Neighbors and Friends,
I would like to present to you my first year in review. My priority during 2020 has been to make sure our residents and
employees are staying safe and healthy during these uncertain times, all while maintaining continuity of the services
you are accustomed to receiving. In addition, we worked with local businesses by modifying ordinances, adding
outdoor seating and various temporary liquor licenses to existing restaurants to help them continue to operate during
the various stages that have been, and continue to be mandated by the CDC, the State of Illinois, and the IDPH. If you

As I begin my second year as your Village President, I would like to take this opportunity to update you on
significant developments that have and will impact our community for years to come.

Economic Development The Village Board and I have been working diligently with developers so
that we can bring additional shopping and dining to residents and visitors. These projects total approximately $80
million in private investment into our community without seeking any public subsidy. These developments will
also grow our tax base and create jobs. We want to remind you that currently, the only property tax that is levied
by the Village of Norridge is for the Police Pension Fund, as mandated by state law. No portion of the levy goes to
the Village of Norridge. 65% of our budget is funded by sales tax revenue. Although we have seen many challenges
over the last few months, some unprecedented, we continue to attract developers and businesses to Norridge.

Harlem & Irving Plaza (HIP) The HIP is nearing completion of a $20 million dollar major renovation that
replaces the former Carson’s store. Five Below, which opened in June and DSW, which is expected to open in
October of 2020, will be located on the first floor along with several other future tenants. Hobby Lobby, expected
to open in September 2020, takes up the entire second floor. The third floor is also available space which the HIP
is working hard to fill. Once all three levels are fully leased and opened, the estimate is for 120 more jobs than the
former Carson’s store provided.

Norridge Marketplace Norridge Marketplace on Harlem Avenue
is nearing full completion of its development. We have seen the
opening of Chick-fil-A and Discovery Clothing, and coming soon,
Daisy Gaming Café and Brunch Café that will all join the AMC Theatre
parcel.

                                                   Makray Property The Village is proud to announce we are working
                                                   with GW Properties on a $25 million development of the Makray
                                                   Manufacturing property located on Montrose and Harlem Avenues.
                                                   This 4.5 acre parcel will be the future home of 4 single story buildings
                                                   totaling up to 50,000 square feet of new retail and restaurant space.
                                                   GW has stated that this project will be a major generator of both new
                                                   sales tax revenue and is not seeking any public subsidy, TIFF or other
                                                   Village incentives.

Norridge Commons The former Kmart property is the site for
a new $18-20 million development by AmCap Inc., and designed by
architects Camburas and Theodore LTD. This location will be the
future home of a grocer, an apparel store and a specialty store. The
development is expected to create 150 jobs and is anticipated to be
completed by Summer 2021.

Irving Park Road Development Projects

                                                   Impact Fuel will be opening on Irving Park Road, between Ozark
                                                   and Overhill Avenue. The first class, $4.5 million gas station and market
                                                   will feature a fueling center, full-service convenience store, a Noble
                                                   Roman Pizza Restaurant and video gaming. Hours of operation will be
                                                   4:00 A.M. to 12:00 A.M., and is expected to open in September of 2020.

US Swim Club is expected to open in the Fall of 2020 on the
corner of Irving Park Road and Oleander Avenue. This will be an
indoor swimming facility that will provide swimming lessons and
classes year-round.

2020/2021 Budget
In June, the Village Board approved the 2020/2021 Village budget. The Board and I are very conscientious of the
current economic times and approved a budget that was more conservative and resulted in the cutting of non-
essential spending.

Although when you compare the bottom line of the total budget from this year to last, it will appear as though we
have appropriated $1.8 million more than last year. This is not the case. The budget consists of 3 separate funds.
In our Water Fund, we have appropriated for two potential grants for infrastructure projects totaling $3.1 million.
We will not spend this $3.1 million if we do not receive the corresponding grants. When we adjust the budget for
these two anticipated awards and their projects, the budget balance reflects a $1.3 million appropriations savings
over the prior year. I want to make it clear that while our budget has decreased, we will continue to maintain our
Village and Police services without disruption.

Census
The U.S. Constitution mandates a census of the population every 10
years. The goal of the 2020 Census is to count everyone who lives in
the United States on April 1, 2020 (Census Day). State population
counts from the census are used to reapportion seats in the U.S. House
of Representatives. However, more important, census totals help
determine the amount of funding that state governments and local
communities receive from the federal government for the next decade.
Households that have not yet responded to the 2020 Census will be
receiving a final postcard directly from the U.S. Census Bureau between
July 22 and July 28 reminding of the importance of self-response during
the ongoing global pandemic. While census takers will be wearing
personal protective equipment and will follow all safety protocols, the
Census Bureau strongly encourages the public to respond online at
www.2020census.gov. Households can respond online or by phone in
English or 12 other languages or by mail using the paper questionnaire
mailed to nonresponsive addresses.
Although census takers will start visiting households that haven’t yet responded beginning August 11, you can
still respond on your own until these visits conclude, avoiding the need for the in-person visit. If you are one of
the 27.5% of Norridge residents that have yet to respond to their Census survey, please do so now. Please visit
www.2020census.gov for more information.

Fall Electronics & Recycling Event
On October 3, 2020, the Village Hall will hold our “Contact Free” Fall Electronics & Recycling Event for Norridge
residents only. At the Montrose Police Garage, 4348 N. Ottawa Avenue, you may drop off all electronics. CRT,
flat screens, projection tv’s and monitors will be accepted for $20 per unit. Cash or credit cards only, no checks.
We will also accept old bicycles at this location. For social distancing purposes, please stay in your car. One of
our volunteers will remove your electronics from your car.

                          At the Norridge Village Hall, 4000 N. Olcott Avenue, we will offer paper shredding,
                          prescription drugs, ink jets, toner cartridges, cell phones, old clothes, gym shoes, flags and
                          eye glasses drop-off. For social distancing purposes, please stay in your car. One of our
                          volunteers will remove everything from your car. If you have any questions, please contact

National Night Out
With the utmost abundance of concern for the health and safety of all attendees, and due to Phase 4 of Governor
Pritzker’s Executive Order limits on social gatherings of 50 people, we have made the difficult decision to cancel
this event. We don’t want to have to turn anyone away. Mark your calendars for Tuesday, August 3, 2021. We will
have an entire year to plan for an even bigger, fun-filled evening.

Fall and Winter Village Events
As you are aware, the Village has had to cancel many events this year due to COVID-19. As of today, we are in
discussion to decide the fate of our annual Touch-a-Truck and Holiday Open House & Tree Lighting events.
We would like to be able to modify these events to comply with social distancing requirements, and provide our
residents with a much needed distraction. Watch for information coming soon.

Shout Out to our Heroes!
We would like to take a moment to recognize all of our hometown heroes. Our
Police, Fire, MCD Dispatchers, Public Works along with other essential Village
employees who have been on the front lines during this pandemic. We also want
to remember all of our residents in the health care professions, teachers, store
employees and so many other essential workers. Thank you....you are making a
difference.

Support Local Business
Now that we have entered Phase 4 of Governor Pritzker’s Restore Illinois Plan, our restaurants bars and retail
stores have begun to re-open. Many of our restaurants now offer outdoor seating. Restore Illinois Restaurant &
Bar Establishment Safety Guidelines state that capacity should be determined by arranging seating to provide a
minimum of 6 ft. between tables. Staff are required to wear face coverings, and patrons are required to wear face
coverings when not seated at their table. There is a 10-person party limit per table.

Retail store personnel are also required to wear face coverings and capacity limits are determined by the size of
the store.

Health, fitness, personal care indoor/outdoor recreation, museums, zoos and many other businesses are now able
to re-open as long as they follow Phase 4 guidelines. For a full list of these guidelines, please visit our website at

We encourage you to continue to “Shop & Dine Norridge”. Please stop and patronize one of our local establishments
soon.

As you will all agree, COVID-19, and the unprecedented quarantine, closures and restrictions of the last
4 months, is something none of us thought we would ever experience in our lifetime. As the world slowly begins
to reopen, we are all living with a “new normal”. Thank you to those who are maintaining social distancing,
wearing a face covering, and washing their hands to help reduce the curve of this virus. We will get through this.
