The Handicap Committee mailbox will be monitored during the
active golf season and the Handicap Committee will do its best
to respond to all inquiries as quickly as reasonably possible.
Mission Statement: The combined Handicap Committee for
Weymouth/Fox Meadow has a very simple mission: ensure that
all competitions conducted by the Men’s Golf Association are
contested on a level playing field that allows each competitor a
reasonable chance to win if that competitor plays well in that
event. In addition, it is the Committee’s responsibility to
monitor member handicaps and to ensure that handicaps
correctly reflect a player’s demonstrated ability so that the
handicaps that our members carry will allow them to fairly
compete in NOGA and other tournament events outside of
Weymouth\Fox Meadow.
Governance & Purpose
Weymouth Country Club and Fox Meadow Country Club are
members of the Northern Ohio Golf Association (NOGA), a regional
designee of the United States Golf Association (USGA). To facilitate
participation in the many NOGA tournaments held each year
throughout the region, and to establish handicaps for our club
events, our members must adhere to all the rules and decisions
defined by the USGA. Each golf club or golf association utilizing the
USGA Handicap System must appoint a Handicap Committee to
ensure the integrity of the Handicap Index issued for its members.
Weymouth Country Club and Fox Meadow Country Club have a
7single combined Handicap Committee to ensure uniformity in peer
review.
The purpose of the Rules of Handicapping is to make the game of
golf more enjoyable by enabling players of differing abilities to
compete on an equitable basis. The System provides a fair Course
Handicap for each player, regardless of ability, and adjusts a
player's Handicap Index up or down as the player's game changes.
At the same time, the System disregards high scores that bear little
relation to the player's potential ability and promotes continuity by
making a Handicap Index continuous from one playing season or
year to the next.
In addition, the Rules of Handicapping are based on two important
premises: each player will try to make the best score on each hole
in every round, regardless of where the round is played, and that
the player will post EVERY acceptable round for peer review (refer
to Rules of Handicapping, rule 2.1 covering acceptability of scores,
or refer to the “Posting Scores” section below). The player and the
player’s Handicap Committee share responsibility for adhering to
these premises.
Each member can help the Committee and their Club ensure this
system works by following a few simple guidelines:
Understand and follow Adjustment of Hole Scores as outlined
in the World Handicap System (pgs. 9-10) when posting
scores.
Post EVERY acceptable score upon completion of your round.
Because Handicap Indexes will change dynamically, as
opposed to twice each month as they have in the past, it
is critically important that the score be posted as soon as
possible after completing a round.
Participate in the Peer Review process by holding playing
competitors accountable to post their scores immediately upon
completion of each round.
8The Handicap Committee will be reviewing Handicap Indices on a
regular basis throughout the golfing season, and has the
responsibility to ensure that each player has a Handicap Index
reflecting potential ability. The Handicap Index is not an
indicator of an “average” or “most likely” score. It’s about potential.
Handicaps will be prominently posted in designated locations at
both clubs so that members may review the Handicap Index of any
club member, along with the number of rounds posted.
Peer Review
The Handicap Committee will be reviewing Handicap Indices on a
regular basis throughout the golf season. Rule 2 of the Rules of
Handicapping covers the conditions a score must satisfy to be
acceptable for handicap purposes (also see section in this book
covering posting of scores), providing confidence that it will produce
reasonable evidence of a player’s ability and, ultimately, a Handicap
Index that is reflective of demonstrated ability.
World Handicap System (WHS)
Effective January 1, 2020 the USGA has adopted the World
Handicap System. Important highlights of the changes from
the old system are as follows:
Handicaps will potentially change each time a score is posted.
The old system of GHIN Indexes being updated on the 1st and
15th of each month is no longer in place. If applicable a
player’s handicap index will change the day after a score is
posted.
The Handicap Index will be based on the best 8 scores out of
the most recent 20. The old system used the best 10 scores
out of the most recent 20.
9 The maximum score a player can count on any hole for
Handicap purposes is a net double bogey. The “old”
Equitable Stroke Control system is no longer in use.
2020 Tournament Handicap Summary
Summary of 2020 Tournament Handicap Calculation
(please see pages 11-21 for policies and Qualifications for Tournament Play)
Tournament Handicap is initially based on Handicap Index
as reflected in the GHIN software on the appropriate cutoff
date for each tournament determined by the Handicap
Committee
GHIN Handicap Index is routinely reviewed by the
Handicap Committee for validity and compared to CPI
(Competition Player Index) calculation (pgs. 11-12);
Tournament Handicap may be reduced based on the
difference between GHIN and CPI.
Specific requirements regarding scores posted to GHIN in
the last 12 months (minimum of 20 scores), minimum
number of competition scores posted from 1/1/18 forward
(minimum of 5 competition scores), and number of scores
posted in 2020 under the ladder system (see page 19)
must be met. If any player does not meet all three of
these requirements, they will be subject to the Handicap
reductions outlined on page 12.
Season-long match play Handicaps start with 1/1/20
index and can go down (but not up) during the season
It is EXPECTED that scores from ALL acceptable rounds
are posted in GHIN by midnight the day the round is
completed! This is more important than ever since
playing conditions are accounted for with the “dynamic”
handicap index changes only if entered by midnight
102020 Tournament Play
As stated in the summary, the starting point for determining a
player’s tournament handicap for events other than season-long
match play will be the player’s GHIN Handicap Index at the
appropriate cutoff date determined by the Handicap Committee in
advance of each tournament.
Rule 1.3 of the Rules of Handicapping indicates that a player is
expected to Act with Integrity by following the Rules of
Handicapping and to refrain from using, or circumventing, the
Rules of Handicapping for the purpose of gaining an unfair
advantage.
As part of the ongoing Peer Review Process the Committee reserves
the right to adjust the player’s Handicap Index for any tournament
for the following reasons:
Player does not post scores to GHIN for acceptable rounds
played
Historical tournament scores are inconsistent with Handicap
Index.
Player does not have at least 5 competition scores on their
record from 1/1/18 forward
Player does not have at least 20 scores posted in GHIN during
the most recent 12 months
Player fails to meet current year “Ladder” requirements
established by Golf Committee (see Qualifications for
Tournament Play)
A player’s Competition Playing Index (CPI) is computed by taking
the best 8 of the most recent 20 (consistent with the WHS formula
to compute a regular index) competition scores (or the best 40% of
the Competition scores if the player does not have 20 scores on
their record). The Committee will initially look at Competition
scores in the trailing 12 months prior to the CPI date (see four dates
outlined below). If the player has at least 5 Competition scores in
11the trailing 12 months, those scores will be used in the CPI
calculation. If a player does not have at least 5 Competition scores
in the trailing 12 months, the Committee will look back as far as
1/1/18 to get to the minimum of five scores and the most recent 5
Competition scores will be used in the calculation. If a player does
not have the minimum of 5 Competition scores even when looking
back to 1/1/18, the player’s CPI cannot be calculated and the
player will be subject to the handicap reductions described below.
The CPI will be “run” four times during the season (4/1, 6/1, 7/1,
8/1). The CPI computed on those dates will be compared to the
player’s GHIN Handicap Index as of the appropriate tournament
cutoff date (determined by the Handicap Committee). For those
players whose CPI is 2 or more strokes lower than their GHIN
Handicap Index, the CPI will be used as that player’s handicap
index for that tournament; otherwise the player’s GHIN index as of
the appropriate cutoff date will be used for that particular
tournament.
Once the player’s handicap index for the tournament has been
determined, a course handicap for that player is determined based
on the tees being played. Finally, the course handicap is multiplied
by the Handicap Allowance from the Rules of Handicapping
(Appendix C) to determine the Playing Handicap for that player for
that tournament.
The maximum Playing Handicap in all tournament play is 27.
As mentioned previously, players who do not have a minimum
of five Competition scores in their GHIN record from 1/1/18 to
the tournament cutoff date OR 20 scores posted in GHIN during
the 12 months prior to the tournament cutoff date OR do not
meet the current “Ladder” requirement established by the Golf
Committee will have their handicap for tournament play
reduced by 25% (must meet ALL THREE criteria to avoid
reduction):
12Season-Long Match Play
Because match play events begin before many members have the
ability to get many rounds played in 2020, The starting point for
both the individual and two-man match play events at both clubs
will be the 1/1/20 GHIN index for each player.
At the time an actual match is played, the pro shop will prepare the
card using the low 12-month handicap index for each player (Note
that, with the institution of the World Handicap System in 2020,
the low 12-month index for all players reset at 1/1/20 since
handicaps prior to that date had been computed under the old
handicap system). The result will be that each player will be
playing to their low 12-month index under the World Handicap
System in each match.
Match Play Handicap Reductions
Consistent with the process that will be used in handicapping other
tournaments in 2020, match play handicaps will be subject to
adjustment under the following circumstances:
1. A player does not have 20 scores posted to their GHIN record
in the period from 3/16/19 to 3/15/20
2. A player does not have at least five Competition scores posted
to their record in the period from 1/1/18 to 3/15/20.
If either of the two criteria is not met, the starting match play
index for that player will be 75% of the player’s 1/1/20 GHIN index.
For future matches the index to be used will be the lower of that
reduced starting index or the low 12-month index as of the date the
match is being played.
Member-Guest Invitational Tournament
The process for members will follow the non-match play system
described above. For guests, EVERY guest participating in the
Invitational MUST have a GHIN Handicap from a Tier 1 or Tier 2
13Golf Club as defined by the USGA + a minimum of 10 scores posted
in that system from July 16, 2019 to July 15, 2020. Please speak
to the golf staff for instructions on how your guest may add a GHIN
to your member account. This is a fantastic service being offered by
our Clubs. Guests who do not have the appropriate index will be
able to play with a 25% reduction in their handicap.
The Committee also reserves the right to adjust the guest’s handicap
due to the following:
Playing record with an inadequate number of scores
Prior Member-Guest Invitational performance inconsistent with
current Handicap Index
Handicap Index is from a Type 3 Golf Club as designated by
the USGA
Holes not played, holes not finished, holes conceded
A player who starts, but does not complete a hole or is
conceded a stroke must record for handicap purposes the
most likely score as detailed in Rule 3.3 of the Rules of
Handicapping The most likely score may not exceed net double
bogey, but will be lower than net double bogey if the lower
score was most likely. The most likely score should be
preceded by an “X.”
The most likely score consists of the number of strokes already
taken plus, in the player’s best judgement, the number of
strokes the player would take to complete the hole from that
position. In the interest of peer review, a player not
completing the hole should consult with the other players in
the group in arriving at the most likely score. If the player is
competing in a match play format, the player should consult
with his opponent(s) in arriving at the most likely score.
When a hole is not started, or not played in accordance with
the principles of “Rules of Golf,” the score to be entered for
handicap purposes is par (for the hole) plus any handicap
strokes the player is entitled to, based on Course Handicap.
14Posting Scores
All match play events will be posted as competition scores by the
competitors after completion of match. The Golf Staff will verify the
scores the next day and make any necessary adjustments.
Scorecards for other tournament events will be collected at the end of
play each day and competition scores will be posted by the Golf
Staff.
After completing 18 holes of an acceptable non-competition round,
the player must post his score for peer review. This may be done
at the computer in the Pro Shop designated for such use, or via the
Internet using the GHIN service. GHIN also provides a free app for
use on a smartphone to facilitate posting of scores, and the review
of other players’ scores and handicap history.
If you have questions concerning any of the above procedures,
please ask one of your Handicap Committee members or your Golf
Professionals for assistance.
As a Weymouth/Fox Meadow member, you are required to post
your score under the following conditions:
You play a round at home or away during an active season at
the course you played.
You play in any form of play; match play, stroke play, even
team play, in which you play your own ball.
You play at least 7 holes (post a 9-hole score) or 14 holes (post
an 18-hole score). On the holes you didn’t play record par
plus any handicap strokes you would have received.
Do not post scores under the following circumstances:
**NEW USGA World Handicap Regulations 2020 (Rule 2)**
When playing alone
When being coached on the course
When using non-conforming equipment
If you play fewer than 7 holes in a 9-hole round
If you play fewer than 14 holes in an 18-hole round (9-hole
score must be posted)
15 When you play in a competition limiting the number of clubs
used, such as a one-club or irons-only event
When an 18-hole course is less than 3000 yards
When an event is not played under a format authorized by the
Rules of Golf, such as a “scramble,” “shamble,” or any other
format where you are not playing your ball exclusively for the
entire round
When you play a course currently observing an inactive
season
It is expected that the score is posted before midnight on the
day the round is played. If the score is not posted that day it
will not be considered in the Playing Conditions Calculation
which potentially will impact all scores posted at a given
course on a given day
Penalty Score for Failure to Post
If a player fails to post an acceptable score as soon as practicable
after completion of the round, the Handicap Committee may do as
follows:
1. Post the actual score made by the player;
2. Post a penalty score equal to the lowest Handicap Differential
in the scoring record;
3. Post the actual score and a penalty score.
The Handicap Committee is not required to notify the player prior to
posting a penalty score.
The Handicap Committee will periodically review tee sheets to
ensure that all appropriate scores are being posted in GHIN in
accordance with the USGA rules. If the Committee finds that
scores are not properly recorded or not being recorded at all,
the Committee can apply a score of 72 from the tees the
player normally plays (with or without a prior warning being
issued). If any questions should arise please email the
handicap committee.
All Northern Ohio Golf Association (NOGA) events completed
must be recorded as either Home or Away Competition scores!
16While it is each player’s ethical responsibility to enter these
scores promptly and accurately, the Committee may also
review NOGA tournament activity and take corrective action if
necessary.
New Members
We encourage new members to participate in tournaments. We do
want new members to be aware that we cannot allow their
participation at the expense of fair and equitable competition for
longer-standing members. If new members cannot meet the
requirements for minimum scores posted in the last 12 months, a
minimum of 5 competition scores from 1/1/18 forward or the
“Ladder” requirements applied to longer-standing members, the
Handicap Committee may apply handicap reductions or establish a
Tournament Player Index deemed appropriate by the Committee for
the new member.
Competitive Performance Review
The CPI comparison process was put in place to address the
circumstance where a player’s tournament performance is
consistently better than their normal GHIN Handicap Index. In
addition to the use of the CPI, The Handicap Committee may also
reduce a player’s index between rounds of a multi-round
tournament if actual results from the tournament are inconsistent
with the Handicap Index the player has been assigned for that
event.
In summary, the goal of the Handicap Committee is to provide fair
tournament competition at Weymouth and Fox Meadow Country
Clubs. Golf is a game of integrity, and we believe our members
prefer it that way. There are times when steps must be taken to
protect the integrity of the competition, and the Handicap
Committee is required and broadly empowered by the USGA to
take any necessary actions needed to ensure a level playing field.
We thank the membership for their participation and cooperation
and look forward to a fun and competitive 2020 tournament season!

18CANCELLATION\NO SHOW &
WITHDRAWAL POLICY
Participants in club events must be respectful of the preparation
and cost involved in hosting each of our tournaments. Canceling
after the posted deadlines listed on the tournament schedule or in
Golf Genius (or “no-showing”/withdrawing) causes’ significant
additional labor for our golf professionals and their teams
(flighting/pairings) and additional cost (reprinting materials).
If a member cancels his/her entry after the posted deadline, “no-
shows” for the event, or withdraws before completion of the event,
the member will be subject to the following:
1. ALL tournament fees will be billed to the member and are
final and non-refundable.
2. Repeat offenders of the policy may be subject to review
by the Men’s Golf Association and eligibility for future
tournaments may be suspended.
White Tee Policy
Members and guests may play the White Tees under the following:
If the player has a minimum handicap index being used for the
tournament of 15 or higher AND his age plus handicap index
being used for the tournament = 85 or higher, the player may
play the event from the White Tees.
If the member chooses to play the event from the White Tees,
his course handicap will be computed from the White tees and
that course handicap will be used to determine his playing
handicap for that tournament.
Please speak with the golf staff if you have questions about the
application of this policy.
19Qualifications for Tournament Play
1. In order to be eligible for tournament play, each entrant must
be a Full Golf Member in good standing. Children of Full Golf
Members who have reached the age of 19 and are not older
than 23 years old (at the time of the tournament), who are full-
time students or serving in the military and meet all
qualifications for tournament play may participate. If
participating in a two-person team event, the “child” MUST
play with his/her parent.
2. All players must adhere to the following “Ladder” of eligible
2019 scores posted in GHIN by the registration/cancellation
deadline for each major tournament listed below or a
tournament handicap penalty will be imposed by the Handicap
Committee:
a. Member-Member: 4 scores posted by 5/27/20
b. Tradition: 8 scores posted by 7/1/20
c. Club Championship (non-scratch flights only): 12 scores
by 8/19/20
d. Interclub: 15 scores by 9/6/20
3. The Interclub Team shall be comprised of
a. Head Golf Professional (Assistant if not available)
b. Club Champion, Senior Club Champion
c. Individual Season Long Match Play Champion (Top Flight)
d. Top players available on Season-Long Points List
e. Two Captain’s picks decided by Head Professional,
General Manager, Club Champion, Senior Club
Champion per Fox and Weymouth Interclub Teams
4. Season-Long Match Play
a. Each round of individual matches will have a deadline. If
the match has not been played prior to that time, and
only one of the participants is present, that participant
will advance. If neither player shows and other
arrangements have not been agreed upon to play the
match, a coin flip will determine the winner.
b. Each round of two-man matches will have a deadline. If
the match has not been played prior to that time and
neither team is present, and only one of the participants
is present, that participant will advance. If neither team
shows and other arrangements have been agreed upon to
play the match, a coin flip will determine the winner. A
20match can be played with one team member from
each/either team present.
c. Once the match is over, scoring for all remaining un-
played holes (even if the holes are “played in”) shall be
recorded as par plus any handicap strokes to which
players are entitled.
5. Only equipment that conforms to current USGA regulations is
permitted. Use of non-conforming equipment will result in
disqualification.
6. All players must exchange scorecards with their opponents
prior to the start of each tournament round for the duration of
that round. All scorecards must be signed by all opponents.
7. By signing up to participate in a tournament, the member
agrees to abide by all qualifications of tournament play.
Hole-In-One Program*
We are pleased to continue the successful Hole-In-One Program.
Fox & Weymouth Full Golfing Members are charged $3 when a
hole-in-one is made at either Club by a Full Golf Member. ALL
Full Golf Members are automatically included in this
program! Full Golf Members who participate in the Hole-In-One
Club are awarded 50% of the prize pool (capped at $500) to be

A hole-in-one must be made between the dates of March 1 and
November 30, inclusive, and must be witnessed by another
player during the course of a 9 or 18-hole round.
If you elect to not participate in the Hole-In-One Program, you
must opt-out on or before April 1st 2020. If you opt-out for 2020,
you cannot not opt back in until 2021. To be eligible to collect
your prize you MUST be in the program for the current year.
You must contact your Club Accountant in order by 4/1/2020.
