    1. INTRODUCTION
    The QLD Youth Championships attracts competitors from all over the state, providing an opportunity to unite over 3
    days showcasing one of Queensland’s most iconic volunteer movements, Surf Life Saving.

    This year’s event will be held at Alexandra Headland on the 20th, 21st & 22nd March 2020.

    This document outlines some the final information relating to the 2020 QLD Youth Surf Life Saving Championships.
    Please note that SLSQ may have subsequent bulletins, memos or circulars which may supersede information provided
    in the circular.

    2. COMPETITION COMMITTEE
    The Competition Committee (CC) will direct all matters relating to the actual conduct of the competition. The CC may,
    in accordance with the rules contained in the current edition - 36th Edition Surf Sports Manual, any subsequent
    amending bulletins and this circular, postpone, cancel and or alter any or all events at the Championships, and/or alter
    the venue of the competition.

    The CC may consult and seek advice from appropriate officials, athletes and other personnel on competition conditions
    and safety issues when required. The CC shall appoint the various sub committees and panels as required for the event
    e.g. Disciplinary Committee & Coach/Athlete Panel.

    3. SAFETY & EMERGENCY COMMITTEE
    A Safety & Emergency Committee (SEC) shall be appointed which must consider and advise the Referee and
    Competition Committee on all matters relating to competition and non-competition safety and emergency
    management. The Chair of the Committee shall be the Safety & Emergency Management Coordinator who shall also
    be a member of the Competition Committee. The composition of the SEC will be determined by SLSQ.

4. DISTRIBUTION OF CIRCULAR
    It is most important that the information in this Circular is brought to the attention of all Carnival Officials, Team
    Managers, Coaches and Competitors.

    Non receipt of the Circular will not be taken as an excuse if a Club, Team or individual does not comply with the
    requirements outlines in this and other Bulletins and Circulars.

    5. ENTRIES
    Restricted Entries
    Restricted entries have now closed for the 2020 QLD Youth Championships. Branches will be notified of Reserves positions
    in the coming days. A final competitors list will be sent out after the close of late entries including reserve
    competitors/teams. It is advised that clubs pull an individual report from Carnival Manager to double check each event so
    you know who has qualified.

    If you know of someone that is unable to attend a restricted event please email Karen Degnian – Sports
    Administrator – kdegnian@lifesaving.com.au ASAP so the next qualifier can be notified.

    Late Entries/Team Changes:
    Team changes/deleting competitors/adding an event for an existing competitor after entries close: can be done via
    email to Karen Degnian – kdegnian@lifesaving.com.au until midnight Monday 16th March.

    After this date an admin fee of $5 per change to an already existing competitor/team entry will be accepted prior to a race by
    visiting the Administration Centre. Payment must be made in cash; a receipt will be issued by administration staff to be taken to
    the area marshal. This process is only eligible for non-qualifying events.

    6. COMPETITOR LISTING
    The competitor listing for the 2020 QLD Youth Surf Life Saving Championships is attached. Please ensure your Team
    Manager checks through the entries carefully to ensure they are all correct.

    Clubs have until Monday 16th March to make any existing changes to entries.

    7. EVENT ADMINISTRATION
    The Administration Centre will be located at the Northern end of Buhk Park. The Administration Centre will be open
    from:

                  Thursday 19th March:                    9am to 4pm
                  Friday 20th March:                      6am to competition end
                  Saturday 21st March:                    6am to competition end
                  Sunday 22nd March:                      6am to finish of carnival

    8. PROGRAM OF EVENTS
    The Program of Events is attached. Please be aware that this program is subject to change.

    10. COACH ADVISORY PANEL
    The Carnival Committee (CC) will be appointing an Athlete/Coach Advisory Panel for this event. The Panel will be made
    up of a mix of athletes and coaches and will be a resource for the Carnival Referee and Sectional Referees. This Panel
    will also be able to take any issues to the Carnival Committee during the running of the event if necessary.

    11. RESULTS

    Results will also be posted on the Surf Sports Facebook Page & SLSQ Website post event. Results will also be emailed
    to all clubs and Team Managers post the event.

12. EVENT MEDALS, TROPHIES & POINTSCORE
    SLSQ has every intention of presenting all medals throughout the weekend of the Championships to the 1st, 2nd, and 3rd
    place getters on the line after the conclusion of each event. SLSQ will have two daises set up in the competition areas
    (one in the beach area & one in front of the club for the water areas). SLSQ would encourage medal winners to get a
    photo on the dais when they get a break in competition. All athletes receiving medals MUST wear club competition cap.

    Medal presentations will be done in the area after each final.

    Overall Pointscore (1st, 2nd & 3rd) and Handicap Pointscore (1st, 2nd & 3rd) trophies for the top 3 clubs in each will be
    awarded at the conclusion of the event.

    The point score awarded to each Champion Club, within each event’s age category, will be 6 points for 1st place, down
    to 1 point for 6th place. If, when the event has concluded, there is a tied pointscore, the club with the most first places
    will be declared the winner. Failing this, the club with the most 2nd placings to 6th placings respectively will be taken
    into account to determine a tie and dual trophies will be presented.

    DEAD HEATS – Where a dead heat (as defined in the current edition of the Surf Sports Manual) occurs in the final of an
    event, the clubs of individuals/teams will share the placing points and medal relative to the finish placing. The club of
    the next individuals/teams to finish will receive the relative placing points based on the number of individuals/teams
    finishing ahead of them. For example: if two individuals finish equal 1st, both individuals/teams shall receive 6 points
    each and the gold medal. The next placing individual/team shall be awarded the 4 points and the bronze medal for
    coming 3rd.

    13. CLUB TENTS
    Due to the restrictions under our permit with the Sunshine Coast Council, the erection of club tents will not be
    permitted until after 12pm on Thursday 19th March. Any tents erected on the beach must be secured by star-pickets.
    Please check, on site, with Ryan Bennett (SLSQ Event Coordinator) before erecting tents to ensure that they will not
    need to be moved throughout the Championships.

    14. WARM UP/WARM DOWN
    All clubs MUST abide by SS02 Carnival Warm Up Guidelines and supply their own sufficient (clearly identified) water
    safety personnel for warm up sessions before the commencement of the day’s events. Water safety personnel are to
    wear orange shirts. Failure to do so will result in disciplinary action which could affect the club’s involvement at the
    Championships.

    Clubs are reminded that specific warm up will occur are follows –
    - 7:00 - 7:20am – Swim Only
    - 7:20 - 7:40am – Craft Only

    If competitors would like to warm up outside of these times please do so outside of the competition area.

    15. WATER SAFETY (IRB & ORANGE SHIRT)
    IRB Water Safety:
    The following clubs must supply an IRB for the duration of the championships (to be dropped off at the IRB compound
    between 2pm and 5pm on Thursday 19th March or no later than 5.30am on Friday 20th March. All IRB’s will be available
    for collection one hour after the last event Sunday 22nd March. Any IRB’s left after this time will be the responsibility of
    the club who owns them. Also, please remove all tie down ropes and light bars from trailers when dropping off at the
    compound so they don’t get lost, no responsibility will be taken for these items.

Clubs to Supply IRB’s:

    NOTE: A fully qualified marine mechanic will be on duty at Thursday afternoon and Friday morning to check on all IRB’s
    supplied by clubs.

    If any IRB is delivered unseaworthy to the gear compound then the Team Manager from that club will be notified and
    asked to supply a replacement. That club will not be permitted to compete until the replacement equipment is supplied.

    NB: All IRBs must be SLSA Class 1 boats. No cat hull boats will be accepted.

    The IRB Water Safety Roster is attached. Please ensure your club is prepared if you have any rostered shifts.

    Orange Shirt Water Safety:
    The Orange Shirt Water Safety Roster is attached. Please ensure your club is prepared if you have any rostered shifts.

    16. GEAR TRAILER/VEHICLE PARKING
    All trailers are to be brought to the Craft Compound off Mari Street (over the road from the club). Under no
    circumstances are unauthorized vehicles to take trailers onto beach. Under no circumstances are vehicles to be left
    parked within the craft compound. Signs will direct trailers to this area.

    Security will be on duty but there are no guarantees on non-theft or non-damage to craft or tents.

    Sunshine Coast Council will be undertaking periodical checks throughout the weekend and booking all vehicles illegally
    parked, all fines will be at the responsibility of the vehicle owner.

    Alexandra Headland SLSC will also be opening the Mari Street carpark for general parking throughout the weekend.
    Please note that they will be charging $5 per day for entry into this carpark. Vehicles won’t be charged that are
    bringing gear trailers into the compound.

    17. MEDIA & PHOTOGRAPHY
    Drones:
    For the safety of competitors, officials and spectators SLSQ prohibits the use of drones or Unmanned Aerial Vehicles
    (UAV) at this event by members and/or public unless approved by SLSQ, 7 days prior to the event. The operator must
    supply an operations manual (including risk management plan), provide a copy of public liability insurance and comply
    with all Civil Aviation Safety Authority (CASA) requirements. SLSQ may utilise the use of our own drones to conduct
    aerial surveillance and monitor hazards.

    Photography:
    Harvie Allison Photography is appointed as the official Surf Life Saving Queensland photographer to take action photos
    of competitors at the Championships. These photos will be available for sale and can be reviewed at www.harpix.com.
    If you would like something special during the weekend, Harvie will try to accommodate any requests.

    As stated on the Club Photographers passes, no Club or freelance photographers will be given access to the
    competition area to take photos, only accredited media and staff of Harvie Allison Photography. Club Team Managers
    are asked to speak specifically to Harvie should they want photos of some of their children, he will try to accommodate
    any requests.

    18. SCRUITNEERING
    Scrutineering at this event will be conducted randomly throughout this event by appointed scrutineering officials.

19. CANCELLATION POLICY
    The following Cancellation Fee & Refund Policy will be adhered to:
        • If a carnival is cancelled, with no postponement before the first event is conducted, 75% of all entry fees will be
            refunded to all Clubs (25% retained for administration costs).
        • If a carnival is cancelled, after the first event is conducted, no refund will be given.
        • If a carnival is postponed and re-scheduled to another date, a 75% refund will be issued to competing Clubs
            that cannot compete at the re-scheduled event.

    20. BEHAVIOUR/MISCONDUCT
    Any misconduct while at the event will not be tolerated. This includes the days leading into the competition and any
    official social activities following the conclusion of the event. Offending members risk disciplinary action against both
    themselves and their Clubs.

    Please refer to the 36th Surf Sports Manual sections 2.27 SLSA Code of Behavior and 2.28 Abuse/Inappropriate Behavior
    and the Policy 6.5 Member Protection Policy (available online at the Members Portal).

    21. PROTESTS
    All protests shall be lodged with the appropriate Liaison Officer in each Area in accordance with procedures set down
    in the current edition of the Surf Sports Manual and any subsequent bulletins, and shall identify the specific
    sections/clauses in the Competition Manual and or event rules upon which the protest is based.

    Protest Forms are available from the Liaison Officer. An ‘Appeals Fee’ of $110 must accompany all documentation
    when the process is officially submitted to the Appeals Committee for adjudication.
