Summary
Groundswell have been funded by the Wellcome Trust to lead a public engagement
campaign “to engage people in health research to improve the health of people affected
by homelessness, through better understanding of their experiences.” Over the past year
(with several pauses due to COVID-19) we have been working with Inner Eye Productions to
bring research into people’s experiences of health and using the healthcare system whilst
homeless to life through the creation of a film aimed to change behaviour, systems and
processes.
Our film, ‘Clarissa’ draws on our research to highlight the patient experience of someone
experiencing homelessness through one young woman affected by homelessness. It’s a
story about trauma, the importance and trust and how this impacts someone’s experiences
of healthcare. Screenwriter and producer Jimmy McGovern was a story consultant on the
film.
We are looking for someone to work on a freelance basis to deliver phases 3-5 of this
project by 31st October 2021:
   • Phase 3 – ‘Tour’ planning
   • Phase 4 - Screenings and Q&A
   • Phase 5 – Evaluation and dissemination

The budget available for this piece of work is £20,000 including VAT. More details on the
project brief and expression of interest process are below.

About Groundswell
Groundswell works with people with experience of homelessness, offering opportunities to
contribute to society and create solutions to homelessness. Participation is at our core
because the experience of homelessness is crucial in making decisions that affect lives and
ultimately help people to move out of homelessness. We aim to address four key issues:
homelessness; health inequalities; lack of participation in service delivery and policy; and a
society that does not work for everyone. We achieve this by ensuring people can access
health care; offering progression opportunities for people with experience of homelessness;
and by creating change in policy and practice.

About Inner Eye Productions
Inner Eye works with organisations and brands, looking to change mindsets, generate
engagement and inspire innovation. Our approach is rooted in the power of film to inspire
people to reflect on their own lives and think differently about others. We help change
behaviour, but also systems, process and in some cases policy. Chris Godwin, Founder and
Creative Director of Inner Eye Productions led the production of ‘Clarissa’ and is involved in
the project steering group.

Scope of work
The purpose of this project is “to engage people in health research to improve the health
of people affected by homelessness, through better understanding of their experiences.”

Specifically with the final three phases of this project we aim to achieve the following
outcomes through the delivery of the film:
        1) NHS staff have a better understanding of the challenges people experiencing
            homelessness face when accessing healthcare; they are empowered to make
            changes.
        2) Staff working in homelessness support services are better equipped to engage
            people who are homeless with health due to increased understanding.

Pre pandemic the original plan was to ‘tour’ the film around the country at 10 screenings
(three in London, seven in other UK cities). As a result of ongoing and changing restrictions
we would like the screenings to be delivered remotely, still targeting local areas with a
panel of local people representing people with experience of homelessness, people working
in housing, homelessness and the NHS to have a discussion and Q&A post screening. We
will also have one national event for key decision makers within the sectors.

The successful candidate would need to measure the desired outcomes (for example a poll
pre and post screening; they must also follow up with more in-depth interviews with a
small sample of attendees.

It is important that this project reaches people and locations that do not have inclusion
health high on their agenda, so we are not ‘preaching to the converted’. This way we have a
real opportunity to spark interest, open a discussion and are people empowered to engage
with the topic and create change, to improve the experiences of health services for people
affected by homelessness.

There is a project steering group who have been helping shape this project from the start
thanks to their networks and expertise, they are:

   • Jane Cook, Health and Inclusion Specialist Consultant (former National Advisor for
       Homeless Health on MHCLG’s Rough Sleeping Initiative taskforce)
   • Becky Evans, Fundraising and Communications Manager, Groundswell
   • Dr Andy Guise, Lecturer in Social Science and Health, Kings College London
   • Chris Godwin, Founder and Creative Director, Inner Eye Productions
   • Dr Emma Williamson, Clinical Lead, Principal Clinical Psychologist, South London and
       Maudsley NHS Foundation Trust (SLAM)

Key tasks
NB – when we use the term ‘event’, we mean remote screening and follow up panel
   • Planning and organising the technology platforms and logistics to screen the film and
      host the post screening panel /Q&A event (10 times over).
   • Working with Groundswell staff to identify key geographical locations and attendees
      of each screening.
   • Setting up each event and inviting guests to attend.
   • Arranging panellist for each event (again using Groundswell’s network for support).
   • Working closely with Groundswell’s communications team to promote the events.
   • Create follow up ‘pack’ for attendees to continue the discussion – resources and
      information about inclusion health practices and signposting for more information.
   • Monitoring and evaluating the campaign based on the two key outcomes.
   • Analysing and writing up a short evaluation post screenings to report on success
      against desired outcomes.
   • Contribute to the project steering group, updating them on progress and using their
      expertise and networks to inform the project.
   • Contributing to the end of grant report to the Wellcome Trust.

Timescales
This work should be complete by 31st October 2021.

Tender format
The deadline to apply is Friday 16th July at 5pm, please email your proposal to

Proposal’.

Your proposal should detail:
   • An outline of the proposed approach to the project delivery and how this aligns with
       the scope of the work.
   • A project plan and timeline for completion of the work.
   • Details of relevant experience to deliver this project.
   • A detailed breakdown of costs associated with delivering the project, based on the
       total project budget of £20,000 including VAT (to include salary, project costs and
       associated expenses).

Payments will be made according to the following schedule: 1/3 on receipt of a signed
contract agreement, 1/3 halfway through delivery (criteria to be agreed and set out in
contract) and 1/3 when on completion of project.
