REGULATION (EC) No 2037/2000 OF THE EUROPEAN
PARLIAMENT AND OF THE COUNCIL of 29 June 2000 on
substances that deplete the Ozone layer.
Article 5
Control of the use of hydrochlorofluorocarbons.
Paragraph 1. (c) (v)
From 1 January 2010, the use of virgin hydrochlorofluorocarbons shall be
prohibited in the maintenance and servicing of refrigeration and air-conditioning
equipment existing at that date; all hydrochlorofluorocarbons shall be prohibited
from 1 January 2015.
What does this mean to me?
The above directives apply to all European Union flagged vessels. Any systems with
Hydrochlorofluorocarbons (HCFC) refrigerants such as R-22 cannot be maintained, serviced or
topped up with new refrigerant after January 1, 2010.
Between that date and January 1, 2015, recycled HCFC may be used. After January 1, 2015, the

F.A.Q´s Why is R-22 being phased out? R-22 contains chlorine, which if released, damages the Ozone layer within the stratosphere. Regardless of every effort being made to maintain leak free systems, the natural movement of a vessel’s structure always carries the risk of pipe fractures. To cut out any possibilities of Ozone depletion, R-22 is being phased out. What is the importance of the Ozone layer? The Ozone layer in the stratosphere filters out the harmful effects of UV Radiation from the sun. Without this protective Ozone layer, the following effects could be experienced: • Possible damage to human immune systems • Damage to marine life and phytoplankton • Reduced crop yields • Increased incidence of skin cancer • Increased incidence of eye cataracts Do I need to change my machinery to move away from R-22? No, there are alternative refrigerants available, some of which can be used with very minor system modifications. What are these alternatives? Within our product range, the alternative refrigerants are Unicool R417-A and Unicool R-407C. Which of these is the better refrigerant? Every system has to be analysed before a replacement refrigerant is selected. However, over the last 5 years, we have successfully changed over more than 900 systems using Unicool R-417A. Why has Unicool R-417A been preferred over Unicool R407C? Unicool R-417A has the following advantages: • Similar operating pressures to R-22 so no need for change of gauges, safety valves, condenser etc • Lower temperature glide of 5.6K compared to 7.4K of Unicool R-407C • Lower discharge temperature leads to less possibilities of system oil decomposition • Compatible with all oil types including mineral oil, so negates the need for a thorough and long drawn out process to clean out the old oil. Unicool R-407C is only compatible with ester oil. Is Unicool R-417A the best solution? We continuously test new products and if we find one that better meets the requirements, we would bring it into our product range and advise our customers accordingly. At the same time, we would continue to support all systems we have changed over so far from R-22, using the current choice of products, be it Unicool R417A, Unicool R407C or any other. What about price differences between Unicool R-407C and Unicool R-417A? The prices of both our products are very close to each other. But currently, R-22 is cheaper than the other options. The price of R-22 is escalating now due to production caps within the European Union down to only 25% from 2008. This effect has also been seen with much higher prices in the US.
F.A.Q´s R-22 will be phased out in Jan 1 2010. Why change over now? Changeover demands far exceed the available service capacity. You need to act now to avoid missing the deadline. How long does this changeover procedure take? It can take between 5 and 15 days, depending upon the size and numbers of onboard systems and the amount of system modifications required such as the installation of oil separators, suction accumulators etc. Do we really need an oil separator and a suction accumulator? Except in very small systems like engine control room units, an oil separator is essential for all the HFC blends. What about ships trading between very cold and very hot sea water temperatures? We would strongly recommend that your crew install temperature regulating valves in the water cooling circuits for the main A/C and provision systems. This will maintain a constant head pressure which leads to a stable system operation. Can we do the changeover ourselves, and buy the refrigerant and equipment from you? Yes, you can. However, the changeover result would depend entirely upon the skill of your vessel staff. Our refrigeration technicians have carried out over 900 system changeovers during the past five years. What about our old tonnage? It is hardly worthwhile changing over those vessels? This is true. You are permitted to recycle the R-22 from your younger vessels and use that product on your older vessels. The EU permits the use of recycled HCFCs until 2015. How do we proceed with this changeover? • Ask your vessels to complete and return the electronic questionnaire we send you • The returned details will be analysed by our team of experts • An evaluation of requirements for the changeover will be sent to you with a budget proposal • We will carry out a physical inspection to verify the condition of the systems to give you a more accurate quotation for the changeover • We schedule the changeover • We complete the changeover • We dispose of the recovered R-22 under our Enviro Return Management Scheme and issue the necessary certificates If I have any further technical queries, can I come to you?
