LEICESTER PARTNERSHIP SCHOOL - OPERATIONAL DETAILS
1. SERVICE
The LPS works proactively and supportively with secondary schools throughout the City to provide
support to Leicester City resident young people who find it difficult to engage in mainstream education.
In providing this service the LPS is committed to supporting students and their schools to access a
range of suitable alternative educational placements. To this end the LPS has developed a range of in
school support, advice and guidance, in school group work programmes and part time and fulltime
provision delivered from its Carisbrooke site. The LPS’s statutory responsibility is to provide
permanently excluded students with full time alternative and suitable education provision. The LPS
chooses to work in partnership with mainstream schools and a range of services to prevent students
becoming permanently excluded. At any time the Service’s student population consists of some
students who have been permanently excluded from school and many students who have been referred
to the Service because they are at risk of exclusion.
The Service operates 5 days per week [Monday to Friday] School Term times and from 8.30am until
4.30pm [Monday – Thursday] and 8.30am – 4.00pm [Fridays]

be informed if there was the likelihood of long term disruption to the delivery of the

3.2 Alternative locations – Short & Long Term

There are no alternative locations if the
Carisbrooke Centre whole of Carisbrooke site were to become
totally unavailable.
The following options would need to be
considered:-

If only one of these buildings is unavailable
it may be possible to use the other buildings

were developed during the COVID-19
pandemic]
The responsibility for the education of the
majority of dual registered students could
be returned to their mainstream schools

Some elements of the Service’s provision are delivered off site eg In schools or on
behalf of the service by alternative providers. These programmes could continue.
Delivery staff do not generally require access to ICT during working hours and so
access to ICT is not a priority for these staff. Administrative staff would require
access to PCs / Lap Tops. Each centre has sufficient PC’s and lap tops to meet
these requirements on a temporary basis. All staff are able to work remotely if they
required to do so.

5. ACTIONS and TASKS FOR THE TEAM
Main actions to take in the event of each of the following:
• Loss of staff – Some flexibility within the staff team to cover + use of agency staff.
• Loss or unavailability of premises (or other key asset) – See premises strategy above.
• ICT failure (loss of systems, loss of telecoms) – Use of paper based systems and
mobile technology
• Loss of key supplier/partners – Stock levels are maintained to a sufficient level to
enable on-going operation for a period of time. Impact of the loss of one supplier can be
minimised by using other suppliers to provide alternative / temporary support.

KEY RESOURCE REQUIREMENTS Complete the following with details for minimum numbers, facilities, and resources to maintain essential activities over the initial 2-3 days. 6.1 Staff Minimum Emergency Staffing Levels:- • Management = 1 x senior manager per site • Teaching = 1 x teacher / lead practitioner per group of 10 students. • Support = 1 x Support worker per group of 10 students • Minimum staffing ratio 1x staff to 5x students • Premises = 1 premises officer per site • Admin = 1 x Admin assistant per site. 6.2 Computer Facilities Each centre will be able to operate without ICT for a period of approximately 72 hours. During this time alternative servers will be used to provide essential ICT requirements such as email, photocopiers, telephony, and printer services. 6.3 Other Equipment Will be able to manage for a period of time on normal stock levels. [After which time more stock can be ordered] 6.4 ICT systems and Electronic Records Each centre will be able to operate without ICT for a period of approximately 72 hours. During this time alternative servers will be used to provide essential ICT requirements such as email, photocopiers, telephony, and printer services. Paper based records will need to be transferred into the electronic recording systems once ICT services have been restored. 6.5 Paper Based Records These are stored in respective centres. [Many are electronically stored and will be retrievable from back up] Some key staffing and student records may be lost but these are not essential to maintain business operations in the short term. 6.6 Stationery Will be able to manage for a period of time on normal stock levels. 6.8 Furniture
Alternative premises strategy means furniture will be available. We have some capacity to
replace furniture from stored stock.
6.9 Telephony
Our main telephone system is linked to our internet and it is likely that this will be disrupted in
the event of a major ICT failure. However, all key managers have mobile telephones which
can be used to make essential calls. The staff snowline has contact details for all staff.
