirmed date, time, venue and agenda will be provided in the
Team Leaders Guide distributed prior to Games time.
14. Bowls Testing and Registration
There will be no pre-tournament or random testing of bowls but all bowls must carry a
2010 or subsequent recognised stamp and will be registered with the Competition
Manager. Challenges to bowls must be made in accordance with the requirements of
the Laws of the Sport of Bowls - Crystal Mark edition. A complete set of four (4) bowls
must be presented for both registration and any subsequent testing.
As more information becomes available regarding sport equipment, details will be
provided in the next available CGA Relations Bulletin distributed to all CGAs, with final
information available in the Team Leaders Guide distributed prior to Games time.
15. Rehearsal
There will be rehearsals before the start of competition for Lawn Bowls. This will assist
with the production of each competition and will involve Sport Presentation, Volunteer
Training, Broadcast and Competition Management. Appointed Technical Officials may
also be involved in a scheduled rehearsal.
The rehearsal may impact on availability to a competition venue prior to the start of
competition, particularly where a competition venue is also used as a training venue.
More information about each scheduled rehearsal will be provided in the Team Leaders
Guide distributed prior to Games time.
