and competition. The label with the name of the athlete goes on the front. After the
athlete’s competition on Thursday, the bibs can be returned at the awards venues. Athletes
not wearing their bib will not be allowed to compete. Bibs are for competition
identification only. To obtain replacement bibs for those lost or torn, please contact a
Special Olympics Illinois staff member at Tournament Central located at Chestnut
Mountain.
DIVISIONING FOR COMPETITION EVENTS
Due to the cancellation of the qualifying events (Relays, 800M Snowshoe, 1600M
Snowshoe, 2.5K Cross Country and 5K Cross Country) divisioning for the timed final events
will take place after the athletes have competed in these events and places of finish will be
determined based on their final competition time.
Athletes will be divisioned in their events based upon their competition time during the
time trials. Every attempt is made to division male and female athletes separately. In order
to enhance the quality of competition, it is possible that genders may be combined as well
as age groups. Combined gender divisions are denoted with a “C”. Combined age group
divisions will be denoted with an “O”. Combined gender and age groups are denoted as
“CO”. All divisions will be structured so that every athlete in the division has a reasonable
chance to win during the competition.
During the Winter Games the time trials of all Snowshoe, Alpine and Cross Country events
will be used to division athletes for final medal round races. For event management
purposes (schedule and weather) some athlete’s divisions will be combine into one race.
Athletes will be awarded based upon their assigned final division regardless of how they
place during a combined race. All final race sheets will be posted at Tournament Central
located upstairs at Chestnut Mountain.
8EVENT/DIVISION CORRECTIONS FOR ATHLETES
Agency printouts listing the athletes and their event information will be sent to the head
coach. The head coach will be responsible for proofing the list to ensure that the athlete’s
correct event information, qualifying time, age and gender are correct by the specified
deadline. Corrections to the athlete’s event information will not be made during the
competition week. Athletes will only be allowed to compete in those events/divisions
listed on the wristband label.
WRISTBANDS FOR ATHLETES
Wristbands must be worn at all times. A wristband for each athlete will be provided at
registration. The Head Coach is responsible for ensuring that he/she has the proper
number of wristbands before leaving the registration area. Bring broken wristbands to
Tournament Central for replacement.
ALPINE LEVEL/SKILL ASSESSMENT FOR ATHLETES
Skill assessment:
• Alpine Skiing — All athletes competing in Alpine events must report at
1:30pm for level assessment.
Failure to report for the assigned level assessment before 3pm will result in the
removal of the athlete from competition.
Level assessment:
All Alpine athletes regardless of level must report at 1:30pm in order for Venue
Directors to assign levels for competition. Athletes must report to the course with
proper competition attire and be ready to ski on Tuesday.
When an athlete is being considered for a more advanced hill, the following procedure will
be used:
1. The Alpine Official will contact the Alpine Venue Director.
2. The Alpine Venue Director will make every attempt to contact the athlete’s coach.
3. The athlete’s coach, with the Alpine Venue Director, will decide if the athlete can safely
attempt a more advanced course.
4. The alpine athlete will not be switched to a more advanced hill if:
a. the coach believes the change is not in the best interest of the athlete.
b. the coach cannot be found and no one is available to consult with the Alpine Sport
Director.
c. the athlete is reluctant to change.
5. If a move to the advanced course is acceptable, the athlete will ski his/her events on the
advanced course so new times can be recorded.
6. At no time will a coach, other than the coach of the athlete in question, be allowed to
suggest a change of course.
7. All athletes wishing to compete on Level 3 or 4 must report on Tuesday for an
assessment. It is not to be assumed that a successful completion of Level 2 means the
athlete is ready for Level 3.
9DISQUALIFICATION OF ATHLETES IN EVENTS
Disqualifications will be handled in accordance with Special Olympics Illinois’
Disqualification Process:
1. It is the coach’s responsibility to be aware of disqualifications at all times. Event
Officials will be signaled of infractions by course judges. Event officials will not
announce disqualifications to the general audience.
2. Disqualified athletes will be given notice of rule infraction upon completion of the
event.
3. A Sports Rules Committee will be available to hear questions concerning disqualified
athletes.
4. Awards will be presented upon completion of the event which will include: running of
event; notice of disqualification if necessary; appeal of disqualification if brought forth;
and final decision of Sports Rules Committee.

8. If a disqualification takes place during a time trial, the athlete will not advance to the
final competition.
SPORT COACHES FILING PROTESTS
1. Protests to Games Rules Committee may be made concerning only Games presentation,
structure and conduct.
2. Protests to the Sports Rules Committee may be made concerning only competition of
athletes within a venue, where within that competition; rulings are either made or not
made in regard to the fairness and equity of competition. Procedural or technical issues
may be protested. Judgment calls made by officials or final division placement may not
be protested.
3. Protests must be presented by the Sport Head Coach to the Head Official of the event
immediately in an oral fashion so that other event officials may be made aware of the
appeal. Any verbal protests must be made prior to the presentation of awards.
4. All awards for the division in question will be held until the resolution of the protest. If
the awards presentation has taken place the registered sport coach has 30 minutes
after the awards presentation to file a protest. A corrected awards presentation will be
made to that athlete if needed.
5. The Head Official may rule immediately on appeals. If the response of the Head Official
does not resolve the protest, a formal protest must follow.
6. Formal protests must be submitted within a half hour of the event in question by the
Sport Head Coach.
7. Protests must be made on the specified form (see the Head Official).
8. All protests will be brought to the Sports Rules Committee for final resolution. The
decision of this committee shall be final and binding unless this committee concludes
that the protest concerns Games presentation, structure or conduct, and refers the
protest to the Games Rules Committee.
9. Team personnel are prohibited from approaching an official to contest/protest a call
based on recorded information. No video, photo or recording of a competition by a
coach/spectator will be used to determine a ruling, final standings or disqualification of
athletes.
10ATHLETE AWARDS
Awards for sports events will take place immediately following competition. Alpine awards
will be given after each level has completed its event (example: Downhill level I will be
given after all athletes have competed in that event and level). Make sure the athlete
doesn’t miss an event in order to pick up an award from another event. In cases of
protests, awards for the division in question will be presented once the protest is
adjudicated by the rules committee. Medals will be awarded to all athletes who finish first,
second or third in official sports, while ribbons will be awarded to 4th-8th place finishers. In
cases of disqualification, athletes will receive a participation ribbon.

at Chestnut Resort. Awards for snowshoe and cross-country competition will be presented
inside Chestnut Resort in the Mississippi Room downstairs.

Results will be sent to Area Directors and agencies after the State Winter Games. Coaches
should keep a record of athletes’ results for local press releases. Results will be posted on
the Special Olympics Illinois website at www.soill.org after the competition.
HOUSING FOR ATHLETES AND COACHES
All registered coaches and athletes will be housed at Chestnut Mountain Resort and the
Ramada of Galena. To compete in the Special Olympics Illinois State Winter Games, an
athlete must stay at Chestnut Mountain or the Ramada of Galena. Chestnut Mountain is a
ski resort with rooms that hold 3 to 20 people. The majority of beds are double beds; some
singles and bunk beds are used. The Ramada of Galena is a hotel with rooms that have
double beds. Because of the limited number of bed spaces, athletes and coaches could be
sharing double beds. Agencies will not share rooms with other agencies, but could share
beds within their own agency. Rooms are assigned using scratch day numbers. Please notify
the Chestnut Mountain desk or Ramada front desk of any housing assignment changes. This
will facilitate phone calls, locating coaches and return of any lost athletes.
Chestnut Mountain Resort will be closed from 11:00pm until 6:00am each night. These
nights will be designated as closed hours. Coaches and family members not authorized to
be at Chestnut Mountain will be asked to leave at the 11:00pm closing. Special Olympics
Illinois wristbands and room keys will be used as identification and authorization for
athletes and coaches staying at Chestnut Mountain.
If an agency is discovered to have anyone not officially registered for the event in Special
Olympics Illinois provided housing during the designed closed hours for the event, the
coach(es) responsible will be placed on a one-year suspension from all Special Olympics
activities beginning at the conclusion of the event. If the safety of the athlete(s) is
jeopardized, the coach will be immediately removed from the event and the status of the
team will be determined on a case-by-case basis. Notification of suspension(s) will be sent
to the Area Director and to the Special Olympics Athletic Director for the agency.
11HOUSING (cont.)
Check-In: Once you have registered, you may be allowed to check into your rooms. Some

ALPINE SKI ESCORTS
Positions for volunteers working at the Level II, Level III and Level IV ski venues will be
known as “ski escorts.” These volunteers will no longer be assigned to an athlete, but will
be assigned to a specific hill. Ski escorts will be wearing arm bands indicating they are ski
escorts and will only be allowed to ski on assigned hills. The ski escort will be matched with
an athlete at the top of the hill and follow approximately 10 feet behind that athlete for
the duration of their run down the hill. At the bottom of the hill, the ski escort and athlete
will ride the lift to the top of the hill. Ski escorts will serve as first responders to trouble as
well as offering encouragement to the athletes. There is no guarantee that it will be the
same match-up each time.
The arm band is not a lift ticket. Ski escorts will only be allowed to ski as an escort on their
designated hill used by Special Olympics Illinois and only during the hours of competition.
Ski escorts must be at least 13 years of age. If a ski escort wants to ski on other hills during
non-competitive hours (3:00pm-close), then the escort must purchase his/her own lift
ticket from Chestnut Mountain.
15MEDICAL FOR ATHLETES AND COACHES
COACHES MUST ALWAYS CARRY A COPY OF EACH ATHLETE’S APPLICATION FOR

the event of a medical emergency during the night, please use the EMTs on duty. At the
Ramada of Galena, overnight medical services will not be available. Agencies needing
emergency medical service will call 911 and notify the front desk.
Special Olympics Illinois has an accident insurance policy which provides secondary
coverage for all athletes and coaches. This is provided as backup coverage to athletes’ and
coaches’ personal insurance. Accident claim forms will be available from the EMTs. Once
all sections are completed and signed, return the form to Special Olympics Illinois
Tournament Central.
Please ensure that your athletes are properly clothed to be in the cold for long periods of
time. Special Olympics Illinois will be happy to help you evaluate your cold weather apparel
needs prior to the State Winter Games.
