Nomination Package Instructions
Introduction
Thank you for your interest in the 2018 CSRD Elections.
The nomination period begins at 9:OOAM on Tuesday, September 4, 2018 and ends at4:OOPM
on Friday, September 14, 2018.
Nomination forms are available for download on the CSRD website at www.csrd.bc.ca or you
can pick up a printed copy at the CSRD office in Salmon Arm, BC.
Nomination Period
Completed nomination documents will be received by the Chief Election Officer and Deputy
Chief Election Officer between 9 AM on Tuesday September 4th and 4 PM on Friday September
14th. Documents may be delivered in person (recommended) or by mail, fax or email.
If sent by mail, it must be received before the end of the nomination period - postmarks will not
be accepted as proof of submission by the deadline.
If sent by fax or email, the originals must be received by 4 PM on Friday September 21st or the
nomination will officially be considered withdrawn.
Candidate Representatives
Candidates are entitled to appoint one Official Agent to represent the candidate from the time of
appointment until the final determination of the election. A candidate may also appoint one
Scrutineer for each voting place where voting is being conducted to represent the candidate by
observing the conduct of voting and to observe the counting of ballots after voting closes.
Appointment forms are included in the Nomination Documents. Additional copies of the
scrutineer appointment form may be reproduced and provided to the Chief Election Officer at
any time after submitting nomination forms.
Campaign Financing And Advertising
Elections BC is responsible for administering campaign financing and advertising rules for local
elections and assent voting in British Columbia under the Local Elections Campaign Financing
Act (LECFA). Candidates are responsible for adhering to Elections BC requirements under
LECFA.

List of Electors
The CSRD does not register voters in advance so there is no voters list.
Voting Locations, Days, & Hours
Once the candidates have been declared, the locations and dates for all voting places will be

Nomination Package Instructions
Attendance at Voting Locations and Counting Proceedings
Other than for the purpose of voting, a candidate must not be present at a voting location while
voting is being conducted. Candidates may attend vote counting proceedings at one of the
voting locations.
Elector Organizations
Candidates can be endorsed by an Elector Organization with the Candidate's consent. Elector
Organizations are required to complete an Elector Organization Endorsement Package and
submit it to the Chief Election Officer by the end of the Nomination Period (4 PM on Friday
September 14th). The package is also available for download from the CSRD election website.
Election Offences
Both the Local Government Act (LGA) and the Local Elections Campaign Financing Act
(LECFA) have regulations pertaining to election offences. Excerpts are included in this
information package.
In particular, please note:
• LECFA Section 45(2), which states that an individual or organization must not transmit
election advertising to the public on general voting day.
LGA Section 163(4), which states that election campaigning cannot take place within
100 metres of a voting location. This includes canvassing or soliciting votes, placement
of signs, distribution of documents/material, and carrying, wearing or supplying flags,
badges or other objects showing support for a particular candidate.

Use the Candidate Cover Sheet and Checklist Form Cl to ensure that the Candidate Nomination Package is
complete and meets the legislative requirements of the Local Government Act, Local Elections Campaign
Financing Act, Financial Disclosure Act and/or Vancouver Charter.
The Candidate Cover Sheet and Checklist Form Cl serve as a guide to the forms that must be submitted by a
Candidate, their Official Agent and/or their Financial Agent to the local Chief Election Officer as part of the
nomination process.
Ensure that, for each item checked off on the Checklist Form Cl (Section B), the relevant form is completed
and attached.
The Candidate Cover Sheet and Checklist Form Cl are for the local Chief Election Officer's
reference only and do not constitute part of the Candidate Nomination Package.
Completing only the Candidate Cover Sheet and Checklist Form Cl does not constitute completion
of the Candidate Nomination Package, nor does it satisfy the legislative requirements
set out in the Local Government Act, Local Elections Campaign Financing Act,
Financial Disclosure Act and/or Vancouver Charter.
COMPLETION INSTRUCTIONS:
1. Record the Candidate's full name.
2. Record the office for which the Candidate is seeking election.
3. Use section B of the Cover Sheet and Checklist Form Cl to identify which forms have been completed and
are included in the Candidate Nomination Package.
4. Return the completed package to the local Chief Election Officer.
As per Local Elections Campaign Financing Act requirements, the following forms will be forwarded to
Elections BC by the local Chief Election Officer:

Inside the CSRD
The CSRD has a total population of approximately 50,512 and is made up of six unincorporated
electoral areas and four member municipalities - Golden, Revelstoke, Sicamous and Salmon
Arm. The Regional District is a form of local government that provides a variety of localized
services to the electoral areas. It also provides regional services to the electoral areas and
member municipalities, such as the 9-1-1 emergency telephone response service and solid
waste management.
The CSRD Board consists of 11 Directors, one each from the municipalities of Sicamous,
Revelstoke and Golden, two from Salmon Arm, as well as one each from the six electoral
areas. The Board governs the affairs of the Regional District. It meets monthly, usually on the
third Thursday of the month.
Regional districts also functions as regional hospital districts to provide capital financing for the
building of new hospitals, improvements, major renovations, and machinery and equipment.
This cost is usually shared on a 60% provincial - 40% regional hospital district basis.
Committee Appointments
In each year, the Chair and the Board make appointments to various committees and
commissions in which the Regional District has a direct involvement.
Meeting Schedules
The Columbia Shuswap Regional District generally holds Board meetings on the third Thursday
of each month, beginning at 9:30 AM unless otherwise noted. The December meeting is
scheduled for the first Friday in December.
Committee and Commission meeting dates are scheduled as required and are held in locations
throughout the Regional District.

WHEREAS the Board of the Columbia Shuswap Regional District has adopted Bylaw No.
5510 to provide for the payment of remuneration to the Directors and Alternate Directors and for
reimbursement for reasonable expenses incurred in connection with attendance at meetings of the
Board, committee meetings or business of the Regional District specifically authorized by the Board;
AND WHEREAS the Board of the Columbia Shuswap Regional District wishes to amend
Director Remuneration Bylaw No. 5510;
NOW THEREFORE the Board of the Columbia Shuswap Regional District, in open meeting
assembled, HEREBY ENACTS as follows:
1. Bylaw No. 5510, cited as "Director Remuneration Bylaw No. 5510", be amended by
Replacing Section 8. of the bylaw with the following wording:

A bylaw to provide for payment of

WHEREAS The Board of the Columbia Shuswap Regional District wishes to provide for the
payment of remuneration to the Directors and Alternate Directors and for reimbursement for reasonable

2. The Chair of the Regional District shall be paid at the rate of Eight Hundred Thirty Dollars ($830)
bi-weekly in addition to the Director's remuneration as detailed in Clause 5 of this bylaw.
3. The Vice Chair of the Regional District shall be paid a supplementary meeting stipend of One
Hundred Forty-two Dollars ($142) in the event that he is required to chair a Board meeting.
4. Directors or Alternate Directors shal! be paid One Hundred Seventy-six Dollars ($176^ per day for
each regular or special meeting of the Board they are required to attend.
5. (a) Electoral Area Directors shall be paid Four Hundred Dollars ($400) bi-weekly in addition to
payment for meetings to which they may be required to attend. The difference between this
amount and the Municipal Directors' remuneration identified in Clause 5 b) will be funded
from Electoral Area General Government Function.
(b) Municipal Directors shall be paid Four Hundred Dollars ($400^ bi- weekly in addition to
payment for meetings to which they may be required to attend.
6. Electoral Area Directors shall be compensated for travel and other costs incurred in their Electoral
Area at One Hundred Sixty-five Dollars ($165) bi-weekly.

12. Remuneration of Directors and Alternate Directors shall be made for assignments, meetings, and
seminars/workshops for which attendance is authorized by Board resolution.
13. All reasonable travel and other expenses, including expenses where remuneration is provided within
this bylaw, incurred by Directors or Alternate Directors in the conducting of Regional District
business shall be reimbursed upon the submission of expense vouchers.
14. The Alternate Director shall be deemed to be the Director for the purpose of remuneration in the
event that the Director is absent or otherwise unable to serve for a period equal to or in excess of
sixteen (16) consecutive days.
This Section shall apply mutatis mutandis to Sections 5, 6, and 7 contained herein.
15. One-third of the remuneration established for each Director and Alternate Director under this bylaw
wilt be paid as an allowance for the expenses incidental to the discharge of the duties of the
Director.
16. Effective January 1, 2009 and each January 1 thereafter, all remuneration amounts contained in
this Bylaw, will be adjusted to the nearest dollar to reflect the annual British Columbia Consumer
Price index year-over-year change as reported by Statistics Canada.
17. In this bylaw, unless the context otherwise requires, the singular includes the plural and the
masculine includes the feminine gender.
18. This bylaw may be cited as "Director Remuneration Bylaw No.5510.

for the conduct of local government elections and other voting.
WHEREAS the Board may, by bylaw, determine various procedures and requirements to be
applied to the conduct of local government elections and other voting;
AND WHEREAS the Board wishes to estabiish voting procedures and requirements under that
authority;
NOW THEREFORE, the Board of the Columbia Shuswap Regional District, in open meeting
assembled, enacts as follows:
REPEAL
1, General Local Government Eiection and Other Voting Bylaw No. 5599 is hereby repealed.
DEFINITIONS
2. In this Bylaw:
"Chief Election Officer" means the person appointed by the Regional District Board to carry
out the duties under this bylaw and the Local Government Act and includes a delegation to the
person who is appointed by the Regional District Board as the Deputy Chief Election Officer.
"Elector" means a resident elector or a non-resident property elector of an electoral area of the
Regional District as defined in the Local Government Act.
"Election" means an election for the number of persons required to fill a Regional District office.
"General Voting Day" means:
(a) the date set by the Province of British Columbia for general iocal elections;
(b) the date set for a by-elecfion;
(c) the date set for an election under a Minister's order;
(d) the date set for a runoff election in the event of a tie after a judicial recount, or
(e) the date set for Other Voting.
"Other Voting" means voting on a bylaw or a matter for which assent of the electors is
authorized or required and on voting on a referendum.
"Regional District" means the Columbia Shuswap Regional District.Bylaw No. 5661 Page 2
VOTING DAY REGISTRATION
3, At each Election or Other Voting, Electors who wish to vote are required to register at the time
of voting.
4. Registration as an Elector is effective only for an Election or Other Voting for which the voting is
being conducted at that time.
ADDITIONAL ADVANCE VOTING OPPORTUNITIES
5. The Chief Election Officer is authorized to estabiish additional advance voting opportunities for
each Election or Other Voting to be held in advance of Genera! Voting Day and to designate the
voting places and to establish the date and voting hours of those additional advance voting
opportunities.
ORDER OF NAMES ON BALLOT FOR AN ELECTION
6, The order of the names of candidates on the ballot for an Election will be determined by lot,
ACCESS TO ELECTION DOCUIVIENTS
7. Nomination documents may be posted on the Regional District's websife after their delivery to
the Chief Election OfRcer and until 30 days after the declaration of the Election results.
8. Disclosure statements, supplementary reports and signed declarations may be posted on the
Regional District's website after their delivery to the Chief Election Officer and until six months
after General Voting Day for the Election to which they relate.
IVSAiL BALLOT VOTING
9. Voting and Elector registration for each Election or Other Voting may be done by mail for those
Electors who:
(a) have a physical disability, illness, or injury that affects their ability to vote at another
voting opportunity; or
(b) expect to be absent from the Regional District on General Voting Day and at the times of
all advance voting opportunities; or
(c) who reside in a location accessible only by boat, aircraft or remote forest service road.
10. The Chief Election Officer is authorized to establish the time limits in relation to voting by mail
ballot,
11, An Elector wishing to vote by mail ballot must, during the time period established by the Chief
Election Officer, apply in writing to the Chief Election Officer by giving:
(a) their name; and
(b) their mailing address; and
(c) the property address where they reside if they are registering as a resident elector or the
property address for which they are registering as a non-resident property elector.Bylaw No. 5661 Page 3
12, Upon receipt of a request for a mail ballot, the Chief Election Officer will:
(a) • maij or otherwise deliver or make available in the manner requested by the Elector a
maii ballot package to the person who applied for the mail baliot if the request for a mail
baliot is delivered to the Chief Election officer before the deadline established for
distributing ballots by mail; or
(b) make the mail ballot package available to the person who applied for it, or someone
acting on their behalf, to pick up the mail baliot package at a location specified by the
Chief Election Officer if the request for a mail ballot is delivered to the Chief Election
officer after the deadline established for distributing baliots by mail; and
(c) record and, upon request, make availabie for inspection:
(i) the name and address of a person to whom the mail ballot package was issued,
and
(ii) the baliot or ballots that were issued to that person.
13. The Chief Election Officer may determine locations at which mail ballot packages may be picked
up in person.
MAIL BALLOT VOTING PROCEDURE
14. To vote using a mail ballot, the Elector will mark the bailot in accordance with the instructions
contained in the mail ballot package provided by the Chief Eiection Officer.
15. After marking the ballot, the Elector wili;
(a) place the ballot in the secrecy envelope provided and seal the secrecy enveiope;
(b) place the secrecy envelope En the certification envelope, and complete and sign the
certification printed on the certification envelope, and then seal the certification
envelope;
(c) place the certification envelope, together with a completed elector registration
application and, if applicable, the non-resident property elector consent form and proof of
property ownership in the outer envelope, and then seal the outer envelope;
(d) mail or otherwise deliver the outer envelope and its contents to the Chief Election Officer
at the address specified on the outer envelope so that it is received by the Chief Election
Officer no tater than the close of voting on General Voting Day.
MAIL BALLOT ACCEPTANCE
16. Upon receipt of the outer mail ballot envelope and its contents and in the presence of at least
one other person, the Chief Election Officer will immediately record the date of such receipt and
wiil then open the outer envelope and remove and examine the certification envelope, the
completed elector registration appijcation and other required documentation. If the Chief
Election Officer is satisfied as to:
(a) the identify and entitlement to vote of the Elector whose bailot is enclosed; and
(b) the completeness of the certification, application and any other required documentation,
the Chief EEection Officer will mark the certification envelope as "accepted".Bylaw No. 5661 Page 4
17. The unopened certification envelopes will remain in the custody of the Chief Election Officer
until the close of voting on General Voting Day. At that time, the Chief Election Officer wilt open
all accepted and unchallenged certification envelopes in the presence of at least one other
person, including any scrutineers present, and place the secrecy envelope containing the ballot
into the ballot box designated for maii in ballots,
18. As soon as possible after a!I of the secrecy envelopes have been placed in the ballot box
designated for that purpose, the ballot box wiil be opened under the supervision of the Chief
Election Officer, and in the presence of at least one other person and any scrutineers present,
the secrecy envelopes will be opened and the baliots contained therein counted in accordance
with the provisions of the Local Government Act.
MAIL BALLOT REJECTION
19. Where:
(a) upon receipt of an outer envelope, the Chief Election Officer is not satisfied as to the
identity of the elector whose ballot is enclosed; or
(b) the Elector's certification and application to register as an elector is not complete; or
(c) any required additiona! documentation is not provided or is incomplete: or
(c) the outer envelope is received by the Chief Election Officer after the close of voting on
General Voting Day,
the certification envelope will remain unopened and the Chief Election Officer will mark such
enveiope as "rejected" and will list the reasons for its rejection.
20. Any certification envelopes and their contents that have been rejected wiil remain unopened and
will be destroyed subject to the provisions of the Local Government Act.
MAIL BALLOT CHALLENGE OF ELECTOR
21. Before the close of voting on General Voting Day and prior to the Chief Election Officer opening
the certification envelope, an election officiai, a candidate representative, a candidate or an
elector of the jurisdiction may challenge the right of a person who delivered a mail baliot to the
Chief Election Officer to vote.
22, A person's right to vote may be challenged only on the basis that:
(a) that person is not entified to vote, or
(b) that person has accepted an inducement:
(i) to vote or refrain from voting, or
(ii) to vote or refrain from voting for or against a particular candidate; or
(iii) as a reward for having voted or refrained from voting as described in sections
22(b)(i) and 22(b)(ii) above.
23. Where a challenge has been received, the person asserting the right to vote must either:
(a) provide evidence satisfactory to the Chief Election Officer that the person is entitied to
vote; or
(b) make a solemn declaration to the Chief Election Officer as to person's entitlement to

ELECTOR'S NAME ALREADY USED
24. Where, upon receiving a request for a mail ballot, the Chief Election Officer determines that
another person has voted or has already been issued a mail ballot in the elector's name, the
person asserting the right to vote as the named Elector must either:
(a) provide evidence satisfactory to the Chief Election Officer that the person is the named
Elector; or
(b) make a solemn declaration as to person's entitlement to vote as the named Elector.
REPLACEMENT OF SPCHLED BALLOT
25. Where an Elector unintentionally spoils a mail ballot before returning it to the Chief Election
Officer, the Elector may request a replacement ballot by advising the Chief Election Officer of
the ballot spoilage and by mailing or otherwise delivering by any appropriate means, the spoiled
ballot package in its entirety to the Chief Election Officer.
26, The Chief Election Officer will, upon receipt of the spoiled baiiot package, record such fact, and
proceed in accordance with Section 13 of this bylaw.
RESOLUTION OF TIE VOTE AFTER JUDICIAL RECOUNT
27. In the event of a tie vote after a judiciai recount, the tie vote wiii be resolved by lot,

PREAMBLE
The residents and businesses of the Columbia Shuswap Regional District are entitled to have a fair,
honest and open local government that has earned the public's full confidence for integrity. In keeping
with the Regional District values, the Regional District seeks to maintain and enhance the quality of life
for all Regional District residents through responsible, fair, community-minded and sustainable
government. To help achieve this goal, the Board of the Regional District has adopted a Code of Ethics
applicable to members of the Board ("Members") and to all persons appointed by the Board to the Boards,
committees, commissions, panels or task forces, whether they are members of the Board or not
("Appointees").
PURPOSE
The purposes of the Code of Ethics are to ensure that:
1. Public business is conducted with integrity, in a fair, honest and open manner;
2. Members and Appointees respect one another, the public and staff and recognize the unique role
and contribution each person has in making the Regional District a better place to work and live;
3. The conduct of Members and Appointees in the performance of their duties and responsibilities
with the Regional District is above reproach;
4. Decision making processes are accessible, participatory, understandable, timely and just;
5. Members and Appointees avoid any real or perceived conflict of interest; and
6. Members and Appointees respect and uphold confidentiality requirements.
APPLICATION OF THE CODE OF ETHICS
The Code of Ethics is applicable to all members of the Board ("Members") and to any person appointed
by the Board to the Boards, committees, commissions, panels or task forces, whether they are members
of the Board or not ("Appointees"). The bodies to which the Board can appoint Appointees are referred
to collectively as "Committees" throughout this Code of Ethics.
POLICY
1. Act in the Public Interest
Recognizing that the Regional District seeks to maintain and enhance the quality of life for all
Regional District residents through effective, responsive and responsible government, Members
and Appointees shall conduct their business with integrity and in a fair, honest and open
manner.

Members and Appointees shall comply with all applicable federal, provincial, and local laws in the
performance of their public duties. These laws include, but are not limited to: Constitution Act,
1867, Criminal Code, Human Rights Code, Local Government Act, Community Charter, all laws

bylaws and policies.
3. Conduct of Members
The conduct of Members and Appointees in the performance of their duties and responsibilities
with the Regional District shall be fair, open and honest. Members and Appointees shall refrain
from abusive conduct, personal charges or verbal attacks upon the character or motives of each
other, Regional District officers and employees, or the public.
4. Compliance with Processes
4.1 Members and Appointees shall perform their duties in accordance with the policies,
procedures and rules of order established by the Regional District Board which govern the
deliberation of public policy issues, meaningful involvement of the public, and
implementation of policy decisions of the Board by Regional District staff.
4.2 Appointees shall be aware of the mandate of their respective Committees and act in
accordance with it.
5. Conduct of Public Meetings
(a) Members and Appointees shall prepare themselves for public meetings, listen courteously
and attentively to all public discussions before the body, and focus on the business at hand.
They shall not interrupt other speakers, make personal comments not germane to the
business of the meeting, or otherwise disturb a meeting.
(b) The policy set out in paragraph 5(a) does not apply to a Member or Appointee in relation to
their role as Chair of a Board or committee meeting or of a public hearing or public meeting,
if the Chair considers it necessary to address improper conduct by a person, a breach of the
procedure bylaw by a person, a breach of the rules read by the Chair at a public hearing or
meeting, or other conduct where the Chair deems it necessary to maintain order.
6. Decisions Based on Merit
Members and Appointees shall base their decisions on the merits and substance of the matter at
hand.

7.1 Members shall not accept any gift, money, property, position or favour of any kind whether
to be received at the present or in the future, from a person having, or seeking to have
dealings with the Regional District, except as follows:
• where such a gift or favour is authorized by law;
• where such contributions are lawful campaign contributions; or
• subject to the Community Charter, where such gifts or favours are received as an
incident of the protocol, social obligation or common business hospitality that
accompany the duties and responsibilities of the member.
7.2 Members and Appointees may participate in Regional District programs open to the public
and may purchase Regional District property or goods offered for public sale,
8. Communication
Subject to sections 9 and 10, Members and Appointees shall publicly share substantive
information that is relevant to a matter under consideration by the Board or a Committee that they
may have received from sources outside of the public decision making process.
9. Conflict of Interest
9.1 Members shall be aware of and act in accordance with Division 6 of the Community
Charter, and shall fulfill part (c) of their Oath of Office. All Members shall be aware of
and declare, in writing where necessary, any real or perceived conflicts of interest.
9.2 Where in the opinion of the Board or a Committee, a Member is in a conflict of interest
and has not so declared, the body may ask for a review of the matter by the Corporate
Officer. The matter, if unresolved, may then be referred to legal counsel or to the Board
for review.
10. Confidential Information
Members and Appointees shall respect the confidentiality of information concerning the
property, personnel or legal affairs of the Regional District. They shall neither disclose
confidential information without proper authorization, nor use such information to advance
their personal, financial or other private interests.
11. Use of Public Resources
Members and Appointees shall not use public resources that are not available to the public
in general, such as staff time, equipment, supplies or facilities, for private gain or personal
purposes.
