H
aving stuck to the reforms path since it assumed office
more than three years ago, the Manohar Lal Govern-
ment has now decided to put the horse of governance
reforms in Haryana in full trot. Decidedly, it has been inspired by
its experience of the reforms undertaken during the last more than
