Results and Appeals

Final grades
Chelmsford County High School for Girls will:
   •   signpost candidates (and parents/carers) to information provided by key stakeholders at the time
       final grades are issued to support their understanding of the grades awarded
On candidate statements of results and certificates, final grades will be reported in the same way as in
previous years.
Final grades will be issued on results day(s) in August as follows:

Arrangements for results day(s)
Chelmsford County High School for Girls will:
   •   organise results day(s) and inform candidates of the arrangements in place for access to their
       results
   •   ensure senior members of centre staff are available/accessible to candidates with whom a
       result/results may be discussed
   •   prepare information for candidates showing their options if they have concerns about their results
   •   signpost candidates to relevant Ofqual and/or awarding body information that sets out how their
       grades were calculated this year and the options available if they believe their result was not
       properly produced, including access to appeal
   •   offer all students appropriate support to enable them to progress to the next stage of their
       education.
Chelmsford County High School for Girls will be issuing results electronically at 8.00am, followed by
Centre Assessed Grades (CAGs). Students will receive this information via their School email accounts.

Centre assessment grades and rankings
Chelmsford County High School for Girls:
   •   will not divulge provisional CAGs to candidates or parents/carers before the issue of results
   •   understands that any inappropriate disclosure of centre assessment grades information before
       the issue of results will be investigated by awarding bodies as potential malpractice
   •   will issue CAGs following release of candidates’ results
   •   will issue CAG rankings if requested by a candidate.
Chelmsford County High School for Girls has submitted provisional CAGs and rank orders to the relevant
awarding body in accordance with the Ofqual guidance1 on Awarding qualifications in summer 2020 and
in line with the awarding body instructions.

For the reason of fairness, awarding bodies are putting these grades through a standardisation process
to ensure grading standards are consistent across all centres. The rank order of candidates will not be
changed but the final grades candidates receive may be different to the CAGs.

How Centre Assessed Grades and rank orders were determined
In submitting grades to the examination boards, Chelmsford County High School has assiduously
followed the guidance issued by the Department for Education and Ofqual. Chelmsford County High
School has taken into consideration a wide range of data on the performance of individual students and
on past outcomes per subject at GCSE and A level and used detailed data modelling and the expertise
of its staff to generate the grades submitted in June. Chelmsford County High School is confident that the
data submitted is both fair and rigorous and does the very best possible for all students.
The process itself was as follows:
Tier 1
The Senior Leadership Team thoroughly reviewed the guidance and consultation documents issued by
the Department for Education and Ofqual.
The evidence upon which CAGs could be based upon was agreed. Agreement with regards to the quality
assurance process that would be followed prior to the submission of CAGs was also determined.
This process was then outlined to Subject Leaders.
Tier 2
Class teachers submitted a CAG for each student in each class. Where students were awarded the same
grade, class teachers ranked the students within this grade. Higher ranked students were those most
likely to achieve that grade had examinations gone ahead, with lower ranked student less likely to
achieve that grade had examinations gone ahead.
Class teachers were given clear guidance on how to approach this exercise and details about the
evidence that should be used to reach a CAG for each student.
   •     Professional judgement based upon class teacher records of a student’s performance over the
         course of study, including: classwork, homework, book work, participation in performance, if
         applicable, performance on any non-exam assessment (NEA), and any in-class assessments.
   •     Internal assessment data: Year 11 and Year 13 mock results and Teacher Assessment (TA) data
   •     External data: Fischer Family Trust (FFT), Cognitive Ability Test (CAT), Centre for Evaluation and
         Monitoring (CEM), Middle Years Information System (MidYIS)
Tier 3
Subject Leaders then checked the grades entered by each class teacher for quality assurance. As part of
this process they ensured that class teachers had followed the guidance given and that there was a
consistent approach. Departments then combined class lists into a complete list of all students entered
to sit each qualification this summer. Using comparable evidence and professional judgement,
Departments then confirmed the grades to be awarded to each student and where students had been
awarded the same grade, they were ranked within each grade. A second member of each Department
then reviewed and approved the grades and ranking.
Tier 4
Faculty Leaders then reviewed the grades and ranking entered. In addition, Faculty Leaders scrutinised
the process of class teachers and Subject Leaders to ensure a consistent approach had been followed.
On a subject by subject basis, the grades and ranking were then approved.

Tier 5
The relevant Year Leaders and SENCo reviewed the grades and ranking to ensure a further level of
quality assurance was in place.
Tier 6
Grades were then submitted to the Senior Leadership Team. The Senior Leadership Team reviewed the
grades entered and the ranking and quality assured the process from start to finish to ensure consistency.
Members of the Senior Leadership Team met and discussed the CAGs within each subject. Grades
entered for each student were scrutinised and where appropriate questions were asked to ensure a
robust approach had been followed. At the conclusion of this process the grades were approved to be
entered via the various examination board facilities. Once the grades were submitted the School’s
involvement in the process of awarding CAGs was complete.

Examination Board Standardisation
After the School submitted the grades to the examination boards the DfE and Ofqual directed the
examination boards to ‘standardise’ the entries submitted. In order to do this, they compared entries
nationally and used students’ scores in Key Stage 2 / Key Stage 4 assessment points to look at likely
outcomes. They may have then changed the grades of some students as part of this process. As a School,
we will not receive notification of this until exam results are issued to students on the GCSE/ A Level
results days.

Concerns about results
At results time, Ofqual will be providing information for students that sets out how their grades were
calculated this year and the options available if they believe their result was not properly produced,
including access to appeal. The National Careers Service Exam Results Helpline2 offers advice each year
for students who have not received the results they had hoped for. Ofqual will also make a helpline
available to students and their parents or carers to talk about the appeals process and any other
questions they may have about their results this summer.

Awarding bodies will also likely provide information for students about results. Chelmsford County High
School for Girls will signpost you to any relevant information at results time.
If a student has a concern about a grade she has been awarded or other pertinent matter, their query
should be directed to the relevant dedicated email address:
                 GCSEs2020@cchs.essex.sch.uk or Alevels2020@cchs.essex.sch.uk to:

    •    seek UCAS guidance
    •    seek pastoral support
    •    receive centre assessed rankings
    •    check whether an error occurred when their centre assessment grade information was submitted
         to the awarding body
    •    inform the School if they feel they have evidence of bias or that they were discriminated against;
         such evidence may be passed on to the awarding body who could investigate for potential
         malpractice
    •    seek any information the awarding body holds in relation to how their final grade was calculated
    •    provide information about the opportunity to take an exam in the autumn series or in summer
         2021

Following receipt of this email, recipients will be forwarded information to assist with their query and a
link to book a ‘meeting’ (whether online or over the phone) if they wish to discuss their query further.

Arrangements for appeals
Chelmsford County High School for Girls will:
   •   inform candidates of the arrangements for appeals prior to the issue of results and the
       accessibility of senior members of centre staff immediately after the publication of results by
       issuing this Summer 2020 Results and Appeals Process notice
   •   follow information provided by awarding bodies to determine the grounds on which an appeal
       can be made on behalf of a candidate, or candidates
   •   make candidates aware of the arrangements/deadlines in place for appeals prior to the issue of
       results
   •   seek any information the awarding body holds in relation to how final grades were calculated if
       there is a concern about any results
   •   submit an appeal to the awarding body on behalf of a candidate or candidates where it is
       believed:
          o   the awarding body did not apply procedures consistently, or procedures were not
              followed properly and fairly;
          o   the awarding body used the wrong data in calculating results;
                  this includes where:
                  ▪   the centre provided the awarding body with incorrect data (centre error);
                  ▪   the awarding body used an incorrect data set (awarding body error);
                  ▪   the awarding body introduced errors into a specified data set (awarding body
                      error);
                  ▪ in exceptional circumstances, the centre establishes an exceptional factor that
                     undermines the assumption that using a default data set is the most appropriate
                     basis to calculate results. This would require a centre to establish that its previous
                     cohorts of candidates are not sufficiently representative of the 2020 cohort to
                     reliably inform the calculation of results
           o the result generated was incorrectly issued by the awarding body to one or more
               candidates.
   •   collect consent from a candidate before any appeal is submitted to the awarding body (informed
       consent via candidate email is acceptable) as the appeal could result in the final grade being
       lower than, higher than, or the same as the grade which was originally awarded
   •   where relevant, advise an affected candidate to inform any third party (such as a university or
       college) that an appeal has been submitted to an awarding body
The JCQ deadline for submitting an appeal to the exam board is Thursday 17th September.

Chelmsford County High School for Girls will not:
   •   seek any information the awarding body holds that would be needed for an appeal if it does not
       believe an awarding body made a mistake when calculating, assigning or communicating a grade
   •   appeal to an awarding body on a candiate’s behalf if it does not believe the centre itself made an
       error when submitting a centre assessment grade or rank order information or if it does not
       believe an awarding body made a mistake when calculating, assigning or communicating a
       grade.

A candidate cannot:
   •   appeal against their centre assessment grades and position in the rank order
   •   appeal in respect of the process or procedure used by Chelmsford County High School for Girls
       in calculating their centre assessment grades and position in the rank order
   •   appeal directly in any respect to the awarding body.

Internal appeals procedure
An internal appeal may be submitted to the centre where a candidate (or their parent/carer) believes
there are grounds to appeal against the centre’s decision:
   •   not to seek any information the awarding body holds that would be needed for an appeal
   •   not to appeal to the awarding body.
An internal appeal should be submitted by:
   •   completing and submitting an internal appeals form (which can be obtained from the
       Examinations Office) to the centre. The deadline dates for submitting an internal appeal is
       Thursday 10th September.
The candidate will be informed of the outcome of the internal appeal as soon as a decision has been
made and in sufficient time for the centre to take any appropriate action where the internal appeal may
be upheld.
If the internal appeal is upheld by the centre:
   •   where applicable, the centre will request information the awarding body holds that would be
       needed for an appeal within the time period set by the awarding body
   •   where applicable, the centre will submit an appeal on the candidate’s behalf to meet the awarding
       body’s deadline for appeals.
At time of publication, the decision of any fee that may be charged by the awarding body for a
preliminary appeal has not been finalised.

Autumn Term examination series
The Department for Education and Ofqual have agreed that a special examination series will be put in
place in the Autumn Term. This will allow students, on an exceptional basis, the opportunity to sit
examinations if they are disappointed with the grades they received in August. Please note that if a
student chooses to sit an examination in the Autumn Term and she receives a lower grade than the one
she was awarded in August, then the higher of the two grades will stand.
Whilst we hope that students will be pleased with their course outcome results, if they should wish to be
entered for an Autumn series examination they can inform the Examinations Manager via email to either
GCSEs2020@cchs.essex.sch.uk or Alevels2020@cchs.essex.sch.uk.
The addition of Autumn series examinations is an exception during this unprecedented
year. Examination board fees for our students’ summer 2020 entries have already been paid by CCHS
and we are only receiving part refunds of these. We will use these monies to cover the invigilation costs
for the Autumn series examinations and will require candidates to pay for the associated examination
entry fees. If a student wishes to take an examination during the Autumn Term and is concerned about
meeting the full cost, please send in a letter addressed to Mr Lawlor, Headteacher and Head of Centre,
who will consider your request.

GCSE English Language and Mathematics – Wednesday 30th September
Autumn Examination Dates
GCE – Monday 5th to Friday 23rd October
GCSE – Monday 2nd to Monday 23rd November.

CCHS teachers will support students who wish to enter and sit one or more of the Autumn series
examinations through three main approaches:
   •   Onsite revision with teachers during lunchtimes/Saturdays.
   •   Online revision support with teachers.
   •   Ongoing peer support with assigned student mentors.
