Project Objectives

Protect infrastructure – both land based and marine
structures resilience

Provide for community amenity – Beach, Promenade,
Green open space, marine reserve

Support and invigorate Northland Tourism
and enhance visitor experiences

Ecologically, it is reported that the surface of the
boulders, and the voids between the boulders will
provide habitat for marine invertebrates and kelps.
Areas compromised will be exceeded by the new
habitat created. Report references Tutukaka Marina
and Marsden Point reclamation.

Waterfront Modeling

▪ Tradeoff of breakwater height to beach size,
  modelling reviewed to ensure correct
  protection, and correct balance of structures.
▪ Sea rise, happening and will continue too,
  breakwater design has ability to be added
  onto in the future, to counter effects if
  needed.
▪ No intention to increase breakwater height
  above that proposed but design
  accommodates any long-term decisions
  around sea level rise.

Motumaire Island
Jennifer Hart, BECA

▪   No significant changes to beach and sand bar
▪   No build up of siltation inside breakwaters,
    sufficient tide movement to prevent static build up.
▪   General siltation not from new beach, stable beach,
    good heavy sands, groynes will just be from any
    current siltation.
▪   Improved storm water management from one new
    discharge point.

Te Ti Beach
John Papesch, Haigh Workman

▪   Foreshore movement, less than minor.
▪   Modeling shows a small movement of sand possibly build
    up on Western end and expected build up against the new
    groyne at Nihonui Pt on the eastern end of beach.
▪   Will not change the current ongoing erosion that is occurring
▪   Monitoring, have surveyed base data, beach is already
    changing, but measuring to that base data during
    construction and for minimum period of 10 years

consent conditions
Motumaire Island, no breakwaters attached, no
development on the island, no access onto island
during construction
Pest management plan already in place and a
requirement ongoing
Landscape assessment, requires three qualified
landscape architects sign off
Foreshore monitoring required for both Horotutu
Beach and TeTii Beach
Bonds to be in place for unforeseen maintenance
of the beaches
Harbormaster's approval

HAPU Involvement

▪   Kaitiaki for the Project, Agreed protocol
▪   Motumaire Island, respected and protected
▪   Cultural monitoring of the development both during
    construction and post construction monitoring
▪   Design input into promenade design
▪   Development of Maori Story on foreshore
▪   Development of ecological work, seeding of breakwaters,
    marine reserves concept.

Where have we done this before?
Te Hononga, Kawakawa

• Supported the local Hundertwasser Trust and Ngati Hine to
  raise $3.5m from PGF, plus a further $3m from other funders.

• Secured multiple landholdings.

• Protect managed the development throughout from concept
  design through to completion, plus coordinated / supported
  all local engagement.

Where have we done this before?
Bay of Islands Airport, Kerikeri

• Development of a new terminal fit for purpose to
  accommodate the increase in air traffic from 60,000 to
  120,000. New check in facility, future proofed for security
  screening, café and internal car hire booths and internal
  baggage handling.

• Saved ratepayers, through raising funds from PGF and others,
  the amount of $3.75m.

• Awarded Architectural design award.

• Input to design from Ngati Rehia and Snow Tane Te Roroa

Rewas Village / Te Ahurea

Kororipo Heritage Basin in Kerikeri

• Supported Ngati Rehia in raising $2 million from PGF for
  revitalisation of Rewa’s Village

• Project managed the development from concept design to
  completion including a new jetty and pontoon

Manea Footprints of Kupe

▪   Supported Te Hua O Te Kawariki Trust in raising $8.5m from
    PGF/Foundation North and Lotteries

▪   Project managed the development throughout from concept
    design through to completion, plus coordinated/supported
    all local engagement. A community/iwi led initiative,
    providing a unique tourism offering that will attract people to
    the Hokianga and generates 16 full time jobs

▪   Supported the local Parahirahi Ngawha Waikari Trust to
    raise $4.5m from PGF and Foundation North.

▪   Project Managed the development throughout from concept
    design through to completion.
