Pressures
(Queenstown,
2019)

91% of trips in Traffic jams are Unaffordable living
Queenstown are affecting is forcing workers to
currently by car Queenstown’s live out of town
                                             economic
                                       productivity, livability
                                       and visitor experience

Predicted population and tourism growth will make these problems worse unless
                                          travel patterns change.

▪ Difficult for the majority to get around Queenstown without a car

           ▪ Liveability – can’t live, work and play in the same neighbourhood
What we
heard in ▪ PT isn’t meeting needs of service industry workers- routes, times
2019
           ▪ Need to consider wider regional townships that contribute to
             traffic generation

           ▪ Service industry & lower wages are placing households under
             pressure

           ▪ Rapid growth is affecting schools (eg Shotover roll was set to
double within a couple of years)

           ▪ Air BnB results in a distributed accommodation network, brings
             challenges with visitor driver behaviour

           ▪ Better co-ordination and organisation is needed so that transport
             challenges don’t constrain growth

Park City, Utah, USA
        Population: 8,378 (2017)

                                                                           Transport Management
      Transport Demand Management Plan (2016)
                                                                           Associated (2016)

Themes

▪ Traffic congestion on “Gateway Corridors” should not reach levels that
inhibit economic development opportunities in Park City.

▪ Multi-modal approaches to traffic management will be necessary to
avoid traffic problems that put quality of life in conflict with economic
   and tourism priorities

Example strategies
▪ Free annual bus passes to over 40,000+ employees who work downtown
▪ Free shuttles around town
▪ Walking, cycling and rideshare strategies
▪ Real time information gathering and messaging of transport information

Note: In the US, measures are often funded through local taxes, sales tax and visitor levies)

Approach for Queenstown (2019)

  ▪ A TDM programme will be key to achieving change.

  ▪ One possible option is to set up a Transport Management
    Association (TMA).
        ▪ Wynyard Quarter TMA
        ▪ bus.com

strong willingness to participate and co-
  ▪ There is
    operate to address transport challenges

  ▪ Much is already happening eg NZ Ski operate shuttles (at breakeven) that
also move 500+ employees per day in the peak season; luggage logistics and remote
    check ins are being considered

                                                                              10
