PART A
                              CONTEXT AND BACKGROUND

In response to addressing the shortage of artisans and technical skills in South Africa, Sasol
through the Sasol Foundation has established a Technical Schools of Excellence Network
(TechSENet) programme, which focuses on boosting the vocational skills pool in the country.
Its key objective is to build technical education institutions that are excellent for the growth of
the pipeline of engineering artisans; Science, Technology, Engineering and Mathematics
(STEM) technicians and technologists.

At the policy level, Sasol Foundation enabled the Department of Basic Education (DBE) to
implement the Curriculum and Assessment Policy Statements (CAPS 2) curriculum by
developing Technical Mathematics and Technical Science learning and teaching resources.
There was an opportunity for Sasol Foundation to embed its legacy in the technical education
field by further supporting technical schools to establish a Professional Learning Community
(PLC) of technical schools professionals e.g. teachers, principals, academia etc.

In partnership with the Department of Basic Education and the Free State Department of
Education Sasol Foundation has hosted the Annual Technical Teachers’ Conference (ATTC)
for three consecutive years. This first of its kind conference has been attended by an average
of over 240 delegates each year from various institutions and organisations including
educational institutions, industry partners, government departments, universities and artisan
training agencies. The conference has been graced by the presence of the Deputy Minister of
Basic Education, Honourable Enver Surty in 2017 and Gauteng MEC, Honorable Panyaza
Lesufi in 2018.

The original objective of the conference was to establish a PLC of technical schools
professionals through a facilitated discourse to generate and document best practices that can
contribute towards achieving excellence in all technical schools and to a certain extent influence
technical-vocational education in the country. One of the biggest achievements of this young
PLC is the revocation of designation status of matric subjects such that technical subjects now
count towards the university Admission Point Score (APS) in 2017 and acceptance of technical
mathematics and technical science for university engineering degrees at the end of 2018.

The conference gives Sasol an opportunity to impact school technical education wider than just
the nine schools we have been working with. The Foundation gets to share lessons learnt in the
five schools with the rest of the schools in the country. Teachers get an opportunity to share
best practice, their experience of the implementation of the new curriculum and receive
feedback from DBE first hand. The DBE gets an opportunity to engage practitioners/teachers
who are at the coal face of curriculum implementation and give them feedback about curriculum
issues as well as share any policy directions in the technical space.

Together with our partner, ADCORP, the 4th ATTC themed ‘Empowering Teachers to Deliver
on the 3-Stream Model’ will take place at the Premier Hotel OR Tambo from 4-7 June 2019.

The conference will commence with an opening function on 4 June 2019 and will be addressed
by the Director General of the Department of Basic Education, Mr Mathanzima Mweli.

This conference is particularly important because it will
   1. expose teachers to industrial artisan training equipment
   2. look at the performance of the matriculants in the first CAPS 2 examinations of 2018
       especially technical mathematics and technical sciences.
   3. also look at how the system responds to the statements on technical education made
       by the President of the Country in his 2019 State of the Nation Address.
   4. allay teachers’ anxiety about the three-streams (technical vocational, technical
       occupational and academic) and how it will impact or benefit them.
   5. expose teachers to industry 4.0 innovative ideas related to their subject specialisations
       and green technologies for the future world of work e.g.
           a. Different brick-making technologies
           b. Different vehicle propelling technologies like e-Mobility materials characterization
              and battery testing across all applications from electrified, connected, multi-
              modal, shared and autonomous
           c. Solar heating and refrigeration

Ladies and gentlemen,

Good afternoon.

Welcome to the Sasol 4th Annual Technical Teachers Conference,
organised by the Sasol Foundation. It is truly my pleasure to be here for
what promises to be yet another robust conference as we look at how best
to empower our educators for our changing education system.

This year’s conference takes place under a very interesting theme –
“Empowering teachers to deliver on the Three-Stream Model”.
The theme builds on the focus of last year’s conference where we looked
at the implications of the Fourth Industrial Revolution on teachers and the
skills they need to impart to learners, current and future.

Since then, there have been significant developments in the evolution of
our school curriculum.

As many of you are aware, the Department of Basic Education has started
piloting the Three-Stream Model at selected schools across the country to
prepare our schooling system to deal with the technological challenges of
the Fourth Industrial Revolution. This model looks at the Academic stream,
the Technical-Vocational stream, and the Technical-Occupational stream
providing learners with an opportunity to choose the pathway that is best
suited to their capabilities.

This in my view is a definite step in the right direction as it recognises three
essential realities that as educators, you are familiar with, and that is:

   • One, to thrive as a country, we must ensure that our school
      curriculum responds to the skills needed for this changing world;

   • Two, South Africa has a concerning high youth employment rate. The
      new system maybe a valid intervention to help the country reduce this
      rate and create growth and employment.

• And thirdly, particularly attention needs to be paid to our country’s
      high school dropout rate. To quote statistics by the Department Basic
      Education, about 40% to 50% of our learners currently leave the
      education system before reaching matric. This means that about half,
      if not more, of learners leave the schooling system without ever
      having completed their “academic” education. This, to the point the
      DBE has made, is possibly due to the probability that these learners
      are not ‘academically inclined’ and struggle to cope. Of course, there
      are also socio-economic factors that we cannot ignore.

That said, by investing in technical education, learners will increase their
chances of being employed, or even being self-employed, after leaving
school as they will possess the type of skill that will enable them to become
entrepreneurs.

As Technical-Vocational skills educators, this new dawn in our education
system presents opportunities as well as challenges. Fortunately, we have
platforms such as these which have over the years been successful at
fostering successful multi-stakeholder collaborations to come up with
solutions.

Although the Sasol Inzalo Foundation (SalF) is now known only as the
Sasol Foundation, the work of this important organisation continues. The
Foundation was established in 2008 with a distinct aim to drive excellence
in the teaching and learning of STEM at all levels of the education value
chain. Under the new identity, its mandate has been expanded with the

focus being to explore other ways to improve its impact on education in
South Africa.

To date, the Foundation’s track record of achievements includes:

  • Developing over 180 natural science, technology and mathematics
     textbook titles working in partnership with the Department of Basic
     Education and other partners. These have benefited over 20 million
     learners annually across the country;

  • Developing and donating several state-of-the art Mobile Science
     Laboratories that reach an average of 3 600 learners per annum,
     the majority of them in the most remote parts of the country;

  • Providing bursaries to more than 1 300 young people, most of them
     from poor backgrounds, to study at various Universities and
     Universities of Technology through the Sasol Foundation bursary
     programme;

  • Upgrading 24 workshops in 5 technical high schools with new leading
     trade training equipment and tools; and

  • Providing much-needed research and workshop equipment to
     Universities and 5 technical schools.

In many ways the future that we’ve all been waiting for and working towards
is here. Technical-Vocational education has once again taken the centre
stage. It is now up to us to influence this future and make sure that we
produce learners who are geared to succeed in this bold, new technological
age.

In closing, I would like to thank each and every one of you for making the
time to be part of this importance conference.

I also want to thank our partners for their unwavering support over the
years, particularly the Departments of education without whom we would
not have been able to do what we do. We thank you for your unwavering
commitment to making South Africa a better skilled and more efficient
nation.

Ladies and gentlemen, good afternoon.

It is truly a pleasure to be here today. Thank you for inviting me and for
the opportunity to address you this afternoon.

It is said that the true measure of a successful conference is its outcomes
at the end of it and its popularity among its intended beneficiaries.
Speaking to my colleagues at the Sasol Foundation as well as some of

our partners and regular attendees of this gathering, this seems to be the
case with this conference, which I’m told has become a key event on the
education fraternity’s calendar. This is both humbling and encouraging as
it suggests that we together with our partner, the Department of Basic
Education, are doing something right by providing an interactive platform
that resonates with educators. This conference would truly not be what it
is without your support and critical feedback. We are grateful for your
input and for holding us to a higher standard.

Sasol in education
As a proudly South African company that is rooted in its heritage, Sasol
has been investing in education for a number of years. We are one of the
largest investors in this area in South Africa and execute a range of
targeted interventions and solutions – from early childhood education to
workplace readiness.

We are fully aware of and appreciate our responsibility to play a
meaningful role in society as an employer of choice, an active corporate
citizen and a force for good. We take these responsibilities seriously and
consider them when we make investment decisions in critical areas such
as education, which is our primary social investment focus.

Just to give you an indication of our commitment, in 2018 we invested:

  • R1,3 billion in bursaries, learnerships and skills development; and
  • More than R600 million on socio-economic development in our host
     communities. As in previous years, our spending in these areas
     exceeded 1% of net profit after tax.

Furthermore, we also reached about 6 million teachers and learners
through our STEM education support, and more than 25 000 children
through our early childhood development interventions.

We are proud of this achievement and intend to expand our reach further.

As Sasol, we make these investments not as tick box exercise but
because we are aware of the challenges facing South Africa. These are
profound and deep-seated and include inequality in 3 main areas, despite
significant improvement in access to education. These areas are:
1) Access to education;
2) Quality of learning; and
3) Capacity of teachers, which has led to starkly unequal outcomes in
education.

These challenges are also highlighted in the Department of Basic
Education’s 25 year review of progress report on the basic education
sector.

Delivering on the Three-Stream Model
This is why it is critical that we move towards a new era in education,
which is more inclusive and takes into consideration the uniqueness of
learners and their educators. This is what the Three-Stream model seeks
to achieve.

There’s undisputable research that proves that education is a critical
enabler to economic development and to our youth realising their

aspirations. Its transformational impact is so significant that it can have a
multiplier effect that is inter-generational.

Therefore by adopting an education system that seeks to give each
learner a chance, South Africa will be investing in building a more
inclusive society where there are equal opportunities for all to realise their
full potential.

This aspiration resonates deeply with Sasol whose core values include
diversity and inclusion.

As a company that is committed to helping to redress the inequalities of
the past, we understand that part of that includes upholding and
supporting values that are critical building blocks to creating a more
inclusive South Africa that we can all feel part of.

Closing

While a lot has certainly been achieved, more still needs to be done. As
Sasol, we intend to continue to work with all stakeholders particularly
government, civil society, academia and the education sector to find new
ways to collaborate and exchange ideas on how we can continue to deliver
shared value.

We are proud of the Sasol Foundation which has been at the forefront of
this commitment over the last 10 years, particularly in the education space
through its world-class programmes. These have focused on addressing
systemic challenges in STEM education by seeking to:

• Alleviate school bottlenecks;
   • Boost the vocational skills pool; and
   • Create tertiary educational opportunities in South Africa.

We are an avid supporter of Government’s vision, through the National
Development Plan (NDP) 2030, to pproduce 30 000 artisans a year and
increase the number of students eligible to study towards Maths and
Science-based degrees to 450 000 by 2030. Through the Foundation, we
are also assisting in upscaling the percentage of PhD qualified staff in the
higher education sector from 34 percent to over 75 percent.

We support the goals of the NDP because we have long realised that
achieving them is not the sole responsibility of Government or even the
private sector. Key to us successfully turning the tide is partnerships.

In closing, I would like to thank everyone for taking time off your very busy
schedules to attend this conference. We need such platforms for us as
partners in education to come together to find new ways to create value
and shape South Africa.

We are committed to working with you and other stakeholders to identify
solutions that bring about inclusive growth and development.

I’m looking forward to all the discussions that will be taking place over the
next three days as we look at how we can ensure that you as educators
are empowered to remain a step ahead of developments in education and
to continue doing your best to future-proof our learners by imparting

Sasol hosts the 4th Annual Technical Teachers’ Conference.

Johannesburg, South Africa – More than 350 technical skills educators
will gather this week at the Premier Hotel OR Tambo in Johannesburg for
a four-day conference. Organised and hosted by the Sasol Foundation,
the conference will take place from Tuesday, 4 June 2019 to Friday, 7
June 2019.

The theme for this year’s conference is to “empower technical teachers to
deliver on the Three-Stream Model. This model looks at the Academic
stream, the Technical-Vocational stream, and the Technical-Occupational
stream providing learners with an opportunity to choose the pathway that
is best suited to their capabilities.

“The intentions of this year’s conference is multifold. It envisages to
expose teachers to industrial artisan training equipment, review the
Technical Mathematics and Technical Science learner performance in
the 2018 National Senior Certificate (NSC) examination results and

expose teachers to industry 4.0 innovative thinking”, says Vusi Cwane,
Head of the Sasol Foundation.

Commenting on the introduction of the Three-Stream Model, Cwane said
this is an exciting development that aims to ensure that education is
inclusive and takes into consideration the different capabilities and
abilities of learners. “Its implementation, as proposed by the DBE in the
context of Industry 4.0, opens opportunities for our learners to have
diversified and innovative skills as well as competencies that will allow
them to design products that will improve the lives of South Africans.”

In South Africa youth unemployment rate sits around 55.20%, according

Profile of Director General : Department of Basic Education

Mr Hubert Mathanzima Mweli is currently the Director-General (DG) of
Basic Education. His holds a B.A in Education with Honors, a B. Admin in
Industrial Relations with Honors, and a Master’s Degree in Development
and Management. He has occupied various positions in the public service
and civil society. Prior to being appointed to his current position as the DG
of Basic Education, in August 2015, he served, inter alia, as the Head of
Department of the North West Education Department, the Deputy Director-
General for Curriculum Policy, Support and Monitoring in the Department
of Basic Education, and the Administrator of the Eastern Cape Education
Department where he impacted education positively. He has led
delegations and missions to attend and present at a number of global
events on behalf of the sector and the country. The experience and
expertise gained while holding these portfolios and his participation in
global events have equipped him to serve as efficiently as he does, as he
heads Basic Education in the country. As DG, Mr Mweli believes in
engaging with key role players in the value chain of delivery. He has been
part of the team which has seen a steady increase in the improvement of
learning outcomes, and the introduction of skills and competencies for a
changing world in the curriculum as well as established a world class
curriculum and public examination system.
