TOWN OF MAMMOTH LAKES
DEVELOPMENT HIGHLIGHTS
JANUARY 2020

The Town of Mammoth Lakes is a four-season resort community located in the Eastern Sierras near the base of the
Mammoth Mountain Ski Area. Over the past few years, numerous residential and commercial projects have been approved
by the Planning and Economic Development Commission (PEDC) and the Town Council (TC). Five entitled projects have
been completed, 8 projects are under construction, 10 projects are approved and 1 project is under review. The following
is a summary of projects that have recently been submitted, approved, or completed:

COMMERCIAL PROJECTS
Grocery Outlet (37 and 77 Old Mammoth Road)
Approved: June 2017
Status: Completed July 2019
Summary: The recently completed Grocery Outlet project is a new 18,000 square foot supermarket on a 1.37-
acre infill site in the Downtown (D) zoning district. The project represents the first commercial project built using
the Town’s updated commercial zoning standards, which encourage buildings be placed near the street and with
parking on the sides and rear.

Mammoth Creek Inn Expansion (663 Old Mammoth Road)
Approved: November 2014
Status: Construction began Summer 2019
Entitlement Extension: N/A
Summary: The Mammoth Creek Inn Expansion project is a 12-unit expansion to the existing 26-unit hotel. The 12
new units will be located in two new buildings behind the existing hotel.

Mammoth Hotel (452 Old Mammoth Road)
Approved: November 2019
Status: Entitled through November 2021
Entitlement Extension: Eligible for up to a 6-year time
extension
Summary: The Mammoth Hotel project is a complete
renovation and remodel of the existing 3-story Sierra
Center Mall building to create a new 4-story, 164-room
boutique luxury hotel. The project will demolish the
current three-story building to the foundation and
construct a four-story hotel with accessory office and
restaurant uses as well as a partially open fourth story
featuring an open-air roof top deck and pool. The total
floor area of the project with the proposed revisions
would be 125,240 square feet, which equates to an FAR
of approximately 1.48. Construction to tentatively begin
Summer 2020.

Yotelpad Mammoth (6040, 6042, and 6060 Minaret Road)
Approved: May 2019
Status: Completion of the project is expected in early
2021; Entitled through May 2021
Entitlement Extension: Eligible for up to a 6-year time
extension.
Summary: The Yotelpad Mammoth project is a new mixed-
use condo-hotel project proposed for the 2.6-acre site at
the northeast corner of Minaret Road and Main Street.
The project consists of a five-story condo-hotel with 156
units (studio and 1-br units), 21 three-story townhome
units (2-br units), 4,700 sq. ft. of restaurant space, and
understructure parking for up to 185 vehicles with valet
service. The hotel units are being branded as “micro-
units” that will range in size from 334 sq. ft. (studio unit)
to 569 sq. ft. (1-bedroom unit) and the townhome units
will be approximately 1,300 sq. ft. The vision of the project
is to have smaller living spaces that are accompanied by
amenity spaces (i.e., fitness room, kids zone and media
center, numerous indoor and outdoor fireplaces, a pool
and hot tub, a bocce ball court).

Inn at the Village (50 Canyon Boulevard)
Approved: October 2014
Status: Entitled through January 2023
Entitlement Extension: Not eligible for additional time
extensions
Summary: The Inn at the Village project will consist of a
seven-story hotel structure with up to 67 rooms located
in the North Village Specific Plan area. In addition to
the hotel component, the project will include food and
beverage facilities, a spa, an outdoor pool and jacuzzi, and
pedestrian improvements along Minaret Road including a
pocket park and an informational kiosk.

Old Mammoth Place (164, 202, and 248 Old Mammoth
Road)
Approved: June 2016
Status: Entitled through September 2024
Entitlement Extension: Not eligible for additional time
extensions
Summary: The Old Mammoth Place project is a mixed-
use condo-hotel project located within the Clearwater
Specific Plan area. The approved project consists of a
six-story condo-hotel with up to 343 residential-condo
hotel units containing a maximum of 488 bedrooms.
In addition to the condo-hotel, the project will have
multiple retail spaces, conference and banquet facilities,
a spa and wellness center, a variety of public open space
areas, and underground parking for approximately 600
vehicles.

Mammoth View (Adjacent to Main Street, Mountain
Boulevard, and Viewpoint Road)
Approved: August 2011
Status: Entitled through August 2023
Entitlement Extension: Not eligible for additional time
extensions
Summary: The Mammoth View project will consist of a
54- room boutique hotel, 23 townhome condominiums,
and 28 freestanding condominium cabin units.
Additionally, the project proponent has contributed
funding towards the undergrounding of the power lines
along Main Street, construction of a sidewalk along
Main Street between Mountain Boulevard and Minaret
Road, and the ongoing maintenance of Viewpoint Road.

RESIDENTIAL PROJECTS
Manzanita Creek (131 and 145 Manzanita Road)
Approved: April 2018
Status: Completed July 2019
Summary: The Manzanita Creek project is a five-unit
condominium project located adjacent to the Parcel (formerly
Shady Rest). The 2-story, 35-foot-tall structure includes four
1,300 sq. ft. units and one 1,700 sq. ft. unit. All of the units
include a garage and additional parking is located adjacent
to the structure. These units are not permitted to be used as
nightly rentals because the project is within the RMF-1 zone.

Five-Forty (540 Old Mammoth Road)
Approved: June 2019
Status: Construction began in Summer 2019
Summary: The Five-Forty project includes a two- story
vertical mixed-use building fronting Old Mammoth Road with
six residential buildings behind, for a total of 13 residential
units. The residential buildings are three stories and consist
of two single unit buildings, two duplexes, and two triplexes.
The project is located adjacent to the Sierra Center Mall on a
0.67-acre infill site in the Old Mammoth Road (OMR) zoning
district.

Hillside Highlands (110 Canyon Boulevard, 130 & 150 Hillside
Drive)
Approved: May 2016
Status: 1 tri-plex completed November 2019, 2 tri-plexes
under construction
Summary: The Hillside Highlands project consists of three
triplex structures on three adjacent parcels. Each unit will
have approximately 3,000 square feet of habitable area
and 3-4 bedrooms. The project applicant agreed to install a
sidewalk along Hillside Drive connecting Canyon Boulevard
and Forest Trail in return for a wider driveway allowance.

Obsidian (525 Obsidian Place)
Approved: February 2016
Status: Phase 2 construction began in Summer 2019. Entitled
through March 2024
Summary: A subdivision of the remaining project area within
the Tallus project to allow for 20 townhome lots (10 duplexes).
There are two building designs approved and each unit will
be three-stories tall with approximately 2,300 square feet of
habitable area.

Mountainside (413 Rainbow Lane)
Approved: April 2015
Status: Construction began in spring 2018; 10 of 16 units
completed in 2019
Summary: The Mountainside project is a 16-unit townhome
project located east of Canyon Lodge. Two of the units will
be freestanding and the remaining 14 units will be located
in seven duplex buildings. All units will be three stories with
approximately 2,000 square feet of habitable area, three
bedrooms, and a two-car garage.

Snowcreek VII (1254 Timber Creek Road)
Approved: May 2006
Status: Phase 1 has been completed; 17 units are currently
under construction in Phase 2.
Summary: The Snowcreek VII project consists of 118
condominium units within four different building designs.
There will be a total of 39 buildings and there will be (4)
duplexes, (26) triplexes, and (5) four-plexes. The project is
broken up into three phases and Phase 1 has been completed.
Two additional floor plan designs were approved by the Town
in January 2019 along with some other minor amendments
to the project design to allow an additional three buildings.

Gray Bear I, II, & III (Sierra Star Golf Course, East of Minaret)
Approved: July 2014 - January 2017
Status: : As of January 2019, there are 6 remaining lots
that are either vacant or under construction Summary: The
Gray Bear residential subdivision includes 45 single-family
residential lots located adjacent to the Sierra Star Golf Course.
The homes are located in the Resort zoning district meaning
they can be used as nightly vacation rentals.

Snowcreek VIII (Old Mammoth Rd and Minaret Rd)
Approved: May 2006
Status: Development will begin after Snowcreek VII subject to
future entitlement.
Summary: The proposed Snowcreek VIII project will consist
of 790 residential units and a resort hotel that includes 250
hotel rooms/suites, 150 private residence club units and up
to 75,000 square feet of non-residential uses on a total of
approximately 237 acres. The overall density for Snowcreek
VIII will be approximately 6.92 units-per-acre with a mix of
high, medium and low-density residential units.

OTHER COMMUNITY PROJECTS
Town of Mammoth Lakes Community Center Remodel
(1000 Forest Trail)
Approved: January 2016
Status: Completed November 2019
Summary: Phase 1 of the rehabilitation of the
community center was completed in June 2019 and
consisted of interior updates including flooring, kitchen
appliances and paint. Phase 2 of this rehabilitation
project was completed in November 2019 and consisted
of exterior updates including new paint, metal siding,
and a new sign.

St. Joseph Church Parish Hall (58 Ranch Road)
Approved: August 2016
Status: Completed in winter 2018
Summary: The Parish Hall project consists of a 5,000
square foot multi-use assembly building. Examples of
activities that could occur at the site include religious
associated uses, wedding receptions, and community
uses such as catered dinners and cultural events. Other
site improvements included the re-configuration of the
existing parking lot and driveway serving the church.

Town of Mammoth Lakes Police Station (280
Thompsons Way)
Approved: January 2016
Status: Completed in Fall 2017
Summary: The Police Station project is a new public
safety facility located on the 4.5-acre Town-owned
parcel near the entrance to Town. The building is a
single-level building with 5,380 square feet of habitable
area. In addition to the building, 33 parking spaces
were added and a patio area that could accommodate
a future building expansion.

County Civic Center (Mammoth Community Facilities
Land Exchange (McFlex) parcel)
Approved: June 2018
Status: Construction began in Summer 2019
Summary: The County Civic Center project consists of
a 33,100 sq. ft., two story building that consolidates
various public services including Public Health, Social
Services, Behavioral Health, District Attorney, Probation,
Economic Development, Community Development and
others. These services are currently housed in Sierra
Center Mall and Minaret Mall. The new Civic Center will
be part of a civic campus that will encompass the Police
Department and Superior Court of California. The project
is being financed by Certificates of Participation bonds.

Town of Mammoth Lakes Multi-Use Facility (686 Old
Mammoth Road)
Approved: Approved design in May 2017
Status: Modifications to the design were reviewed in
Fall 2019.
Summary: The approved Multi-Use Facility project
includes a roughly 40,000 square foot, prefabricated
tensile structure housing a new recreational facility
at the Mammoth Creek Park site. Construction is
anticipated to start in the Spring of 2020.

Mammoth Arts and Cultural Center (100 College
Parkway)
Approved: April 2019
Status: Design changes reviewed in late 2019
Summary: The proposed Mammoth Arts and Cultural
Center project includes a 298-seat Performing Arts
Theater as part of Phase 1. Phase 2 will include a 500-
seat outdoor amphitheater and associated parking lot
for property located within the Public and Quasi-Public
zoning district at 100 College Parkway.

The Parcel (1699 Tavern Road and 33 Center Street)
Status: Land acquired by the Town in spring 2018;
Public engagement and site planning is ongoing
Summary: The Parcel is a 24.5-acre vacant property
located adjacent to the Downtown zoning district
and several residential zoning districts. The Parcel is
envisioned to be developed with up to 450 permanently
affordable housing units, to be constructed over
multiple phases. The Town Council accepted the Parcel
Preferred Conceptual Land Use Plan in December 2019
and are now in the process of selecting the development
team to partner with the Town in developing the site.
