Current Situation

Maewo: estimated 2,631 people / 746 households
             (17th August, NDMO Sit Rip #17)
 NDMO registration of people, and tracking of movement is ongoing
 No comprehensive assessment of needs carried out to date
 Shelter Cluster, VRCS, CARE Int and Save the Children continue supporting
 distribution of NGI and the construction of emergency shelters

Santo:       estimated 4,250 people / 1,000 + households

Current Situation - Santo
Ryan Smith scoping mission 14th – 17th August, consulting PWD, Provincial
Officials, NGOs, VRCS and affected communities.

Key findings:
 Santo was chosen by Ambae evacuees, as it has access to basic services,
 opportunity for work and other forms of income generation, such as markets,
 and availability of accessible land to purchase. Family and community
 connections to Santo were also a major influence in choosing to come to Santo.
There are potentially critical gaps in emergency support, including food, WASH,
 shelter and protection support for up to 300 households (up to 30% of the
 estimated evacuee population on Santo).
Comfort, dignity and safety were consistently noted as issues of displaced
 Ambae evacuees in Santo, after food, WASH and shelter needs.
Ambae evacuees are mobilizing as a community to coordinate self-registration
 of all Ambaeans across locations in Vanuatu and abroad.
Ambae evacuees are also working as a community to purchase communal land
 for relocation on Santo.

Key quotes from interviewees (anonymized):

 “On Maewo, Ambae evacuees are going there because of arrangements by
 chiefs, same language, and have asked for access to land there. It is chief-to-
 chief arrangement. People who have moved to Maewo probably have
 limited resources, next to nothing, so only option is go where government
 support is.”
 “I leave work at night, and I see people just sitting around outside. They
 don’t have anywhere to lay their head. Where some people are living is not
 safe, and it is without dignity or comfort.”
 When asked: “Why did you come to Santo?” one reply was:
  – “We want to be able to plant our gardens, be able to grow crops for ourselves
   and sell. Where would we plant our gardens on Maewo, and who would we sell
   our crops to on Maewo? We would be competing with Maewoans. Here (in
   Santo) there is a market, and there is access to all services, including stores,
   hospital, etc.”

 “Many female headed households since many men have earlier moved to
 cities like Luganville and Port Vila.”
 “Ambae evacuees have requested tents while they wait to build on land
 they purchased, or wait to purchase land.”
 “It is so hard not responding to them (Ambae evacuees), some are in
 situations that are not safe and there is lack of dignity for women and
 children.”
 “(The Ambae evacuees) could stay a longer time here (Luganville), possible
 that could add stress socially to host situations.”

Current Situation - Santo
Estimates regarding Ambae evacuees and land:

 10% of evacuees purchased land was purchased during the
 2017 evacuation, and Ambae evacuees have moved directly
 there this time.
 20% - 30% of evacuees purchased land sometime after the
 2017 evacuation and in the time period leading up to this
 current 2nd State of Emergency evacuation, and evacuees have
 moved directly there.
 60% - 70% of evacuees are in Luganville and are currently
 looking for land in Santo to purchase and settle there.

Current Situation - Santo
Given an estimate of 1,000 Ambae households on Santo, one interviewee
estimated:

 100 HH have moved to land purchased around the 2017 evacuation
 200 - 300 HH have moved to land purchased after 2017 and leading up to
 current SoE.
 –This does not imply that there isn’t need for humanitarian support.
 500 - 600 HH are currently being hosted in a variety of situations, from
 family homes, churches, indoor/outdoor spaces, etc. but have at least some
 kind of security and have come with some emergency shelter & NFI they
 received on Ambae.
 100 - 300 HH are described as have very little security, settling in open
 spaces, parks and other city or private property, with limited or no
 emergency shelter & NFI and some sleeping outside and exposed to the
 elements.

One long structure for the displaced community in Namumu. The structure basically sits right
next to the beach (potentially at risk of storm surges). Its unclear if there are partitions inside.

Recently arrived displaced community setting up their tarpaulins near Marino. They were
dropped off at this site at around 3.30pm and had to set up their shelter very quickly. It rained
that night, and it’s unclear if they managed to get all their tarpaulins set up in time

“A Maewo chief’s representative meeting
was held at Nakoro (Rasa Ulumanu’s
Nakamal) where Government cluster leads
were requested to attend.

This meeting was an avenue for Maewo
chief’s representative to understand each
clusters priority and how they can support
at their level.

Chiefs also mentioned the permanent
relocation land plots (Loloruku, Naruru and
Sanasom) and assured the Government
cluster leads that on-going consultation with
customary land owners is currently
underway.

In the interest of planning, Maewo Chiefs
gave until 16th September 2018 (Penama
Day) as the cut-off date for planning
purposes.”
