Presidents Report Nothing is forever and I guess you can say the same for the masthead on this month’s magazine. The government called it ‘TO PIVOT’, but we are not that flash, and we’ll call it simply a refresh and I hope you like it. The AGM is now behind us, the new executive committee has been elected by their peers and we move on with the planning for 2021/22. Will Covid finally be put to bed, will the bubble be extended, and will hospitality finally get back to normal, that and 20 plus other big, big question will have to be addressed and answered over the ensuing months. As a prediction I believe COVID will be with us for a long time yet, although I doubt, we will see too many major close downs in the near future like we experienced in the first quarter of last year. Unfortunately, it is not the dreaded COVID that will close us down it is the complete lack of qualified staff such as Chefs and experienced short order cooks that will prove our ultimate demise. The Norfolk Lounge goes through a mountain of food each week, all of it has be diligently prepared, cooked and serve to literally hundreds of Members, their guests and members of the Public. It is estimated that there is a shortage circa of 100,000 staff within the hospitality industry nationwide and we are affected no more or less than our next-door neighbors who are going through his or her own struggles. Our long-term plan was to reopen 6 maybe 7 days a week at the beginning of summer and a new menu was to be developed more aligned to the warmer months. At the moment with our current level of staffing shortages we will be lucky to have the restaurant open Friday through to Sunday and a severely reduced Bar Snack menu. We do have a plan B, we don’t like it, but it is the most practical solution while we continue to struggle to find qualified staff. A schedule amending operating days and hours has been finalized, a different food type has been planned and some of the old favorites have been temporarily put on hold. It is all about minimizing options and maximizing service, so we apologize if anyone is inconvenienced by the changes. While the above are contingency plans only it is important that members know and understand what is happening in and around their Club – as we are trying to operate on a no surprise policy. Just an opinion or perhaps a different point of view The other day I had to fill the car with petrol, it is not my car, it’s a foreign job, you know the one with the indicators and the washers on the opposite side to a New Zealand manufactured car. OMG, I have spent the last week washing the window screen every time I wanted to make a right-hand turn. Do you know how bloody annoying that is, but wait it gets worse? After pulling into the petrol station to fill up the other day I spent at least 15 minutes (well it seemed like it) trying to find the button to release the petrol cap, only to discover that not only it was on the wrong side of the car but was a pressure release cap – you just poked it and it sprung up. Starting to get a little testy, I had opened the flap to the tank, taken the cap off and placed it delicately on the roof then had to leap back in the car because the fuel lines were too short, drive across two lanes because I was on the wrong side to fill-up only to have to walk back and embarrassingly pick-up the petrol cap off the forecourt – bugger. Did I mention that it gets worse – well I had also unintentionally pulled up at the pump that only operates using a credit card. While I know that’s not totally new technology, I had successfully avoided ever using that system previously. I pulled out the pump, inserted my credit card and waited, and waited and waited, nothing happened, I tried again – nothing happened. As a last resort I read the bloody instructions and managed to fill up – glory be to God, another hour of my life wasted. This whole exercise seemed to take like, ‘AGES’ however I actually do confess that was a bit of exaggeration. BUT what really got up my nose was the guy in the service station, nice and warm snuggled up with his personal heater in a closed off glass surrounded soundproof office, his nose stuck in the newspaper sipping coffee. I don’t think he even gave me a sideways glance. What the hell has happened to “Customer First”, it seems to me that the big corporates are spending squillions trying to disassociate themselves from their customers under the guise of technological changes, security measures and an improved customer connection. YEAH RIGHT I can no longer cash a cheque – I cannot go to the bank in my lunch hour because it’s their lunch hour - any money left over from my Aussie holiday I cannot convert to kiwi dollars because banks don’t hold or trade in foreign currency – even going to Maccas or KFC I have to pre order on a machine because the staff don’t want to talk to me unless it is to upsize the fries, WTF the world is going crazy. We are in the hospitality industry, we train to be hospitable, you are our focus, you are our purpose in life (well nearly) we want to make you happy. I can see it now under the new corporate structure, you grab you chilled glass from the fridge, place it under the tap of your choice, run your credit card through the zip zap and then the tap pours your favourite tipple as soon as you hit enter. You could say you would never be disappointed, there is no headache or bad hair days to contend with. The conversation will be severely limited and zero gossip, staff will not comment on my sense of fashion, they won’t care if I did not wear underarm charm today or for the whole week for that matter. And last but not least I will never ask the tap for a date – technically advanced, security from over pours or mistake (customers never wrong) and improved customer connection – well maybe! I am simple person I don’t want much, staff can even be rude to me, I won’t mind, down with Customer Service, all I want is the ham on my omelet diced and more than $20 bucks out on eftpos, is that too much to ask for. Minutes of the 105th Annual General Meeting of the Napier RSA held in their Clubroom at 34 Vautier Street, Napier at 10.00am on Sunday 27 June 2021 Call to order and members asked to ensure their cell phones were either switched off or on silent. The CE made members aware of the OSH regulations and pointed out the fire exits in the unlikely hood of a fire alarm activation. Welcome: The President Mr. John Purcell welcome the members to the 105th AGM of the Napier Returned and Services Association. A moments silence was observed for those members who has passed during the year and the ODE was recited in Te Reo by Mr. Haami Hilton and in English by Mr. Brian Strong. S Hodges/S Hawthorne Unanimous Minutes of the 104th AGM: Moved as a True and Written record B Strong/T Hammond Unanimous Matters Arising: No matters Arising. Presidents Report: Moved the Presidents report be accepted as tabled. M Baillie/A Williams. Unanimous Addendum to the Presidents Report Members, let me say it has been a pleasure to serve this RSA over the last 12 months and I look forward to the next 12 months. Due to COVID it hasn’t been easy and most of you will by now know that we have posted a net profit of just under $350,000 which has been due in main to the government subsidy. We have to remember that next year the financial report maybe vastly different. As I stated in the body of my report, COVID has changed the dynamics in how we operate our Club today. The Hospitality trade across the board is having trouble recruiting and retaining staff, this is no different to our Club and should it continue, it will reflect negatively in our financial report next year. To the Executive and those who have been co-opted I thank you for your past service to the Napier RSA, your insight and experience has been invaluable, thank you. I wish to commend all those who have put themselves forward for the elections this year and wish you well, this is all about democracy in progress. I would especially like to thank Kay, Tracy, Anne and all RSA/TRIO Staff for loyalty and dedication throughout the year. CE Report Moved that the CE Report be accepted as tabled. S Hodges/B Barclay Unanimous No discussion Financial Report Moved the Financial Report be accepted as tabled B Jordan/B Russell Unanimous The CE reported that he had only received the final sign off of the Financial Report at 2.30 on Saturday and then had to immediately go to print so advised the member that they had probably had more time to digest the content more than he had. The CE noted that it had been a tough year and sales were well done
and had it not been for the wage subsidy things would have been very different, particularly the restaurant which had a revenue decrease of almost a million dollars. Q. B Williams Why is the report so late? A C Williams Change of reporting standards and a far more comprehensive review. Q. B Williams We have 3 trading entities why are we not seeing 3 different sets of financials? A C Williams It was the Auditors decision to consolidate the different entities and we don’t have input on final layout. Q. G Barclay So we cannot determine which of our entities are making or losing money. A. C Williams No, however, I can assure the members the Taradale Tavern has contributed significant profit to the Napier RSA in the past 3 years. Q. B Williams Would like to see each entity reported separately in the future. A. C Williams Concur, hence the reason for keeping our options open for the appointment of auditor next year. Q. B Williams I note we have $1.1 million mortgage. A C Williams Yes, the debt relates to the Taradale Tavern which has an estimated value of $1.5 million and the Napier RSA is freehold Q B Williams Will we have to pay back the COVID payment. A C Williams I hope not however the RSA is fluid at moment within excess of $1 Million in bank. Q. B Williams You should not have to repay if you ticked all the boxes correctly. Q. B Williams Pages on Audit report not numbered. A. C Williams We do not have input into the formatting of the Auditors report. The Auditors started processing in May, the have added 12 pages of compliance that has caused considerable delay. Next year we will insist on a deadline 2 weeks prior to our AGM. Q. S Hawthorne If there is a delay in receiving the Auditors report why not delay the AGM. A. C Williams According to RNZRSA Rules and our constitution the AGM must be held in June. Election of Officers: Patron, Auditors and Committee Patron: Mr. Don Fraser was elected by the RSA Executive Committee at their monthly meeting by acclamation on Friday 25th June 2021. Auditors Request the appointment of Auditor be held over for the incoming Committee to investigate and appoint during the year. General Business The CE opened General Business and table the following items: I have items to be tabled in General Business, some items are info share and further comment will not be required or recognized. Some items may need further discussion, but I would prefer this be done at the end of my delivery as opposed to during my delivery. After these announcements, I will open the floor to the members to ask question relating to the above or continue on with any General Business. A Clarification Dorothy Paki resigned at her request, it was a surprise to the executive committee, but her decision was hers alone and she could not be persuaded otherwise. The RSA has just completed the most comprehensive independent audit in the last 25 years that I am aware of. Nothing was uncovered in this audit that was of any impropriety – either financial or otherwise. The Napier RSA did not purchase Dorothy a new vehicle as part of a farewell gift, she received her full entitlement in wages and any outstanding payments which were processed and authorized by a 3rd party person. Dorothy did receive a gift and best wishes on behalf of the executive committee and while her decision to leave was not entirely understood by the committee, it was reluctantly accepted. New appointment Napier RSA CEO Ms. Paki’s resignation was in two parts; firstly, she resigned as Managing Director of Trio Nominees which is the commercial trading arm owned by the Napier RSA which includes Taradale Tavern and the Norfolk Lounge Restaurant. Before my engagement was confirmed it was discussed with Ms. Paki who supported my appointment in principle based on my previous experience and as a former Director of Trio Nominees. When Ms. Paki decided, she did not want to continue in the role of CE of the Napier RSA I was again approached and offered the overarching responsibility as CE Napier RSA and Managing Director Trio Nominees. I accepted the position on the basis it would be a temporary appointment until a suitable candidate could be found. This appointment was neither discussed nor endorsed by Ms. Paki, and no time frames have been set for this changeover to be initiated, which could extend to 6 months or more or in fact sooner if that is the desire of the President and the Executive Committee. Anything you hear that is contrary to what I have just announced is simply not true and I hope you will advise anyone with a different interpretation that their version is false. Centenary Trust The Centenary Trust were invited to contribute to this year’s RSA AGM publication. Due to other commitments, they decline, however they advised that they had in hand in excess of $30,000 and they would go about their business as usual and update the Napier RSA as required $30,000 Funds raised for Australian Fire fighters for R&R in the Hawkes Bay hosted by the combined RSA’s. The following was received from Chief Superintendent Murray West, Commissioners Chief of Staff NSW Government Australia, who stated. “To complicate your very generous offer further, after consulting with our Managers of Professional Standards we are unable to accept this gift to our firefighters as it does not comply with our gifts and benefits policy. I apologize for not bring this to your attention earlier.” Representative of the Hastings, Napier & Taradale Clubs and Ken Cooper Superintendent NZ Fire Services Department Hawkes Bay met at the Napier RSA on Thursday 24 June 2021 to discuss the possible disbursement of the Funds raised on behalf of the Australian Firefighters locally. It was agreed between the parties that 3 options would be proposed for consideration by the RSA’s. Extracts from a letter received yesterday by Ken Cooper Area Commander NZ Fire Services
Fire and Emergency are doing a significant amount of work, protecting our people. However, with your help I believe we can provide a New Zealand first initiative. If we were to form a partnership and funding from your associations, we could achieve and make a significant difference in the lives of our firefighters and families. A NZ first project. - Giving firefighters and their families access to professional counselling in order to maintain their health. - Providing access to a range of health professionals that would ensure we deal with problems before they become significant. - Offering help to families of firefighters dealing with the effects of trauma - Providing an anonymous external way for firefighters to ask for help - via a website or “app” - Providing support for firefighters and families who have left FENZ however need our continued support. - Provide opportunities to bring speakers such as “Mike king” to Hawkes Bay and run seminars around wellbeing for our firefighters. - Commence work with our partners agencies to work with youth at risk of suicide. It is hoped that the RSA’s continue to pledge their support of our Fire Fighters and advise our members that all funds raised in Hawkes Bay will only be pledged in Hawkes Bay. Change to Restaurant Hours & Service An employment crisis means we will be required to amend cooking and delivery of some food types and restaurant hours in the Norfolk Lounge Restaurant and RSA Lounge Bar and a new menu during this crisis will replace the old one on the 1st of July 2021. Member can be assured we are actively trying to employ new staff all the time but due to the employment shortages there is a wage auction being conducted between prospective employees making the solution very difficult. We are actively advertising and as soon as we can employee and hold staff consistently over a period of time we can and will reopen with full services restored 7 days a week. Co Opting The RSA Executive Committee can at any point in time Co-Opt people onto the Executive Committee. This can be part of a special project or to include representatives of other likeminded groups within or outside this organization. Examples of this could be. Strategic planning committee RSA Women’s Section Delegate These appointments start and stop at the projects end or at the whim of the Executive Committee. Typically, it would be (depending on the appointment) at the end of a project or at the time of the AGM or reelection of officers. For several years the RSA has enjoyed the company of the Women’s Section President as a valuable member of the Executive Committee. This year it decided not to CO-OPT anyone onto the Committee at the beginning of the newly elected period and wait until later in the year to Co-Opt as and when required to give the Committee the greatest number of options available to them. Air Differences The AGM is not a platform for airing personal grievances between Members and Employees. We welcome healthy and robust debate that is positive and helps the Club move forward. The thing that sets us apart from Pubs etc. is that we have a process in place for handling bad behavior and disputes and insist that any member of the Club or employee of the Club use that process to resolve disputes or personal issues, the AGM is not the appropriate forum.
Additional General Business Questions/Comments Q. C Blundell Are staff paid the minimum or living wage. A. C Williams Minimum at moment with an all up staff meeting on Wednesday to look at wages overall. Q. B Williams Who are the Directors of Trio Nominees A. C Williams C Williams, A Woolrich & T Gempton Q. N Thompson: Why weren’t the Women’s Section advised prior to the closing of nominations that the Co-Opting of the Women’s Section delegate would not continue. A. C Williams I have been advised and reported the process not the reason why. Q. S Hawthorne ODE at 6.00pm incorrectly recorded. A. A Lawton It will be re-recorded correctly as urgently as possible. R Rowe The CLT provide young people financial support into the medical field. All funds raised through the sale of R & N Rowes book will be donated to the CLT. A Lawton Spoke to his report working with Council and wanting them to get on with plans that included the Roll of Honour, Water Feature and Eternal Flame under the guidance of the late Guy Natusch to meet the 2022 deadline as agreed between the parties. S Hawthorne Spoke of the plaques removed from the War Memorial included names of those that were killed in action had been missing 1957 days. C Williams Apologized for his initial flippant remarks in response to Noela Thompsons question about Co-Opting onto RSA Executive Committee Q. B Stacy Distribution of Grants funds from RSA to Community very poor A.C Williams The RSA is deemed to be the community and they are under no obligation to distribute funds to the wider community under their Class 4a License. Having said that, they do pay a nominal amount to the Community however last year there were extraordinary trading circumstances and they more than contribute to the community via the Taradale Tavern. Q. B Williams Requested a schedule of grants from Taradale Tavern be posted in the Club or in the Club Magazine T Hammond Executive Committee Member, Tom Hammond spoke regarding the RSA Bar & Restaurant Staff. Tom made particular reference to how hard they all worked, sometimes in very stressful situations yet always managed to deliver. exemplary service to Members, their guest and associates. Mr. Hammonds comments found accord with those present and there was resounding applause. Meeting finish 11.02am * Some items on the agenda were not presented to the members in the order they are written.
