On Site-Emergency Evacuation Procedures
* Follow predetermined fire drill procedures/routes unless otherwise announced.
* Get aid for physically handicapped students and staff.
* Take class list/attendance data and supervise students’ exit from room.
* Close classroom windows; lock door; last person to leave room closes door; turn lights off.
* Monitor and maintain your group of students a safe distance from building and driveway.

Emergency Lockdown
                              Assigned Areas and Responsibilities

If possible, all administration and support staff report to main office.

Day custodian: Secure all outside doors.

Secretaries: Contact assigned schools and facilities.

Teachers: Check hallways for students, admit them to your room, close and lock all windows and doors, and turn
lights off.

Students are to be moved from line of sight of a door or window.
Students are to remain as quiet as possible.
Be sure to stop all instruction.
If your office is separate from the classroom, be sure that the office is secured and locked.

Mission Statement
               Among the many blessings of living in Berkeley County, West Virginia, is the community spirit that drives the
               common goal of educators and emergency service agencies: to safeguard our children. Though a frontrunner in
               compiling a manual of school emergency procedures eight years ago, the School Emergency Procedures Planning
               Committee--composed of educators and representatives from all emergency response agencies--wanted to update,
               modify, and discuss further improvements to our original work.

               Our mission remains the same: to prepare educators and emergency services personnel for the safe and timely
               management of school emergencies. These emergencies include a variety of things, such as weapons, kidnapping,
               etc. as well as those created by weather anomalies (floods or tornadoes), and facility malfunctions (e.g., a gas leak.)
               The design of this 2021/2022 manual is meant to simplify the inclusion of future additions or modifications of material.
               Space for site-specific information and notes makes this a viable document for all schools.

               Thanks to our colleagues in Paducah, Kentucky, who shared their experiences and manuals. Our original format and
               topics in 1997 came from the Berkeley County School District of South Carolina. To these and all our colleagues who
               have experience tragedies, we acknowledge our indebtedness to your steadying professionalism and enduring
               humanity during unimaginable circumstances.

Preplanning
   Know critical information about your staff:
       o Names/numbers of on-site personal cell phones;
       o Current First Aid/CPR training;
       o Individual strengths/weaknesses in emergency situations.
   Know critical information about your facility:
       o Utilities cut-off sites;
       o Periods when staff/rooms are unassigned;
       o Areas of structural weaknesses—leaky roof, unstable bleachers, etc.
       o Places where people/devices can be concealed;
       o How/where to safely exit physically handicapped students and staff.
   Know critical information about your campus:
       o Accommodations for emergency “traffic overload;”
       o Area for Emergency Command Center;
       o Places where students, intruders, or devices could be hidden.
   Know critical information about your evacuation site:
       o Periodic references to its location as reminder for students and staff;
       o Limitations/safety concerns (e.g., crossing a highway);
       o Designated areas for parents, emergency services, media, and first aid.
   Place school emergency check list in guidebook binder.
   Check inventory in Health “Grab Bag”.

Visitors
   Without exception, require staff & visitor badges; lock all doors but main entrance(s).

Evacuation
   Drill routes out of the building to campus locations and to other designated site.
   Turn off alarm after evacuation to better hear victims/intruders/responders.

Room Clearance
   Turn lights off; close windows and doors.
   Use tamperproof tape/other method to show that areas (esp. bathrooms) are empty.

911 Calls
   Be prepared to stay on phone and answer questions including:
           Physical location of school and specific area of problem
           Caller’s name and site phone number
           Details of incident: include any machine/substance/weapon involved
           Details/descriptions/conditions of perpetrator/victim/injuries
           Anticipated complications
           On-site staff trained in First Aid/CPR

Evacuation Site/Procedures - Primary Evacuation Site – Truck Driving/Diesel

-    Director/Principal will lead to the evacuation site and setup proper communications.
-    ACE Assistant Principal will run final communication from front office and help clear all buildings.
-    HS Assistant Principal will communicate and direct all faculty, students and staff toward evacuation site. Check academic and all
     technical classrooms to ensure a complete evacuation. Including Child Care, HVAC Building, and dorms.
-    The school counselor and one (1) secretarial staff member will evacuate with student’s rosters, and one (1) two-way radio to be
     taken with them).
-    Front desk secretary is responsible for High School Data and Postsecondary Data Form Records notebooks. Along with, the black
     file box, defibrillator, first aid kit, and employee emergency information. (cart for items under front desk)
-    Learning Center staff will take Coding students to evacuation site.
-    Welding instructor will take Automotive and EMS student to evacuation site.
-    Therapeutic services II instructor will take Therapeutic service I students to evacuation site.
-    EMT/Fire Science and Therapeutic I instructors will assist along the evacuation route.
-    High School Automotive instructor will use the school van to transport special needs students and individuals with mobility issues to
     evacuation site, form HS auto shop.
-    Support Service personal will work in main hallway directing faculty, staff and students toward evacuation site.
-    Custodial Staff will secure all doors, clear facilities and turn off any necessary utilities.
-    All ACE instructors and adult students will evacuate to Truck Driving/ Diesel.
-    Administration (1), secretarial (1), and custodial staff will remain at the school as conditions warrant.

Site Evacuation Procedures - “Run, Hide, Fight”

Student evacuation will occur on the East and South hallway exits doors 33 & 29. If emergency conditions prohibit this exit.

STAFF and students should use discretions on safest exist and meet at evacuation site Truck Driving/Diesel.

If an alternate exit route is required, take safest route. South-East path through woods or behind Grove Center/Tower building.

Instructors are to secure their rooms (lock doors/close windows/turn lights off) and evacuate with their students. All instructors are to
take class rosters.

Take role prior to evacuation and upon reaching evacuation site. Instructors are to remain with their students at all times.

All staff are to have their cell phones on for “school related” communication.

Do not post any communications on social media or contact outside individuals.

Childcare students will walk to James Rumsey Technical Institute and then exit through upper tech wing, doors 33 & 29. Special needs
will be transported to the evacuation site.

Truck Driving/Diesel instructor and students should remain in their classrooms unless otherwise instructed. Driver Education will go to
Truck Driving/Diesel.

Plan for Dangerous/Emergency Incidents

During lunch/or to clear halls and bathrooms: send pupils to nearest supervised safe area.

Principal
Determine threatening situation; direct call to 911; dispatcher will call law enforcement.
Announce “This is a Lockdown - disregard bell schedule until further notice”
Shut off alarm signal after any evacuation.
If movement/evacuation is needed, ensure help for physically handicapped.
Make office space available for Emergency Command Center.
Check restrooms, hallways, etc.; place students found there into supervised area
Anticipate influx of parents arriving early to pick up their students, and the media.
Announce “This is the all clear” after emergency has been resolved; debrief staff at end of day.
After incident, consider services of Berkeley County Schools Crisis Intervention Team.

Secretary
Phone 911 with as many details as possible; stay on the line for questions and directives.
Call classrooms to see if all assigned students are accounted for; note missing students; record names of any extra students
     added to classroom (e.g., from hallway).
If evacuation is made, take school cell phone and other communication devices.
Have at hand student emergency files, emergency boxes, and school floor plans.

Custodian
Be ready to shut down any utilities if so directed.
May be needed to secure/isolate specific areas of the disaster.
Maintain access routes for emergency personnel and vehicles.

Teachers
Stop Instruction. Do not release students.
Check hallways and admit students close to your room.
Immediately lock doors and windows; maintain distance from them; close blinds, Turn lights off.
Ignore all alarms and bells.
Restrict use of cell phones.
Check names of students in attendance; add those from nearby hallways to your roster.
Report names of missing assigned students now unaccounted for or moved to other areas.
Record significant student information about current emergency/crime.
Maintain calm, quiet atmosphere; keep students in assigned group.
If evacuated: take your notes and class roll data; lights turned off; close door behind you.
Plan ahead for aid in evacuating physically handicapped staff and students.

Professional and service personnel report to Main Office if walkways are safe.

Determine advisability of early/delayed dismissal of students.

CAUTION: Deny Entry!
          DO double-bag container. If possible, cover spills; wash w/soap & water
          DO leave area/crime scene.
           DON’T shake or empty container or clean up area.

First Observer
Report the description and location of suspicious materials to principal.

Principal
Announce “This is a Lockdown”;
RAIN: Recognize/Avoid/Isolate the hazard; Notify authorities.
Assign contact with a 911 dispatcher.
Ensure turn off of HVAC and room fans; create critical barrier in affected area.
Close windows and doors to help limit contamination.
Alert staff to specific problem.
If possible, verify return addresses and contents of suspicious package.
List and isolate persons who were in the area of the suspicious material.
Follow recommendations of emergency responders/county Health Department.
Consult with qualified responders before considering evacuation.
Designate quarantine area for individual’s subject to contamination.
Announce: “This is the all clear” when conditions are safe.
Anticipate early arrival of parents to pick up their children.
Prepare Post-Incident Report and arrange for staff debriefing.
Secretary
Phone 911; describe problem and request quiet response.
Have student emergency information and school floor plans in hand.

Custodian
Shut down HVAC and create barrier around suspicious material.
Check unattended areas for closed windows and doors.
Maintain access for emergency personnel and vehicles.

Teachers
Respond immediately to “Lockdown” announcement and follow “Emergency Code Procedures – Lockdown.”
Keep accurate attendance roster at hand.
Shut off all fans/air flow; close windows and doors.
Wait for “all clear” announcement.

Severe Thunderstorm/Hurricane/Flood

Storm/Flood WATCH – conditions favorable; staff informed but no action taken.
Storm/Flood WARNING – bad weather will occur; take safe shelter.

Principal
    Announce “This is a Modified Lockdown”;
    Anticipate early arrival of parents/guardians to pick up students.
    Ensure monitoring of weather website/weather station and open/closed roads.
    Discuss with custodian potential problem areas: unstable roof section, low-lying areas.
    Determine advisability of utilities shutdown.
    Apprise staff of both Watch and Warning conditions.
    Supervise any needed movement of students/staff to safest areas.
    After incident: with qualified staff, assess structural stability/damages and injuries.
    Determine need for partial or total evacuation on campus or to another site.
    Ensure access for any needed emergency services.
    Prepare Post-Incident Report and arrange staff debriefing.

Secretary
    Assist in monitoring of weather conditions, road closings, and WVEIS communication.
    Have student/teacher emergency files at hand.
    Phone 911 as directed by principal.

Custodian
   Discuss with principal areas of facility subject to flooding, structural compromise.
    Consult with principal any conditions that may warrant shutdown of utilities.
    After incident, assess structural stability of facility.
    Maintain access for any needed emergency services personnel and vehicles.
