Exhibition & Performance Grant Guidelines
Artists Work grant program provides project funding to individual artists, artist studios and non-profit arts
organizations to produce artworks for public spaces within the city limits of Chattanooga. With the sudden loss of
audiences, jobs, and patrons experienced by the region’s arts industry due to the COVID-19 outbreak the grant
program provides economic stimulus that benefits both the creative sector and the public realm.

Application Deadlines
Applications will be accepted between September 30, 2020 and May 14, 2021, as long as funds are available, with a
response within two months of submission. Application reviews will occur after the following quarterly submission
deadlines:
        Deadline #1: Friday, October 30, 2020
        Deadline #2: Friday, February 26, 2021
        Deadline #3: Friday, May 14, 2021

General Grant Description
The Goals of the Program are to:
    ●   Provide much-needed work for independent artists in the wake of COVID-19
    ●   Provide project funding to individual artists, artist studios and non-profit arts organizations
    ●   Infuse the local creative economy with various project-related purchases tied to the creation, installation, and
        documentation of art projects
    ●   Produce artworks for Chattanooga’s public realm that:
            ○ Enhance and animate outdoor or indoor public spaces
            ○ Provide access to a diversity of artists and artistic experiences
            ○ Elevate the role artists play in connecting people and place
    ●   Create socially distant, yet shared experiences that prompt hope, healing, and connection for Chattanoogans
Exhibition & Performance grants can be funded up to $25,000.
Groups or organizations must provide funding and/or in-kind donated services for the grant project.
Exhibition & Performance grants are funded privately and administered by ArtsBuild with support as needed from
Public Art Chattanooga.

Grant Eligibility

Who is eligible to apply?
   ●   Individual artists;
   ●   Arts organizations partnering with a lead artist
   ●   Organizations with or without 501(c)(3) status
   ●   Artists and arts organizations residing or working in the Thrive 2055 Region and can provide proof of
       residency within one of the 16 counties in Tennessee (Bledsoe, Bradley, Hamilton, McMinn, Marion, Meigs,
       Polk, Rhea, Sequatchie), Georgia (Catoosa, Dade, Murray, Walker, Whitfield), and Alabama (Dekalb, Jackson)

Who is not eligible to apply?
   ●   For-profit businesses
   ●   Professional trades such as Landscape Architects, Architects or General Contractors

What types of projects are eligible?

Type of artworks may include, but are not limited to:
   ●   Both temporary and permanent artworks and/or exhibitions
   ●   Visual Art: 2D, 3D, Projection, Installation
   ●   Craft
   ●   Media: Film or Photography
   ●   Performance:
           ○   Dance: Solo Dance Performance or Choreography
           ○   Music: Solo Instrumental Performance or Solo Vocal Performance
           ○   Theater: Acting or Directing
           ★ Performances must adhere to current CDC guidelines regarding the safety of gatherings as it relates
               to the spread of COVID-19
           ★ Due to challenges presented by COVID-19, performances may be produced for digital and/or virtual
               viewing
   ● Literary Arts: Fiction, Children’s / Young Adult Literature, or Poetry

What types of projects are not eligible?
   ●   Large-scale events or performances (more than 50 attendees)
   ●   Existing artworks

What types of projects expenses are eligible?
   ●   75% of the project budget must go directly towards supporting the Chattanooga area and Thrive 2055
       Region artists, non-profits, fabricators, suppliers, contractors, and vendors.
           ○ The Thrive 2055 Region is defined as the 16 counties in Tennessee (Bledsoe,Bradley, Hamilton,
               McMinn, Marion, Meigs, Polk, Rhea, Sequatchie), Georgia (Catoosa, Dade, Murray, Walker, Whitfield),
               and Alabama (Dekalb, Jackson).
   ●   Artist/arts organization fees
   ●   Supplies/ equipment
   ●   Transportation
   ●   Rental fees
   ●   Marketing
   ●   Documentation
   ●   Assessment tools
   ●   Project Manager fees (no more than 10% of total project)
   ●   General liability insurance and any other insurance required.

What types of projects expenses are not eligible?
   ●   Existing artworks, projects or programs
   ●   Permanent positions of an organization
   ●   Capital improvements (buildings or construction)
   ●   Major equipment purchases
   ●   “Seed money” for starting new organizations
   ●   School projects
   ●   Fundraisers

Additional Project Information
Funding Scope:
Time limitations on project completion:

   ●   Temporary Projects must be completed within six months of receiving funds
   ●   Permanent Projects must be completed within one year of receiving funds

Grant Payment Terms:
   •   Grants will be paid in two installments. A payment schedule will be outlined in the grant contract with 75% of
       project funding provided up front and the remaining 25% provided at the completion of the project and
       submission of a final report.
   •   Individuals granted funds will receive a 1099 and be responsible for paying federal taxes.

Project Sites may include:
   ●   City of Chattanooga public service buildings (Both interior and exterior spaces may be considered. Sites
       should be open to the public, i.e. Youth and Family Development Centers, Libraries, The Family Justice
       Center, The Development Resource Center or similar)
   ●   City of Chattanooga Parks and Greenways
   ●   City of Chattanooga transportation corridors, sidewalks and pedestrian zones
   ●   Please note: projects proposed for public properties must be approved by the Chattanooga Public Art
       Commission and the site owner.
           ○ Any artists needing to install their work on City property will be required to obtain General Liability
                 Insurance (general aggregate of $2,000,000).
           ○ Artists may arrange to deliver works to the site and avoid liability of installation on public property
                 (installation details will need to be coordinated with Public Art Chattanooga and the site owner).
   ●   Private properties located within Chattanooga city limits with outdoor or indoor space facing the public right
       of way and accessible to the general public. (Applicants must include a letter of support from the property
       owner).
   ●   Project sites must be located within Chattanooga City limits.
   ●   A list of potential public site locations can be found in the Artwork Site Offer list of spaces.

Additional Project Information:

   ●   All project activities funded through this program must be open to the general public.
   ●   All artists engaged in projects must be approved by ArtsBuild and/or the Chattanooga Public Art
       Commission.
   ●   If applicable, participant and audience numbers must be tracked.
   ●   Project expected outcomes must be stated and assessed.
   ●   Project and finished artworks must be documented.
   ●   Project must include publicity that recognizes the Artists Work grant program and partners: ArtsBuild, Public
       Art Chattanooga, and Southeast TN Development District.
   ●   Status Reports must be submitted every six months.
   ●   Insurance and any needed maintenance for the exhibition or performance will be needed for the duration of
       the project.

Application Information and Tips
This grant program is highly competitive. We encourage you to:

• Read the guidelines thoroughly, check your eligibility, and carefully complete you application.
• Explore the online application early so you can plan ahead.
• Communicate with ArtsBuild about any questions, or to review your draft application as early as possible before the
deadline. We are happy to assist, but last-minute help is limited due to timing and volume of requests.
• Be clear and concise in your application - panelists read and evaluate many applications.
• Save often, save your work at the end of every page online, and be sure to re-read and preview your work before you
submit.
• Double-check your budget and make sure income equals expenses.

    ●   The primary contact should be the person responsible for implementing the project and the main contact
        with ArtsBuild.

Artist and/or Organization Information (page 2)

    ●   A 501 (c)(3) status is not required. However, please check the appropriate box for our records.
    ●   All grant recipients must submit a W-9 to receive grant funds.
    ●   Individuals or organizations must have an established bank account.

Project Information Section (page 3)

    Organization Information & Artist Profile

    ●   Indicate which eligible built artwork and/or exhibition category your work falls under.
    ●   Artists, please provide a brief bio or artist statement, artist resume, any links to a website or social media
        page (if applicable) for each artist participating in the project. Describe or list the types of artworks,
        exhibitions and/or public art projects that the artist(s) has implemented in the past.
    ●   Organizations, please provide a description of your organization or mission statement. Briefly explain the
        purpose or focus of your work. Describe or list the types of artworks, exhibitions and/or public art projects
        that the organization has implemented in the past.
    ●   All artists and arts organizations participating in the grant must be approved by ArtsBuild and/or the
        Chattanooga Public Art Commission.

    Project Description: Artistic Quality, Merit and Integrity

    ●   Describe your vision for the artwork or project. Tell a story. Why this project?
    ●   The artworks/projects should provide high-quality arts experiences for viewers and participants.

Project Impact

   ●   What do you think will happen as a result of this project? What are the benefits to the artist and/or arts
       organization and the general public who experiences the artwork?
   ●   How has COVID-19 impacted your work as an artist and/or arts organization and how will this grant help you
       or your organization?

   Project Location
   ●   What location do you have in mind for your project? List an address if you have one or describe the type of
       space that would meet your needs.
   ●   Please note all projects need to take place within the City of Chattanooga.
   Project Timeline
   ●   List a general timeline for the total project with beginning and end time frames.
   ●   Temporary Exhibitions:
           ○ Must be completed within one year of receiving funds.
   ●   Permanent Exhibitions:
           ○ Must be completed within one year of receiving funds.

   Project Management

   ●   This narrative should demonstrate that you and/or your organization have the capacity to implement a
       successful public artwork/project.
   ●   Planning is an important part of the project. Make note if there is a team or committee involved in the
       planning.
   ●   If your artwork/project intends to draw an audience of 10 or more people at a time, what is your COVID-19
       safety plan to ensure a safe viewing experience for the public?
   ●   Performances must adhere to current CDC guidelines regarding the safety of gatherings as it relates to the
       spread of COVID-19.
   ●   List or describe marketing efforts. How will you let the general public know about your project?
       Documentation tells the story about the process of the project and showcases the finished artwork.

   ●   What does success look like to you? Assessment tools and strategies should be described to measure the
       success and impact of your project for the public. Think about how you can measure how your desired
       outcomes were met through gathering feedback via surveys or online engagement as an example.

   Project Funding

   ●   Describe how the grant funds would be used in detail as well as how you or your organization will support
       the project through in-kind services or other funding sources.
   ●   Be sure the narrative and listed budget line items should correspond with information on the Project Budget
       section.
   ●   All projects should include a budget line item for insurance for the duration of the art project.
   ●   Projects that require ongoing maintenance and or conservation should also be budgeted for as well.

Work Sample (page 4)

   ●   Provide no more than (5) high quality past work samples.
   ●   The system will allow a total maximum file upload size of 250MB. Once files exceeded the allotted limit,
       further uploads cannot be added.
   ●   If the file is too large, you can either compress the image or file using the following
       links: https://smallpdf.com/compress-pdf (for PDFs) and https://www.freeconvert.com/compress-
       jpeg (for jpgs and other image files).
   ●   The following are acceptable formats:
           ○ Images (JPG, JPEG)
           ○ Audio files (MP3, WAV, AIF WMA)
           ○ Video files (MP4, MOV, MPG, MPEG, MXF, WMV)
           ○ Documents (XLS, DOC, PDF)
           ○ Direct web links (these can also be inserted into application txt boxes)

Project Budget – Income (page 5)

   ●   List your requested grant amount (not to exceed $25,000).
   ●   Use your best estimate of the value of time, materials, facility usage, supplies, etc. that you or your
       organization would contribute to the project.
   ●   Others could include donations, sponsorships or other grants for the project.

Project Budget – Expenses (page )

   ●   List all fees, materials and project costs including liability insurance for the duration of your project.
   ●   Budgeting for any maintenance or service costs needs to also be included.
   ●   Be sure the expenses correspond with the narrative in your project description.

General Application Tips

   ●   Ask someone outside of your grant proposal to proof read your application for typos and clarity (you can
       view and download a PDF of your application using the “View PDF” button located at the main application
       page or the bottom of the application pages).
   ●   Be sure to select “Final Submission” after you've completed your application or after you've sent your
       application for a draft in order to submit your application for the panel review.

Grant Evaluation Criteria

1. Project provides high quality arts and culture experiences for the participants. (20 points)

2. The project provides meaningful work for an artist and addresses a need presented by COVID-19. (20 points)

3. Individual or organization demonstrates capacity to implement the project. (20 points)

4. Planning process is in place and has set a reasonable timetable to implement the project. (10 points)

5. The budget is reasonable to implement the project. (10 points)

6. The communication tools with constituents and the general public are in place. (10 points)

7. Plans for documentation and assessment strategies are adequately addressed. (10 points)
