Minimum requirements to open
          a school
Schools must be cleaned and functional
• Water supply
   – 67 schools don’t have regular water supply
   – All 67 schools have tanks
   – Water deliveries procurement is done, deliveries will be done 24hrs
     before school resumption date.
   – Guideline to schools has been submitted for approval – including how to
     access more frequent water deliveries
   – DBE and Department of Water Affairs plan to provide additional storage
     capacity
• Sanitation
   – Schools with no bulk sewer services with septic tanks will continue using
     them and will be cleaned on request
   – Schools without septic tanks are provided with chemical flush toilet
   – All toilets blocks will be cleaned as part of the deep cleaning and
     disinfection process
   – Schools using their subsidy should undertake emergency repairs
   – 152 schools have vandalised toilets that require minor maintenance –
     assessments and job cards are completed and SCM processes are
     underway
Schools must be cleaned and functional
• The cleaning and disinfection of schools will be
  coordinated through districts. Two options are:

   – Schools with competent SGBs and SMT will clean. The
     school based on the specifications, guidelines and
     standard issued by the department. Allocation for cleaning,
     disinfection and procurement of detergents will be provided
     to schools.
   – Schools that have very weak SGBs and SMTs – these
     schools will be cleaned by centrally appointed contractors
       • Where there is definite partnerships – they will be allocated
         weak schools to clean based on the specifications, guidelines
         and standard issued by the department

   – All schools will provide proof or a certificate to confirm that
     cleaning and disinfection was done based on a checklist.
Schools must be cleaned and functional
• 1752 schools have been deemed to have the
  capacity to undertake the cleaning themselves
   – We are transferring R15 432 to schools for the appointment of
     local capacity to clean the schools
   – All schools will provide proof or a certificate to confirm that
     cleaning and disinfection was done based on a checklist,
     including copies of the invoices
• 577 schools have been deemed not to have the
  capacity to undertake the cleaning themselves
   – In partnership with Bidvest, Bidvest is cleaning and disinfecting
     the 577 Schools and will provide sanitiser dispensers for all the
     1 253 matric classrooms. This has started on the 20 May 2020.
• A circular containing standards and specifications
  have been completed and is being sent to SGBs
  and principals
Schools must be cleaned and functional
• Currently 331 schools have been affected
  vandalism and arson

   – In the 7 schools with burnt admin blocks – three mobiles
     per school have been delivered for admin purposes

   – Assessment and job cards for 313 schools have been
     completed and SCM processes are underway for minor repairs

   – The assessment shows that there is sufficient classrooms
     available in all these schools for the returning Grade 7 and
     Grade 12 learners
Collaboration with the Dept of Health
• The DoH will activate the school health unit in the Dept
  to provide support to schools:
    • Through linking each school to the nearest public
      health centre
• The DoH in collaboration with GDARD will activate
  Environmental Health Officers to certify GDE facilities
  for compliance
• The DoH in the process of contracting with GPs in
  townships to provide medical support to schools
• DoH and GDE to introduce Medical Wednesdays
    • Allow for learners to be screened for health related
      issues
School Access control guidelines
• All Schools must ensure they plan to use the one entry and exit
  point.
• The closed entry points must contain signage indicating the entry
  point is closed and directions to the open entry point.
• It would be advisable all areas identified as “out of bounds” be
  cordoned off using barrier tape.
• The security only allows learners who are wearing a masks to
  enter the gate.
• Learners with no mask must be provided with a surgical mask
  before entering school grounds
• The official at the gate must sanitisers the learner or teachers
  hands.
• Learners proceed to the demarcated queuing area
• The entry point where learners and teachers que to enter the
  school building must be marked as per the social distancing norm
  (1 to 2m spacing between each person)
• The guidelines has been drafted and in the process of being
  validated
Screening control guidelines
• Staff must be on duty to ensure learners adhere to the
  social distancing norm.
   – Learners and teachers must have there temperature checked and
     if normal, proceeds to the screening point.
   – The screening point will have pre-populated registers (Data from
     SASAMS) containing Name, Surname, Grade , Physical Address,
     Learners Cellular phone Number, Next of Kin contact Number ,
     temperature and response to the screening questions.
   – Officials managing the point will the screen the learner and record
     the temperature and response onto the register.
   – If the screening questions indicates there are no risks and the
     temperature is below 38°C, the learner proceeds to enter the
     building.
• If the screening or the temperature indicates a risk, the
  learner or the teacher must be accommodated in the
  isolation room until the next of kin arrives . The next of kin
  must be advised to immediately seek medical advice.
Training and orientation of SMTs on schools management - COVID-19

• Guidelines and materials for training
   – Training will undertaken by MGSL
   – Content is being finalised
   – Awaiting final schedules for training
• Reporting systems and requirement for suspected
  cases
   – A daily reporting system by principals is in process
   – Protocols and Conditions for the closure of for closure after re-
     0pening due to a positive case is being finalised
• Districts have begun orientation of principals on re-
  opening
Support staff in schools - admin and cleaning staff
• Appointment of additional admin and cleaning staff
   – This is still being assessed and will be based on need –
     Number of over 60-year olds and staff with comorbidities who
     apply to work from home
   – A total of 50 posts are reserved for the substitution of
     personnel affected by Covid19 as well 1047 vacant PS Posts
     on PERSAL:
   – HO and DO will manage any existing vacancies on Persal and
     redirect the posts to support staff
   – To provide and assist with additional admin capacity for
     additional work for COVID-19 management a number of youth
     brigades – 4 per school
   – A total of 7000 youth interns are also being recruited to support
     COVID-19 management in schools and offices
• Provision of guidelines for SMTs to inspect
   – Guideline to be updated to cover the inspections after cleaning
Support staff in schools - admin and cleaning staff
• Training on COVID-19 and how to contain it
  through cleaning and compliance
   – The health risks posed by the disinfectants used;
   – The type of PPE to be worn and the importance of wearing
     such during the application of the disinfectant;
   – The first aid measures to be taken in case of accidental
     exposure to the disinfectant;
   – The correct application of the disinfectants;
   – The cleaning and disposal of PPEs.
• Procedures for cleaning – frequency
   – Procedures for different types of areas, applications and
     surfaces as well as the frequency at which the different areas
     are to be cleaned is covered in the guideline
Support staff in schools - admin and cleaning staff
• Classroom cleanliness and hygiene - Procedures
  for routine cleaning and maintenance
   – Guideline document has been prepared and submitted for
     approval
       •   Daily, before school start and on closing;
       •   Daily, before and after lectures
       •   Two-hourly intervals
       •   Fogging once a month based on affordability by schools
• PPEs
   – All learners and staff must be geared with appropriate personal
     protective equipment (PPEs) at all times to prevent exposure
     or risk to health.
School Nutrition
• Revised procedures for the preparation, serving
  and feeding:
   – Orientation Manual for VFH concluded and training schedule
     communicated to schools through districts.
   – Food preparation: The VFH are solely responsible for the
     preparation of food in the food preparation area that has been
     designated for that purpose. GDE has taken delivery for VFH
     PPE’s. There shall be NO VFH allowed to enter the area
     without proper PPE and this shall be monitored by the school
     coordinator.
   – Schedule for serving and feeding has changed. It will be done
     at different times to allow for social distancing. Some of the
     classrooms have been identified as additional serving areas
     and some of the learners shall eat in their classrooms.
     Learners will only remove their masks during the time of
     eating. Washing Hands regularly Shall be the Order of the Day.
School Nutrition
• Revised procedures for the preparation, serving
  and feeding:
   – Though the food preparation area shall have been
     DISINFECTED a week before the reopening, there shall be
     continuous cleaning on a daily basis, before and after
     preparation of food by the VFH.
   – It is the duty of the VFH to ensure that ALL utensils including
     learner utensils are washed with sterilisation and cleaning
     detergents to avoid further spread of the virus.
• PPE have been procured and it should be delivered to
  all schools not later than 29 May 2020. PPE include
  soap and detergents, mask and gloves etc.
School Nutrition
• Human resources
  – PPE’s procured for 7000 Volunteer Food Handlers
  – Disinfection of food preparation areas by appointed service
    providers through the infrastructure unit starts on 18th May
    2020.
• Serving areas
  – Purchase orders have been generated to procure hand
    washing units for primary schools participating in the NSNP,
    delivery is envisaged on or before the 29th May 2020, these
    will be placed at serving areas to facilitate hand washing.
School Nutrition
• Operations
  –   Communication to Districts on feeding times concluded.
  –   Feeding will happen at different times.
  –   Classrooms have been identified as additional feeding areas.
  –   There will be soap and water/Sanitiser at the entrance of
      serving areas.
  –   Learners will wash their hands before and after eating
  –   No sharing of eating utensils will be allowed amongst the
      learners.
  –   Orientation Material for VFH has been concluded.
  –   Training commences 3 days before feeding.
  –   Meeting with DSD and GDE to finalise the plan to feed
      learners who will be not at school when feeding commences.
Learner Transport
• Size and Shape of Learner Transport Providers -
  The following are the categories of learner transport
  providers operating in Gauteng:
   – Government funded Learner Transport Providers – There
     are 212 service providers in this category operating with 2 500
     commissioned. The department is increasing the number with
     additional 1 000 buses to comply with social distancing. This will bring
     it to the total number of 3 500 on the road.
   – Unsubsidised Learner Transport Providers – There are 4
     000 in this category that GDE is aware of.
   – School managed Learner Transport for learners with
     special needs – There are 475 vehicles registered under this
     category.
   – Private vehicles and lift clubs – Data currently being
     collected.
   – Total number of buses 7 775
Learner Transport
• The Gauteng Department of Education (GDE) is responsible
  for transporting around 160 000 learners as part of its
  poverty alleviation programmes.

• These buses collect learners from identified pick up points
  to school and back.

• The department is putting measures to enforce social
  distancing in transit as well as compliance with good
  hygiene practices to contain and prevent the spread of
  COVID-19 virus amongst learners in transit.

• This includes the disinfection and sanitisation of buses as
  well as introducing the 70% occupancy rule on a single trip.
Learner Transport
• Mobilisation of extra 1100 buses to accommodate 70%
  Regulation on transportation will be finalised by 25 May
  2020.
• Submission to request payment model change to
  accommodate 70% is being processed.
• GCRA recruiting bus conductors to be deployed in 7 795
• Coveralls for all the drivers have been procured
• Regulation of Private Transport Providers not gazetted yet
• Request to National covers the inclusion of private learner
  transport providers on the COVID Relief Fund
• Consultation will with various bodies to be concluded by 23
  May 2020
Learner Transport
• The cleaning of the vehicles shall be done by adopting the model
  currently used by GDRT.
• Detergents and equipment shall be provided by government whilst
  transport operators shall be responsible for the actual cleaning for
  the next 3 months, then the operators shall carry all the costs.
• Operations
    – Learners picked up on the 1st day at pick up points
    – Communication to parents for learners to wear masks or improvise as
      they enter the bus.
    – Monitors will do the basic screening and those with high temperature will
      not embark but details will be taken and parents will be contacted.
    – Upon entering the bus, learners will use the hand sanitizer at the entrance
      and proceed to their allocated sits.
    – Monitors and District Coordinators will ensure 70% compliance on loading
      (There will be two sits between the Learners to comply with social
      distancing)
    – Learners dropped at school and handed over to coordinators for further
      screening and collection of PPE’s
    – On coming back, learners will have their masks and the same drill will
      apply for embarking.
Health and Psycho-Social Support and Referrals
•   List of clinics linked to schools
     –   Each school must be linked to a professional nurse at nearest PHC facility who should
         ensure that learners who require testing, management or referral receive these services.
         School Health Nurses (SHN) can play this role, although it should be noted that there are
         severe shortages of SHN country-wide.
           •   Therefore, additional nurses need to be allocated. DoH proposes that SHN does not have to be on-
               site on a permanent basis and that a full-time nurse could cover a number of schools. Likewise, a
               nurse at a local clinic could be assigned to cover a number of schools.
           •   Furthermore, the SMT/ relevant District official(s) must have the name and contact details of the
               nurse(s) as well as the names of the healthcare facilities, name(s) and contact details of the
               assigned nurse(s).

•   Procedure for isolating on suspicion of a case
     –   Once a Person Under Investigation (PUI) has been identified through screening, they
         must be asked to wait in a designated PUI waiting area in the school. Each PUI must
         continue to wear a face mask and must continue to adhere to physical distancing rules.
           •   The PUI waiting area must be selected carefully within the school through the guidance of the
               Professional Nurse in conjunction with the SBST. It must be a private room (with no thoroughfare if
               possible) that is big enough to seat a number of PUI’s with chairs that are well spaced. The PUI will
               wait here for instructions on the process for triage and possible testing.
           •   The Screening Team will need to inform the Professional Nurse that PUI’s have been isolated at the
               school. At this point, the staff member/partner/next of kin parents/carers should also be contacted
Health and Psycho-Social Support and referrals
• Activate referral and transfer to health official
    – Ideally, the PUI should be referred to the nearest testing facility. The
      SBST in conjunction with the Professional Nurse will need to map the
      existing testing sites that can be linked to the school and obtain all
      relevant contact details. The Professional Nurse must inform the testing
      facility ahead of time that the learner or school personnel is on their way
      for testing. The various options for testing are:
        • Refer PUI to the Community Outreach Team Leader who could facilitate testing
          through the Community Nurse testing
        • Mobile testing units within the municipality could plan to be on site on
          screening days at the schools, the Professional Nurse or Outreach team leader
          can advise.
        • A designated testing facility that already exists within the community or
          attached to a PHC facility
    – Transport options will need careful consideration when the PUI is referred
      to a testing site and parents/carers must be informed and or requested to
      transport their child is possible.
• Information to parents, if learner, and family of referral for testing –
  do parents need to accent to testing?
    – COVID-19 is a notifiable communicable disease and PIU must be tested if
      referred- parents must comply with Public Health Regulations

Classroom configuration
• The department has developed guidelines that take all
  assumptions of what is adequate social distancing into
  consideration
• The guidelines includes different configurations
  depending on types of furniture and square meterage
  in classes
• This was then piloted in two schools
• Schools will have to configure arrangement by applying
  the guidelines then submitting a plan for approval at
  district level
Implementing social distancing
• Phase 1 plans to accommodate grade 7 and grade
  12
   – The learners are to be spread in a multiple number of classes
     across the school in line with social distancing requirements

• Class utilisation strategy to comply with social
  distancing norms
   – Although a guideline has been provided, each school will have
     to be responsible for adaptations to their current layouts,
     based on the principles set out in the document. It is further
     recommended that personnel and teachers implement and
     encourage all other safety recommendations as recommended
     by The World Health Organization.

   – This may be implemented when all grades are back to school and
     where there will be a shortage of space because of social
     distancing.
   – Schools may use lower grade teachers to substitute grade 12
     teachers who are absent and where there is a shortage because
     of social distancing.
   – After the revised time table has been drawn , principals should
     request additional subject teachers from districts where needs
     arises.

   – This will be guided by DBE once the revised school calendar is
     available
• School breaks – staggered – proposed behaviour
   – School breaks should be staggered to accommodate social
     distancing and to allow teachers to be to monitor lesser number of
     learners.
Schooling re-engineered schooling Class sizes, New timetables FET

• Additional teachers required
   – Schools where teachers over 60 and with comorbidities who
     apply not to return to work, will be provided with substitute
     teachers
   – The following posts can be utilised to offset Covid-19
     pressures:
       •   500 growth posts
       •   550 Substitutes posts
       •   100 surplus posts emanating from allocation for new schools
       •   2061 school vacancy posts estimated
   – These numbers can be managed incrementally as and when
     Grades are phased in, beginning with Grades 7 and 12
   – A database of unplaced graduates and unemployed
     educators is available ready to be utilised
New timetables
• Schools will undertake their own space planning in line with
  the guidelines issued by the department
• No platooning, shifts or rotation is required in Phase 1
• Schools will timetable without additional teachers
   – Schools will not require additional teachers in phase 1 as they will
     use teachers from other grades to assist with smaller classes
   – Schools will apply for substitutes when teachers with
     comorbidities apply not to return
• Principals will draw a new revised school timetable to
  accommodate all new changes.
   – Reshuffling of subjects and class allocation to teachers
   – Additional teachers to be allocated new grades and subjects
     where there is a need.
   – Revised time table to accommodate co-teaching under
     supervision of experienced teachers where there is a need.
Communication to Parents on Comorbidities
• Memo to Parents/caregivers advising them to keep learners at
  home who are suffering from underlying medical conditions
  making them more susceptible to COVID-19 infection.
• The memo will also provide guidelines for the application for home
  schooling
• Learner Health questionnaire on comorbidities / underlying
  medical conditions drafted and forwarded for to National/Provincial
  Integrated School Health (DoH. DoSD and DBE) for inputs and
  approval.
• Final approved memo and questionnaire to be distributed to
  schools prior learners arrival at schools in June.
• Forms to be completed and signed off by parents/caregivers and
  returned the following day.
• SBST/admin staff to capture the information on SA-SAMS
  (learners’ profile on pyscho-social support) and to compile and
  submit list of learners with comorbidities and not attending schools
  to districts ISHP coordinators (GDE & DoH).
Approach to Staff with Comorbidities
• Several memos have been approved and circulated on:
   –   Declaration of comorbidities
   –   Injury on Duty and Process Flow (Protocols) for COVID
   –   staff above 60 years
   –   Solidarity Fund contributions
• Several orientation sessions, screening and testing
  have been conducted for staff: Frontline staff, District
  Management Teams and Head Office Managers
• Comorbidity Forms to be completed with specifics and
  doctor's’ note attached signed to be signed off supervisors
   – One or more additional conditions co-occurring with a primary
     condition
• A list of all employees with comorbidities to be compiled
  without exposing staff condition
Approach to Staff with Comorbidities
• IOD Related Record
• Employees with symptoms/ who were in direct contact
  with an employee who is confirmed to have been
  tested positive for COVID 19 – Be granted special
  leave
• Employees who tested positive for COVID-19, which is:
   – Occupationally acquired - Apply Injury On Duty (IOD)
     measures
   – Not Occupationally acquired – Apply Sick Leave OR PILIR
     measures

    – Upon receipt of final grade 7 Revised ATPS, trimming and
      reorganisation of curriculum as well as powerpoint presentations
      from DBE, we will be ready to upload all documents onto GDE
      portal and other links.
• Exemplar Standardised Assessment Tasks
    – Exemplar assessment tasks based on key content have been
      developed and are ready for all grade 7 subjects.
• Classroom management approach
    – A guideline document has been developed per subject to guide
      teachers on classroom management

• Micro-planning is required
    – Distribution of materials to schools via Districts, How and who and when
    – Distribution of Resources – textbooks and workbooks, worksheet etc –
      need 100% of textbooks
    – Distribution of all materials to be done via GDE Portal and on USBs .
    – Printing of some material to be done through SCM process. Submissions
      on route
    – Training of SMTs and teachers on the modified requirements for each
      grade including assessment
    – Head Office curriculum co-ordinators will do mediation of revised ATPS,
      curriculum trimming to all District Subject Coordinators via Zoom and
      Teams platforms. Upon receipt of DBE documents (ATPS and trimming of
      curriculum), the province will do the mediation within three days of receipt.

• District Subject Advisers will distribute ATPs to subject
  teachers (This can be done electronically to ensure
  that all schools receive ATPs timeously and can be
  delivered to schools as well.

  will be done by District Subject Advisors (DSA) and
  HODs
• Absent teachers due to COVID-19 infections or with
  existing comorbidities may be replaced by novice
  grade 12 teachers who will be be orientated HODs
  and DSA.

• Micro-planning is required
   – Distribution of materials to schools via Districts
       • Different methods will be used to distribute materials to schools
         e.g. electronically through emails, and other delivery to schools by
         DSA and other officials.
   – How and who and when
       • All materials will be delivered as soon as teachers are back to
         schools and before learners are back
   – Distribution of Resources – textbooks and workbooks,
     worksheet etc – need 100% of textbooks
       • Only the revised materials will be delivered to schools before
         learners arrive.
   – Training of SMTs and teachers on the modified requirements
     for each grade including assessment
   – Mediation of revised ATPs for SMTs will be done before
     learners come back to school.
Working with Parents and Learners
- Grade 12
• Learner orientation
   – All learners will be orientated on the revised and new school
     calendar, work to be done on each term and all changes on
     assessment, SBAs and exams.
• Communication to parents
   – Parents will be informed by school principals on all the
     changes on curriculums and assessment . This will done
     through news letters and other modalities available in the
     school.
Examinations
• June examinations will be totally scrapped in all
  grades.
• Grade 12 to continue writing Preparatory examinations.
• Preparatory examinations to be administered later in
  the year – towards the end of September beginning of
  October.
• The timeframe for the conduct of Preparatory
  examinations to be collapsed to three weeks.
• The November examinations to be conducted early in
  December.
• External June examination be merged with the
  November examination and results issued mid January
  2021.
Remote, distance and Home-Education
•   All children remaining at home must be supported through a concrete and measurable
    programme run by schools
•   An electronic home education form will be created to synchronise school based
    attendance data and Home Education data through SASAMS
•   Districts and head office officials will be able to access data on SASAMs in order to
    reconcile both data sets and account for every learner both home based and school
    based on DDD
•   Application for Home Education with evidence of illness and co-morbidities will be
    processed at school level recommended by district directors, and approved at Head
    office within 7 days
•   Reworked annual teaching plans will be packaged into 14 day learning activity packs
    (LAPS) for every 14 day learning cycle to be collected at school and signed off by a
    parent/legal guardian every 14 days
•   Assessment tasks will be coordinated with classroom based assessment programmes-
    parents will sign a commitment form to ensure fairness. All assessment packs are to be
    returned to school every 14 days for marking and or quality assurance
•   LAPS will comprise , learning topics, topic summaries, step by step guidelines for
    tutoring , assessment tasks , memoranda, and zero-rated electronic media educational
    programmes
•    Conference calls to be scheduled at specific times for learners to ask questions – where
    necessary – sanitisation rules apply
•   Examination will be written at school within social distancing regulations, in exceptional
    cases, continuous assessment will be used.
Independent schools
•   All 912 independent schools will cater for their own safety measures
•   DBE circular 1of 2020- Containment of COVID19 for schools and
    school communities was sent to 912 independent schools and GJLC
    members on the 7 May 2020
•   A COVID-19 teacher support Guide was sent to all 912 independent
    schools on 7 May 2020
•   3 independent school stakeholder meetings were held and an
    understanding was reached that schools will make arrangements
•   Special measures were applied for 108 subsidized schools to receive
    payments before time, and assist the 97 schools with two tranches
    before independent audits
•   An electronic checklist will be sent to all schools to assess their level
    of compliance with required safety measures for COVID-19
•   A special email address has been created for electronic information to
    regularly flow with all independent schools
•   A memorandum will also be sent to all 547 home Education to provide
    guidance on managing home education post Lockdown
•   The memorandum will be sent to all home education sites on Friday
    the 22 May 2020 after being tailor made for home education sites.
