Alumni Community Engagement Fund
The CSC’s Alumni Community Engagement Fund (ACEF) seeks to support Commonwealth
Alumni in raising awareness of key development issues at the community level through the
organisation of an event or engagement activity.

Each year, the CSC selects one or more themes which activities must address. Alumni are
expected to draw on their knowledge and skills in areas related to one of the themes to develop
and deliver a community engagement activity.

Alumni may apply as individuals, as a group of Commonwealth Alumni, or as an alumni
association.

Alumni Community Engagement Fund 2020
This year, due to restrictions to in-person engagement, ACEF has been adapted to an online
delivery method.
Alumni working or involved in areas related to their chosen theme will have the opportunity to
work with the CSC Alumni Team to create a video information session, designed to
communicate information about and raise awareness of a particular issue related to the
selected theme for their chosen community. The video will be shared on social media and other
online platforms available within the community and on the CSC’s communication channels.
All videos must be completed by 31 March 2021. Alumni will not be awarded direct funds to
deliver this work, with costs involved in editing and production managed by the CSC Alumni
Team. An approved video editor will be appointed by the CSC Alumni Team to undertake
editing and final video production.
Themes

This year’s selected themes relate to international days taking place in March and April 2021.
Alumni are invited to apply to create a video information session which addresses one of the
themes and international days below.
World Water Day

World Water Day is about taking action to tackle the water crisis. Worldwide, one in three
people do not have access to safe drinking water, two out of five people do not have a basic
hand-washing facility with soap and water, and more than 673 million people still practise open
defecation.
SDG 6: Clean water and sanitation seeks to ensure availability and sustainable management of
water and sanitation for all.
The theme for World Water Day 2021 is ‘valuing water’.

Valuing water is a shared responsibility. As a society, we must understand the multiple values of
water to different groups and the importance of protecting water sources and ecosystems,
ensuring access to safe drinking water and managed sanitisation, and investing in water
infrastructure and innovations. Education and public awareness on the value of water and its
essential role in all aspects of life is essential to this.
World Health Day
7 April 2021
World Health Day aims to create awareness of a specific health theme to highlight a priority
area of concern for the World Health Organization (WHO).
SDG 3: Good health and wellbeing seeks to ensure healthy lives and promote well-being for all
at all ages.
The theme for World Health Day 2021 has not yet been set, however the CSC is keen to
receive applications to create video information sessions addressing the importance of
preparedness and prevention and in tackling illnesses and diseases to increase health and well-
being.

Video information session
The following outputs will be produced as part of the community engagement activity:
• 10-minute (approx.) video information session. The content for this should be developed by
  the alumnus/alumni group, although they can seek support and guidance on content from
  others. Footage will be taken and submitted by the alumnus/alumni group for editing to create
  the final video.
• 1-2 shorter vox pops for social media use
• An accompanying article or story for publication on the CSC website on your work and how it
  relates to the selected theme, and information about the video session, chosen community,
  and the impact of this.

Alumni should submit footage to be edited to create the final information session and outputs.
The video can include footage from more than one speaker (filmed separately and observing all
social distancing and COVID-19 related guidance) and alumni can submit additional materials,
such as images and written text to be included as a slide in the final edited video. Alumni will
work with the CSC Alumni Team to design the session to engage their chosen community
audience.
Content
Selected alumni will be required to attend an initial meeting(s) with the CSC Alumni Team to
discuss their information session and the content to be included, audience and distribution
method, as well as to discuss key information for inclusion, and filming tips.
The timeline for delivery of content will also be agreed following this meeting and you will be
required to submit a content plan (a template will be provided) to outline the video information.
The following content must be included as part of the information session:
• Introductions from speaker(s)
• Introduction to the video content and what viewers will learn

• Why the [theme] is important and how it relates to their work and sustainable development
  more widely
• SDG or international day addressed by [theme]

Alumni must consider their primary audience when planning the content, such as the language
or terminology used, length of the session, and ways to keep their audience engaged, such as
the use of rhetorical questions or quick activities.
For example, you may wish to film an information session for primary school children on the
importance of safe drinking water and what makes water safe. As part of the session, you may
wish to ask them questions to encourage them to think about this topic and what they may
already know (Do you know where your water comes from? What do you think is the biggest
threat to safe drinking water?).
All content plans and delivery methods must be approved by the CSC Alumni Team.
Video footage
Selected alumni will be provided with filming tips and guidance, consent forms, and information
on additional content which may be included in the information session. Alumni must submit raw
video footage (unedited).
Footage can be gathered using a personal camera, tablet, or smart phone device.
Consent forms must be submitted for all those featured in the footage submitted to the CSC
Alumni Team. Please note, images or footage which include anyone under the age of 18
cannot be included and should not be shared.
We do not guarantee that all footage submitted will be used in the final output.
An approved video editor will be appointed by the CSC Alumni Team to undertake editing and
final video production. A videographer should not be procured by alumni to gather video
footage. The CSC will not provide payment for any external videographers or editors arranged
by alumni.

How to apply
To apply to take part and develop an online video information session which addresses one of
the chosen themes, you must read the full terms and conditions in this document and submit an
online application form.
You can submit an individual application, or on behalf of a group of Commonwealth Alumni, or
your local alumni association.
Applications submitted to produce a video information session as part of ongoing professional
work or projects will not be considered.
The deadline for applications is 23.59 (GMT) on Sunday 13 December 2021. Applications
received after this deadline will not be considered.

Roles and responsibilities
The primary role of the selected alumnus, or lead alumnus where an application has been made
on behalf of a group of alumni, is to plan and develop the video information session and
content, and liaise with the chosen community to identify the appropriate channel(s) to deliver
this via.

You will be responsible for gathering and sharing all video content and footage, liaising with the
CSC Alumni Team during the production and submitting all required documentation within
agreed timeframes, and attending all meetings requested.
Main responsibilities
1. Acting as the primary contact for the development and delivery of the community
   engagement activity. You will:
• Attend all requested meetings and submit all required documentation to the CSC Alumni
   Team within agreed timeframes.
• Provide regular updates on progress and development of the content plan with the CSC
  Alumni Team, as well as the filming and gathering of content for your information session.
• Work closely with the CSC Alumni Team to agree editing and the final video production.
• Establish any required contacts within your chosen community to organise the appropriate
  channels by which to share the video information session and keep the CSC Alumni Team
  informed of this.

2. Developing the content plan, identifying speaker(s), and gathering and submitting raw
   video footage for editing and required documentation. You will:
• Draw on your expertise within the chosen theme to develop and submit a content plan to the
   CSC Alumni Team using the template provided and outline how the video will address all key
   requirements.
• Consider your audience when developing the content to ensure information is delivered at
   the appropriate level and is engaging.
• Where you would like to engage additional speakers, you will identify these individuals and
   manage their involvement. You must inform the CSC Alumni Team of all those involved in or
   contributing to this work.

3. Ensuring all footage is gathered in a safe environment and that clear and informed
   consent is submitted by all those featured in the video or who contribute content. You
   will:
• Adhere to the CSC’s safeguarding policy and follow all social distancing and COVID-19
   related guidelines.
• Gather clear and informed consent from all those featured in the video footage (this includes
   yourself) or who contribute content (for example, images). You will collect consent forms from
   all individuals and submit these to the CSC Alumni Team.

4. Providing a post-activity report and feedback. You will:
• Share feedback on the activity process
• Submit an article or story for publication on the CSC website on your work and how it relates
   to the selected theme, and information about the video session, chosen community, and the
   impact of this.

Timeline
Individual timelines will be agreed with all those selected to take part in this year’s activity. All
videos must be complete (edited and ready for upload and sharing across agreed online
platforms) by 31 March 2021. The production stages have been outlined below for guidance.
 Stage 1         Successful and unsuccessful applicants notified.

                 Successful applicants receive information on next steps and an
                 initial meeting to discuss their proposal is arranged.

 Stage 2         Following initial meeting(s), alumni must submit their content plan
                 for approval/further comments and developments to the CSC
                 Alumni Team.

                 Once the content plan is approved, alumni may begin to gather raw
                 footage and content for their video information session.

 Stage 3         All raw footage, additional content, and consent forms are submitted
                 to the CSC Alumni Team.

                 Editing notes are agreed and editing commences to produce final
                 videos (this will be managed by the CSC Alumni Team; alumni
                 should not procure an editor/videographer for this work).

 Stage 4         Video and additional outputs are complete and ready to be shared
                 via the agreed channels with the chosen community.

General conditions
Commonwealth Alumni are expected to adhere to the CSC Code of Conduct for Alumni which
states:
As a Commonwealth Alumnus, you are an ambassador for both the CSC and your home
country, and your actions and communication will have an impact on the reputation of both. You
are therefore expected to adhere to high standards of conduct and behaviour and to show
respect to others and your surroundings at all times.
The CSC aims to enable a free exchange of ideas during all its activities in order to achieve the
maximum potential impact for all participants. Recognising the diversity of backgrounds of those
within the CSC community – including in terms of race, religion, gender, sexuality, age, cultural
values, and disability status - you are reminded to always be respectful to others and to behave
professionally. All communication should be appropriate for an audience including people of
many different backgrounds; harassment and sexist, racist, or exclusionary comments or jokes
are not appropriate, nor is discrimination either direct or indirect.
The same considerations apply to social media and electronic communications, including the
provisions of this Code, apply as would to speaking in public or writing something for
publication, either officially or in a personal capacity. When engaging with social media you
should at all times respect confidentiality, financial, legal, and personal information. Social
media and electronic communications, whether public or private, addressed to a group or an

individual, should never be used for harassment, bullying, defamation, or any behaviour that
makes another individual feel threatened or uncomfortable.
The CSC is committed to proactively safeguarding and promoting the welfare of Commonwealth
Scholars, Fellows, and Alumni and to protecting all those with whom award-holders come into
contact. This includes contact unrelated to the CSC and applies to electronic contact as well as
all activities conducted overseas including fieldwork. The CSC requires Commissioners,
Secretariat staff, and Scholars, Fellows, and Alumni to fulfil their role and responsibilities and
conduct themselves in a manner consistent with requirements for safeguarding. The CSC
safeguarding policy is available on the gov.uk website.
The CSC operates a zero-tolerance attitude to fraud and will investigate all instances of actual,
attempted, and suspected fraud, bribery, or corruption committed by Commonwealth Alumni in
relation to any activities conducted with support from – including promotional and financial – or
on behalf of the CSC. Any such instances will be considered under the CSC’s anti-fraud policy,
which is available on the gov.uk website.
Commonwealth Alumni are expected to treat any staff engaged within the CSC Secretariat, or
within any other organisation contracted to provide services to the Commission, with courtesy
and respect. It is expected that such staff will show you the same consideration in return.
Any complaints received or issues related to the behaviour of Commonwealth Alumni brought to
the Commission’s attention will be taken very seriously and any behaviour that does not adhere
to the above values and expectations will be investigated by the CSC. Your engagement with
the CSC may be terminated at any time for reasons of unsatisfactory conduct, as outlined in this
Code.
