Welcome to the Captains!
The purpose of this guide is to communicate the rules and conditions governing use of
the Captains Golf Course for all resident and non-resident Annual Fee Players (AFPs).
We hope that this guide will be useful and that you enjoy your golfing experience.
As a public golf course owned by the Town of Brewster, the purpose of the policies and
procedures is to provide fair and equitable access to our customers, while maintaining
sound financial controls. Your cooperation in following these guidelines is greatly
appreciated and will help ensure that all can enjoy the experience of the entire facility.
It is every Annual Fee Player’s responsibility to know the rules as outlined in this
guide.
Annual Fee Player status entitles you to unlimited greens fees at the times designated
by your choice of AFP category and membership rates for cart fees. The Captains
also has a SoloRider golf cart available for use by golfers with disabilities. If
you’d like more information on the SoloRider please call me at (508)896-1716.
Please use the automated tee time system, (508)896-5100, or the on-line system,
www.captainsgolfcourse.com, to make and verify reservations other than day of play
requests. Members (AFPs) calling the Pro Shop to make a reservation for the next day
will be transferred to the automated tee time line. This is necessary so that our staff
can properly service the large customer volume experienced each day at the Captains
Golf Course.
We are constantly trying to improve the communication among the Staff, the Golf
Commission, the Associations, and the Annual Fee Players. A calendar of events is
available on the website at www.captainsgolfcourse.com. Any suggestions to improve
communication are welcome, and may be submitted via our suggestion box or by
emailing the Golf Commission at golfcommission@brewster-ma.gov. Most of our
communication to the membership is via email. We update our email list annually
based on the information provided on the AFP application. If you change your email
address after the submission of your AFP application, please contact the Pro Shop
with your new information.

                         BREWSTER GOLF COMMISSION

The Brewster Golf Commission is charged with setting policy for the Captains
Golf Course. Policies are subject to change. Their meeting notices are posted at
the Town Hall and on the golf course outside bulletin board. Meetings are held at
the Brewster Town Hall unless otherwise posted; these are public meetings and
all are welcome to attend. When the meetings are held at Town Hall they are
televised on Channel 18 and video tape of the meetings can be viewed from the
Town of Brewster web site.

ANNUAL FEE PLAYER CATEGORIES

Brewster Residents and/or taxpayers:

Early Start - $1,053: May play anytime and may play in all course leagues and
Captains Golf Course tournaments, no restrictions.

Morning - $877: May play after 9:00 a.m. on Fridays, Saturdays, and Sundays in May,
June, and September and every day in July and August. No restrictions at other times.
No restrictions on back 9 play at any time of year. May play in all Captains Golf Course
tournaments. In July & August, this AFP category is not permitted to participate in the
Tuesday Women’s 18-Hole Association or Wednesday Men’s Association block times.

Twilight - $468: May play beginning one hour prior to the start of the Twilight green fee
(time varies seasonally). May play in all Captains Golf Course tournaments. EARLY
BACK 9 PLAY IS NOT ALLOWED FOR THIS CATEGORY.

Collegiate - $407: Must be 19 – 25 years of age and a full-time student. Restricted to
after 12:00 pm unless accompanied by an adult AFP or DFP. May play in all Captains
Golf Course tournaments.

Junior - $204: Must be 18 or under. Restricted to after 3:00 pm unless accompanied by
an adult AFP or DFP.

Non-Brewster Residents:

Charter Non-Residents - $1,520: Same as Early Start AFP above. Renewals only –
AFPs since 1985. May play in all Captains Golf Course tournaments.

Non-Residents “Early” - $1,752: Same as Resident Early Start AFP.

Non-Resident “Twilight” - $700: Same as Resident Twilight AFP.

Non-Resident Collegiate - $585: Same as Resident Collegiate AFP.

Non-Resident Juniors - $292: Same as Resident Junior AFP.

TEE TIMES

Currently, Annual Fee Players (AFPs) have access to 50% of the tee times on one
course, and approximately 12% of the tee times on the other course unless a special

function is scheduled. The Golf Commission may adjust the ratio of AFP tee times to
DFP tee times after the number of AFPs is known and the amount of revenue that has
been collected is known. At no time shall the percentage of AFP tee times be lower
than the AFP revenue divided by the budgeted golf course expenses. Remaining tee
times are for Daily Fee Players (DFPs/guests). The courses rotate weekly; check the
‘Captains Calendar’ for the 50% course.

Back nine play on both courses is first come first served for the first one hour. Tee
times may be reserved for the last half hour of back 9 play. These tee times may be
reserved on the Chelsea system. Back nine play is not available on Thursdays. There
is a ball rack on both 10th tees to determine starting order for the first hour of back nine
play.

The Captains uses the Chelsea Tee Time Point System. The system will maintain a
12-day rolling history of points for Annual Fee Players (AFPs). Tee times will be placed
based on groups’ point averages for the past 12 days. Call (508)896-5100 for the
Chelsea System or go to http://captain.chelseareservations.com/ .

TEE TIME REQUESTS: can be made from 6 a.m. 5 days before to 12 Midnight 3 days
before the day of play.
      You will be able to enter:     your desired time
                                     the earliest and latest acceptable time
                                     the number of players in your group(s)**
                                     preferred course, if any
                                     your member # for a guest
      **Member numbers must be entered for all players in your group(s).
      If you have more than one group playing, they can be “linked”.
      Keep your tee time request confirmation number! You’ll need it to change, cancel
      or confirm the tee time after it’s placed.

PLACEMENT of REQUESTS: The system will place tee time requests in the morning
two days prior to the play date. You’ll receive your tee time by e-mail. The tee sheet
can be viewed at Noon two days prior to the play date.

OTHER BOOKING OPTIONS: Tee times are based on availability; NO REQUEST
POINTS are issued.
     1. If you do not submit a request, you can book a tee time on the phone system
        or on-line starting at Noon, two days prior to the play date.
     2. Beginning at 8 p.m. the night before play, all open times become available to
        AFPs. Tee times can be booked on the automated phone system or on-line.

POINTS: 1 REQUEST POINT: issued when a tee time before Noon is requested &
granted. ½ Point for back nine play and tee times after 12 Noon.
            This includes association block time play and Captains’ tournament play.
            REQUEST POINTS remain even if a granted tee time is canceled or changed.
      1 PLAY POINT: issued for all 18 hole play BEFORE Noon.
            ½ Point for any back nine play and for any tee times after 12 noon.
      1/10th POINT: deducted for each hour that a granted tee time differs from the
      requested time.
      5 POINTS: given to any player who doesn’t show up for a tee time that wasn’t
      canceled.
      5 POINTS/PLAYER: may be issued to any group that checks in for play with players
      other than those listed for the tee time.

SLOW PLAY PENALTY: TURTLE STATUS is given for continuous slow play violations.
‘Turtles’ cannot make tee times before Noon.
       2 POINTS/PLAYER: given when a group falls behind the group ahead, is warned,
and fails to catch up in one hole.

HOW IS A REQUEST PLACED? Placement is based on the 12-day point average and
the tee time & course requested. Example: 2 groups request Wed. at 8:24 on Port
      Group I - Total Points for the 4 players = 47 47 pts./4 players = 11.75 pts.
      Group II - Total Points for the 2 players = 25 25 pts./2 players = 12.5 pts.
      Group I has the lower point average and is granted the tee time.
Points are averaged for all members of “linked groups”; guests are not counted in
group point averages.

       The integrity of this system is based on the honesty of the users.
     Abuses of the system will result in suspension or revocation of playing
                                   privileges.

Day-of-play & last-minute cancellations may be made by calling the Pro-Shop at
(508) 896-1716.

TEE TIMES WITH GUESTS (DFPs)
If there are more AFPs than DFPs in your group, you must book into an AFP tee time.

If there are more DFPs than AFPs in your group, you must book into a DFP tee time.

If there is an equal number of AFPs and DFPs in your group, you may book into either an AFP or a
DFP tee time.

To reserve an AFP tee time, use the procedures outlined on the previous two pages.

DFP tee times may be reserved as far in advance as you wish using the on-line system at
www.captainsgolfcourse.com. To reserve these times you would log in as a Non-Member (you do not
use your member #). A credit card is required to hold the reservation. Or you may call the advance
reservation line at 508-896-1716, ext. 103.

If an AFP makes a guest time and at least half their group isn’t guests, they will be charged
green fees for at least half of the group. Abuses of this policy will not be tolerated.

                                        BLOCK TIMES
Weekends: The first 2 hours on weekends (Sat., Sun., & holiday Mondays) April 1st through October
31st on the 50% course are designated as member times.

Mondays:     Scramble League – May 1 – June 30: 2:30 start
                               July 1 – August 31: 3:00 start
                               Sept. 1 – Sept. 30: 2:30 start
                               Oct. 1 – Oct. 31:   2:00 start
                               No Scramble on Memorial Day or Labor Day

Tuesdays: The Women’s 18-Hole Association has the first 2 hours of the day on the first tee of the
50% course from May through October.

Wednesdays: The Men’s Association has the first 2 hours of the day on the 50% course from May
through October.

Thursdays: The Women’s 9-Hole Association has the first 1½ hours of the day on the back nine of
both golf courses from April through October.

Club Tournaments: Various tournaments are run throughout the year, mostly on weekends. Please
check the bulletin board and website for schedules and details.

PLAYER RESPONSIBILITIES

   Be at the golf course at least 20 minutes prior to your tee time. Each player
    must register at the Pro Shop before play. All AFPs must obtain a register
    slip from the desk and present it to the Starter in order to play. In addition,
    all AFPs are required to have a member bag tag displayed for the Starter.
   The policy of checking in at the Pro Shop is necessary in order to accurately
    maintain play total records for management purposes.
   During the busy season, the Golf Commission requests that AFPs limit their play
    to no more than 4 times per week, which includes all tournaments and
    scrambles, for the period of time from June 15th through September 15th.
   Each player must have his/her own bag and clubs.
   The golf course restaurant concessionaire has exclusive rights for providing food
    & beverage on the golf course property. Only food and beverages (including
    alcohol) purchased from the golf course restaurant concessionaire are allowed
    on the golf course property.
   Please keep golf bags and pull carts off all tees, collars, and approaches.
   Maintenance workers cutting greens have the right-of-way if the flagstick is out of
    the hole. Please allow workers cutting the fairways to get out of your way before
    hitting.

I agree to forever release the Town of Brewster and all their employees, agents, board
members, volunteers and any and all individuals and organizations assisting or
participating in any event of the Town ("the Releasees") from any and all claims, rights
of action and causes of action that may have arisen in the past, or may arise in the
future, directly or indirectly, from personal injuries to myself or property damage
resulting from my participation in golfing at Captains Golf Course.
I also promise to indemnify, defend, and hold harmless the Releasees against any and
all legal claims and proceedings of any description that may have been asserted in the
past, or may be asserted in the future, directly or indirectly, arising from personal
injuries to myself or property damage resulting from
participation in golfing at Captains Golf Course.
I further affirm that I have read this Consent and Release statement and that I
understand its contents.

PACE OF PLAY

  The expectation is to play in 4 hours and 10 minutes. In order to improve Pace of
  Play:

           1.    Play ready golf.
           2.    Be ready when it’s your turn.
           3.    Don’t spend more than three minutes looking for a lost ball.
           4.    Don’t let conversation interfere with Pace of Play.
           5.    Take a rake into bunker when playing bunker shots.
           6.    Park carts toward the rear of green (between green and next tee).
           7.    Line up your putt while others are putting out.
           8.    Finish putting unless you’re in another player’s line.
           9.    Record your scores at the next tee, not at the green.
          10.    Above all keep up with the group in front of you, not just ahead
                 of the group behind you.

The Golf Commission has established a policy that now gives authority to the Ranger
and/or the Manager on Duty to act as follows to speed up play:

     The Starter will mark his tee sheet with the time that the last player in a group
     hits his/her tee shot and so advise the Ranger. The Ranger will have a hole-by-
     hole time chart to then compare the pace the group sets against the time chart.
     The Ranger will ask the group to pick up their pace of play if they fall behind the
     established pace of play. If, after a second warning by the Ranger, a slow group
     has not kept up pace of play they will be asked to pick up and move forward in
     order to get back into position. If the group fails to pick up or again falls behind,
     the Ranger will then call the Manager on Duty who will have the option to
     suspend play and discontinue the group’s round at that point.

Continuing problems in regard to Pace of Play with a particular individual may lead to
restrictions or suspension of that individual’s playing privileges.

It is the objective of the Golf Commission and course management to make the golfing
experience at the Captains enjoyable for all golfers. One slow group can affect the
golfing experience on that day for as many as 300 golfers. We hope that these
recommendations and this policy will improve Pace of Play and make golfing at the
Captains a much more enjoyable experience.

GOLF CART USE
                                 Rules & Regulations

   Golf carts must stay on the paths on all par 3 holes at all times. Golf carts must
    also stay on the paths around tees and greens on all holes at all times.
   The SoloRider golf cart is allowed on tee boxes and greens. Contact Jay
    Packett, (508)896-1716, to inquire about use of the SoloRider.
   At no time are golf carts without handicap flags allowed to go inside of golf cart
    directional signs, ropes, or stakes.
   The scatter rule is in effect at all times on par 4 and par 5 holes. Under certain
    conditions, golf carts may be restricted to the 90-degree rule or rough only. If golf
    cart use is restricted, it will be posted in the Pro Shop.
   Any Annual Fee Player who purchases a riding cart at the single cart rate agrees
    that no other rider will join him/her during the round without paying for the other
    half of the cart rate. Violators will not be allowed to purchase a single cart in the
    future.
   All golf carts must be returned to the designated cart drop-off area.
   If a golf cart is observed by a staff member in a restricted area as outlined above,
    the staff member will notify the Pro Shop or Ranger immediately and will identify
    the cart number, the exact location of the infraction, and give a description of the
    infraction. The staff will report the infraction to the Manager on Duty.
   Both the operator and passenger of the cart will be given a verbal warning by the
    Manager on Duty for the first and second offense and this warning will be
    recorded in a file maintained in the Director of Operations’ office. The third
    offense will result in the Manager on Duty confiscating the offender’s golf cart.
    There will be no refund of the golf cart fee or the green fee.
   Any offense by an Annual Fee Player, either operator or passenger, will be
    recorded and kept on file by the Director of Operations. The third offense will
    result in the loss of golf cart rental privileges for a period of two (2) weeks.

The above policy has been adopted by the Brewster Golf Commission in an effort to
maintain the best possible course conditions. Your adherence to these regulations is
appreciated.

HANDICAP FLAGS

Handicap flags will be made available to those golfers who have a special need or who, for various
circumstances, are unable to walk between the fairway cart boundaries and the green. These flags
are for golfers under the above circumstances only. The Director of Golf or his designee shall solely
determine the eligibility of any golfer to use these flags. The following rules shall apply in the use of
these flags:

             Handicap flags will be requested by members at the start of each golfing season and by
              guests at the time of registration, upon demonstration by the golfer as to need. The
              golfer requesting a flag must sign this form indicating his/her acceptance of the rules
              and will retain a copy of this form.
             The flag must be affixed to the golf cart and be readily visible during the round.
             When golf carts are restricted to the rough only, no handicap flags will be issued.
             When leaving the teeing area and proceeding to the ball, the 90 degree rule will apply
              when crossing from the cart path to the fairway.
             The handicap flag entitles the golfer to go beyond the fairway cart boundaries to
              address a ball. All carts are prohibited from those areas designated as ‘environmentally
              sensitive’.
             The cart will be permitted no closer than 15 feet from the fringe area of the green and
              will be parked so as not to interfere with the play of other golfers. No carts are to be
              driven in areas between the green and the bunker.
             No carts are allowed to drive down the hill beyond the cart signs located at the
              top of the hill on #8 Port. All carts must use the cart path on the left side to get to the
              green on this hole. This rule has been implemented for safety reasons and will be
              strictly enforced.
             No golf carts are permitted in the parking lot. Carts may use the perimeter road to gain
              access to cars.
             After use by the golfer, the cart must be returned to the designated cart drop-off area.

These rules apply, without exception, to all golfers requesting the handicap flag. The Rangers and
Staff have been instructed to warn any golfer who violates or abuses these rules and to report such
warnings to the Director of Operations. Failure to heed such warning will result in loss of privilege to
use a handicap flag. Repetitive violations will result in further disciplinary action, which could include
the suspension of golfing privileges.

                                               Acceptance
I hereby acknowledge receipt of the rules governing the use of ‘handicap flags’ on a golf cart. I have
read these rules and accept them without reservation. I also understand that I will take full
responsibility for the safe operation of the handicap flag equipped golf cart.

GENERAL INFORMATION

AFP REFUNDS AND/OR CREDITS: Below is the Golf Commission policy in regard
to AFP refunds and/or credits:

2020 Two-Year Membership:

For purposes of this policy, the total amount paid towards the AFP membership will be divided in half.
One half will be deemed to be the Year 1 Balance and the other half will be deemed to be the Year 2
Balance. The Adjusted Year 1 or Year 2 balance is the payment for that year less the value of any
rounds played in the relevant membership year prior to June 30. A round will be valued at the
prevailing greens fee in effect at the time it was played.

1. Refund requested between 7/1/2020 and 3/31/2021:

      An AFP may request a refund of the Year 2 Balance.

2. Refund or credit requested after 3/31/2021:

      Any application for a refund or credit must be received by June 30, 2021.
      If the AFP has played three times or fewer, then they may request a refund of the Year 2
       adjusted balance.
      If the AFP has played more than three times during the 2021 membership year they may
       request a credit of the adjusted Year 2 balance. This non-transferable credit may be applied
       only towards the AFP’s membership fee in 2022 and expires on 6/30/22.

One-Year Membership:

1) Any application for a refund of a full membership must be received by June 30th of the current
   membership year or no later than 45 days after a membership fee has been received and
   processed by golf operations.
2) Any rounds that have been played during this current membership period will be valued at the
   prevailing green fee in effect at the time it was played and deducted from the membership fee
   paid. This amount will be referred to as the remaining balance.
3) For an AFP to be eligible for a refund of their remaining balance they must make application
   during the time limits described above.
4) If an unexpected life event occurs outside the above time frames the member or family may
   request a refund or credit. If approved as a credit, the remaining balance can only be applied
   towards the AFP’s membership the following year. This credit is non-transferable and expires on
   June 30th of the following membership year. The Commission may request documentation
   supporting these applications.

          All refunds or credits as described above will be issued upon a vote by the Golf
                                            Commission.

LIGHTNING WARNING SYSTEM: The Captains Golf Course has an automated
lightning warning system. When lightning is detected within 15 miles of the golf course
a horn will sound. When the horns sound, all players MUST leave the golf course and
head to the clubhouse. There are four horns on the property and they can be heard
clearly from all points on the golf course. These horns are also equipped with strobe
lights that will flash until the all clear signal is sounded (two blasts of the horns). When
the All Clear signal is sounded play may be resumed.

RECIPROCAL PLAYING PRIVILEGES: The five towns on Cape Cod that have
municipal golf courses have a reciprocal agreement; any AFP of any of these
municipal courses may play any of the other municipal courses for a green fee of $30.
The participating courses are Captains, Sandwich Hollows, Olde Barnstable
Fairgrounds, Hyannis Golf Course, Bass River, Bayberry Hills, Dennis Highlands,
Dennis Pines, and Cranberry Valley. The breakdown for availability is as follows:
1/1 through 3/31 – Everyday
4/1 through 6/15 – Monday through Thursday
6/15 through 9/15 – Not Available
9/15 through 10/31 – Monday through Thursday
11/1 through 12/31 - Everyday
Tee times may be made up to 2 days in advance. Each course has the option to
change these parameters at anytime, so call ahead.

PRO SHOP CREDITS: Any Pro Shop winnings earned in a calendar year must be
used by December 31st of the following calendar year.

HANDICAPS: The Captains is a member of the World Handicapping System and
provides handicap service through Mass Golf. AFPs can obtain a handicap by paying a
handicap fee to the Captains. Players enter their scores on the GHIN mobile App or
the computer at www.ghin.com. The Handicap Committee monitors all postings. You
must have an established handicap in order to play in any Captains Golf Course
tournaments. Please note the information on proper handicap procedures is posted on
page 15 of this booklet.

MEN’S AND WOMEN’S ASSOCIATIONS: The Captains Course Men’s Golf
Association, the Women’s 18-Hole Association and the Women’s 9-Hole Association
have been an integral part of making the Captains a better place for all golfers.
Applications for the Associations are available at: www.captainsgolfcourse.com.

FREQUENT PLAYER CARDS: A Frequent Player Card is available for $100; no card
refunds are available. It is not transferable and expires on December 31st of the year
it was purchased. When presented, the card allows the holder to receive a $15
reduction off of the 18-hole green fee in effect at the time of play, or a $10 reduction off
of the twilight or back-9 green fee in effect at the time of play. The card may not be
used for prepaid advance reservations; cardholders can call for reservations up to 5
days in advance at 6:00 am. The card may be used for reduced green fees at the
following times (excluding holidays):
      January 1 thru April 26   Any time, any day
      April 27 thru October 11 Any day after 12:00 noon
      October 12 thru Dec. 31 Any time, any day
      The card may be used for am back-9 play or for twilight play on any day of the
       week, any time of the year, except Thursdays, April-October.

DRESS CODE: All players are required to wear proper and clean golf attire at all
times. Men’s shirts must have collars and sleeves; women’s shirts must have collars or
sleeves. Turtlenecks and mock turtlenecks are acceptable. The following attire is not
appropriate:
    halters, tank tops, mesh shirts;
    cut-off shorts, short shorts, gym shorts, sweat pants, or bathing suits;
    metal spikes.
Members who continually violate the dress code may be subject to a thirty-day
suspension of their playing privileges.

HANDICAP POSTING REMINDERS

     A basic premise underlying the World Handicap System is that every player will try to make the
      best score at each hole in every round the player plays, regardless of where the round is
      played, and that the player will post every acceptable round.
     Post all scores for both match play and medal play, even if you just shot the worst or best
      round of your life!
     Post scores as soon as possible after the round is played.
     If you are in Florida or somewhere else warm during the winter playing golf, you must post
      those scores as soon as possible as well.
     You must post an 18-hole score if you complete at least 14 holes; if you complete at least 7,
      but not more than 13, you must post a 9-hole score. On the holes you didn’t play, record a
      score of par + any handicap strokes you would’ve received. Attempts to intentionally quit play
      to avoid posting a score are considered manipulation to influence your handicap and can result
      in penalty scores being posted by the Handicap Committee.
     When you pick up or concede a hole without finishing the hole, for handicap purposes you post
      the score as follows: on the green less than five feet from the hole, add one stroke. If the ball
      lies between five feet and 20 yards from the hole, add two or three strokes depending on
      difficulty of the hole and ability of the player. If the ball lies more than 20 yards from the hole,
      add three or four strokes depending on difficulty of the hole and ability of the player. The
      number may not exceed your Net Double Bogey limit, and should be entered on your card
      with an ‘X’ to show the hole wasn’t finished. There is no limit to the number of unfinished holes
      a player may have in a round provided that failure to finish is not for the purpose of handicap
      manipulation.
     Net Double Bogey is a player’s maximum hole score for handicap purposes and is calculated
      as follows: Par for the hole being played plus two strokes and then add any handicap strokes.
      For example, if you are playing a par four and receiving 2 handicap strokes it would be:
                                                  4+2=6+2=8

     If a mistake is made for a score entered into the system, please notify one of the pros so that
      the mistake can be corrected.
     Peer review is an important aspect of the handicap system. Each player is responsible for
      ensuring that the handicap rules are followed. If a player observes a breach of the rules, the
      player should bring the breach to the attention of the person who has committed it. If the
      breach is not corrected, the person observing the breach should report it to the Handicap
      Committee.
     Local Rules for the golf course are displayed on the bulletin board and at the Starter’s shack.
      Included on the Local Rules Sheet is whether or not preferred lies are allowed.
