family programs in our parks. We welcome her insights into the
future of our parks, and their most vital programs.

Over her many years working closely with WNPF, Tracy has inspired
passion, understanding, and a great sense of urgency
to strengthen and support the youth and family programs in our
parks. Tonight, sharing her personal insights and stories from
her years in the National Parks Service, Tracy inspires you
to help keep these programs, and our parks, youthful, vital, and
everlasting for many years to come.

COMMISSIONER OF PUBLIC LANDS
Hilary Franz was sworn in as Washington’s
14th Commissioner of Public Lands on January 11, 2017.
The Commissioner of Public Lands administers the state
Department of Natural Resources and its 1,500 employees,
directs the management of over 5.6 million acres of state-
owned lands, supervises DNR’s wildfire protection on millions
of acres of state and private forestlands, and chairs the state’s
Board of Natural Resources and the Forest Practices Board.
Prior to being elected, Commissioner Franz was executive
director of Futurewise, an organization committed to
implementing smart, sustainable land use and transportation
policies. In this role, she brought together local governments,
non-profit organizations, and citizen groups to protect the
environment and grow strong local economies.
Hilary is a third-generation farmer and small forest landowner,
and she is the mother of three wonderful sons, whom she
raised on a small historic farm along with 12 sheep, 2 goats,
7 pigs, 3 cats, and 100 chickens.
A Northwest native, Hilary has lived for 20 years in Washington
State. She was raised by her father and grandparents with
close connections to the land, which she has instilled in her
own children. Hilary believes that ALL children deserve
the opportunity to experience nature and create lasting
memories in our parks. She has joined us tonight to
help spread awareness and raise support for these vital
Youth and Family Programs.

TRACY SWARTOUT
DEPUTY SUPERINTENDENT,
MOUNT RAINIER NATIONAL PARK
In addition to working as Mount Rainier
National Park’s Deputy Superintendent
for the last six years, Swartout has held
a variety of NPS positions throughout
her 18+ year career, including stints in
Seattle, Utah, Washington D.C., and as
Superintendent of Congaree National Park in
South Carolina. Before joining the NPS, Swartout
worked for the National Parks Conservation Association and
the South Carolina State House of Representatives.
Swartout received a Bachelor’s degree in Environmental Geography
from the University of South Carolina and a Master’s degree in
Natural Resource Management from the University of Waterloo in
Ontario, Canada. She also completed postgraduate work at Duke
University’s Nicholas School of the Environment.
Tracy grew up in South Carolina and spent most of
her free time reading and exploring the outdoors,
including visiting as many parks as possible and
working as a youth camp counselor and rock
climbing instructor for Sanborn Western Camps in
Colorado during college. She is hoping to instill
that same spirit of outdoor adventure in her own
two school-aged children, each of whom is
named after a US mountain peak.
Since her time at Mount Rainier National Park,
Tracy has inspired, uplifted and instilled the
important role of Youth and Family Programs
in the minds and hearts of WNPF staff, Board,
and our supporters.

6Milestones
We all have had those monumental events where we have achieved
sought after goals or reached pivotal moments in our lives. For
Washington’s National Park Fund, it is realizing the positive difference
we have made over the last 25 years of our partnerships with the parks.
For North Cascades National Park, it is marking 50 years as one of our
beloved crown jewels. For all three parks, it is seeing record-setting
attendance levels, in part by having more kids and their families
experiencing the outdoors than ever before. A highlight for me was a
successful summit of Mount Rainier in 2016 with my good friend,
Laurie Ward, WNPF’s Executive Director. All are milestones indeed and
a time for celebration!
It is also a time to reflect on the impact WNPF has made and will continue
to make. As we continue to partner with the parks, we will work to get
more youth and families experiencing the magnificent wonders of Mount
Rainier, North Cascades, and Olympic National Parks. Today’s young
people are the ones who will be our new stewards, and they will be the
ones that will help us reach future milestones.

SNOWBALL FIGHT IN ROCKY MOUNTAIN
NATIONAL PARK IN JULY
This year marks a very special time—our 25th
anniversary—in Washington’s National Park
Fund’s history. As the official fundraising
partner for our beloved Mount Rainier,
North Cascades and Olympic National
Parks, we are proud of our heritage and
how far we have come over the years.
It all started on a dark and rainy night
in 1993. Former Governor/Senator
Dan Evans was chatting with both legendary
mountaineer, Lou Whittaker, and Microsoft
employee, Melinda French, about the wonders of
Washington State’s three national parks. The conversation zeroed in on
these parks’ need for public support. That night, the concept of
Washington’s National Park Fund was formed.
Could these three beloved Washingtonians have guessed how WNPF
would grow over the years? I imagine their dream was that Washington’s
National Park Fund would be awarding millions of dollars for programs
including science and research, youth and family programs, volunteerism
and stewardship, and visitor experiences. Their dreams came true.
We carry on their vision today and are daring to dream big. We envision
GREAT THINGS for Mount Rainier, North Cascades and Olympic National
Parks in the not-too-distant future. Stay close, folks. The best is yet to be.
During tonight’s Spring Dinner and Auction we are celebrating Milestones
on our Journey. Not only WNPF’s own milestone, but North Cascades
National Park’s as well. It’s been 50 years since this gem of the Pacific
Northwest was formed. Those who painstakingly fought for the
establishment of North Cascades National Park deserve loads of credit.
Without them, who KNOWS what the incredible Washington Pass would
look like today. I shudder at the thought!
8Take a look at pages 45–48 in this catalog for a description of the Youth and Family Programs we will be funding here tonight. Know that without these programs, thousands of local children, many without the resources in their homes or their schools, may have never had these experiences and moments in our parks—or with nature in general. Then, alongside me, our board of directors, my wonderful colleagues, and 300+ other park lovers here tonight—raise your paddle high and proud! One of my own milestones in a national park occurred back in 1979 in the Rocky Mountains where I had snowball fights in July with my cousins from Pennsylvania. We were enthralled by the rangers as they told magical stories that night around a campfire. We slept out on the hard ground while counting the shooting stars in the dark skies overhead. That trip? That experience? It changed my life forever. Now tonight, we can change lives for children from communities throughout this great state of Washington. Join me, won’t you? Give generously. Thank you. Welcome to this year’s WNPF Spring Dinner and Auction! We are honored
to have you here as our guests to share in an evening where you have the
ability to tangibly show your passion for Mount Rainier, North Cascades and
Olympic National Parks by bidding extravagantly and enthusiastically.
This year we are celebrating the 50th Anniversary of North Cascades
National Park. Less than three hours from Seattle, an alpine landscape and
wilderness beckons. Discover communities of life adapted to moisture in the
west and recurring fire in the east. Explore jagged peaks crowned by more
than 300 glaciers. Listen to the cascading waters in forested valleys. Witness
a landscape sensitive to the Earth’s changing climate. We add all of this to the
vision, grassroots activism and political maneuvering of those who are still
here and those who came before us. Now it is our time to help steward the
ecological heart of the Cascades.
These are exciting times filled with opportunity for our national parks here in
Washington State and for you to help support our Crown Jewels. Tonight is an
opportunity for you to tangibly show your support for the stewardship of our
Parks so that future generations can continue to be inspired, restored, and
rejuvenated as we are through our Parks.
The Parks are so many things to so many people.
They present us with places to unplug so we are
able to get plugged back into ourselves. They
are places we share with family and friends
to create memories full of laughter,
exploration, and wonderment. They
present us with the opportunity to wander,
to dream, to explore what we can dream.
They have historic lodges that enable us to
rekindle the art of conversation, find new
friends, and savor amazing meals.

Over the top society
At Washington's National Park Fund, we’re recruiting support for our circle
of friends affectionately known as the “Over the Top” Society.
To raise the funds that will take partially-funded priority park projects up
and over the top at the end of each fiscal year, this circle of friends
recognizes those who contribute $1,200 or more in a year in UNRESTRICTED
giving. You may choose to contribute this annual gift one time, or spread it
out over the year into monthly payments of $100 or quarterly of $300; we’ll
send reminders if helpful.
Over the Top funding enables Washington’s National Park Fund to complete
many more of the top priority projects submitted each year by Mount Rainier,
North Cascades and Olympic National Parks.

Five climbers, two nights in a snow cave on Mount Rainier. Wondering if…
Then things changed. Known affectionately as “the jackets,” a team of
rangers and rescue volunteers came through the storm at 7 a.m. on the
third morning. The five climbers exhaled. The climbers—employees of
REI—vowed to give back and give back they did, and their commitment
continues today!
REI employees took on one of Washington’s National Park Fund’s
fundraising climbs of Mount Rainier. In recent years, they’ve added Mount
Olympus and Mount Shuksan. To date, nearly $400k has been raised and
the vast majority has been awarded for projects benefiting “the jackets,”
our national parks’ Search and Rescue programs.

THREE PROJECTS WORTH YOUR INVESTMENT
Each year during Washington's National Park Fund’s Spring
Dinner and Auction, we focus on a specific area in special need
of funding. This year, guests will be invited to invest in three youth
and family projects within Mount Rainier, North Cascades, and
Olympic National Parks. Collectively, the goal is to raise $100,000
for these vital programs.
The following presents brief overviews of the projects as
presented by each park’s Superintendent.
451 School Program Education Rangers MOUNT RAINIER NATIONAL PARK The Mount Rainier Education Rangers chaperone student groups coming to the park, mostly during the spring when Paradise is buried in snow. Whether from a nearby town or inner-city Seattle, many of these kids have never been to the park much less spent time in a snowy environment. While it is often sunny and warm at sea level, it can be blizzarding in April on ‘the Mountain’! The kids are led out on a snowshoe walk with chaperones and learn to safely negotiate snow trails (and have some fun in the process!). In 2017, nine different school districts and over 1700 kids participated in field trips to the park. 46

Species Education
NORTH CASCADES NATIONAL PARK
The Endangered Species Trailer at North Cascades educates visitors,
students, and the public about some of the 37 species of animals
believed or known to occur in Washington State that are on the
Threatened and Endangered Species List. The cargo trailer is equipped
with photos, and the inside has mounted mammal and bird species along
with examples of furs and feathers, and replica tracks, skulls, and scat.
The trailer is also taken to schools, utilized at visitor centers and
campgrounds for hands-on learning, and operated at special events and
festivals to engage with new and diverse audiences. A similar bear trailer
was used last summer and in four months had nearly 10,000 visitors!

473 Adventures in Your Big Backyard OLYMPIC NATIONAL PARK Adventures in Your Big Backyard at Olympic National Park partners with the Boys & Girls Club to introduce summer camp kids to the full diversity of ecosystems—ocean, mountains, rivers and rain forests—all contained within the park. They spend their days canoeing on Lake Crescent, swimming at Sol Duc Hot Springs, rafting the Elwha River, and hiking the Pacific Coast. The kids take away transformative experiences, and move on to become the next generation to serve as stewards of our beloved lands. 48

One of the most incredible parts of this summer was
watching the kids’ personal transformation as they
became more comfortable in the outdoors.
The first few hikes were a challenge for several kids
who frequently asked when it would be time to get
back on the bus. These same participants were
almost unrecognizable at the end of the summer.
At our last outing to Ruby Beach, they were so
engaged in tidepool exploration that no one wanted to
leave! On our walk back to the buses, we passed
several backpackers and one of the girls (who hadn’t
been so sure about hiking a few weeks earlier) asked
me what they were doing. When I told her they were
going to camp on the beach, she turned to her
younger cousin and said,

Restrictions: Depending upon the interests of the winning bidder, this site visit
may include an easy drive or walk, or a two to four-mile hike in moderate
to strenuous backcountry settings. Trip will take place sometime between June
and October 2018.
