      Continuity of Services

GUIDING PRINCIPLES FOR PROVIDING EDUCATIONAL SERVICES
In order to provide educational services for the 2021-2022 school year, the South Dakota
School for the Blind and Visually Impaired (SDSBVI) has created a plan that utilizes South Dakota
Board of Regents (SD BOR), South Dakota Department of Education (SD DOE), South Dakota
Department of Health (SD DOH), and Center for Disease Control recommendations to ensure
the safety of its staff, students, and families. As statewide and local COVID-19 public health
needs change over time, it is critical for SDSBVI to plan for a variety of learning scenarios for the
2021-2022 school year. Multiple factors will be considered as preparations are made to start
the school year, including community health needs, student and employee safety, operations,
and teaching and learning strategies. As impacts of the COVID-19 pandemic evolve, the SD
DOH, SD DOE, and the SD BOR will continue to provide updated guidance and
recommendations to the school on navigating the academic, social, and emotional effects on
students and employees.

ASSUMPTION OF RISK
The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World
Health Organization. COVID-19 is extremely contagious and is believed to spread mainly from
person-to-person contact. As a result, federal, state, and local governments and federal and
state health agencies recommend social distancing and have, in many locations, prohibited the
congregation of groups of people.
The South Dakota School for the Blind and Visually Impaired has put in place preventative
measures to reduce the spread of COVID-19; however, the school cannot guarantee that
individuals will not become infected with COVID-19. Further, school attendance could increase
the risk of contracting COVID-19.

PLANS AND SCHEDULES
South Dakota schools are required to have plans in place to ensure continuity of educational
services should the state’s COVID-19 metrics change significantly, requiring additional
restrictions to control the spread of the disease.
Plan A: Traditional Learning Delivery:

   •   School facilities are open; all students may be in school at the same time
   •   In-person instruction with traditional activities scheduled
   •   The use of face coverings and personal protective equipment (PPE) requirements are
       optional

Plan B: Traditional Learning Delivery with Modifications:

   •   Least restrictive plan with social distancing recommended for staff, students, and
       visitors
   •   School facilities are open; all students may be in school at the same time with social
       distancing used when necessary
   •   Traditional instruction with preparation for Blended Learning Delivery
   •   The use of face coverings and personal protective equipment (PPE) requirements may
       change during this phase

Plan C: Blended Learning Delivery (maintaining social distancing and face coverings when social
distancing is not practical):

   •   More restrictive plan
   •   School facilities are open but social distancing is required to a greater extent
   •   Limit density of people in school facilities at one time
   •   Enhanced health protocols
   •   Blended Learning for all students
Plan D: Remote Learning Delivery:

   •   School facilities are closed; limited number of students or employees in school buildings
   •   Remote learning for all students based on remote instruction plans

INSTRUCTIONAL PLANS / IEP DEVELOPMENT / EVALUATIONS
Plan A: Traditional Learning Delivery:

   •   Teacher / Case Teacher
          o Instruction, planning, and scheduling as normal
   •   Related Services (SLP, SLPA, OT, PT, Counseling)
          o Follow outside entity protocols
          o Sanitize work surfaces, chairs, and learning materials as normal.

Plan B: Traditional Learning Delivery with Modifications:

   •   Teacher/Case Teacher
          o Traditional instruction will be the primary focus with integrated remote
              education during the school year so that students are familiar with using their
              remote learning platforms if school plans need to modified.
          o Teachers, and all others involved, will allow the option for virtual meetings.
              Examples include, but are not limited to, all attendees attend virtually, school
              staff meets in large conference room which allows for social distancing with
              parents and outside agencies joining remotely, or case teacher and one parent
              meet in conference room and all other attendees appear remotely.
   •   Related Services (SLP, SLPA, OT, PT, Counseling)
          o Time between sessions will be allowed to sanitize work surfaces, chairs, and
              learning materials.
          o Therapist will pick up and return student to classroom.
          o PPE equipment will be utilized as per outside entity protocol.

Plan C: Blended Learning Delivery:

   •   Teacher / Case Teacher
          o When a blended learning delivery system is needed, alternate days of school for
             students will be implemented. SDSBVI may alter operating schedules to
             maximize the amount of time that students and staff may be on campus, by
             reducing the total number of people on campus at one time. Non-attendance
             days will be used for sanitizing the school.
          o On days when students are not in the classroom, teachers and/or IAs will meet
             virtually with the students to reteach materials from their general education
             classes, as well as address IEP goals and service minutes.
          o Teachers will set up virtual instruction to address IEP goals and reteach material
             when students cannot be physically present in the classroom.
          o Teachers will create electronic, braille and/or paper copies for students who
             need it when learning transitions to blended learning delivery.
          o Teachers will have set virtual office hours for students who need extra
             assistance.
          o When blended learning is used, the instructional needs of the students will
             determine the type of platform utilized. (e.g. some students will be able to use
             Google Classroom and/or materials online, while others will need paper copies,
             task baskets, and/or choice boards).
          o Staff will provide accommodation and/or modifications for students on IEPs,
             when virtual learning instruction is used in the general education classroom.

o Alternatives to school attendance will be considered for those students who are
              medically fragile. The IEP team will determine the needs for each student.
   •   Related Services (SLP, OT, PT, Counseling)
          o If unable to meet in person, SLPs will set up virtual sessions to meet with
              students.
          o Some students will come into the school building to work one-on-one with the
              therapists. This will be determined by the IEP team.
          o Some OT and PT students will be served through tele-therapy. Other students
              will go to Sanford or Avera for testing and services.

Plan D: Remote Learning Delivery:

   •   During remote learning, members of the IEP team will:
          o Approach with an attitude of caring and compassion for everyone
          o Continue to maintain safety and well-being of students, families, and staff as the
              top priority
          o Maintain connections between school staff, students, and families
          o Ensure compliance with IDEA while offering educational programs
          o Provide services differently in these unusual circumstances than when school is
              fully operational
          o Provide accommodations and services remotely
          o Provide a sense of structure, routine, and predictability in a time of change for
              students and families
          o Teachers and related service staff will provide accommodations and
              modifications to general education curriculum, learner specific materials, and/or
              take-home learning packets)
          o In circumstances where an IEP team meeting may need to be convened during
              this time or when IEP teams are not able to meet in person due to health and
              safety considerations while schools are closed, case teachers will convene IEP
              team meetings telephonically or virtually.

CAMPUS ACTIVITIES
On and off campus activity schedules will return to normal. Should SDSBVI find it necessary to
reschedule, cancel, or modify event due to COVID-19 outbreaks, stakeholders will be notified as
soon as possible. SDSBVI will attempt to maintain our regularly scheduled activities and
events, but will modify our schedule and requirements for attendance on a case-by-case basis
to ensure the safety of our staff and students.

STUDENT AND STAFF HEALTH AND SAFETY
This health and safety section is extensive but not exhaustive. National, state, and local
guidance will be consulted for the most up-to-date requirements and recommendations.
Student and staff attendance information will be taken into consideration when making plan
decisions.

SOCIAL DISTANCING AND MINIMIZING EXPOSURE

   •   Face coverings are optional.
   •   Opportunities for sustained exposure (15 minutes or more) will be minimized by
       ensuring sufficient social distancing with at least 3 feet apart between people whenever
       possible and needed.
   •   Nonessential visitors and activities involving external groups or organizations will be
       held as normal, unless conditions warrant a change in current policy.

CLEANING AND HYGIENE

   •   Hand sanitizer will be provided throughout the building, in the cafeteria, and in every
       classroom for use by staff and students.
   •   Adequate supplies to support healthy hygiene behaviors (e.g., soap, hand sanitizer,
       paper towels, and tissues) will be available.
   •   Hand sanitizer dispensers will be systematically and frequently checked and refilled.
   •   Handwashing with soap and water for at least 20 seconds and/or the safe use of hand
       sanitizer will be taught and reinforced by all staff.
   •   Handwashing during key times such as: before, during, and after preparing food; before
       eating food; after using the toilet; after blowing your nose, coughing, or sneezing; and
       after touching objects with bare hands which have been handled by other individuals
       will be encouraged by all staff.
   •   Staff and students will be encouraged to cough and sneeze into their elbows, or to cover
       with a tissue. Used tissues should be thrown in the trash and hands washed immediately
       with soap and water for at least 20 seconds.
   •   Frequent handwashing and sanitation breaks will be incorporated into daily classroom
       activities.
   •   Time will be allowed between activities for proper cleaning and disinfection of high
       contact surfaces.
   •   A schedule will be established for performing ongoing and routine environmental
       cleaning and disinfection of high-touch areas with an EPA approved disinfectant for
       SARS-CoV-2 (the virus that causes COVID-19), and increasing frequency of disinfection
       during high-density times and disinfecting all shared objects between use.

•   Sharing of personal items and supplies such as writing utensils will be discouraged.
   •   Students’ personal items will be kept separate and in individually labeled desks, cubbies,
       containers, or lockers.
   •   The use of classroom materials will be limited to small groups and disinfected between
       use or adequate supplies will be assigned to an individual student.
   •   All non-disposable food service items will be handled minimally and washed with hot
       water and soap or in a dishwasher. Disposable food service items such as plates and
       utensils may also be used.
   •   The shared use of soft or other items that cannot be easily cleaned and disinfected,
       (e.g., furniture, stuffed toys, clay) will be avoided.

MONITORING FOR SYMPTOMS
Conducting regular screenings for symptoms can help reduce exposure. Staff and students are
encouraged to self-monitor for symptoms such as fever, chills, shortness of breath, difficulty
breathing, new cough, loss of taste or smell, nausea, vomiting, or diarrhea. If a student or staff
member develops symptoms, while at school, he/she must notify a school nurse or school
administrator immediately. SDSBVI staff will assist in the monitoring of students’ symptoms
while students are under our supervision and will communicate their findings with the school
nurse and school administration.

Personal Protective Equipment (PPE)

   •   All staff who use PPE must be trained in proper use with assistance provided by health
       services personnel.
   •   Wearing PPE is optional. However, the CDC does recommend its use in certain
       situations for unvaccinated people at this time.
   •   Routine/non-COVID-19 PPE is not outlined in this plan but should be continued as per
       health protocols.
   •   Questions about PPE use will be addressed by the school administration.
   •   Remember, PPE is one safety measure in a hierarchy of safety measures.

OPERATIONS: CLASSROOM AND DORM SAFETY
       Classroom and Dorm Safety will resume as normal, but may be modified by using the
       strategies listed below as countermeasures to prevent further exposure within the
       facility.
           o Seating/desks will be arranged to allow for maximum physical distancing. CDC
                 guidelines recommend at least 3 feet apart when feasible.

o Desks will be turned to face the same direction (rather than facing each other),
         or have students sit on only one side of tables while spaced apart.
       o Physical barriers, such as sneeze guards and partitions, will be installed in areas
         where it is difficult for individuals to remain at least 3 feet apart (i.e., reception
         desks).
       o Each child's belongings will be kept separated from others' belongings and in
         individually labeled desks, containers, cubbies, or floor areas.
       o Students and staff will be encouraged to bring clear water bottles from home.
       o Students will not be allowed to share water bottles.

OPERATIONS: SIGNAGE

•   Signage will be posted at the main entrance requesting that people who have are
    symptomatic do not enter the building.
•   Signage will be posted at the main entrances and in key areas throughout school
    buildings and facilities to communicate the schools operating protocol.

OPERATIONS: CLEANING, DISINFECTING, AND SANITIZING

•   A schedule will be established to perform ongoing and routine environmental cleaning
    and disinfection of high-touch areas with EPA approved disinfectant for SARS-CoV-2 (the
    virus that causes COVID-19).
•   Cleaning processes will be monitored with an accountability system to ensure the
    cleaning and disinfecting schedule is being followed.
•   Procedures will be developed to ensure safe and correct use and storage of cleaning and
    disinfection products, including securely storing and using products away from children,
    and allowing for adequate ventilation when staff use such products.

OPERATIONS: USE OF SCHOOL BUILDINGS OR FACILITIES

•   The use of indoor and outdoor facilities for non-educational related activities will
    resume as normal. In the event of an outbreak, SDSBVI may suspend access in order to
    reduce the possible spread of COVID-19 and to allow opportunities for sanitization of
    the facilities during the evening and weekends.
