CONSENT AGENDA
Curt Randall-Bayer moved, Jeff Cirka seconded to approve the minutes from the January 22, 2020 Board of
Directors Meeting. Ty Jones stated prior to the postponing of events, it was a decent year financially with the
revenue up over $90,000 from what was budgeted. Expenses look good although there are still some expenses
that have not yet been finalized. It is anticipated there will be an additional $70,000 we will have to incur
making the total activity expenses over $900,000. Ron Anthony moved, Jeff Cirka seconded to approve the
January 1, 2020-March 31, 2020 financial report and the IHSAA Board of Directors action via phone, email,
fax.
REPORT AGENDA
Spring Sport Season
Ty Jones stated a final decision regarding the spring sport season will not be made until sometime next week.
The State Board of Education is conducting a meeting on Monday, April 13th and the IHSAA Board of Directors
will meet the following day, Tuesday, April 14th. At this time, the board will discuss possible options and look at
all potential avenues while keeping in the perimeters set forth by the Governor and the CDC.
YEA Update
Julie Hammons reported the YEA Board meeting for April 22nd has been rescheduled for Wednesday, May 6th
as online meeting. Disbursements will be a main topic of discussion and refiguring the formula for distribution
to schools. The YEA account is currently at $3,698,000 which is down $423,000 from January where it was at
$4,121,000. This is a pretty significant loss due to the struggling stock market, however, this account is built for
longevity. An update will be sent out after the May 6th meeting.
Dairy West Update
Ty Jones reported the Letter of Agreement between the IHSAA and Dairy West has been signed. No major
changes from last year.
IHSAA Sports Medicine Advisory Committee Update
Ty Jones reported on the SMAC meeting that was held last month. A few of the topics that were discussed
included the coronavirus and the CDC’s recommendations, the transgender policy which may be changing based
on House Bill 500 and the time frame for physicals. There were also some minor changes made to our Interm
Questionnaire form. The new/updated form can be found on our website.
2020 Girls Real Dairy Shootout
Ty Jones reported both revenue and expenses were up this year leaving us pretty close to where we were last
year. Over all we had some great tournaments. Thank you to all of our managers on a job well done.
2020 State Wrestling Tournament
Ty Jones reported State Wrestling was held at the Idaho Center this year with Jon Watson as manager. The
revenue was up $20,000 more than last year and was a well ran tournament.
22020 Boys Real Dairy Shootout
Ty Jones reported the revenue was down slightly. The ticket sales for the Saturday championship games were a
contributor to the lower revenue. The financials have not been finalized yet, but we are trending more than
what was budgeted for.
Schools of Excellence – Mid Year Standings
Julie Hammons reported the mid-year standings are posted on IHSAA website through the winter tournaments
and State Drama. Schools of Excellence will continue as well as the Spring Academic State Champions. More
information will be sent out to all our member schools.
Winter Concussion Numbers
Ali Tedford reported, although we are still missing about 36 schools, the numbers look right on track from last
year. We are asking missing schools to get their numbers in as soon as they are able to.
IHSAA Awards
• Interscholastic Star Student Scholarships – applications are due April 10, 2020. Please get them
in as soon as possible. If there are any issues contact Mike Federico.
• Student Advisory Committee – deadline for applications is May 1, 2020. This is for sophomores
and juniors. The Spring Lead & Achieve Summit has been cancelled for 2020.
• Winter Sportsmanship Awards – were presented and are listed on our website.
• Winter Academic Champions – were recognized and are listed on our website.
• Spirit of Sport – nomination deadline is May 1, 2020 and need to be submitted to Julie Hammons.
This award seeks to recognize a current coach or student that’s left a lasting impression, has
overcome adversity, or exemplifies the “spirit of the sport” in athletics or activities.
• Official of the Year – nominations are due May 15, 2020 and must be submitted to Julie Hammons
by the District Board of Control.

3ACTION AGENDA – FINAL READINGS
Five-Day No Contact Period
A motion was made to TABLE implementing a mandatory five-day no contact period in the summer
starting in 2021 as a Final Reading.

A motion was made to approve adding an additional superintendent vote to the competitive equity form
and general petition request as a Final Reading.

A motion was made to approve the 2020-21 representation to the State Wrestling Tournament with
modifications as needed as a Final Reading.

IHSAA Hall of Fame
A motion was made to select the top two individuals to be inducted into the IHSAA Hall of Fame as a Final
Reading.

The inductees for the 2020 Hall of Fame are Tracey Linen of Boise and Bill Hawkins of Madison. The 2020
Hall of Fame will be held on Wednesday, August 5, 2020 at the Boise Centre.
7IHSAA Football Play-off Rules
A motion was made to approve modifying the IHSAA football play-off rules as a Final Reading.

A motion was made to approve modifying Rule 4-3 pertaining to parent and fan Ejections as a First Reading.
Motion withdrawn
A motion was made to approve modifying Rule 4-3 pertaining to parents, fans, spectators or staff ejections to
include a two-consecutive game suspension as a First Reading.

2021 State Softball Representation
A motion was made to approve the representation to the 2021 State Softball Tournament with modifications as
needed as a First Reading.
