2Desired Outcome of the LEC
Broadly speaking, the League Entry Criteria (LEC) is an all of sport process implemented to encourage strong
sustainable hockey clubs into the future. The entry standards for Premier League are based on industry best practice
and geared at ensuring all aspects of the sport are developed within clubs to ensure improvement at all levels.
The LEC ensures accountability of current Premier League clubs and emerging Vic League clubs to the development
and growth of the game.
The LEC is a long-term sustainability decision and whilst the ‘success factors’ outlined below are the wider strategic
outcomes HV would like to see as a result of the change, it is vitally important that all Affiliates are patient in the first
phase of its implementation.
The ‘Success Factors’ as part of the roll out of the League Entry Criteria are below:
• Ongoing growth in participation within Victoria – 90% of clubs achieving participation increases
annually during this time.
• Improve the sustainability of all Victorian hockey clubs through the 'off field' standards
• Increase the number of and improve the quality of Coaches & Officials
• Improved governance standards of all Victorian hockey clubs
• Management of the quality of the Premier League competition
• Increasing the number of home-grown players playing Premier League for their clubs
The full LEC review against the ‘Success Factors’ will be conducted by the end of 2020. More information on
the review process and the timelines will be provided in early 2020.
3About the League Entry Criteria (LEC)
What the Premier League Entry Standards are not
It is important to note the League Entry Criteria is not a plan to expand the Premier League by adding extra
teams. It is about rewarding those clubs wishing to compete in Premier League that develop themselves to
sustainable standards. It is sustainable clubs that will underpin the future success of the sport.
Number of teams in the Premier League
Ultimately, the number of teams in Premier League will be driven by the number of affiliates meeting the on
and off field criteria in both the Premier League and Vic League structures. The intent of the LEC is to always
provide hope for any Victorian club to gain Premier League status. The number of new teams will be guided and
determined by sustained growth in participation numbers.
League Entry Standard – Review
HV will conduct an annual assessment of the LEC and the LEC process, taking into account (amongst other
things) the principles underpinning competition structure and the progress against the ‘Success Factors’
outlined in the desired outcomes of the LEC. If any changes are made this will be communicated to Affiliates
in writing and face to face whenever practical.
4On Field Performance
2 year ‘grace period’ for teams gaining Premier League Status
Considering the long history of clubs entering and exiting State League 1 (Premier League) within one season
(the ‘yoyo’ effect) in the past, from 2017 any new Premier League team will have a two year ‘grace period’ so
the team has time to demonstrate its ‘On Field’ capability.
During this two-year grace period HV will support the relevant clubs/teams with technical expertise, if requested by
clubs (via the General Manager – Technical Performance) to improve the teams’ preparation, training and recovery
standards. This will allow the new clubs/teams to adjust to the Premier League on field standards (level), and
provide the club with the opportunity to remain sustainable in the Premier League in the long term.
The small sample size thus far (Melbourne University – Men’s and Southern United – Women’s) in 2016 & 2017
has demonstrated significant improvement in terms of points gained and score difference.
For clarity, a new team that gains Premier League status in season 2020 will not be considered for relegation until
the end of season 2021, giving the team two seasons (2020 and 2021) to adjust to the Premier League on-field
performance standards.
Retaining ‘Premier League Status’
Subject to this document, the PL team which is ranked as the lowest, based on the PL Premiership
Points (Premier League Ladder), at the end of the regular season will be subject to losing its Premier
League status. Any PL team in year 1 of its 2 year ‘grace period’ can’t lose its Premier League status
based on ‘on field’ performance. However, in cases where a PL team in year 1 of its 2 year ‘Grace Period’
is on the bottom of the ladder, and subject to other relevant criteria in this document being met, the
second bottom placed team will lose its PL status.
In the instance where two or more teams are on the same number of points, HV will consider the
following elements to determine the lowest ranked team:
• Goal Difference
• Goals for
• PL Reserves ladder position at the end of the 2020 regular season

Professional Development & Education
Each year, HV offers a series of professional development and education opportunities for club committee
members to attend. These opportunities will be advertised via the Hock-e-comms, HV website and the social
media accounts.

9HV Assessment
VL1 Teams:
VL1 clubs seeking to have their VL1 teams enter Premier League must be eligible, meet the LEC and be
invited by HV to submit the relevant application in accordance with this document.
Applications will be assessed by HV against the LEC, as set out in this document, and the Checklists.
Despite a VL1 club meeting the relevant LEC in any given year, the Board of Hockey Victoria may, in its absolute
discretion, determine not to invite a VL1 club to submit an application or not to promote the VL1 applicant’s VL1
team to Premier League where:
• to do so would manifestly be in the best interests of hockey, the Premier League competition or the
applicant club; or
• the club is in Financial Default.
Premier League Teams:
PL clubs seeking to have their PL teams remain in Premier League must meet the LEC and, upon being invited by
HV, submit the relevant application in accordance with this document.
Applications will be assessed by HV against the LEC, as set out in this document, and the Checklists.
Despite a PL club failing to meet the relevant LEC in any given year, the Board of Hockey Victoria may, in its
absolute discretion, determine to allow the PL team to remain in Premier League where to do so would
manifestly be in the best interests of hockey, the Premier League competition or the applicant club.
Data Integrity:
If Hockey Victoria determines that any club seeking to have its Premier League teams remain in or be
promoted to Premier League has deliberately falsified any part of its application, including but not limited to
the records of individual and team participants, the club will be deemed ineligible to apply for Premier League
status. This applies to current Premier League clubs and Vic League clubs.
10LEC Criteria to be met in season 2020
PREMIER LEAGUE: 'Off Field' assessment.
For its Premier League teams to remain in Premier League in season 2021, a PL club must
achieve the following standards in the 2020 season:
• Collect the minimum 23 participation points (teams & individuals);
• Meet all the Governance standards;
• Meet the Facilities standards or demonstrate Working Towards meeting the Facilities Standards
(excluding pitch surface);
• Meet the applicable Coaching and Officials standards;
• Not finish on the bottom of the PL Ladder (excluding a club in year 1 of the 2 year ‘Grace Period’);
and
• Once invited by HV, submit an application to remain in Premier League.
PREMIER LEAGUE: 'On Field’ assessment
Subject to this document, a Premier League team will lose its Premier League status if:
a) It is the lowest ranked PL team (excluding a team in year 1 of its 2
year ‘grace period’) based on the PL Premiership Points (Premier League
Ladder) at the end of the 2020 regular season; or
b It fails to meet the minimum Participation Points criteria irrespective
of the ladder position.
and
c) A VL1 team is eligible and approved for promotion into Premier League for 2021.
Note: any PL team that is in year 1 of its 2 year ‘grace period’ is not subject to the above nor can it lose
its Premier League status based on ‘On Field’ performance.
VIC LEAGUE 1: 'On Field' assessment.
A VL1 club is eligible to apply for its Vic League 1 team to enter Premier League if:
a) The VL1 club has collected the minimum 23 participation points (team & individuals); and
b) The VL1 team finished top 2 on the VL1 ladder; and
c) The VL1R team finished top 4 on the VL1R ladder.
VIC LEAGUE 1: ‘Off-field’ Assessment - Eligible VL1 clubs must:
• Meet all the Governance standards;
• Meet the Facilities standards or demonstrate Working Towards meeting the Facilities Standards
(excluding pitch surface);
• Meet the applicable Coaching and Officials standards.
• Be invited by HV to apply for promotion; and
• Submit an application to HV for promotion.
11PARTICIPATION POINTS CRITERIA TO BE MET IN SEASON 2020 (Team & Individual)
Notes:
• Introductory Junior Members points can be collected between 1 August 2019 – 31 July 2020 (including the
relevant Off-Season Junior Members).
• All Junior & Senior full field team points are collected as part of team entry numbers from the 2020 HV Winter
Competition season and/or Association managed 2020 Winter Competition. Please note that Open Age teams in
2020 will be regarded as Senior teams for the purposes of the LEC, and will therefore be eligible to count towards
the Participation Points.
• Under the Masters Bonus Points criteria, in addition to the current eligibility rules outlined below, Hockey
Victoria will accept returning players born on or before 31 December 1985 who participate in HV’s Senior
competitions (i.e. Metro competition) under the same eligibility rules. The cut-off date for claiming Bonus Points
under the Masters criteria will be 30 August 2020.
• Social Competition (in reference to Category 3 clubs/association) is defined as a midweek competition played
outside of the traditional hockey fixtures. It can be either full-field or modified to suit the local demand.

VIC LEAGUE 1: Eligible VL1 clubs must meet the ‘Off Field’ criteria (Coaching & Officials) outlined
below.
Standard Criteria
Coaching Seven (7) Accredited coaches with Level 1 or above, with the following
criteria:
• A minimum of two out of the seven must be Level 2 or above
• A minimum of two out of the seven must be female
Officiating Seven (7) Accredited umpires with Level 1 or above, with the following
criteria:
• A minimum of two out of the seven must be Level 2 or above
• A minimum of two out of the seven must be female
Minimum of 1 Level 1 Trained Umpire Coach (or higher)
Minimum of 2 X Level 1 Technical Officials (or higher)
Note:
Please note that for candidates to be counted against the above criteria, they must:
• Meet all of the criteria below by 30 August 2020
• Have listed their current club on their HockeyEd account AND
• Be identifiable to HV management as an active member of that affiliate through individual
membership, including but not limited to:
o 2020 HV Outdoor Playing Membership (or equivalent)
o 2020 HV Non-playing membership (or equivalent)
o 2020 HV Supporter Membership (or equivalent) with the club listed
o 2020 HV Officials Membership with the club listed (or equivalent)
Additional criteria for Category 2: University / School Clubs with ‘Social Participation Programs’.
Standard Criteria
Coaching & Officiating Minimum of 10 Coaches and/or Officials, who are a member of the
relevant club, appointed to coach, umpire or be a technical bench official
at any of the following events:
• Junior State Championships
• Junior Country Championships
• Senior Country Championships

CLUB
Club means an individual hockey club or a hockey association (which has a VL or PL team as relevant).
FINANCIAL DEFAULT
Financial Default has the same meaning as that set out in the HV Competition Rules.
REGISTERED SOCIAL PARTICIPANT
A Registered Social Participant is an individual participant registered as a participant playing in an internally
club-managed program (approved by Hockey Victoria) for participants who do not play for the club in
traditional hockey season. Accepted registrations include RevSport registration system or any other social
hockey registration system prescribed by HV.
SOCIAL COMPETITION
Social Competition (in reference to Category 3 clubs/association) is defined as a midweek competition played outside of
the traditional hockey fixtures. It can be either full-field or modified format to suit the local demand. Teams can be made
up of mixed or single gender players of any age, with the minimum season duration of 6 weeks. All participants must be
registered as per the Registered Social Participant definition.
WORKING TOWARDS
Working Towards in the context of meeting the Facilities Standards (excluding the pitch surface) in 2020
means the relevant club is doing everything reasonably possible and within its control to meet the
requirements for the Facilities standards.
17Application & Assessment Process in 2020
In 2020, Hockey Victoria will consider applications from VL1 clubs that are eligible to apply for Premier League
in 2020. In addition, HV will request updated LEC information from current Premier League clubs through LEC
Application.
Current Premier League Clubs
July 2020 HV Management to invite any eligible 2020 Premier League club to submit its
updated LEC information including but not limited to;
• HockeyEd Members
• Any updated policies or club documents
• Any facility changes
Vic League 1 Clubs
By end of Sept. 2020 HV Management to invite an eligible VL1 club to apply for 2021 Premier League
status.
HV Management to assess the 2020 VL1 club’s application and present
recommendations to the HV Board.
October 2020 HV Board to consider HV Management’s recommendations and finalise decisions
relating to Premier League applications and status for season 2021.
Final Team Announcement
October 2020 HV Management to announce the 2021 Premier League teams to all Affiliates.
