Welcome letter
Dear Coaches,

Thank you and best wishes to all our participants, coaches and all spectators for supporting the 2019
NYPSHSAA Boys Tennis State Championship. As the NYSPHSAA Boys Tennis State Coordinator for this
event, I would like to take this opportunity to thank all in attendance for making this championship a
success and especially for promoting outstanding sportsmanship both on and off the court!

The NYSPHSAA Boys Tennis State Committee would also like to congratulate and welcome all
participants, coaches, tournament staff, spectators and family members to the 2019 NYSPHSAA BOYS
TENNIS STATE CHAMPIONSHIPS. While attendance at this high school event is a privilege, sportsmanship
at this event is an expectation of all individuals.

In order to provide a safe and appropriate environment for this tournament, it’s our responsibility to
identify everyone in attendance at this event. Upon entering/leaving the NYSPHSAA STATE TENNIS
CHAMPIONSHIP, we thank everyone for presenting a Photo ID at the Tournament Desk or Tournament
Badge if one was issued to you. Please present it and identify yourself as you enter or leave the
NYSPHSAA event.

The 2019 NYSPHSAA Boys Tennis State Championship will begin at 8 AM on Thursday, Friday and
Saturday. Only finals and medal matches are scheduled on Saturday, June 1st. Please review the
information board for more details. Our staff will provide the most efficient and competitive
championship event possible with your cooperation.

As a courtesy to all competitors, we remind spectators to enjoy matches in progress and remain silent at
courtside to allow athletes to compete without interruption. Spectators are encouraged to review our
tournament information near the tournament area… draw-sheets, rosters, court assignments, scores,
recent history of past state championships, NYSPHSAA SPONSORS, etc. Also, please feel free to find us

Transportation
Sections who travel together in school buses or chartered buses are eligible for mileage reimbursement.
Transportation expenses at the rate of $1.35 per mile, per grid chart, will be paid for by NYSPHSAA upon

Team Supervision
We require athletes and coaches to conduct themselves in a sportsmanlike manner consistent with the
principles of NYSPHSAA athletic participation. Each individual spending the night in a tournament hotel
shall be responsible for any vandalism done to the room, including theft. Coaches are specifically
responsible for the conduct of their respective teams throughout the tournament including when their
team is not competing and when they are traveling to and from the event.

Submitting Team Roster/Photo
Section Coordinators submit the team photo via email to programs@nysphsaa.org.
In the SUBJECT LINE, please indicate the SECTION and SPORT.
Photo submissions are due on Thursday, May 23rd.

ID Badges
ID badges will be provided for participants, coaches, staff and committee members. Badges will be
distributed by each Section Coordinator on or before the start of competition.

Commitment to Compete/Code of Conduct
Section Coordinators must present the “Commitment to Compete” form for each participant before
competition. The “Code of Conduct” form has already been collected by each participant’s Athletic
Director as a NYSPHSAA requirement for each athlete and supervising coach. By signing these
documents, participants and coaches are committing to participate throughout the entire NYSPHSAA
championship and consolation bracket.

Attendance/Check-In/Check-Out
Upon entering/leaving the NYSPHSAA STATE TENNIS CHAMPIONSHIP, we thank everyone for presenting
a Photo ID at the tournament desk area for a Championship Badge if one was issued to you. Please present
it and identify yourself as you enter or leave the NYSPHSAA event. In the event of an emergency, our staff
will make appropriate announcements if necessary.

Tournament Desk Area
The “TOURNAMENT DESK AREA” is reserved for the NYSPHSAA Committee, participants, supervisory
coaches, USTA officials, trainers and additional tournament staff. Coaches are expected to accompany
their athletes at all times and are reminded to check in when reporting to a court. The participants and
coaches are expected to report results as soon as their match is complete.

Athletic Trainer
An Athletic Trainer will be on the site to address emergencies and injuries. If a student-athlete needs to
be taped, it is the responsibility of the school/section to provide pre-wrap and tape.

Spectators

Food Concession
A food concession is located in the USTA Indoor Tennis Arena near the East Gate.

Press
Chris Watson, NYSPHSAA Director of Communications, will accept media credential requests at the
tournament. The Director of Communications must be satisfied that the request for a credential is made
by a bona fide member of the working press (daily/weekly newspaper, broadcast/community television
station, and/or broadcast radio station). Bona fide members of the working press must contact Chris
(cwatson@nysphsaa.org) prior to Tuesday, May 28 at NOON to assure a credential(s) will be available
for them and that seating arrangements can be provided. ALL MEDIA REQUESTS will be reviewed prior
to the tournament.

Any requests for radio coverage of the state quarterfinals, semifinals or championship game must be
handled through the NYSPHSAA office one week prior to the contest. For radio contracts, visit

nysphsaa.org and click on Media to download a tournament contract. Print and complete the contract
and then fax (518-690-0775) or email to Chris Watson, Director of Communications, at
cwatson@nysphsaa.org. He will approve all radio requests and forward an approved contract back to
you with site information. The radio broadcasting fee is $250 per contest for semifinals and finals. A
radio broadcasting agreement must be completed for EACH game. For any questions, contact Chris at
518-690-0771.

Broadcasting/Streaming
The NFHS Network has exclusive rights to stream NYSPHSAA Regional and Championship events. No
other streamed broadcast, including through social media platforms, of a NYSPHSAA Regional and/or
Championship event will be permitted without prior permission.

Spectrum (Charter Communications) has exclusive rights to televise NYSPHSAA Regional and
Championship events. No other televised broadcast of a NYSPHSAA Regional and/or Championship
event will be permitted.

Schools who wish to have a school photographer or videographer attend a NYSPHSAA Regional or
Championships, must contact Chris Watson, NYSPHSAA Director of Communications. Videotaping, for
instructional purposes only, by the two schools playing in each contest will be permitted with approval
by the NYSPHSAA office. Such permission must be obtained at least three days prior to the contest.

Championship Bulletin Board
Updates, draw sheets, Section participants, scoreboard, court assignments, scoring, staff roster, History
of NYSPHSAA results, all-state medalist and sportsmanship winners will be posted during the event.

Awards
Awards will be presented after the Final Round on Saturday, June 1 at a presentation ceremony.
   • NYSPHSAA Participation Certificates will be given to all participants.
   • Medals will be awarded to 1st through 4th place in the main draw and 1st place in the consolation
       bracket.
   • A Champion T-shirt will be presented to the main draw singles and doubles champions.

•   1st place will also receive a champion board.

Sportsmanship Award
One student-athlete from each Section will be selected to receive a Sportsmanship Award and receive a
T-shirt. The student-athletes selected have consistently shown positive sportsmanship traits throughout
the entire season. The promotion of sportsmanship is a priority for NYSPHSAA. Student-athletes,
coaches, and fans are encouraged to give their best and be a great sport!

NYSPHSAA Seeding Meeting
The seeding will be on Wednesday, May 29 at 7:00 PM at the Hampton Inn LaGuardia Hotel Conference
Room. The Tournament Referee and Tournament Committee of NYSPHSAA Boys Tennis Sectional
Coordinators reserves the right as described in the USTA Regulations to determine seedings and shall
make the draw in compliance with these regulations. Sectional Coordinators may request to seed their
participants using the “All Factors Method” of seeding. This method considers all available information
from sources including ranking lists, recent records, head-to-head competition, etc., to be used by the
Tournament Committee to determine the player or team’s chances of winning the tournament. The
Tournament Committee shall determine the number of players seeded to be equal to a power of two
and the decision to round up or down to a power of two depends on adequate seeding information. The
Tournament Referee shall list the seeded players in numerical order to the extent that the Referee has
information available to do so, and then shall list all other seeded players in groups. (USTA Reg. II.A).
Separating players or doubles teams in the same quarter of the draw will be provided for an unseeded
singles player or doubles team as other unseeded teammates from the same section in accordance with
the USTA Regulations. Seeds #1 and #2 will be positioned on the top and bottom lines of the draw,
respectively. Seeds #3 and #4 will be drawn at random for line 9 or 24. Seeds #5, #6, #7, and #8 will be
drawn at random for lines 5, 13, 20 and 28. (USTA Reg. II.B). Participants not advancing to the 2nd round
of the main draw will compete in a consolation draw (round of 16).

Championship Overview
All participants at the NYSPHSAA Championship, from Sections 1/I, 2/II, 3/III, 4/IV, 5/V, 6/VI, 7/VII, 8/VIII,
9/IX, and 11/XI, will be guaranteed to compete in two rounds of competition. The main draw will
consist of 96 participants to complete the round of 32 in both singles and doubles. NYSPHSAA
scheduled matches will be announced and posted outdoors at 8AM on May 30th – June 1st, weather
permitting.

Schedule of Matches
NYSPHSAA matches and court assignments will be announced and posted at 8 AM at the Tournament
Desk on May 30th - June 1st, 2019. Should play be interrupted by rain, heat index precautions, or other
emergencies, announcements will be made by the tournament director if needed. Furthermore, should
play be interrupted by continuous rain, decisions to resume play indoors will be determined by the
Tournament Committee. The Tournament Committee’s priority in scheduling matches aims to balance
fairness and assure appropriate rest periods for all players while also making use of available courts to
complete the tournament on time.

Thursday, May 30th at 8 AM
    •   32 Matches: main draw singles and doubles- 1st round of 32
    •   16 matches: main draw singles and doubles- 2nd round of 16

NYSPHSAA Handbook
    •   In tournament play, the maximum number of matches shall be three in one day.
    •   The Commitment to Compete form must be completed to be eligible to compete in the
        NYSPHSAA State Tennis Tournament (Boys-May 2003). Failure to honor your commitment to
        complete the tournament for reasons other than injury or illness will result in forfeiture from
        the tournament and ineligibility from next year’s NYSPHSAA State Tennis Tournament. This
        incident will also be reported to the student’s school administration. (May 2011)
    •   At the NYSPHSAA State Tennis Tournament coaching on the court is permitted, however
        cheering remains prohibited. (Jan. 2009)
    •   No jewelry shall be worn during play in compliance with the NYSPHSAA handbook.

USTA Handbook
Seeding
The Tournament Committee (NYSPHSAA Boys Tennis Sectional Committee) reserves the right as
described in the USTA Regulations to determine seedings. The “All Factors Method” of seeding will be

Making the Draw
The NYSPHSAA Boys Tennis Sectional Committee and Tournament Referee shall make the draw in
compliance with the applicable USTA Regulations. The singles and doubles draw will consist of
96 participants from NYSPHSAA Sections 1/I, 2/II, 3/III, 4/IV, 5/V, 6/VI, 7/VII, 8/VIII, 9/IX, and 11/XI, to
complete the round of 32 in each draw. Separating players or doubles teams in the same quarter of the
draw will be provided for an unseeded singles player or doubles team will be placed in the same quarter
of the draw as other unseeded teammates from the same section in accordance with the USTA
Regulations. All participants are guaranteed to compete in two rounds of competition. Seeds #1 and #2
will be positioned on the top and bottom lines of the draw, respectively. Seeds #3 and #4 will be drawn
at random for line 9 or 24. Seeds #5, #6, #7, and #8 will be drawn at random for lines 5, 13, 20 and 28.

Rest Periods/Injury Timeouts
Minimum rest periods of 60 minutes and/or the Recovery Rule will be offered for singles while 30
minutes will be offered for doubles (USTA Reg. III.C-Table 11,12)). The Referee, Sectional Association,
or District Association should permit additional rest when any of them concludes that the length of the
match, heat, humidity, total time on the court during the day, or other condition justifies more rest.
(*See also Recovery Rule-The Recovery Rule should be enforced at all USTA-sanctioned events and
applies to all Junior division singles matches in which the match format is two out of three standard
tiebreak sets or more, of which the Referee shall offer a rest of two hours before the players next singles
match. This rule does not apply to short set matches, matches that play a tiebreak in lieu of a final third
set, nor to any match played indoors where the duration of the match is less than 120 minutes.) (USTA
Reg. III.H) A player who has just completed a singles match is allowed to waive the 2-hour rest period. In
case of injury, there will be a trainer on site. Injury time-outs will start when the trainer arrives on court.
Please notify a USTA official or the tournament desk if a trainer is needed.

Code Violations, Penalties and Unsportsmanlike Conduct
At the start of the tournament, all participants and coaches will be given their first warning of the Point
Penalty System. This code will be strictly enforced throughout the competition. This will be your only
warning. Penalty: 1st offense – lost of point, 2nd offense - loss of game and 3rd offense - default.
Examples of code violations may include and are not limited to delay of game, leaving the court area,
visible or audible profanity, equipment abuse, abusive conduct by a player or coach, unsportsmanlike
conduct, insubordination of directions of an official.

Warmups, Continuous Play, and Coaching
A 5-minute warm-up time will be allowed unless otherwise decided by the tournament committee. The
umpires and/or tournament staff will oversee starting times. Play is continuous from the time the
match starts until it finishes with the exception of permissible rest periods. Between points, a maximum
of 20 seconds is allowed. The NYSPHSAA Tournament permits coaching by the participant’s designated
coach (approved by the Board of Education), to sit on-court to coach player(s) for 90 seconds when
changing ends after odd games (except after the 1st game of a set where play is continuous), 3 minutes
after the 1st set, and 10 minutes between the 2nd and 3rd sets. A new can of tennis balls will be provided
upon request before starting the 3rd set in the main draw only. Failure to comply with the coaching rule
will result in code violations and/or disqualification. Only one high school coach or section coordinator
may coach while displaying his/her Tournament ID badge while coaching on-court. These supervisors
are designated to supervise the individual athletes throughout the championship.

Uniform Rule
All players must wear proper tennis attire and will be enforced and supervised by the NYSPHSAA
Tournament Committee. Acceptable attire should include either a high school shirt, section shirt, state
shirt or white shirt.

Scoring
    • “Tie-Break Sets” will be the method used to score a set in the main draw in which the first
        player/team to win six games wins that “Set”, provided there is a margin of two games over the
        opponent(s). Each standard game of the main draw only will use “with Ad” scoring. If the score
        reaches six games all, a “7-point” tie-break game shall be played. A “7-point” tie-break game
        shall be played at six games all in each “Tie-Break Set” in which the first player/team to win
        seven points wins the “Game” and “Set”, provided there is a margin of two points over the
        opponent(s). If necessary, the “7-point” tie-break game shall continue until this margin is
        achieved.
    • The player whose turn it is to serve shall serve the first point of the tie-break game. The
        following two points shall be served by the opponent(s) (in doubles, the player of the opposing
        team due to serve next). After this, each player/team shall serve alternately for two consecutive
        points until the end of the tie-break game (in doubles, the rotation of service within each team
        shall continue in the same order as during that set.
    • The player/team whose turn it was to serve first in the tie-break game shall be the receiver in
        the first game of the following set.
    • The Coman Tiebreak Procedure will be used for all doubles competition throughout the
        championship in both the main draw and consolation rounds. This alternative to the change
        of ends sequence will be used in a tie-break game. During a tie-break game, players shall
        change ends after the first point and thereafter every four points.
    • The consolation draw will use “No-Ad” scoring with two of three “Tie-Break Sets”. If either of
        the first two sets reaches 6-6, a 7-point “tie-break game” will be used to determine the final
        game of the set. For consolation only, a 10-point “tie-break game” will be used in lieu of the 3rd
        set to decide the match. This tie-break game replaces the deciding final set. The player/team
        who first wins ten points shall win this tie-break game and the match provided there is a margin
        of two points over the opponent(s).
    • Additional USTA approved alternative scoring methods may be used as determined by the
        NYSPHSAA Boys Tennis Committee when warranted. This may follow the scoring used in the

Consolation Draw, ex. {2 of 3 “no-ad” with the 3rd set played as a “super” 10 point-tiebreaker.}
        *Doubles competition will continue to use the Coman tie-breaker.

Rain/Heat Index
The Rain/Heat Index will be supervised by the NYSPHSAA Staff, Tournament Director and Tournament
Referee. Should rain/heat interrupt competition, an announcement will be made by the Tournament
Director when necessary.

Tournament Desk Announcements/Check in/Reporting Scores
Players and supervisory coaches are to check-in at the Tournament Desk for announcement of matches,
starting times, new cans of tennis balls issued for each match. Failure to check-in at the designated
starting time will result in a delay of game (USTA Reg.IV.D.) All participants must report the final score
immediately at the Tournament Desk at the conclusion of your match.

New Tennis Balls
A new can of tennis balls will be provided at the start of all main draw and consolation matches. A
singles player or doubles team (in the main draw only), may request a new can of tennis balls for the 3rd
set when applicable.

Tournament Appeals Committee
The NYSPHSAA Tournament Committee will appoint the Tournament Director, Tournament Referee, and
Sectional Coordinators to be members of an Appeals Committee to supervise and oversee any concerns
of the NYSPHSAA Championship such as clarification of guidelines for the NYSPHSAA Tournament
(including situations of scoring, unsportsmanlike conduct, etc.). Should any issues occur during the
NYSPHSAA Championship, then it is the responsibility of the participant(s), coach, or section coordinator
to notify the USTA Umpire or Tournament Director at the tournament desk as soon as possible so that
the issues are addressed appropriately. The NYPSHSAA Boys Tennis Committee is the governing body of
the State Tournament and will provide a competitive and sportsmanlike championship event that is fair
and equitable for all participants. The NYSPHSAA Tournament Committee, its participating athletes,
supervisory coaches, section coordinators, USTA officials, and NYSPHSAA tournament staff are
permitted at the tournament desk area and on court when supervising athletes while wearing an ID
badge. All others in attendance are invited to the designated areas for viewing tournament
competition, scores, souvenir vending and other areas designated for spectators.

Evacuation Announcements
    •   Announcements will be made in the event of an evacuation.
    •   Instructions from evacuation personnel will be announced.
    •   Directions to exit the stadiums and structures will be announced.
    •   Directions will be announced and event security/staff will assist with evacuation.
    •   Instructions to report to a designated safe area will be announced.

Emergency/First Aid/AED
A Tournament Trainer(s) will be available throughout the Championship Event as provided by the
NYSPHSAA staff. Tournament Director, Selina DeCicco, will be responsible for any and all emergency
announcements/contact information. There will also be a First Aid Kit and AED on site.
