Superintendent's Corner

As Spring draws near, it is a busy time for Green Bay Area Public Schools (GBAPS). We have been collecting
feedback from the community regarding the use of ESSER III funding, and seeking input to assist ATSR
Planners, Architects and Engineers in developing a 10-year facilities master plan. In addition, during the next few
months the District begins its planning for the 2022-23 school year.

As we embark on the process of developing the budget for 2022-23, it is important to understand that there are
several factors creating additional complexities for next school year.

ESSER funding (otherwise known as CARES funds or COVID-19 stimulus funds) is one time funding,
which must be spent by September 30, 2024. The $73 million of ESSER funding amounts to approximately
$1,000 per student for each of the four years that ESSER funding is available. As one-time funding, it is
important that the funds are not spent in ways that create legacy costs. The District maintains a COVID-19
Expenditures Dashboard to provide the public information regarding how the ESSER funds are being
       spent.
The 2021-23 state budget provided no additional per pupil funding or increase in the revenue limits for
public education for two years. Since 1993, there have been few exceptions when school districts did not
receive a per pupil increase. The purpose of the per pupil increase was in part to address inflation, since
the revenue caps limit the amount a school district can collect in taxes. In addition, the Legislature had
been allowing low spending school districts to slowly increase their revenue limit in order to close the gap
between them and the state average revenue limit. For the next two years, that gap will continue to exist.
Please see the graphic created by the Wisconsin Association for Equity in Funding, which depicts the
differences in revenue limits between school districts. GBAPS falls in the lowest category, which is red.
GBAPS is also impacted by inflation, whether it is the cost of consumable items (toilet paper, fuel, utilities,
construction materials, etc.), or for services received from vendors.
Golden Apple Award Winners - Green ...
The following chart illustrates the gap in funds between the District’s actual revenue and what the District would
have received with an inflationary increase. The actual revenue amount in 2021-22 and 2022-23 reflects declining
enrollment.

As we plan for the 2022-23 school year and beyond, it is important that parents/guardians and community
members continue to engage with the Board of Education and District administration regarding the future we
envision for Green Bay Area Public Schools. It will also be critical that we engage with our elected officials on how
we can work together to ensure that our school district can provide the opportunities for students that our
community values.

Calendar Update
On March 14, the Board of Education approved making modifications to the 2021-22 calendar, which resulted in
the April 1 and May 20 Early Release Days becoming No School/Recess Days. The calendar change is an
acknowledgement of the challenges created by the pandemic for students and staff.

Mental health during the pandemic has been a concern brought forward by many of our students, families, and
staff during these past two years. With the relatively mild winter, the District has not had to use its two snow days
this year. This provides an opportunity for the Board to grant some additional time off for students, and to offer
staff dedicated time to develop high quality instruction and add flexibility to their work day.

Similar to other No School/Recess Days, there will be no Food Service meal distribution on those days.
Scheduled co-curricular activities will proceed as normal.

Due to this change, should the District have an inclement weather day, May 6th will be the make-up day. If we
have no inclement weather days, May 6th will continue to be a scheduled Recess Day.

Energy Efficiency Efforts
The Green Bay Area Public School District has been working for more than a decade to become more energy
efficient. These efforts have included replacing older heating and cooling systems, upgrading windows, switching
to LED lighting, and programming of lighting, heating and cooling to minimize energy usage when schools are not
in use. Reducing energy costs allows for additional resources to support students.

Celebrating Our Values: Engagement, Equity, Excellence

Excellence: The Southwest Troyettes returned home victorious after competing in the Contest of
Champions in Orlando, Florida on March 6, 2022! The Troyettes are National Champions in kick (for
medium sized schools), received the award for best choreography for kick, and placed 4th in pom. The
Troyettes are coached by Shawna Landes, who has coached the team for more than 30 years. While
the dance team was sidelined from competition during the 2020-21 school year, their theme of “We’re
Back,” inspired their competitive spirit.
Engagement: In August of 2021, the Green Bay Area Public School District embarked on a new
program thanks to a grant from the Department of Workforce Development. This program allows
District employees currently in a monitor or noon supervisor role to advance their career in the
education field through the attainment of a Foundations of Teaching Associate Degree. Thanks to grant
funding, this opportunity is being provided at no cost to the 15 employees in the program. Learn more
about this program and its participants on the District website.

Equity: This school year, the District will hold several Achievement Summits. In partnership with UW-
Green Bay, the summits focus on 6th grade students of diverse backgrounds, including Somali, African
American, Latino/Latina, Asian American/Pacific Islander and First Nations. Recently, our 6th grade
Latino students had the opportunity to participate in workshops and tour the campus during their
summit. Big thanks to JBS Beef - Green Bay, WI for donating funds to purchase shirts for students and
staff with flags that represent where our students are from.
