1 Introduction
Traffix Group has been engaged by Bujar Ptd Ltd to prepare a Green Travel Plan (GTP) for the proposed
mixed use development at 31-69 McLister Street and 512-578 Melbourne Road, Spotswood.
A Permit (PA1533178) was issued in September 2017 allowing the development of the site for the
purposes of neighbourhood activity centre, including a supermarket, bottle shop, specialty shop,
medical centre, chemist, café and dwellings, subject to conditions.
Importantly, Condition 50 of the Permit outlined the requirement for a Green Travel Plan to be
prepared, and that:
The plan must facilitate and promote the use of sustainable transport modes (walking, cycling, and
public transport) in preference to private vehicle use, particularly for local and work trips with
consideration given to the installation of a car share space within the development. All costs
associated with the construction, implementation and management of the car share vehicle must be
at the owner’s expense. When approved the plan will form part of this permit. The plan must be
implemented to the satisfaction of the Responsible Authority.
This GTP provides a management tool designed to reduce the reliance on motor vehicles, minimise the
negative impacts of transport on the environment, manage car parking demands associated with the
development, improve opportunities for those without access to a car and maximise the benefits
associated with ‘green travel’ i.e. health and financial benefits in direct response to Condition 50.
This plan sets out a range of actions to be implemented by the Developer, Owners Corporation and
Tenants to encourage sustainable travel choices and reduce car dependency by prospective residents,
staff and customers/guests and outlines an implementation program as well as the requirements for
monitoring and review of the plan.
Reference is made to the site specific Traffic Engineering Assessments prepared for the proposed
development and Development Plans dated December 2020.

2 Objectives and Methodology
The objectives of this GTP are to:
• promote travel alternatives such as public transport, cycling, and walking;
• reduce car dependency and greenhouse gas emissions;
• manage car parking demands;
• improve information and opportunities for those without access to a car; and
• benefit the community by minimising the traffic impacts of the development.
The methodology adopted in developing the GTP is as follows:
• review existing documentation and transport conditions;
• establish a management strategy;
• identify appropriate GTP actions for the site; and
• develop an implementation plan and monitoring regime.
The Owners Corporation will be responsible for the implementation of the GTP and the annual
reporting of Travel Demand Patterns to the relevant stakeholders.

3 The Development
3.1 General
The application proposes to develop the land for a mixed use development including residential
dwellings and various commercial uses.
Table 1 provides a summary of the proposed development schedule.

3.2 Car & Motorcycle Parking
A total of 712 parking spaces are proposed on-site, located within a single basement level, at-grade
on-site car parking and also on McLister Street.
A total of 503 spaces are proposed within a basement car park comprising 156 spaces associated with
the retail use and 347 spaces allocated to the residential use.
A further 209 parking spaces provided at ground floor for shared use by the retail, commercial and
residential visitor uses, including 13 spaces on McLister Street.
14 Motorcycle parking is also proposed on-site for residents, staff and visitors at ground and in
basement levels.
3.3 Bicycle Parking
A total of 163 bicycle spaces are proposed to be provided on the site, inclusive of 91 resident spaces
and 22 staff spaces. The remaining 50 bicycle spaces are to be allocated as visitor/customer spaces.
The application includes the provision of end-of-trip facilities within the basement car park for staff
including showers, lockers and changerooms.
A plan showing the location of the bicycle parking areas is attached at Appendix A.

4 Sustainable Transport Opportunities
4.1 Information for Residents and Employees
The provision of information is essential to ensuring that residents, employees and customers/visitors
are aware of the opportunities that they may have to access the site in a form other than via a private
motor vehicle.
Accordingly, and following discussion with the applicant, we understand that to implement the GTP
and provide residents and employees with associated information, resident and staff welcome packs
will be distributed to all new tenants.
A notice board could be provided within one (or more) of the public areas (i.e. entry lobby and/or lifts),
which will provide basic Green Travel information (maps/timetables). Alternately, the applicant could
include relevant information (including a copy of this plan) electronically via the Owners
Corporation/staff intranet or webpage.
It is suggested that this include a copy of the TravelSmart map for the site and surrounds and any other
relevant bicycle and walking maps. An excerpt of the TravelSmart map is shown in Figure 1, and
identifies the currently available alternate transport services and bicycle infrastructure in the vicinity
of the site.
A description of these facilities and opportunities for the site to take advantage of them is provided
within the following sections.

4.2 Shared Trips
The nature of the mixture of uses on the site inherently results in an encouraging and facilitation of
shared trips to the site. Particularly for residents, the provision of retail, medical and food and
beverage uses on the site will result in reduced car trips as they can access essential services on-site,
without the need to utilise their car.
Furthermore, the mixture of uses and the shared use of on-site parking for visitors of each of those
different uses (eg medical centre, pharmacy, retail, supermarket and residential visitors) allows visitors
and customers to access multiple uses in a single trip, thereby reducing the number of motor vehicle
trips to the site.
4.3 Walking & Accessibility
The site currently scores a Walk Score of 71, which means that it is “Very Walkable” and most daily
errands do not require a car. Walkscore.com utilises google maps to measure an address’s accessibility
to essential services, retail, dining and drinking, parks, schools, and entertainment to measure how
‘walkable’ a site is.
Whilst traditionally used for residential purposes, the Walk Score also provides a good indication of
the ability of workers to access the subject site as part of their commute and also to access services
during the day, without the need for a car at work.
We note that post-development, the ‘walkability’ of the site is likely to significantly improve as a result
of the new services offered on-site.
4.4 Taxi & Ride Share Accessibility
The site is accessible by taxi, UBER and other ride share services which can provide mobility for
residents, employees, customers/guests when they require transport to/from off-site locations.
Residents and staff should be provided with information regarding these services.
There is on-street parking along McLister Road that could be suitable to accommodate short term pick-
up and drop-off parking.
4.5 Public Transport Accessibility
4.5.1 Access to Services
The development site is well served by public transport, with train and bus services accessible within
convenient walking distance of the site. A summary of the nearby services is presented in Table 2 and
Figure 2.
The proximity of the site to convenient public transport services, which link the site to nearby shopping
centres, the City, and other surrounding municipalities, reduces the sites dependence on motor
vehicles as a mode of transport when compared to a similar development in an outer suburban area.
Furthermore, upgrades are proposed to the existing bus stops proximate to the site along Melbourne
Road as per the permit conditions. There is also potential for improvements to pedestrian accessibility

at the intersection of Melbourne Road and McLister Street should that intersection become signalised
(subject to VicRoads approval).

4.5.2 Journey Planning
Staff and residents should be encouraged to utilise the “PTV Journey Planner” available online at the
PTV website and via Smartphone Applications.
Additional information on public transport facilities and service times can be obtained from Public
Transport Victoria (ph: 1800 800 007, http://ptv.vic.gov.au/).
4.5.3 myki Commuter Club
PTV offers businesses and organisations the opportunity to participate in the myki Commuter Club.
This program allows organisations \to purchase discounted 365 day myki passes with the saving then
be passed on to members of the organisation.

There is opportunity for the Owners Corporation to investigate the potential to purchase discounted
myki tickets on behalf of tenants and staff of the proposal such that the discount can then be passed
on to future residents and staff.
4.5.4 Shared myki Passes (Staff)
Consideration could also be given by individual tenancies of having a shared myki pass for use by staff
to attend off-site meetings, events or for errands that are easily accessed via nearby public transport
services.
4.6 Bicycle Network Accessibility
The City of Hobsons Bay is well served by the Principal Bicycle Network (PBN) with informal bicycle
routes and off-road bicycle trails directly linking the site with the surrounding municipalities. Bicycle
lanes are provided on Melbourne Road, south of the site, and Melbourne Road, Blackshaws Road and
Hudson Road provide informal route links to the surrounding area. The Maribyrnong River Trail and
Bay Trail are located east of the site.
An excerpt from the Principal Bicycle Network is provided in Figure 3, illustrating the surrounding
bicycle priority network.
The development has provision for 213 bicycle spaces, inclusive of 124 resident spaces (equivalent to
in the order of 37% of total dwellings provided with a bicycle space), 22 staff spaces and 67 bicycle
spaces allocated as visitor/customer spaces.
The provision of on-site bicycle parking will actively encourage residents, staff and visitors to access
the site using a bicycle, thereby reducing motor-vehicle trips. The provision of end of trip facilities for
staff will further encourage them to utilise a bicycle as their primary means of transportation to and
from the site.

4.7 Car Pooling
Car-pooling between staff should be encouraged by employers, which will actively reduce the number
of single occupant car trips. Car-pooling could be organised through the employer’s staff intranet or
webpage.
The Resident Owners Corporation should also consider encouraging car pooling for residents. This
could be managed through the Owners Corporation or via an online subscription to an existing online
car pooling website (such as coseats.com or shareurride.com.au).
4.8 Car Share
Car sharing schemes provide an alternative to owning a car and encourages the use of sustainable
modes of transport for the majority of trips. Car share schemes offer personal and
commercial/business memberships and can be more convenient for short trips as payment is generally
on a per hour basis.
It is noted that there are limited car share services available within the surrounding area.
Car share typically works in an area where there is limited on-site or long term on-street sparking for
residents and the car share vehicle can substitute for dwellings having a private car, or larger dwellings
having a second car.
In the case of this site, each dwelling is provided with parking in accordance with the Planning Scheme,
and therefore there is likely to be limited immediate demand for a car share spot to be provided on-
site. Therefore, it is unlikely that a commercial operator would seek to provide an allocated car share
vehicle on-site, or that it would provide benefit to the development at this stage.
However, in order to manage potential future demands for residents, it is suggested that as part of a
yearly monitoring scheme, the Owner’s Corporation should undertake a survey of residents to
understand the desire for a car share space. If there is an identified demand, then the Owners
Corporation should engage with existing commercial operators to investigate the provision of a car
share space on-site (within the retail parking areas) or on-street through negotiations with Council.
4.9 Motorbikes
The provision of 14 motorbike parking on-site will encourage staff, residents and visitors who own a
motorbike to access the site using a motorbike, which are a lower carbon emitting vehicle.

5 Actions
The Green Travel Plan aims to reduce the number of single occupant car trips undertaken by residents,
employees and visitors of the proposed development. The following actions aim to improve the overall
accessibility of the site and foster sustainable travel behaviour. In general the Owners Corporation will
be responsible for the ongoing implementation of the actions identified within the green travel plan.
A representative from the residents group and/or the commercial tenants should be nominated to
‘Champion’ and oversee the implementation of the Green Travel Plan in conjunction with the Owners
Corporation, and to discuss the opportunities available to the site with individual tenants and/or
identify areas for improvement.

6 Travel Modes and Targets
6.1 Discussion
It is important to note that when setting targets for the proposed development, consideration should
be given to the existing travel patterns for people living and working within the nearby area (or indeed
the subject site).
Whilst parking is provided on-site for residents and some employees, given the level of public transport
access in this locality, and proximity to shops and everyday services, this does not necessarily translate
to additional car trips. Therefore, and having regard to the mixture of uses, ability for shared trips, and
the access to services for new residents, the proposed development is expected to generate traffic
movements at a lower rate than for a similar site in other less accessible, suburban locations.
6.2 Existing Journey to Work Data for Site and Similar Areas
A comparison of the ABS ‘Journey to Work’ data for the 2016 Census between employees who live in
Spotswood (State Suburb) and employees who work in the Yarraville SA2 Statistical Area 1 and the
Greater Melbourne average is summarised in Table 4.
The data suggests that existing residents with Spotswood have a lower reliance on private cars and
higher reliance on public transport, whilst employees in the larger Yarraville SA2 area have a higher
reliance on car transport in comparison to the Greater Melbourne average.

6.3 Targets
It is important to set aspirational, yet practical, targets for travel mode shifts.
The following targets are suggested based on the proposal, the identified initiatives and the future
aspirations of the site.
Public Transport
Based on the proximity to multiple transport modes and future upgrades to the bus stops on
Melbourne Road and other initiatives, it is suggested that a target should be set for a 5% increase in
trips to be undertaken by public transport for both employees of the site and residents (of the site)
travelling to work.
Walk
The site has a Walkscore of 71 out of 100, which would imply that there is a considerable amount of
walking trips that could be undertaken by residents, employees and customers/visitors of the proposal.
Furthermore, the provision of new retail and essential services on the site will result in a considerable
amount of trips for new residents being able to be made by walking.
In this regard, an increase in walking trips of 5% is targeted.
Bicycle
The site has access to existing bicycle trails and on-road facilities. The proposal includes a generous
provision of bicycle parking and end of trip facilities for staff which will actively encourage the use of
bicycles.
In this respect, a target of a 5% increase for both employees of the site and residents (of the site)
travelling to work is suggested.
Other
A small increase of 1% in ‘other’ travel is expected due to the provision of motorcycle spaces on-site
and the likely generation of taxi, Uber or ride share trips to/from the site.
Reduced Car, as Driver
Based on the preceding, an overall target of a 15% reduction in trips to/from the site by Cars as, Driver.

7 Monitoring and Review
This Green Travel Plan should be monitored and reviewed on a regular basis to ensure that it meets its
objectives and has the intended impacts on car use and transport choice.
The Owners Corporation will be responsible for monitoring the Green Travel Plan in accordance with
the monitoring program set out in Table 5 below.
The monitoring program should be undertaken annually over a three year period, with the first review
of the program being conducted 12 months after occupation of the building.
