U N I T E D NAT I O N S NAT I O N S U N I E S THE SECRETARY-GENERAL -- MESSAGE TO THE HARVARD MODEL UNITED NATIONS CONFERENCE It is a pleasure to greet the Harvard Model United Nations. Today, people around the world are inter-connected. Conflict, environmental destruction, poverty and injustice affect everyone. We have to work in common cause for our common humanity. All parents want a better life for their children. All religions value peace. All communities thrive when they value diversity. At model UN, you broaden your horizons. By learning and networking, you can be part of the UN’s efforts to establish peace, secure human rights and enable all people to live in dignity. I have called for a surge in diplomacy for peace – and for a new emphasis on preventing conflicts. We are also working to improve living conditions everywhere through the 2030 Agenda for Sustainable Development. In all these areas, we can benefit from your enthusiasm and your ideas. I hope you follow our social media accounts and stay fully engaged in your communities. The United Nations stands with you as you stand up for our shared values. Together, let us create a more compassionate, inclusive and peaceful world. Dear Delegates, It is my great pleasure to welcome you to Harvard Model United Nations (HMUN) 2022. I understand that students from all over the world have chosen to participate in this terrific program, and I trust that you will be well rewarded for your efforts. Over the next several days, not only will you be learning from your own work, but you will be learning from the contributions of your peers. Whether you are writing resolutions or presenting them in committee, you will get the most out of the experience if you listen to one another and work collaboratively toward building a consensus. It is what our diplomats must do as they face the world’s challenges, and it what you must do as you contemplate these same issues. While you are here, I hope you will also take advantage of the opportunity to visit Harvard College. We are proud that many of our students participated in Model UN when they were in high school, and, as you will see, some continue to do so! Good luck this weekend. Work hard, challenge yourself, and be sure to introduce yourself to as many fellow participants as you can. When you leave, you will have gained insights into other cultures and the important issues our world is facing, and you will have become part of HMUN’s remarkable history.
Harvard Model United Nations January 27, 2022 Dear Delegates, It is my great honor to welcome you to the sixty-ninth session of Harvard Model United Nations! Bryce G. Kim This year, the conference brings together more than 2,000 students from around 200 secondary Secretary-General schools and 25 countries to grapple with some of the most serious challenges in international relations. Our staff of over 200 Harvard undergraduates has worked tirelessly throughout the Jenna M. Freidus year to prepare for your arrival, and we hope that you are as excited as we are for this incredible Director-General weekend. Joseph P. Wornom Although the United Nations was founded over seventy-five years ago, many of the challenges Under-Secretary-General facing the world in 1945 have persisted to this day. Economic inequality, lack of access to Administration education, disease, extremism, and armed conflict still threaten much of the world. Other issues such as climate change have come to light over the past decades. It would be remiss of me not to Nino Baghashvili point out that it is all of us who will, in the not too distant future, be tasked with addressing these Under-Secretary-General systemic challenges. Business In the near future, it is today’s youth who will be running our national governments and the Davi S. Girão United Nations. We will be the ones who are tasked with addressing these problems and enacting Comptroller creative solutions that were missed by our predecessors. Here at HMUN, we want to challenge you to think about these problems now: to prudently and positively act upon the responsibilities Lena Lofgren that come with the role of an international leader, to imagine a better world, and work with others Under-Secretary-General to achieve it. Beyond the skills of debate and negotiation that you will practice over the course of Operations conference, it is vital to realize that vision and ambition are equally as important. Alexander E. Chan After reading each application, our Secretariat selects delegates based on demonstrated leadership, Under-Secretary-General substantive knowledge, and most importantly, genuine care for the mission we all share – to General Assembly provide real, positive leadership, on the issues that affect us all. The resolutions that you spend hours upon hours writing may or may not pass – that’s diplomacy. But, if you let them, the skills Nithyani K. Ananda- that you learn from this conference can set you up for success as university students, professionals, kugan and diplomats. Model United Nations has given me skills and opportunities I never imagined, Under-Secretary-General changing my outlook on many issues, and filled me with hope that, the world over, there are Economic and Social Coun- thousands of young people just like you – ready to take action, and lead. My hope is that this cil conference will be, not just a model of the United Nations, but a model for the United Nations. Alyvia R. HMUN 2022 Conference Handbook 9 Registration All delegations must register on-site with the HMUN Administration staff on Thursday, either in Constitution before 3:00pm or at Delegate Services if you arrive late. At registration, each delegation will receive conference materials. Representatives of the delegation will then be asked to verify that they have received all conference materials, as well as to review badges and placards for typographical errors. Before receiving conference materials, faculty advisors will be asked to complete a hotel form that includes delegate room assignments, accept the HMUN Terms and Conditions, and, if applicable, address any outstanding balances or submit outstanding liability waivers. International Schools Faculty Advisor Reception An optional reception for the faculty advisors of international schools will be held in Liberty B/C on Thursday from 2:15pm to 3:00pm. This informal gathering is intended to serve as an opportunity for Faculty Advisors from schools outside of the United States to meet one another and members of the Secretariat. Members of the Administration & Faculty Relations staff will also be available to answer questions and provide information regarding the conference, Boston, and Harvard. HMUN Academy: Delegate Training Sessions A delegate training workshop will be held on Thursday between 2:00pm and 3:30pm. This session has been prepared and facilitated by the Under-Secretaries-General and focuses on a unique aspect of delegates’ substantive experiences, ranging from conference structure and parliamentary procedure to crisis elements and public speaking. Mandatory Faculty Advisor and Head Delegate Welcome A mandatory welcome meeting for all head delegates and faculty advisors will be held in the Grand Ballroom on Thursday from 3:45pm to 4:15pm. The Secretariat will review important conference events, services, and policies. As much time as possible will be reserved for the entertainment of questions and comments at the conclusion of the meeting. Opening Ceremonies The Opening Ceremonies of HMUN 2022 will be held virtually. The event will include speeches by Bryce G. Kim, the Secretary-General of HMUN 2022; Jenna M. Freidus, the Director-General of HMUN 2022, as well as addresses from our Keynote Speaker: Margaret Traub from the International Medical Corps. Faculty Advisor Feedback Sessions Two mandatory Faculty Advisor Feedback Sessions will be held in Liberty B/C, on Friday from 9:30pm to 10:30pm and on Saturday from 4:00pm to 5:00pm. The Secretariat may use the first few minutes of each session to make important announcements, but the rest of the time will be reserved for comments from the floor. Faculty Advisor Meet-and-Greet with the Secretariat An optional meet-and-greet with the Secretariat for Faculty Advisors will be held in Liberty B/C on Thursday from 8:30pm to 9:00pm. This informal gathering is intended to serve as an opportunity for all Faculty Advisors to meet one other and members of the Secretariat. Members of the Administration & Faculty Relations staff will also be available to answer questions and provide information regarding the conference, Boston, and Harvard. Head Delegate Feedback Sessions One optional Head Delegate Feedback Sessions will be held in the Grand Ballroom, on Friday from 1:00pm to 2:00pm. The Secretariat may use the first few minutes of each session to make important announcements, but the rest of the time will be reserved for comments from the floor. Visiting Harvard University Delegates are encouraged to visit Harvard’s campus during their stay in Boston. During the conference, the best day for a visit to Cambridge is Friday, as committee sessions do not start until 2:30pm. Friday morning walking tours of Harvard’s
10 HMUN 2022 Conference Handbook campus, led by representatives from Harvard, are also available to delegations that pre-register. Directions to Harvard Square and a list of points of interest may be found in this handbook. Closing Ceremonies The Closing Ceremonies for HMUN 2022 will be held in the Grand Ballroom on Sunday from 12:15pm to 1:30pm. The event will include a speech by Bryce G. Kim, the Secretary-General of HMUN 2022; a charity partner report by Jenna M. Freidus, the Director-General of HMUN 2022; Keynote Speaker: Ambassador Ertharin Cousin; and the announcement of individual and delegation awards.
HMUN 2022 Conference Handbook 11 CONFERENCE POLICIES Dress Code Policy In simulation of the United Nations, we at HMUN strive for professionalism in all aspects of the conference. Delegates are expected to follow a dress code during all committee sessions and conference events. At most times, the prevailing dress code will be western business attire, although national attire and religious attire are also permitted. Western business attire requires that delegates dress in a suit jacket, slacks or skirt, dress shirt (with tie if applicable), and dress shoes. Hats and caps are not allowed. At all times, we ask that delegates and faculty advisors exercise good sense when interpreting the dress code. When casual attire is permitted, basic rules of propriety will still apply. Delegates who are dressed inappropriately for any event may be asked to return to their rooms to change into more appropriate attire. Curfew Policy During HMUN, we will be sharing the Sheraton and Marriott Boston Hotels with other guests. Delegate curfews are designed to provide all hotel patrons, including HMUN participants, with a quiet environment at night. On Thursday and Friday, no movement in the hallways will be permitted after 12:30am, even to accept food deliveries. On Saturday, curfew will be set at 1:00am to accommodate delegates who choose to attend the Delegate Dance. HMUN staff will serve as hall monitors each night, and Faculty advisors are asked to assist in the enforcement of curfews by performing room checks nightly. Cultural Sensitivity Policy The delegations at HMUN hail from a diverse range of countries, cultures, and societies. All should be mindful that other conference participants may have perspectives and beliefs that are different from their own. One of the purposes of HMUN is to foster interaction and increase cultural understanding between young people from all over the world. In pursuit of this aim, we ask that all delegates and Faculty Advisors keep an open mind throughout the conference and show respect to other participants at HMUN. Badges and Placards Policy Hotel and conference security protocols require that all participants wear conference-issued badges at all times. A badge is required for admission to all conference functions, including the Delegate Dance on Saturday night. Additionally, one placard will be issued to every delegate or double-delegation. Any delegates without a placard and any individuals without a badge will be referred to Delegate Services for a replacement. Placards issued at Registration may be replaced for a fee of $5. Badges may be replaced for a fee of $3. Faculty Advisors must present identification when requesting a replacement badge or placard and may be asked to verify the identity of their students. The large laminated badges issued to delegates in application-only committees cannot be replaced or used to gain entrance to conference events. 12 HMUN 2022 Conference Handbook Committee Suspension and Adjournment Policy In an effort to avoid an overcrowding of hotel elevators, the end times for all committee sessions will be staggered. Each committee has been assigned to one of three groups, three of which will rotate between earlier, later, and mean end times. We have assigned each committee to a group to ensure that delegates are able to travel to and from their committees in a safe and orderly manner, to avoid overcrowding in the hallways or elevators. For this reason, committee sessions will never end before their scheduled times. Pre-Writing Policy Any documents written before the conference may not be submitted to the committee staff at HMUN. The HMUN philosophy rests on the presentation of ideas for collaboration and compromise, and solutions are found through debate. All writing is expected to take place during committee sessions. Committee staff have been instructed that they should not accept a document that does not seem as though it could have been feasibly written during the conference, based on the content of the document and/or the time at which it is submitted. Delegates who, for whatever reason, submit pre-written work will be subject to disciplinary action, up to and including notification of faculty advisors, forfeiture of individual or delegation awards, expulsion from the conference, and/or disqualification from future attendance at HMUN. All documents submitted to the dais will be vetted for pre-writing, but any suspicions regarding an infraction should be brought to the immediate attention of the committee Director. Plagiarism Policy The open exchange of ideas plays a crucial role in debate. However, it is important for all delegates to acknowledge clearly when they have relied upon or incorporated the work of others. It is expected that all materials submitted to the committee staff before and during the conference will be the delegates’ own work. Delegates should always take great care to distinguish their own ideas and knowledge from any information derived from sources through the proper citation of all quoted and paraphrased material. Delegates who are in any doubt should consult their faculty advisor, Director, and/or Under- Secretary-General before the work is prepared or submitted. Plagiarism can take many forms, including: • Verbatim plagiarism: Using the words of an outside source or another delegate without proper citation. • Inadequate paraphrase: Adapting the ideas of an outside source or another delegate without acknowledging the origin of those ideas. • Material replication: Submitting written materials that have been previously used in an academic or extra-curricular setting, or in a different model UN committee. Any delegates suspected of committing an act of plagiarism will be subject to an investigation that is reported to faculty advisors and may result in disciplinary action, up to and including reduced consideration or ineligibility for awards, expulsion from the conference, and/or disqualification from future attendance at any Harvard Model United Nations conference. All materials submitted to the dais will be vetted through our sophisticated plagiarism program. Any suspicions regarding an infraction of the plagiarism policy should be brought to the immediate attention of the committee Director. Failure to report known instances of plagiarism may be subject to the same repercussions as directly committing plagiarism.
HMUN 2022 Conference Handbook 13 Night Crisis Policy During the conference, delegates in the committees of the Specialized Agencies may be asked to participate in a night crisis on Friday night. If such a crisis is to occur, the Faculty Advisors of the delegates affected will receive notification via e-mail during the day, but the delegates will not be notified for several hours. During the interim, Faculty Advisors are asked to refrain from sharing this information with delegates, as the element of surprise is a valued part of the night crisis experience. After midnight, delegates will be notified via email that their committee must reconvene to address an urgent matter. HMUN staff will then visit the delegates’ rooms to collect them for the night session, which will run from approximately 1:00am to 4:30am. Delegates are not permitted to proceed to or from Night Crisis without an escort from HMUN staff or their authorized representatives. Faculty Advisors will again be notified via e-mail when all delegates have been safely returned to their hotel rooms. Committees that participate in a night crisis will not meet during the Saturday morning session and will reconvene for Saturday afternoon session. Awards Policy We at HMUN are primarily concerned with providing each delegate an enjoyable and educational experience. We believe firmly that this conference is an opportunity for students to learn about international relations, public speaking, and the challenges of high-stakes diplomacy through first-hand experience. Above all else, we hope that delegates leave the conference as better informed global citizens who are better able to engage others in conversations about important world issues than when they first arrived. However, we also value the recognition of students and delegations that have contributed to the conference in exemplary ways. At Closing Ceremonies, the Secretariat will announce individual and delegation awards. Each committee Director, in consultation with his or her committee staff, will determine individual awards on the basis of the following critera: • Ability to work with and persuade other delegates through in-depth explanations and convincing arguments; • Quality of position papers and attendance at all committee sessions; • Adherence to all HMUN, Sheraton Boston Hotel, and Marriott Copley Place policies; • Exhibition of a desire to compromise, while adhering to the policies and interests of the assigned individual or country; • Ability to develop and convey pragmatic and actionable solutions, both orally and in written form; • Exhibition of an in-depth understanding of the intricacies of the topic area(s); and, • Skill and effectiveness in caucusing, resolution-writing, and debate. One hundred and eighty individual awards will be given in total: one Best Delegate, one Outstanding Delegate, and one Honorable Mention in each of the committees of the Specialized Agencies; one Best Delegate, two Outstanding Delegates, and two Honorable Mentions in each of the committees of the Economic and Social Council & Regional Bodies; and, one Best Delegate, two Outstanding Delegates, and four Honorable Mentions in each of the committes of the General Assembly. In double-delegation and flexible committees, if applicable, delegate pairs will be evaluated and recognized jointly. The Secretariat will determine delegation awards on the basis of delegations’ overall performances. Delegations are eligible in one of three categories: Small, Large, and International. All non-American delegations are automatically eligible in the International category. Delegations whose size registers up to the fiftieth percentile are eligible in the Small category. Delegations whose size registers above the fiftieth percentile are eligible in the Large category. One Best Delegation will be recognized in each category. One Outstanding Delegation will be recognized in the Large category.
14 HMUN 2022 Conference Handbook CONFERENCE SERVICES Business Services To commemorate our sixty-ninth session, we will be selling official HMUN 2022 padfolios, lapel pins, clothing and more! Please stop by the Business Booth, which is on the second floor opposite Delegate Services. Computer Services Laptop computers with internet access will be available in MPO2, which is located on the second floor. The computers will only be available during committee sessions for committees at the Sheraton Boston Hotel. Though conference print services are not available for personal use, delegates and Faculty Advisors may use the printers in the FedEx Office, which is on the second floor across from Back Bay. Delegate Services Delegate Services is the communications and resource center for the conference and is located on the second floor, next to Liberty B/C. Late registrants should pick up conference materials here after 6:30pm on Thursday. Delegate Services is also the appropriate location to replace lost badges or placards, leave a message for members of the Secretariat, or request information about HMUN or Harvard. Faculty Advisor Services The Faculty Advisor Lounge is located in Liberty B/C, which is on the second floor. Outside of the Faculty Advisor Speaker Series and Faculty Advisor Feedback Sessions, the Lounge is reserved as a place for Faculty Advisors to relax and converse with their colleagues. There will be coffee and tea provided throughout the conference, and members of the Administration & Faculty Relations staff will be present in the Lounge to answer questions during the hours indicated in the Conference Schedule on pages 7-8. Delegates are not permitted to enter the Lounge. Medical Services Any delegate in need of medical services should notify their Faculty Advisor and proceed directly to Delegate Services. Infirmities requiring a level of care beyond first aid will be referred to a medical service provider. A listing of local medical service providers will be given to the Faculty Advisor upon their arrival at Delegate Services. Gender Inclusivity Services HMUN strives to make sure that it is a safe, inclusive space for all members of the community, regardless of gender identity or sexual orientation. As such, we discourage any form of gender-based discrimination or biases in the span of this conference, both inside and outside the committee rooms. Gender-neutral bathrooms are available on the third floor of the Sheraton Boston Hotel. In partnership with the Office of Sexual Assault Prevention & Response at Harvard University, we have established the position of Response Director, who can be contacted at Delegate Services. Handicap Accessiblity Services The staff members of HMUN 2022 are dedicated to ensuring that the conference is accessible to all members of the community. All bathrooms at the Sheraton Boston Hotel and the Boston Marriott Copley Square are handicap-accessible and ADA compliant. There are internally-built, handicap-accessibile pathways among the conference spaces.
HMUN 2022 Conference Handbook 15 STAFF OF HMUN 2022 The HMUN staff is composed of entirely of Harvard undergraduates, who are arranged as follows: The Secretariat consists of the nine most senior ranking members of the HMUN staff: the Secretary-General, the Director- General, the Comptroller, and the six Under-Secretaries-General. Each member of the Secretariat leads one of the eight organs, described below, with the exception of the Secretary-General, who leads the Secretariat. Throughout the year, they have been dedicated to providing an unprecedented experience to the participants of HMUN 2022, and their top priority is to ensure that the conference is rewarding and enjoyable for all. The Director-General staff is comprised of the security staff, the operations staff, and the Deputy Director-General. The Deputy Director-General is the most senior ranking member of the HMUN staff outside of the Secretariat. They coordinate the staff at times when the Secretariat is unavailable, such as during Faculty Advisor Feedback Sessions. The Administration staff manages the HMUN office every weekday of the year to respond to queries from delegates and faculty advisors, process paperwork, and meet the day-to-day needs of the conference. Several members of the Administration staff have received additional training in either Faculty Relations or Accounts. During the conference, all members of the Administration staff help to manage Registration, Delegate Services, and the Faculty Advisor Lounge, as well as the print centers that prepare committee materials. The Business staff may be found at the Business Booth during the conference, selling roses and HMUN 2022 memorabilia. Prior to the start of conference, the Business staff recruits advertisers and sponsors, and organizes the Harvard Campus Walking Tours, the College & Summer Opportunities Fair, and the Delegate Dance. Revenue from our partnerships with sponsors is used to fund our financial aid program for delegates. The Comptroller is responsible for all financial aspects of the conference, including the collection of participation fees, the reconciliation of school and vendor accounts, and the HMUN Financial Assistance Program. They are supported in this work by the Administration & Accounts staff. The Operations staff is comprised of two subdivisions: organ coordination, and technology & media. Together they work to assist directors with committee logistics, to ensure maximally engaing simulations for all committees, and to steward HMUN into the future of model United Nations. The three substantive organs (the General Assembly, the Economic and Social Council & Regional Bodies, and the Specialized Agencies) make up the committees of HMUN 2022. Each committee staff typically consists of a Director, a Moderator, and Assistant Directors. • The Director is the substantive expert on the issues to be discussed in committee. At HMUN, each Director chooses his or her committee’s topic areas and prepares the Background Guide. The Director is responsible for overseeing committee proceedings and ensuring that all aspects of the topic area have been addressed. • The Moderator is the procedural expert who usually chairs the committee when it is in formal session. The Moderator has a comprehensive understanding of the Rules of Procedure, and it is their responsibility to ensure that sessions run smoothly. • The Assistant Directors are additional dais members who help guide committee sessions. Their job is to aid the Director by answering delegates’ questions, monitoring blocs during caucuses, providing feedback on delegate ideas, and keeping track of the Speakers’ List, motions, votes and other procedural elements. Assistant Directors serve as the primary liaisons between delegates and committee Directors. If delegates have either substantive or procedural questions or concerns during committee, they should not hesitate to ask Assistant Directors for guidance.
