                          About the TaiwanICDF

The International Cooperation and Development Fund (TaiwanICDF) is dedicated to boosting

socio-economic development, enhancing human resources and promoting economic relations in a

range of developing partner countries. We also offer humanitarian assistance and provide aid in the
event of natural disasters or international refugee crises.

To carry out our mission, we offer a range of assistance that centers on four core operations: lending

and investment, technical cooperation, humanitarian assistance, and international education and

training. Our Fund is used to make direct or indirect investments and to finance lending operations.

Revenues generated by the Fund are used to support our bilateral or multilateral technical
cooperation projects, humanitarian assistance operations and education and training.

Every new project from the TaiwanICDF proceeds according to a rigorous project cycle and is

backed by mutual covenants signed in cooperation with relevant stakeholders. Our projects are

designed to address the strategic development goals of each of our partner countries, pay due

consideration to associated regional trends, and maximize results by employing the right
combination of capital and technical cooperation.

Ultimately, our work is tailor-made to the local needs of each partner country. Our assistance covers
a variety of contemporary development issues such as environmental protection, public health,
agriculture, education, and information and communications technology.

We are also acting to improve human resources and build institutional capacity at the TaiwanICDF

itself. We believe that as a stronger, more professional organization, we will be better placed to

advise decision-making bodies within our government. Efforts to improve our own organization

will also help us to deepen the coverage of our projects and transfer technological know-how to our

partners. We aspire to making the most effective use of manpower and resources, and replicating

and adapting successful experiences from one partner country to another.

          Overview of the International Higher
            Education Scholarship Program

International education and training from the TaiwanICDF shares Taiwan’s own development

experiences with developing partner countries around the world. Our aim is to help these partner
countries cultivate and nurture a talented pool of human resources.

To achieve this objective, our International Education and Training Department performs a range of

interconnected operations. Our in-depth, professional workshops are dedicated to contemporary

trends in development, while our higher education scholarship program draws on expertise at

Taiwanese universities to strengthen know-how in critical disciplines. We also cooperate with a
number of international organizations on training projects.

Our International Higher Education Scholarship Program was initiated in 1998 when we joined

forces with a group of Taiwanese universities to offer scholarships for a number of
English-language courses, up to and including Ph.D. level.

The program enables talented young citizens to come to Taiwan to pursue their higher education

and follow course materials and learning objectives that are specifically designed to address key

development issues. The program provides full financial support for tuition and living expenses,

and having grown in scope over the years, now covers 35 courses from 21 universities — 11

bachelor's, 21 master's and 3 Ph.D. programs. These courses focus on the development needs of our

partner countries by addressing issues such as tropical agriculture, aquatic sciences, business
administration, information technology, human resource development, medicine and public health,

or various fields of engineering. All of these disciplines are in high demand in our developing

partner countries. We aim to boost social development and economic growth by generating a pool
of quality human resources.

     TaiwanICDF Scholarship Application
               Instructions

1. Eligibility
      Applicants applying for a TaiwanICDF scholarship must meet both the general

      eligibility criteria (please refer to appendix 1) and be a national of a country on the List

      of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix 2).

      Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent

      Residency of Aliens set by ROC (Taiwan) National Immigration Agency.

      ***Please Note: All Undergraduate Programs only accept applications submitted
      by citizens of allied countries of ROC (Taiwan).

2. Application Procedure
      The 2020 TaiwanICDF Scholarship application period will run from January 1 to

      March 15 (GMT +08:00). For the 2020 TaiwanICDF International Higher

      Education Scholarship Program, there are a total of 31 study programs available
      for scholarship application.

      Applicants should: (1) complete the TaiwanICDF International Higher Education

      Scholarship Program Online Application, and (2) submit the documents listed

      below to the ROC (Taiwan) Embassy/Consulate General/Representative Office in

      their country. Applicants must ensure that they submit accurate and complete
      documentation; failure to do so will result in the application not being processed. Please

      also note: (1) Late submissions will not be accepted and/or processed; (2) All

      Undergraduate Programs only accept applications submitted by citizens of allied
      countries of ROC (Taiwan).

      Documents to be submitted:

      (1) A photocopy of applicant’s passport or other document showing proof of
         nationality.

(2) A photocopy of applicant’s highest-level diploma and academic transcripts.

(3) A photocopy of applicant’s English proficiency certificate.

   Please note: This means a TOEFL test score or that of another recognized English

   proficiency exam, or documents certifying that the applicant has graduated from a

   program where all courses were taught in English. Applicants who are unable to

   provide such proof of English proficiency due to special circumstances may be

   assessed for English proficiency by an ROC (Taiwan) Embassy/Consulate

   (General)/Representative Office via interview or other forms of testing. Applicants

   whose official national language is English are exempt from needing to supply these

   documents.

(4) Two letters of reference.

(5) Any other documents specifically requested by an ROC (Taiwan) Embassy/
   Consulate (General)/ Representative Office.

Please Note: In addition to the above documents requested as part of their

scholarship application, applicants should also submit all documents required by

the TaiwanICDF partner university that they are applying to before the admission

deadline of that university. For detailed information on such documents, please

refer to Section 4: Study Programs Available for TaiwanICDF Scholarship

Application at Partner Universities in 2020 in this brochure and the related
websites of each study program for further admission information.

The ROC (Taiwan) Embassy/Consulate General/Representative Office will conduct a

first review of applicants based on the eligibility requirements and selection criteria of

the TaiwanICDF, and then submit their list of recommended applicants to the
TaiwanICDF no later than March 31 each year.

A second review of the qualified applicants will be conducted by an academic committee

organized by the individual partner university in joint cooperation with TaiwanICDF

representatives. Such reviews will be based on each university’s selection criteria, whilst
also accounting for the eligibility requirements and selection criteria of the TaiwanICDF.

After the second review has been conducted in cooperation with all partner universities,

the TaiwanICDF will announce its list of scholarship recipients, in principle, no later

than June 30 each year. Successful applicants will receive an acceptance letter through

the ROC (Taiwan) Embassy/Consulate (General)/Representative Office to whom they

originally applied.

Please note: Gaining admission from the university does not necessarily mean that

the applicant has also been given a TaiwanICDF scholarship. Only the applicant

who receives the acceptance letter issued by the TaiwanICDF is the scholarship

recipient.

1.   ABOUT THE PROGRAM
     The curriculum is grouped into three major categories: Tropical Agricultural Resource Planning;
     Production and Management of Tropical Agricultural Resources; and Conservation and Utilization of
     Tropical Agriculture Resources. Agronomy, Horticulture, Plant Protection, Rural Planning, Veterinary
     Medicine, Animal Science, Forestry, Wood Industry, Aquaculture, Food Science, Agribusiness
     Management and Wildlife Conservation are the focus areas. Except for required courses, the selective
     courses will be tailor-made upon the request of major professor(s) on specific topics for the student.
2.   Ph.D. students must complete the following requirements before the Ph.D. dissertation exam:
     1. Minimum of 30 credits (including 18 credits in courses and 12 credits in Ph.D. dissertation).
     2. Publications.
     3. Minimum TOEFL ITP score 550 or equivalent English-proficiency verifications (except for foreign
         students from English speaking countries). If the students could not pass the English-proficiency
         test, an additional full research paper published in SCI (or the same) journals or three English
         papers published in peer reviewed journals as a substitute should be provided before the Ph.D.
         dissertation exam.
3.   After completion of dissertation, the students will receive the “Doctor of Philosophy” degree from the
     Department of Tropical Agriculture and International Cooperation, International College.

      ENTRY REQUIREMENTS
     1.   Completion of a master’s degree in agriculture or related fields at public or registered private
          universities and independent colleges, or foreign universities and colleges approved by the
          Ministry of Education, Taiwan (ROC).
     2.   Applicants from countries where English is not the native language are required to take the TOEFL
          or equivalent English-proficiency verifications.

     Master Program in Tropical Agriculture
         ABOUT THE PROGRAM
1.   The curriculum covers all fields related to tropical agriculture, including agronomy, horticulture, plant
     protection, rural planning, veterinary medicine, animal science, forestry, wood industry, aquaculture,
     food science, agribusiness management and water and soil conservation, etc. In addition to the required
     courses (14 credits, including 6 credits for thesis), the selective courses (16 credits) are tailor-made
     according to the requests from the supervisor(s) of a student.
2.   Students must complete a minimum of 30 credits and a minimum TOEFL ITP score 530 or equivalent
     English-proficiency verifications (except for foreign students from English speaking countries) before
     the master’s thesis oral exam.
3.   After completion of all the requirements for courses, English proficiency and thesis, the students will
     receive the “Master of Science” degree from the Department of Tropical Agriculture and International
     Cooperation, International College.

      ENTRY REQUIREMENTS
     1.   Completion of a bachelor degree in agriculture or related fields in public or registered private
          universities and independent colleges, or foreign universities and colleges approved by the
          Ministry of Education, Taiwan (ROC).

     Undergraduate Program in Tropical Agriculture
          ABOUT THE PROGRAM
1.    Courses in fields of tropical agriculture, including agronomy, horticulture, animal science, aquaculture, veterinary
      medicine, food science, agribusiness, and plant production are offered for this undergraduate program. Students
      must complete a total of 130 credits hours (including required credits and elective credits) to graduate with the
      “Bachelor of Science”. For elective credits, students can choose courses freely in all fields according to their
      personal interests and availability of courses, and acquire general and diversified knowledge in agriculture.
      However, if a major is desired, the department currently offers two majors, “Animal Production” and “Plant
      Production”.
2.   Students must complete more than 70% elective credits in the same major, either “Animal Production” or “Plant
     Production”, so that the major can be specified on the graduate certificate. In plant production, the courses include
     but are not limited to: agronomic and horticultural crop production; plant protection; and agri-business
     management. In animal production, the courses include but are not limited to: anatomy and physiology of animals;
     utilization of animal products; fish breeding and propagation; and pond management.
3.   English Ability Examination: Students must pass a minimum of TOEFL ITP score 500 or equivalent
     English-proficiency verifications before graduate (Except for foreign students from English speaking countries).
4.   After completion of all required courses and English Ability Examination, the students will receive the “Bachelor
     of Science” degree from the Department of Tropical Agriculture and International Cooperation, International
     College with or without a major.

      ENTRY REQUIREMENTS
     1.    Completion of a Senior high school or vocational high school education, or the equivalent, from
           institutions approved by the Ministry of Education, Taiwan (ROC).
     2.    Applicants from countries where English is not the native language are required to take the TOEFL
           or equivalent English-proficiency verifications.

   ABOUT THE PROGRAM
    The IUP in BA provides most courses in English that includes various professional
    courses and focuses on relevant management courses.

    Students require to fulfill 128 credits for graduation (minimum requirement), which
    includes 54 credits for require courses,42-46 credits for elective courses, 28-32 credits for
    general courses, 4 PE and 2 service learning courses.

    After completing their studies, students will receive a “Bachelor of Business
    Administration” Degree from the Department of Business Administration at the College of
    Commerce.

 ENTRY REQUIREMENTS
    International Students who meet the following requirements are eligible to apply:
    1. Applicants of foreign nationality and have never held R.O.C nationality and also who
        do not possess overseas Chinese student status at the time of their applications and
        who comply with the regulations regarding ”International Students undertaking
        Studies in Taiwan” of the Ministry of Education (MOE).
    2. Applicants with a high school diploma or above are eligible to apply for undergraduate

   ABOUT THE PROGRAM
    The International MBA (IMBA) program offered by National Chengchi University
    (NCCU) has triple accreditations by the Association to Advance Collegiate Schools of
    Business (AACSB), the European Quality Improvement System (EQUIS) and the
    Partnership in International Management (PIM), which symbolizes that the
    internationalization of NCCU has been on par with top business schools around the world.

    The IMBA program is designed to develop qualified candidates to be leaders in the field
    of international business, with a special focus on the Asia-Pacific region. With the
    continued growth of Asia’s emerging economies and the expansion of firms on a global
    scale, the NCCU IMBA offers the perfect venue for international candidates to learn about
    Asian economies.

    The IMBA program requires a minimum of 42 credits to graduate. Required courses
    account for 25 credits, including Accounting, Business Quantitative Methods, Corporate
    Social Responsibility and Ethics, Financial Management, Leaders Forum, Leadership and
    Team Building, Managerial Economics, Management Information Systems, Marketing
    Management and Strategic Management. The elective courses fall under four areas of
    concentration: Entrepreneurship, Finance, Management in Asia and Marketing. Students

    take courses across concentrations to graduate with a General MBA.

    The IMBA program provides an optimal international and multicultural learning

 ENTRY REQUIREMENTS
    1. Minimum of two years of full-time post-baccalaureate work experience.
    2. Completion of or the equivalent of a four-year bachelor's degree from an accredited
       college or university.
    3. Satisfactory previous academic achievement.
    4. TOEFL score or other evidence of English proficiency for applicants whose native
       language is not English.
    5. Competitive GMAT/GRE scores preferable.
    6. Any other materials that will help the Admissions Committee assess the applicant’s
       potential.

   HOW TO APPLY
    To apply for the IMBA with a grant of TaiwanICDF Higher Education Scholarship
    Program, applicants MUST successfully complete two application procedures – One
    for IMBA and the other for TaiwanICDF scholarship.
    Step 1. For IMBA application, it is 100% online. There is no need to send hard copies to
           our school. Please use the IMBA Online Application System at
           https://imbaoas.nccu.edu.tw/. The online system allows candidates to access and
           submit the required application documents. The system will be open between
           January 3, 2020 and 5PM, March 20, 2020 (UTC+8).
           NCCU IMBA Online Application Deadline: 5PM, March 20, 2020 (UTC +8).
    Step 2. For TaiwanICDF scholarship application, please access the Scholarship Online
           Application System at http://web.icdf.org.tw/ICDF_TSP/WelcomeStart.aspx to fill
           the application form between January 1, 2020 and March 15, 2020 (UTC+8).
           Confirm the information you have entered and print out the application form.
           Please submit the application form, together with your other scholarship
           application documents, to the ROC (Taiwan) Embassy/Consulate General/
           Representative Office in your country. Please note that Scholarship Online
           Application System will be closed on March 15, 2020 (UTC+8); however, we
           suggest that you should contact the ROC (Taiwan) Embassy/Consulate General/
           Representative Office in your country to check their deadline of accepting your

2. Essays
   The required Essays allow the Admissions Committee to learn about you, your
   accomplishments and your professional aspirations. You will be asked some questions
   and type them in the application system. Your essays should not be written or edited by
   anyone other than yourself. Please prepare these essays carefully and candidly, follow
   the instructions in the system for each essay.
   Required Essays
    (1) Describe your short-term and long-term career goals and explain how your past
        experience together with an IMBA from the NCCU will contribute to your
        achieving them. (750 words maximum)
    (2) Answer any 2 questions from the 4 choices below:
        A. Describe a time when you were part of a team in a professional environment
            that worked well. Also, describe a time when you were part of a team that did
            not work well. (500 words maximum)
        B. Reflect on a time when your efforts resulted in a change within an organization.
            Please discuss your role in these changes. (500 words)
        C. Describe a situation where you were able to use your leadership skills to create
            a better outcome. (500 words)
        D. Discuss a risk you took that proved to be successful. Also describe a time when
            a risk you took was not successful. (500 words)
   Optional Essay
   Please include any other information that you believe would be helpful to the
   Admissions Committee in considering your application. (250 words maximum)
3. Two recommendation letters
   Two recommendations are required and should be completed by individuals who are
   well acquainted with you and your managerial capabilities. Preferably, they should be
   completed by employers or supervisors.
   As part of the online application process you will be asked to provide email addresses
   for your recommenders; the system will then send them a link they can use to access
   the system and fill the recommendation letter online or upload a letter of their own.
   You are advised to request recommendations well in advance of the application
   deadline to ensure your application package is complete when submitted.
4. Official transcripts from each college/university attended
5. A copy of most recent university/college diploma
   We require one copy of your transcript and one copy of the diploma or other
   documentation indicating the date and conferral of your degree. Transcripts of
   additional courses that you have taken (e.g. university extension courses or

   If the original language of the academic record and diploma is not English or Chinese,
   a certified English translation must accompany original documents. Official copies of
   credentials must be certified by a school administrative officer from whom the degree
   was received.

      We ask all applicants to provide their Test of English as a Foreign Language (TOEFL)
      score or other evidence of English proficiency (other test scores, i.e. IELTS, TOEIC,
      etc.) if their native language is not English.
      If you hold a degree from an English speaking country or a program taught in English,
      you do not have to submit the evidence of English proficiency. Please mark the check
      box “I do not need an English Proficiency test score” in the online system.
   7. Evidence of Management Study Aptitude
      The Graduate Management Admissions Test (GMAT) and Graduate Record
      Examinations (GRE) are not a requirement for admittance to the program. Applicants
      are however strongly advised to take the test and submit their scores as additional
      support to their application.

      This is a declaration form in which you confirm that you do not hold ROC citizenship

    ABOUT THE PROGRAM

     International Master’s Program in International Studies (IMPIS) at National Chengchi
     University (NCCU), established in August 2012, aims to bring a broad interdisciplinary
     focus to the understanding and study of contemporary international relations. It provides
     an intensive learning and application of knowledge of economy, business, politics,
     diplomacy, and international organizations in a world of globalization.

     The diversity and passion of IMPIS students and faculty members will make the study in
     Taiwan more productive. Each year IMPIS receives 20 master degree students, and they
     come not only from Taiwan but also from all over the world. IMPIS is collaborating with
     various teaching and research units of NCCU to guarantee the quality of teaching and
     learning and the quantity of the courses to be offered. Those who plan to enter
     international affairs related professions or to continue doctoral studies in the related fields,
     as well as mid-career professionals, are encouraged to apply.

Management
   ABOUT THE PROGRAM

    The College of Technology Management at National Tsing Hua University, located in Hsinchu of
    Taiwan, offers International Master of Business Administration (IMBA) program leading to a
    master’s degree. IMBA is a two-year, full-time, and all-English MBA program.
    We encourage applications from all qualified persons interested in the study of management. Prior
    study in business or economics is not a requirement for admission. In the first year, students will
    be equipped with fundamental knowledge of management as a background for advanced,
    specialized work in academic majors and professional fields. In the second year, in addition to the
    master's thesis which is required, students are free to take elective courses from six specialties and
    typically major in two or three areas.

International Master Program in Information Systems and
Applications
      ABOUT THE PROGRAM
       National Tsing Hua University is located next to the Industry Technology Research Institute (ITRI)
       and Hsinchu Science and Industrial Park. Within an hour driving, you can reach the Hsinchu
       Industrial District, Chu Nan Industrial District, Tai Chung Industrial District and Tung Luo
       Industrial District. Apart from all these industrial districts, National Tsing Hua University already
       has very strong research sources, achievements and work teams of Science, Engineering, Life
       Science, Humanities & Social Science and Technology Management. The key direction of this
       program is twofold: One is to combine technology talents and resources within the school; the
       other is to take the hi-tech industrial companies next to National Tsing Hua University as training
       places for students.

      The plan of this program is to follow certain directions as the intention of development of
       IMPISA. The directions are as follows:
    1. Train innovative information technology personnel. The courses will focus on the three major
       fields:
     Data Science
        We are looking for students from different domain knowledge, such as electrical engineering,
        education, business management, humanities & social sciences, and medicine. Under the
        cross-scope and multi-cultural environments plus the lectures and advising from our professors
        who are specialized in data mining, machine learning, artificial intelligence, natural language,
        and big data analysis, IMPISA is a perfect place to train outstanding data scientists.
     Creative Multimedia
        IMPISA has lots of experiences in creative multimedia and have obtained some distinguished
        and breakthroughs in recent years. In this group, we are focusing on combining information
        system with other knowledges, such as Wireless Multimedia Networking Technologies and
        Computer Vision for Visual Effects to name a few.
     Human-centered Interaction and User Experience
        Consist topics related to intelligent human computer interface, natural language, learning
        technology and information media. Based on the four topics, we also extend our research to
        game programming, user experience, social computing, intelligent agents, MOOCs, E-learning
        and so on and so forth.
    2. Encourage foreign students to take relevant culture courses to learn within a multi-cultural
       environment.
    3. Provide students to have opportunities to visit local technology industries in order to understand
       Taiwanese industry.
    4. Assist students to participate in research projects from high-tech companies.

         Program Plan
  1.      Graduate credits will be 24 credits, plus 4 credits for thesis; altogether there will be 28 credits.

    2.   There will be two pre-courses, which shall not be counted into the graduate credit, including
         Computer Programming and Data Structure. Basically, these two courses are prerequisite to
         apply for this program.
    3.   4 credits hours of Mandarin courses must be completed before graduating. Mandarin courses
         that count including level I, II or III of: Mandarin Basic, Mandarin Intermediate, Mandarin
         High-Intermediate, and Mandarin Advanced. Students must gain Mandarin credits during
         his/her study in NTHU. Please be noted that Mandarin courses will not be counted in the
         Graduate credits.
    4.   IMPISA program will require two years for a student to graduate.

 ENTRY REQUIREMENTS
    1. Completion of a four-year bachelor’s degree or its equivalent.
    2. TOEFL iBT score of 79, IELTS score of 6 or TOEIC score of 750 is preferable, or another
       certificate of English proficiency for international applicants whose native language is not

     NTHU will be accepting international applications for 2020 Fall from January 1st to March 15th,
     2020. All application materials should be submitted on-line to the application system.
     Step 1. Go to NTHU International Student Online Application System:

     Step 2. Create a Login ID (email account) and PIN (Personal Identification Number) to set up an
     account. Once you have an ID and a PIN, please click on "Send". The system will set up an
     account for you. You can’t start process before setting up your account.
     Step 3. The application has six sections, which are “Applicant Information”, “Family Information”,
     “Education Background”, “Referee Information”, “Language Background”, and “Other
     Information”. When finished with each section, please click on “Next” to proceed.
     Step 4. Once you have filled out all the required information, the system will take you to a
     Confirmation Page. Please confirm that all the information is correct and then press “Confirm”.
     Step 5. Print out all required forms from the online system.
     Step 6. The applicants must prepare and upload all application requirements listed on the checking
     list. The applicants need to click on submit button to complete their applications.
     Step 7. After submission, you can track the progress of your application at any time using NTHU

    NTHU only accepts diploma written in English or Chinese. Thus, if your diploma was written
    in other languages, it should be accompanied by a certified English translation. Applicants who
    are in the process of completing their studies must submit a letter from the school/university
    clearly stating the anticipated graduation date and degree. Applicants who will be pursuing a
    second degree in a different field of study must also submit a photocopy of the first
    degree/diploma.
    Note: Equivalent qualifications holder is required to submit the notarized Certification of
    Degree and Transcripts by the R.O.C (Taiwan) Embassy/ Representative or Taiwan Technical
    Mission in your country.
3. Official transcript(s)
    Please upload transcripts from all college, university or post-secondary educational institution
    (including dates & obtained degrees). Transcripts should include grades for every semester. In
    addition, the grading system must also be included.
    If the original language of the academic record is not in English or Chinese, a certified English
    translation must accompany the original transcript. Official copies of credentials must be
    certified by a school administrative officer of the institution from which the degree was
    received.
4. Study plan
    Describe your short-term and long-term career goals. Explain how your future experience with
    IMPISA of NTHU will assist you in reaching these goals contribute. Double-space lines and
    use a minimum font size of 10. Please include any information that you believe would be
    helpful to the Admissions Committee in considering your application. (No more than 3 pages.)
5. Letters of Recommendation
    Two recommendation letters are required. Fill out at least 2 referees on the online application
    form. Once the online application is completed and submitted, the online system will
    automatically send out the recommendation notice and the link to referees. Preferable referees
    are faculty members who can evaluate your academic qualifications and research potential.
6. Financial certificate
   All applicants are required to provide financial proof that shows financial sustainability
   (minimum TWD 120,000) for study in Taiwan, or proof of the scholarship. If you have a
   sponsor to satisfy this financial obligation, then your sponsor must provide a letter declaring
   their relationship to the applicant and their intent to provide financial support throughout
   his/her period of study. Please note that as proof of scholarship you need to submit the
   TaiwanICDF Scholarship Application Form.
7. Declaration Form
   Print out the declaration form and sign at the end of the form after reading through it. If
   applicable, we may ask the applicant to submit a copy of the statement of travel record, or the
   “Forfeited Nationality Permit Certificate” issued by Ministry of the Interior and
   Non-Household Registration Declaration.
