Property was a reflection of the whole:

• Inward looking and disconnected from the City – a walled retreat
• Old, unfit for purpose facilities with high levels of deferred
  maintenance liability
• Inefficient, inflexible and inappropriate buildings and teaching
  spaces
• A dispersed and non‐integrated city campus
• Non‐effective space scheduling and timetabling, low utilisation
• Tertiary Advisory Monitoring Unit risk profile had Wintec at 64%
  of asset productivity (revenue to fixed assets), while the sector
  average was 85%

As we understood the future in 2002 :

• E‐learning ‐ increasingly significant, flexible delivery offerings will
  increase participation.
• Life‐long learning – rapid social and technological changes will
  necessitate life‐long learning to prepare people for a changing work
  environment.
• Individual and customised learning ‐ responding better to how
  students learn. Teaching staff becomes facilitators, guiding
  students.

• Learner/Student centred – a learner/student‐centred model offers
  learning anywhere, addresses what do students need to learn and
  raises questions about what a campus might look like
• Choice – greater access means greater choice for students, greater
  competition between institutions but also potential for alliances.
• Flexibility – future space requirements will focus on general,
  flexible space capable of quick and easy reconfiguration
