Action Plan and Risk Assessment
Updated 26th October 2020
This risk assessment is underpinned by government guidance on Covid-19:
It is the school’s plan that all pupils, in all year groups, will return to school full-time from the beginning of the autumn term. The risk to children themselves of
becoming severely ill from coronavirus (COVID-19) is very low and there are negative health impacts of being out of school. For the vast majority of children, the benefits
of being back in school far outweigh the very low risk from coronavirus (COVID-19). Whilst it is not possible to ensure a totally risk-free environment, the Office of
National Statistics’ analysis on coronavirus (COVID-19) related deaths linked to occupations suggests that staff in educational settings tend not to be at any greater risk
from the disease than many other occupations. There is no evidence that children transmit the disease any more than adults.
Public health advice to minimise coronavirus (COVID-19) risks:
Schools must comply with health and safety law, which requires them to assess risks and put in place proportionate control measures. Schools should thoroughly review
their health and safety risk assessments and draw up plans for the autumn term that address the risks identified using the system of controls set out below. These are an
adapted form of the system of protective measures that will be familiar from the summer term. Essential measures include:
• a requirement that people who are ill stay at home
• robust hand and respiratory hygiene
• enhanced cleaning arrangements
• active engagement with NHS Test and Trace
• formal consideration of how to reduce contacts and maximise distancing between those in school wherever possible and minimise potential for contamination so
far as is reasonably practicable
How contacts are reduced will depend on the school’s circumstances and will (as much as possible) include:
• grouping children together
• avoiding contact between groups
• arranging classrooms with forward facing desks
• staff maintaining distance from pupils and other staff as much as possibleRisk Government Guidance School Actions Responsible Review

The school will work with and take the advice of Public Health England in
relation to other scenarios that arise, but a response process is not
specifically defined in the government guidance.
All staff made aware of the procedure for removing and isolating a pupil who
develops symptoms.
If a child is awaiting collection by parents, they will be moved to a room
where they can be isolated behind a closed door and the room given as much
ventilation as possible.
Where direct adult supervision is necessary, a two-metre distance will be
maintained. If a distance of two metres can not be maintained, suitable PPE
will be used (see PPE section).If they need to go to the bathroom while waiting to be collected, they will
use a separate bathroom. The bathroom will be cleaned and disinfected using
standard cleaning products before being used by anyone else.
As is usual practice, in an emergency, 999 will be called if someone is
seriously ill or injured or their life is at risk.
Temperature checks carried out by reception staff:
• on all visitors to school
• on pupils who display or report symptoms
• on staff who display or report symptoms
PHE flow charts outline how schools must respond to cases/suspected cases.
Senior Leaders will follow these guidelines in responding to
suspected/confirmed cases.
In line with government guidance, students must wear face coverings in Updated

The school’s process for putting on and removing face coverings will be
clearly communicated and more bins in place for their safe disposal:
• Pupils must cleanse their hand before and after putting on or taking
off a face covering.
• Pupils must be instructed not to touch the front of their face covering
during use or when putting on or removing them.
• They must dispose of temporary face coverings in a covered bin• They must place reusable face coverings in a plastic bag they can
take home with them, and then wash their hands again before
heading to their classroom.
Staff Protection Measures
Face coverings are mandatory for staff and visitors in communal areas, where
distancing is difficult to achieve.
• Masks or visors are suitable for duties, movement and supervision in
public areas
• Visors are suitable for use in classroom teaching

In communal areas
Face coverings are compulsory for students whenever they are in an indoor
communal area, as outlined last week.
For staff, face coverings are also mandatory in these areas when social
distancing is difficult to achieve.
Visors
Visors are available for all staff and their use is encouraged in situations when
distancing from other people is difficult to achieve, including classrooms and
meeting spaces.
As mentioned earlier, face coverings are compulsory in communal areas
where distancing is difficult to achieve. This face-covering may be a mask,
visor or both.

groups).

bubbles, or workshops without thorough cleaning or 72 hour
quarantine.
SES
Food Technology:
• Students will be expected to wash their hands before and after
practical lessons.
• Pupils will thoroughly clean their own equipment at the end of each
session using the cleaning equipment provided.
• Students and technician to clean down worksurfaces and handles of
cupboards with disinfectant at the end of the practical lesson.
• Cleaners will be notified of practical lessons

name of the student who used the equipment and what date the

• Common setting across Key Stage 3 will mean that all pupils are in a
consistent group for all lessons; the maximum teaching group size in
Years 7, 8 and 9 will be 32. MEN• Lunchtimes will be staggered, ensuring that only a single year group
will have lunch at any one time. Therefore, the school will operate
year-group sized ‘bubbles’. All students will be encouraged to BSN
maintain their distance from others in all non-structured parts of the
day.
• At key stage 4 and key stage 5, the group size will be restricted to
the size of a year group to enable the school to deliver the full range
of curriculum subjects and to ensure students receive specialist MEN/BSN
teaching.
• Contacts between individuals from different year groups, for instance
during lesson changeover, will be minimised and not exceed 15 BSN/JCE
minutes in length.
• All classrooms will be arranged so that they are forward facing, in
areas where this is possible SRN/CJS
• Teaching delivery style will be distanced and from the front of the
class whenever possible. Pupils will use exercise books, folders and
specialist resources. There will be restrictions on resource use in MMY/CJS
practical subjects. Additional safety measures in place during lessons
are outlined in the document ‘Cardinal Hume Catholic School
Guidelines for Socially Distanced Teaching’.
• The number of staff on duty in public areas throughout the day will
be vastly increased. ARY/BSN
• School signage will be greatly enhanced to support distanced pupil

• Large gatherings, such as assemblies, will be modified to ensure that
they are reduced in size, involve single year-groups only and, where
possible, delivered remotely. Distancing in assemblies will be

• The school will limit interaction between year groups and ensure

rooms are only used by pupils from year group at a time.

• Meetings between staff will be limited and socially distanced by 2 MMY/STAFF
metres.
• While passing briefly in the corridor or playground is low risk, the BSN/JCE
school will avoid creating busy corridors, entrances and exits. As
such, up to 15 minutes of each lesson will be dedicated to safe and
staggered pupil movement.
• Shared staff spaces will be reorganised to allow for socially distanced CJS/JCE
interactions
• Phased reintroduction 1-10th September will be used to a) give key ARY/MMY
messages to pupils/staff and b) test the newly-introduced systems in
safe and measured way• Changes to the school behaviour policy are necessary to ensure
pupils’ conduct themselves safely. These will be communicated ARY/BSN/BRN
regularly to staff and pupils and rigidly implemented. DAN (SF)
Morning Break - wet weather
• Year 7 students go straight to the main hall. Students sanitise their
hands on entry and take a seat filling in from the back of the hall. All
students are facing forward. Students are equally spaced out.

will be the only year group to use the main hall
• Year 8 students stand in the atrium space - face mask should be
removed to eat and drink but then should be replaced

face mask back on when finished eating.
• Year 8 students assemble in the atrium space. Students are invited,
by house group, to queue up and collect their lunch. They then return
to the atrium space to eat their food. Benches provided for seating if

• Year 9 students assemble and sit in the dining hall. Students are
invited, by house group, to queue up and collect their lunch once the
process for year 8 has been completed. They then return to their seat

• To minimise cross contamination between year group bubbles,
workshops will be assigned to specific year groups (e.g. D8 – Y10
Engineering, D7 – Y12 and Y13 A-Level DT).
• Where possible, pupils in small classes will be assigned their own
workbench (Likely scenario for Y12&Y13). DCY
• For larger groups, no more than 2 pupils will be assigned to a
workbench.
• Students will be assigned to workbenches and will work diagonally
opposite each other in order to maintain a social distance of 1m
where possible (Seating plan guidance: CLEAPSS GL344, Appendix 2)
• Workbenches will be clearly numbered and assigned to students, with
safe working areas (in line with social distancing guidance) clearly
marked.
• Safe social distance zones will be clearly marked out on the floor
around fixed equipment and machinery.
• Staff will aim to maintain 2m social distance from other members of
staff and pupils in the workshop wherever possible.
• Teachers may consider the use of visualisers to aid practical
demonstrations, while maintaining a safe social distance.
• To control movement around the room, pupils will be required to
seek teacher permission before using fixed machinery, or other
equipment located around the room.• Staff will be issued with their own equipment pack, for their sole use.
Staff will sanitise their equipment between each lesson using cleaning
wipes provided.
• Where possible, equipment packs will be assigned to individual
pupils. Where equipment packs are not possible, equipment may be
numbered and assigned to specific pupils for use in practical sessions.
• Equipment packs/equipment used by year group bubbles will be
stored under the workbench of the pupil(s) assigned to use it.
Music Service lessons
• Students are taught in bubbles or as individuals
• Music stands / seats set up at 2m distance from each RFT

• Practice rooms allocated per year group for storage of instruments

Food Technology
• Staff to aim to maintain a 2m social distance where possible.
• Students will be split across two classrooms and assigned a numbered
workbench and corresponding numbered cooker and cupboard for SES
track and trace purposes.
• Students must ask permission when moving around the room
• Students will have all the equipment and ingredients at their
workbench to minimise movement around room.
• Staff will have their own equipment which will be washed and left for
a 72-hour quarantine once used
• Where possible students will have their own equipment so no sharing
will be necessary.
• Students will bring their ingredients in a labelled bag and put the
whole bag into the fridge. During a practical student’s will remove
the bag at the beginning to minimise movement around the
classroom.
• Students will be split into two bubbles one working in D1 and one
working in D2. During the practical these bubbles will not mix.
Science:
• Where possible, pupils in small classes will work individually (Likely
scenario for Y12&Y13).
• For larger groups, no more than 3 pupils will be assigned to a group.• Students will be assigned to set of equipment. These sets will be
diagonally opposite each other in order to maintain a social distance
of 1m where possible (Seating plan guidance: CLEAPSS GL344, RSY
Appendix 2)
• Staff will aim to maintain 2m social distance from other members of
staff and pupils in the laboratory wherever possible.
• Teachers may consider the use of visualisers to aid practical
demonstrations, while maintaining a safe social distance.
• To control movement around the room, pupils will be required to
seek teacher permission before leaving their equipment.
• If a teacher demo is required, this set of apparatus must be ordered
separately and cannot then go into general use without first being
cleaned.
PE and Sport:
• Changing rooms are not to be utilised
• Students to get changed into trainers and take off blazer and tie
(when requested)
• Badminton, table tennis, dance and orienteering are the activities
delivered to maximise social distancing and reduce contacts where RWR
able.
• Students are to work in the same groupings where able, from
lesson to lesson
• All equipment is to be cleaned after use (by students or staff)
• Hand sanitizer utilised at the end of each lesson
• KS4 students will have one practical lesson per fortnight and 1
independent study (classroom) based lesson per fortnight. This will
limit the number of students in PE at any one time
• Staff are to organise equipment at the start and end of every day
to ensure that it is not touched by students
Staff Protection Measures

• Avoid face-to-face contact within one metre
• Avoid other contacts within one metre for more than one minute
• Meetings/contacts requiring people to be between 1-2 metres must
be kept to a maximum of 15 minutes
• For contacts exceeding 15 minutes, aim to keep a two-metre distance All Staff

• Pupils will thoroughly clean required PPE prior to use, using the
cleaning equipment provided.
• PPE used by year group bubbles will be stored in the workshop where
it will be used. No equipment will be transferred between workshops
without thorough cleaning.
• Shared aprons should only be used by pupils if they can be cleaned,
or quarantined for 72 hours between each use.
• PPE considered to be close contact (such as gloves, or masks) should
not be used. Activities requiring the use of such PPE should be
adjusted to be carried out by the teacher or technician using their
own dedicated PPE.
Music Service lessons

• Staff to have the option to wear PPE (mask and visor) when assisting
with practical lessons as close student contact might be required; but RFT
will aim to maintain a 2m social distance where possible.

Risk assessment
Employers must protect people from harm. This includes taking reasonable steps to protect staff, pupils and others from coronavirus (COVID-19) within the education
setting. As part of planning for full return in the autumn term, it is a legal requirement that schools should revisit and update their risk assessments (building on the
learning to date and the practices they have already developed), to consider the additional risks and control measures to enable a return to full capacity in the autumn
term. Settings should also review and update their wider risk assessments and consider the need for relevant revised controls in respect of their conventional risk profile
considering the implications of coronavirus (COVID-19). Schools should ensure that they implement sensible and proportionate control measures which follow the health
and safety hierarchy of controls to reduce the risk to the lowest reasonably practicable level.
