 This makes GPP a market-based tool in achieving higher degree of
  circularity in public sector operations

 1st NAP (2012-2014): 50% target
 Performance in 2014: 49%
 Performance in 2017: 63%
 2014: Cabinet decision to mainstream GPP
 2015: Decentralisation of GPP function as per Cabinet Decision
 2nd NAP (2019-2025):
   •   Proposes an incremental increase from current 63% to 90% by 2025
   •   Aim towards more ambitious sectoral targets
   •   Introduces 6 new criteria
   •   Enact 9 measures to improve uptake of GPP in specific sectoral targets

Objectives of the 2nd NAP

• To provide clear and realistic targets to encourage public
  procurement that takes into account its environmental impacts.

• To increase the share of government’s procurement in greener
  products by 90%

• To increase awareness amongst economic operators and CAs

 There are 3 different sets of criteria to choose from – one must not
  include all specs. The most used are those for normal paper and legal
  virgin fibre.

 Applicable to unprinted paper for writing, printing and copying
  purposes sold in sheets or reels.

 Finished paper products such as writing pads, drawing books,
  calendars, manuals, etc. have not been included.
Gardening Products and Services
 They are very comprehensive and address various angles of this
  product group.

1.   Soil improvers
2.   Ornamental Plants
3.   Irrigation Systems
4.   Gardening Machinery
5.   Machinery Lubricant Oils
6.   Gardening Services ( amalgamation of other criteria above)
Computers and Monitors

 The criteria are more extensive in scope.

 The criteria encompass computers and display devices. These include
  stationary computers, desktop computers, small-scale servers,
  workstations, computer monitors, notebook computers, two in one
  notebook, tablet computers, portable all in one computer, mobile
  thin client.
Computers and Monitors
• A minimum two year warranty for
  repair or replacement. It shall
  cover battery defects as well

• Requires the memory, HDD/SSD,
  rechargeable battery, LCD
  backlight, circuit boards and stands
  to be accessible and replaceable.

• Clear disassembly and repair
  instructions should be made
  available
Imaging Equipment
 Criteria for imaging equipment have not been extensively updated and do
  not cover new product groups.

 If a tender is being published using the BPQR – the award criteria should
  altogether account for at least 15% of the total points.

 As a criterion it necessitates:
1. Double side printing
2. Energy efficiency
3. User instructions on green performance management – how to maximise
   the environmental performance of the imaging equipment
Textiles
• 1st NAP already featured these criteria. The
  criteria now address products and services.

• Garments must be designed so that any logos
  or distinctive identification features can be
  easily removed or overprinted without
  damaging the item

• The tenderer of textile services will extend
  the useful life of workwear by providing
  ongoing maintenance and repair services
Cleaning products and services

 Address chemical components of products

 Address all purpose cleaners, sanitary cleaners, window cleaners,
  laundry detergents, detergents for dishwashers

 As a means of verification, a relevant Type 1 Ecolabel will be deemed
  to comply. The provision of the ingredients listed on the product
  label, safety data sheets and other technical data sheets indicating
  that none of the listed ingredients are on the candidate list.
Street lighting and traffic signals

 The current criteria for street lighting do not take into account LED
  lighting so most of the technical specs provided by CAs already go
  above what is necessary in terms of GPP.

 The revised criteria have been published in December – a public
  consultation will follow suit

 If the street lighting criteria are utilised using the BPQR – the award
  criteria should altogether account for at least 15% of the total points
Transport
 Extensive in scope and very easy to apply in tenders. The GPP criteria are
  also very easy to verify and widely found on the Maltese market.

 The criteria are currently under revision at EU level

 The criteria either target CO2 emissions or EURO standards.

 They address:
1. Passenger cars and light duty vehicles –up to 3.5 tonnes
2. Bus procurement and public transport services
3. Waste collection trucks and waste collection services
Furniture
• The criteria apply a three phase
  approach. Refurbishment is a
  cornerstone of the revised criteria.

• Refurbished furniture is to have a
  minimum 2 year warranty. New furniture
  is to have 3 year warranty.

• End of life services criteria- tenderers
  shall collect furniture and provide a re-
  use and recycling service for furniture
  that has reached the end of its service
  life.
New Criteria

Electrical and Electronic Equipment used in the
Health Care Sector

 Requires bidders to provide instructions for users on how to use the
  equipment to minimize the environmental impact.

 Training shall also be provided regarding adjustment and fine-tuning
 of the equipment’s electricity.

 Repair/replacement of the product shall be covered by the warranty
  terms of the manufacturer. The tenderer shall further ensure that
  equivalent spare parts are available for at least 5 years over warranty.
Food Industry
The 2nd NAP divides this product group into two subsets :
1.   Hospitality and Catering Services
2.   Vending Machines

These criteria are far more ambitious than the EC guidelines.

Target the reduction in the use of plastic packaging. This measure is in line
with the proposed Single Use Plastic Directive.

Their aim will be to further promote the use of re-usable, biodegradable,
and/or compostable plastics.
Vending Machines

• At least 1% must be organically
  produced

• Main fruit and vegetables used
  in carrying out the service shall
  whenever be selected according
  to the seasonality of produce.
Hospitality and Catering Services
 Fruit and vegs when possible be selected according to seasonality of
  produce

 Food and beverages should be served using containers and any related
  accessories which are re-usable. If single consumption of materials is
  necessary, then containers must be biodegradable and/or compostable.

 Waste generated shall be collected separately at source

 Plastic packaging is to be compostable/biodegradable/re-usable
Sanitary tapware

 Sanitary tapware covers taps, showerheads and showers.

 Address water flow rates, temperature management, time control for
  multiple users, user information, product quality and longevity.

 Circular approach since products shall be designed in such a way that
  its exchangeable components can be replaced easily.

 A warranty for repair or replacement of minimum 4 years.
Toilets and Urinals
 Similarly to the sanitary tapware criteria they address water saving
  measures, installation instructions, product longevity and flushing
  performance

 It also requires information in print or electronic format for:
- Its proper installation
- Information on full and reduced flush volumes
- Recommendations on the proper use and maintenance of the product
- Information concerning appropriate disposal at products end of life
Road Design, Construction and
Maintenance
 Contrary to the previous criteria for this sector, the newly launched
  criteria also take into consideration the design and maintenance

 They are very extensive in scope, in fact a country specific approach
  towards the road construction industry was adopted.

 The criteria require an environmental integration and restoration
  plan, monitoring of noise emission during construction and
  maintenance, traffic congestion mitigation plan, performance
  requirements for durability of pavement
Design and Performance
Requirements
 The traffic congestion mitigation plan shall be presented with the
  road design and shall include a timeline with expected construction
  and alternative routes.

 The durability of the pavement – 15 yrs for binder course, 20 yrs for
  base course, 40 yrs sub-base.

 Minimum 15% of recycled content, re-used content and/or by-
  products shall be incorporated for the sum of the main road elements
Maintenance and operation

 Demolition waste audit and management plan

 A minimum of 55% by weight of the non-hazardous waste generated
  during demolition, including backfilling shall be prepared for re-use,
  recycling and other forms of material recovery.
Office building design, construction
and management
 It comprises a building whose primary function is to provide space for
  administrative, financial, professional, or customer services.

 Criteria for this sector focus on office buildings as a system rather
  than as individual components.

 The adopted criteria will address minimum energy performance
  issues, recyclable waste storage, incorporation of recycled content,
  and installation and commissioning of building energy systems
Design and Performance
Requirements
 Dedicated storage space shall be provided to facilitate the segregation
  of waste.

 A minimum of 15% of recycled content, re-used content and/or by-
  products shall be incorporated for the main building elements. The
  contractor shall shall describe how the overall value will be calculated
  and verified including batch documentation, factory production
  control documentation and delivery documentation.
Construction of the building

 Requirement for a demolition waste audit and management plan.

 A minimum of 55% by weight of the non-hazardous waste during
  demolition, shall be prepared for re-use, recycling and other forms of
  material recovery. The contractor shall submit a pre-demolition
  audit. This shall be tracked using consignment notes and invoices.
  Monitoring data shall be provided as well to the CA.

 Installation of a building energy system.
