RFQ: Auto Body Repair Services
Purpose of the RFQ
The Town of Leland, North Carolina invites qualified vendors to submit a qualification proposal (the
“Proposal”) in accordance with North Carolina Statutes to provide professional, timely, and high-quality
auto body repair services (“Services”) for its various models of Town-owned and operated vehicles. A list
of existing Town-owned vehicles is attached hereto as Exhibit E and incorporated herein by reference.
The number, make, model, and composition of vehicles may change without prior notice.
The Request for Qualifications (“RFQ”) is available on the Town’s web site at www.townofleland.com.
AllProposals must be received by 4:00 PM on October 22, 2021. Late submittals will not be accepted.
YourProposal may be emailed, hand delivered, or mailed to the Town. Electronic submissions should be
in asingle PDF file. You should confirm receipt of your mailed or emailed Proposal by emailing the

The Town of Leland reserves the right to accept or reject any and all Proposals, waive technicalities, and
make decisions as it deems in its own best interest. This RFQ does not obligate the Town to pay any cost
incurred by proposers in the preparation and submission of a Proposal nor does it obligate the Town to
accept or contract for any expressed or implied services.
Questions regarding the Proposal specifications should be directed to Wyatt Richardson, Operation

submission deadline for this RFQ.
Section I: Scope of the Project
Purpose and Need The Town of Leland (“Town”) is seeking qualification Proposals from highly
experienced and professional vendors specializing in auto body repair for a variety of makes and models
of Town-owned and operated vehicles.
Background Information The Town’s automotive fleet consists of automobiles, light-duty, medium-
duty, and heavy-duty trucks, SUVs, and emergency response vehicles for the Town’s police and fire
departments. With a fleet of close to 100 units, it is necessary for the Town to be able to work with
qualified vendors that can provide auto body repairs to its various fleet vehicles in a timely, high-quality,
and cost-effective manner.
Scope of Work The Town is requiring prospective vendors to complete the Specification Questionnaire
found in Exhibit A, attached hereto and incorporated herein by reference. The questionnaire will be

used to evaluate and select qualified vendors and as a result, multiple vendors may be selected as being
qualified.
Pricing Structure All Proposals must include a completed Price Proposal in the form depicted in Exhibit
B, attached hereto and incorporated herein by reference.
Section II: Ability to Complete the Work
Body Repair and Painting The proposer must be able to provide auto body repair and painting
services for transit vehicles and equipment, to include but not be limited to general body repair, dent
repair, component replacement for exterior/interior body components including lighting and wiring
components, collision damage repair, glass repair/replacement, painting all or portions of vehicle
bodies, and other repair services. In the event that vehicle decals are damaged, the proposer will
obtain new decals from the Town’s decal provider and apply new decals to the repaired vehicle. Decal
removal and installation are to be included in the repair estimate. All bodywork will receive at least
three coats of primer: two (2) during bodywork repair, and a minimum of one (1) during the painting
process.
General Shop Requirements The proposer’s body shop must meet the following minimum
requirements:
• Ability to perform complete body repairs, as well as paint vehicles and equipment.
• Maintain a paint booth that is in legal compliance with all applicable laws.
• Maintain a secure storage area for all Town-owned vehicles.
• Possess a MIG and TIG welder or other electric spot-welding equipment for body welding. Gas
welding is not acceptable. The proposer shall ensure that the vehicle computer systems are
disconnected from the vehicle before any welding is done. The proposer is to replace, at his/her
expense, any vehicle on board computers damaged by not disconnecting the computers before
any welding operations.
• Be available during normal business hours Monday through Friday, 8:00 AM to 5:00 PM and
respond timely.
Estimate Process Requirements The proposer will provide estimates for body repair and painting on
an as needed basis as requested by the Town. Estimates shall include, at a minimum, the following:
• Make, model, and mileage of vehicle
• License plate number, VIN, and Town asset numbers
• Conspicuously state if the estimate is in relation to an incident and note the incident report
number and the date the incident occurred
• An itemized list of the description of work to be performed
• The estimated number of labor hours required to complete the task
• An itemized list of parts and paint materials costs
• All incidentals or miscellaneous shop supplies and charges shall be included and priced
accordingly

• Sales tax and total repair estimate
• An approximate schedule to complete the repairs after receiving a notice to proceed
• If applicable, any recommendations for future repairs
• All estimates shall be based on applicable industry standard Collision and Estimating Reference
Guide(s) used by insurance appraisers. Proposers shall provide the name and version of the
guide or software used.
Prior to any repair, the proposer and the Town’s Fleet Manager (FM), or his/her designee, will review
the estimate and confirm that the estimate includes an accurate description of the vehicle condition.
All repair estimates must be approved, in writing, by the FM, or his/her designee, prior to repair work
being performed. Repair work shall not be deemed authorized until a notice to proceed is received in
the form of a purchase order. Proposer will assume full liability and responsibility for all vehicles and
contents (including radios and other installed equipment) placed in its custody by the Town, pursuant
to the Town’s contract(s) with the selected Proposer(s).
Warranty The proposer shall specify warrantable periods for materials and work performed.
Unsatisfactory repairs include, but are not limited to, paint swirls, fish-eye blemishes, mismatched
paint color, buffer burns, as well as any other defects and/or imperfection in body work or paint finish.
Performance Response Time is of the essence in returning Town vehicles to service. The successful
proposer agrees that work assigned under contract shall receive priority over other work in its shop,
unless specific prior approval has been obtained from the FM, or his/her designee.
Section III: Method of Evaluation
General Considerations
Proposals will be evaluated with respect to criteria specifically developed to examine the technical
competence and suitability of a prospective company. The Town will only award the contract to a
responsible bidder as determined by the information provided in the proposal. The Town may also use
information other than that provided by the company in its evaluation. Review criteria will include, but
not be limited to, the following:
• Company location
• Provision of deliverables and documentation as stated throughout the RFQ
• Financial stability of the company
• Company experience with auto body repair services
• Satisfactory record of performance in similar work
• References
• Ability to meet all insurance requirements
All Proposals will be evaluated using the following weighted score, however, additional information may
be considered by the Town:

• Companies located within a fifteen (15) mile radius of Leland Town Hall are preferred.
o Points 0 - 10
• Responsiveness of the written Proposal to the purpose and scope of service, completeness and
clarity of all required information, and any supplemental information provided by the company
that will demonstrate the quality of services.
o Points 0 - 20
• Ability, experience, financial resources, and history of successfully executing the type of work
outlined in this RFQ; ability to meet projected deadlines; professional judgment, efficiency, and
experience performing similar work; location, character, integrity, and reputation of the
company.

Selection Procedures
The Town may invite proposers to be interviewed before making a final selection. If the Town desires to
interview a proposer, the Town will notify the proposer of the time and date of the interview. The
selected proposer will negotiate with the Town on fee and contract conditions. If, in the Town’s sole
discretion, a reasonable fee cannot be agreed upon, the Town may proceed to select another proposer.
Insurance and License
The selected proposer must maintain adequate insurance for the duration of the contract contemplated
by this RFQ. The cost of such insurance shall be paid by the selected proposer. Insurance shall meet or
exceed the following coverage limits unless otherwise approved by the Town Manager, or his/her
designee, in writing:
• Workers’ Compensation coverage as required by the State of North Carolina. If you do not carry
Workers’ Compensation coverage, you will need to complete an Independent Contractor Form.
• Comprehensive or Commercial General Liability: $1,000,000 combined single limit per occurrence
for bodily injury, personal injury, and property damage, or an amount the company and Town
agree is satisfactory. The Town must be both named and endorsed as an additional insured on
this policy.
• Automobile Liability: $1,000,000 combined single limit per accident for bodily injury and property
damage, or an amount the company and Town agree is satisfactory.

Section IV: Additional Information and Notifications
No Gratuities Proposers shall not offer any gratuities, favors, or anything of monetary value to any
official or employee of the Town for the purpose of influencing this selection. Any attempt by a proposer
to influence the selection process by any means, other than disclosure of qualifications and credentials
through the proper channels, will be grounds for exclusion from the selection process.
All Information True By submitting a Proposal, proposers represent and warrant to the Town that all
information provided in the Proposal is true, correct, and complete. Proposers who provide false,
misleading, or incomplete information, whether intentional or inadvertent , may be excluded.
Interviews After the initial evaluation of the statements of qualifications, proposers will be notified of
their status in the selection process. If interviews are initiated, they will most likely focus not only on the
proposer’s approach but also on an appraisal of the team members who would be directly involved in
the work contemplated by the RFQ.
Inquiries Proposers are admonished to refrain from contacting the Town Manager, Mayor, or Town
Council members regarding the progress of the selection process. Proposers will be contacted when it is
appropriate to do so. All process inquiries shall be directed to Wyatt Richardson, Operation Services
Director.
Cost of Response Proposals All costs incurred by proposers in preparation and submittal of Proposals
shall be the responsibility of the proposer. In no event shall the Town incur any costs associated with the
submission of a Proposal in response to this RFQ.

Contract Negotiations This RFQ is not to be construed as a contract or as a commitment of any kind. If
this RFQ results in a contract offer by the Town, the specific scope of work, associated fees, and other
contractual matters will be determined during contract negotiations with the selected proposer(s).
No Obligation The Town reserves the right to: (1) evaluate the proposals submitted; (2) waive any
irregularities therein; (3) select candidates for the submittal of more detailed or alternate proposals; (4)
accept any submittal or portion of submittal; (5) reject any or all Proposals, should it be deemed in the
Town’s best interest; or (6) cancel the entire process associated with this RFQ for any reason or no
reason in the Town’s sole discretion.
Section V: Submittal Instructions
Contents of Proposals
Your Proposal may be emailed, hand delivered, or mailed to the Town. Electronic submissions should be
in a single PDF file. You should confirm receipt of your mailed or emailed Proposal by emailing the
Operations Services Director via the contact information in the Purpose section of this RFQ. A table of

contents with corresponding page numbers shall be included for easy reference to the material
contained within. Proposers are not required to submit bound hard copies of the Proposal. The
following information must be included in the Proposal:
Introductory Letter Provide a brief history of the proposer’s company, including a general statement
of the proposer’s interest in providing the services to the Town and any other information that the
proposer deems relevant as to why the proposer deems itself best suited to provide services to the
Town.
Letter of Transmittal Provide a transmittal letter with authorizing signature for the Proposal. The
letter must briefly summarize the proposer’s ability and willingness to perform the services required by
the RFQ. The letter must be on the form as provided in Exhibit C, attached hereto and incorporated
herein by reference.
References Provide a list of three (3) references on the form as provided in Exhibit D. The Town is
particularly interested in contacting any existing or past governmental or fleet vehicle clients.
Price Proposal Provide a fully completed Price Proposal on the form as provided in Exhibit B.
Response Instructions
You should submit one original paper or electronic copy of your Proposal responsive to this RFQ clearly
labeled. Your Proposal must include all responses to the requirements contained within this RFQ and all
appendices must be completed in their entirety. The Town will receive responses to this RFQ
electronically or at the address set forth below until 4 PM on Friday, October 22, 2021.
