Message from the Minister
The South Australian State Government, through the Office
for Recreation, Sport and Racing, is committed to supporting
community sport and active recreation organisations in regional
South Australia.
The STARCLUB Field Officer Program is a partnership between
the Office for Recreation, Sport and Racing, 34 regional councils
and the Outback Communities Authority.
The Office for Recreation, Sport and Racing supports regional councils to employ STARCLUB
Field Officers who may work across several councils. STARCLUB Field Officers provide
club development support in regional communities, including facilitating relevant training
development programs.
STARCLUB Field Officers assist local sport and active recreation clubs and associations to
help them:
• Understand and comply with government legislation (i.e. child safe environments).
• Access resources and information that will help them to become better managed
and sustainable.
• Develop a strategic plan and have a clear vision going forward.
• Link with key national, state and local partners and stakeholders.
• Deliver quality programs.
• Develop the skills and competencies of club coaches and officials.
• Recruit and retain valued volunteers.
1The STARCLUB Field Officer Program is directly aligned to the Office for Recreation, Sport
and Racing’s successful STARCLUB Club Development Program, an online self-assessment
tool to help clubs become a place ‘where quality coaches and officials work alongside valued
volunteers in a safe and welcoming environment’.
To ensure regional clubs and associations receive the support they require, the government
has committed to provide three years of funding.
We know that sport plays a vital role in bringing people together, particularly in regional
communities. We are investing in the STARCLUB Field Officer Program because we want to
support regional areas in delivering better sporting outcomes for their communities.
