EXECUTIVE SUMMARY:
Town Staff will be providing an update and presentation on the Town’s design project for eastbound
right turn lane improvements at Central Boulevard.

The Town commenced design on this project in late January of 2019. In retrospect, the original scope
which envisioned a relatively simple turn lane improvement to provide additional eastbound right turn
storage, along with an improved maintenance condition at the intersection of Jupiter Park Drive has
become more complex due to the presence of underground utilities and an existing canal.

A status update on the design plans and project are as follows:

90% Roadway and Landscape Plans:
We have provided copies of the most recent roadway and landscape plans, which are at the 90%
phase. We have received approval for the improvements from the South Florida Water Management
District. As the project did not enter into the County Right of Way, a permit from the County was not
required. To discuss the 90% plans for what started out as a relatively simple scope of work, we now
have to step back into the earlier design and plan development stage of this project.

When 30% plans were completed and reviewed, it became evident that an existing ditch on the south
edge of the Town’s right of way was in fact a canal as defined by the Florida Greenbook. Based on the
roadway design speed and the distance from the outside edge of the through travel lane to the top of
the canal, our design would need to provide shielding of the canal by the use of a guardrail or
longitudinal barrier. This would prevent an errant vehicle from becoming submerged if it were to enter
or flip over into the canal.

To address this hazard, during the development of 60% plans, we considered both W-beam guardrail
and a cable barrier system. Unfortunately due to location in the right of way to an existing Loxahatchee
River Environmental District (LRECD) 30 inch force main (FM) and TECO gas main, both guardrail
posts and cable support posts would be either over or in close proximity to these lines, with the FM
being more difficult to relocate. While the cable system offered a bit more flexibility in relation to the
existing FM, the existing cross slopes, proximity to the canal and required reshaping for vehicle
recovery, it resulted in a system that was marginal at best for heavy vehicles.

With that, we then shifted the design scheme to include filling the canal, while providing water storage
via reinforce concrete pipe and an exfiltration system. As part of this scope, we will be required to
remove a significant amount of existing trees, as well as mitigate trees using a plan developed by our
landscape consultant architect. The 90% plans due to the tree mitigation has a more extensive
landscape plan than what was originally anticipated when the project was initially scoped.

Ultimately, filling the canal and creating a flush shoulder will result in a safer roadside and with the
landscaping, a more aesthetically pleasing right of way. Unfortunately for these benefits, the cost is
greater than a section with W-beam guardrail.

Project Cost Estimate:
A detailed Engineer’s Estimate based on the 90% plans has been prepared and checked. The current
estimate indicates construction costs (without a cost contingency) at $641,567. With a contingency
range from (-10% to +15%), the Town could anticipate construction costs between $577,410 and
$737,802. The Town currently has a CIP construction budget of $600,000.

For what was to have been a simple turn lane improvement, the costs to clear and fill the canal along
with the installation of storm water piping and structures is a substantial amount of the cost estimate;
approximately 40%. Based on coordination and preliminary dialogue with LRECD staff, we anticipate
a portion of this cost will be borne by LRECD. At this point, we estimate their costs to be approximately
$48,600.

With the development of the FY 2022 CIP, we will recommend increasing the construction budget to
$740,000; I believe the upper end of the contingency may be realized at the time of bid due to the
clearing and dewatering necessary. In addition, due to the existing FPL power line, existing front slope
and limited space, the canal clearing, fill and storm water construction may be estimated at the lower
end of productivity, resulting in higher than average unit prices.

The Town’s increase in budget would be anticipated by $91,400 with the remainder being the LRECD
cost share.

LRECD JPA and Agreement:
Based on the revised scope of work, the permanent construction will require easements from LRECD,
and these easements are proposed to be incorporated into a Joint Participation Agreement between
the Town and LRECD. The easements required include a perpetual drainage easement for the Town’s
roadway/right of way storm water, a temporary construction for work and temporary dewatering onto
LRECD’s project during construction, and a harmonization easement to gradually restore the property.
In addition, the agreement will provide for turnover of the installed fill, piping and structures to LRECD,
and for their perpetual use and maintenance; this will be done through a bill of sale. We would note
that the sketches and legal descriptions for these easements are pending.

In addition and as noted above, we anticipate a cost share to be approved by LRECD.

We will be developing a more detailed construction duration estimate based on the 90% plans; it was
not completed at the time for publishing this agenda item. Given the scope of work, we would
anticipate the construction duration being between 210 to 300 calendar days.

In terms of the schedule, during the seasonally wet months, the canal holds a significant volume of
water. Temporary dewatering to allow for the placement of pipe and structures is complicated by the
fact that the canal has no outfall; it is a landlocked storage ditch. We will need to temporarily dewater
onto LRECD’s property and completing this work during the dry season in order to reduce the effort
and volume required. Accordingly, we recommend a project schedule that begins construction in the
early winter when conditions are more amendable for this scope of work, and the proposed schedule
above, reflects the same.
