WELCOME TO SYS OUTDOOR HOUSE LEAGUE PROGRAM

On behalf of the Board of Directors and the staff of Stratford Youth Soccer, it is our pleasure to welcome
you and your family to what we hope will be an exciting and fun-filled 2019 outdoor season!

Included in the booklet is house league playing rules, the Club’s codes of conduct, concussion recognition
guidelines and general information. This information has been gathered and distributed to help coaches
better understand how Stratford Youth Soccer manages its outdoor house league program and assist with
any questions that you may have regarding rules and guidelines within the various age divisions. We have
been developing and changing our program to assist the athletes with their skill development, all the
while having fun while learning. Additional focus has been to offer a simplistic practice plan &
development guideline for our coaches, by providing examples of weekly practice drills and videos, as laid
out by Ontario Soccer – making it easier for the coach to plan their practices, while maximizing the
learning potential of the athletes.

We greatly appreciate your commitment to this year’s outdoor program and it is our sincere wish that all
our players (and coaches) have the opportunity to participate in an enjoyable and fun-filled season.

                                 INJURIES/CONCUSSION PROTOCOLS

First Aid /Medical

       If a child is injured during a House League session, the player’s parents are to be contacted and
        the child released into the care of a parent/guardian.
       Referees can call upon coaches/team officials to provide assistance in emergencies. Coaches can
        remove injured players from the field if it is safe to do so. Otherwise, players should not be
        moved until EMS help arrives. If in doubt, injured players should not be moved.
       Coaches should not attempt to treat the injury unless they have proper medical first aid training.
       Coaches are not authorized to administer any drugs and must ask the injured player for
        permission to assist them prior to doing so.
       Parents are responsible for obtaining medical opinions. Parents must show proof that a player
        can resume play if requested by SYS.

CALL 911 IMMEDIATELY IN THE CASE OF A MEDICAL EMERGENCY

Concussion

What is a concussion?

A concussion is a form of a mild traumatic brain injury that causes a temporary disturbance in brain
function, that occurs as a result of an extreme acceleration, deceleration or rotation of the brain within
the skull. Concussion does not have to result in a loss of consciousness. A concussion can happen with a
significant hit to anywhere on the body, if sufficient acceleration/deceleration/rotation is transmitted to
the brain, head or face – there may be no visible signs of a brain injury. Balance, reaction time and
cognitive skills can also be affected.

SYS Emergency Protocol – Suspected Player Concussion

A player showing any signs/symptoms as listed in the Concussion Recognition Tool below must be
removed from play immediately. All Coaches/Trainers are required to be familiar with the use of this tool
and follow the Club’s protocol without question. The player is not to re-enter the game or practice.

       In the event of a loss of consciousness call 911 for immediate assistance. Do not move the player
        unless absolutely necessary for safety reasons.
       Ensure that a member of the team staff stays with the player
       Notify any family members immediately if they are present
       The player must be evaluated by a physician prior to returning to play. Documentation from the
        physician is required. Average recovery period is 10-14 days, but can be sometimes longer.
       Gradual ‘Return to Play process’ as per Zurich Concussion guidelines -guided by physician.

CONCUSSION RECOGNITION TOOL (See Appendix 2 for Pocket Card)
RECOGNIZE & REMOVE – Concussion should be suspected if 1 or more of the following visible or non-
visible symptoms or errors in memory questions are present.

  RED FLAGS – If any of the following are reported – remove player safely and immediately, if able, from
  the field and seek medical attention (Call 911 or take to Emergency Department).

       Complaints of neck pain
       Increasing confusion or irritability
       Repeated vomiting
       Seizure or convulsion
       Weakness or tingling/burning in arms or legs
       Deteriorating conscious state
       Severe or increasing headache
       Unusual behaviour change
       Double vision

  1.   Visible symptoms of suspected concussion

       Loss of Consciousness or responsiveness             Loss of motion / Slow to rise
       Unsteady on feet / Balance difficulty               Grabbing / Clutching head
       Dazed, blank or vacant look                         Nausea / Vomiting
       Disoriented / Incoordination                        Bleeding from nose / ears
       Uneven pupils                                       Seizures or convulsions
       Sensitivity to light                                Deteriorating conscious state

   2. Non-Visible symptoms of suspected concussion:

       Confusion / Disorientation                        Inability to concentrate
       Complaints of dizziness / nausea                  Nervous / anxious / sad
       Complaints of pain / headache                     Tired / sleeping more or less than usual
       Complaints of blurred vision                      Easily upset or angered / emotional
       Complaints of light / noise sensitivity           Difficulty falling asleep
       Complaints of tingling / burning in arms & legs   Memory loss

    3. Memory Function – Failure to answer any of these questions correctly may suggest a concussion
             o ‘At what venue are we at today?’
             o ‘Which half is it now?’
             o ‘Who scored last in this game?’
             o ‘What team did you play last week/game?’
             o ‘Did your team win the last game?’
Any athlete with a suspected concussion should be immediately & safely removed from play, if able, and
should be assessed medically before returning to activity. Athletes with a suspected concussion should not
be left alone and should not drive a motor vehicle. REMEMBER…When in DOUBT, SIT THEM OUT!

PLAYER EQUIPMENT

Equipment Regulation

         All players must wear shin guards under their socks, or they will not be permitted to play
         All players must wear their team uniform with numbers printed on the back of the jerseys
         All players U6 and older should wear soccer cleats
         Long hair should be tied back away from face
A referee may, at his/her discretion, disallow a player to participate in a game, or at any time during the
game, if the referee determines the player’s equipment, jewelry accessory or medical support device
(such as, but not limited to, a cast, splint or brace) to be a danger to all participants of the game. Medic
Alert bracelets are allowed but must be taped.

THE GAME – Age Division Specifics

Senior Co-ed

    1.   2 x 20 minute halves, with a 5 minute break on a double header night.
    2.   2 x 35 minute halves, with a 5 minute break when only 1 game.
    3.   Teams will play 7 a-side (including goal keeper).
              If a team has 14 players the game will be 8-a-side
              If both teams have 13 or fewer players they will play 7-a-side

Under 13 Girls and Boys

    1. 2 x 30 minute halves, with a 5 minute break.
    2. Teams will play 7 a-side (including goal keeper).
            If a team has 14 players the game will be 8-a-side
            If both teams have 13 or fewer players they will play 7-a-side
    3. Coaches will ENSURE that all players have the opportunity to participate and develop equally in all
       positions, including a minimum of 2 different goalies per game.
    4. NO goalie shall play more than 30 minutes per game.

Under 10 Boys

   1. 2 x 25 minute halves, with a 5 minute break.
   2. Teams will play 7 a-side (including goal keeper).
       If a team has 14 players the game will be 8-a-side.
       If both teams have 13 or fewer players they will play 7 a side.
   3. Coaches will ENSURE that all players have the opportunity to participate and develop equally in all
      positions, including a minimum of 2 different goalies per game.
   4. NO goalie shall play more than 25 minutes per games.

Under 9 Girls

   1. 2 x 25 minute halves, with a 5 minute break.
   2. Teams will play 7 a-side (including goal keeper).
           If a team has 14 players the game will be 8-a-side.
           If both teams have 13 or fewer players they will play 7 a side.
   3. Coaches will ENSURE that all players have the opportunity to participate and develop equally in all
      positions, including a minimum of 2 different goalies per game.
   4. NO goalie shall play more than 25 minutes per game.

Under 8 Boys

   1. 2 x 20 minute halves, with a 5 minute break.
   2. The game ball will be size 4
   3. Teams will play 7 a-side (including goal keeper).
           If a team has 14 players the game will be 8-a-side.
           If both teams have 13 or fewer players they will play 7 a side.
   4. One coach per team is allowed on the field during the first 3 games only. Coaches must stay out
      of the play of the game. The referee can remove a coach from the field if they are interfering with
      the game.
   5. Coaches will ENSURE that all players have the opportunity to participate and develop equally in all
      positions, including a minimum of 2 different goalies per game.
   6. NO goalie shall play more than 20 minutes per game.

THE GAME – All Divisions
1. If one team has less players than the other opposing team, the opposing team will supply players to
   even out the numbers. Teams should always play games with equal number of players on each team.

2. Any games that are canceled will be played at the same time and place, on the following practice date.

3. Games will take precedence over practices.

4. Rain, thunder and lightning in your area of town doesn’t mean the weather is inclement where you are
   scheduled to play soccer. You should always show up for your games and practices, as they are not
   rescheduled due to rain. Games and practices for under 4 to under 13 players may be cancelled by the
   convener or the SYS Administrators due to severe weather such as lightning or flooded fields. Games
   and practices for senior players may be cancelled by the referees due to severe weather such as
   lightning of flooded fields. In the event that fields are closed due to flooding, SYS will attempt to
   email all families through email, however, there will be a notice posted on the front page of our
   website ‘Stratford Youth Soccer’ and it will also be posted to our Facebook page, so please refer to
   these sites for the most up to date information. Cancelled games will be played at the next practice
   date.

5. Abusive language and swearing will not be tolerated. Players will be shown the yellow card for
   dissent by word or action; if the referee feels the offense is of a more serious nature, a red card will
   be shown for using offensive, insulting or abusive language and/or gestures. Offending coaches or
   other officials will be asked to remove themselves from the game and the playing area. Spectators
   will be the responsibility of the coaches. Any effort to circumvent the referee’s decision will result in
   the abandonment of the game.

6. If the referee fails to show up for the game, the coaches are to agree on who is take over as referee.
   They could ask a parent or share the responsibility and each ref one half of the game. Please inform
   the referee scheduler of ANY referee that is absent.

7. TIE BREAKER FOR FINAL DAY STANDINGS:

              Winner between tied teams in league play
              Least goals allowed in all league games
              Goal differential in all league games – maximum 5 goal difference per game

THE RULES – Age Division Specifics

Under 13 Girls & Boys

   1. Substitutions can be made at a kick off, throw in or goal kick with referee’s permission.
   2. Offside will be called; foul throws will be taken by the opposing team.
   3. A player is offside if they are nearer their opponent’s goal line than the ball at the moment the
      ball is played, unless:
                     i. The player is in their own half of the field OR
                    ii. Opponents are nearer their goal line than the player is OR
                   iii. The ball has last been played by an opponent
      NOTE: A player level with the 2nd last defender is ONSIDE. A player cannot be offside if he
               receives the ball directly from a goal kick, corner kick or throw in. If a player is in an
               offside position but not interfering with the play, they should not be penalized.

   4. When the goalkeeper has the ball in his hands (in play), the keeper has 6 seconds before releasing
      the ball back into play.
   5. A foul committed by a player inside his own penalty area will result in a penalty kick. All other
      players, except the goalkeeper, must be behind the ball and outside the penalty area when the
      kick is taken.
   6. All opponents of the opposite team must be on the other side of the retreat line during a goal
      kick. They cannot cross the retreat line until a team-mate of the kicking goalie touches the ball or
      the ball crosses the retreat line.
   7. Although players frequently come in contact with each other, pushing or tripping are NOT
      permitted. In addition, un-sportsman like behaviour such as yelling and kicking will result in a free
      kick, either direct or indirect as instructed by the referee.
   8. The entire ball must cross the line before it is out of play or a goal is scored.
   9. No person shall stand behind the goal line (end of field).

Under 10 Boys

   5. A foul throw will be retaken after the referee explains what was wrong with the first attempt. If

      metres away.

      kick. They cannot cross the retreat line until a team-mate of the kicking goalie touches the ball or

Number of Players: Minimum # of players on field per team = 4; Maximum number = 6

Ball size = 3

Duration of the Game:

            25 minutes of skill development
            5 minute half-time break
            2 x 15 minute halves for a game
Referee = Parent, Coach, Assistant Coach

Start of Play = Centre of field, Players kick ball forward ‘Ball is Live’

Substitutions

               can be on the fly, at stoppages or at the quarter breaks in the game
               every player must get equal playing time

Off-Side – NO off-side in this division

Fouls & Misconducts

               No penalties, no free kick, no red or yellow cards
               All infringements must be regarded as non-intentional
               Players intentionally fouling other players should be substituted off immediately
               No player shall touch the ball with their hands

Retreat Line

               The retreat line is the half way line – when there is a goal kick the opposing team must be
                in their own half

Kick-In

               Only kick-in (NO throw-in’s)
               A goal cannot be scored directly from a kick-in
Goal Kick

            Goal kicks to be taken from anywhere in 6 yard area
            All opposing players must be outside the 6 yard area
Corner Kick - To be taken at the corner beside the side line and goal line

Re-Starts - When play is restarted players must be 2 yards from the ball

U4 & U5 – ROLE OF THE ACTIVE COACH

              Provide fun, safe and enjoyable activity
              Provide well organized practice and games
              Provide stimulating activities that promote fundamental skills and movement
              Communicate appropriately with children

At this introductory level of play, the objective is to get children moving and to keep them active.

The physical curriculum provides for learning basic fundamental movement skills such as:

              Running - Jumping - Twisting - Throwing - Catching

The technical requirements are not about teaching the techniques of soccer and are nothing more than
running with the ball, stopping and changing direction with the ball, dribbling, kicking and shooting.

                          We want player at the age to fall in love with the game!

SYS SCHEDULE – Games & Practices

You will find the schedule listing the dates of the games and practices for this year’s outdoor season on
the Stratford Youth Soccer web site. Please note that should you, as a coach, be away during one of the
scheduled dates, due to holidays, it is your responsibility to find a replacement during your time away.
Should you be unable to do so, you are to contact the administrators at least 2 weeks in advance, so we
could help you.

Coaches could encourage the parents to take a turn bringing a team snack:

Snack Guidelines

The Stratford Youth Soccer Club promotes healthy snack choices and requests that parents/guardians and
coaches adhere to the following guidelines when planning their snacks:

       Ensure you bring a snack for each player on the team
       Check for food allergies/sensitivities at the beginning of the season to ensure no players are left
        out
       Provide a healthy, nut-free snack

Please note: Participation in the snack program is voluntary, however all parents/guardians and coaches
are encouraged to participate a minimum of once per season.

        Rain, thunder and lightning in your area of town doesn’t mean the weather is inclement where
        you are scheduled to play soccer. You should always show up for your games and practices, as
        they are not rescheduled due to rain. Games and practices for under 4 to under 13 players may
