                                      Agenda
In accordance Council’s Procedure By-law 111-2017, as amended, during the COVID-19
Pandemic Emergency and in order to maintain the Provincial guidelines regarding limiting
attendance at public gatherings, the Committee Chair (or designate), the Council Committee
Coordinator, City Clerk Services support staff and Information Technology Services staff will
be permitted in the Council Chamber. All other Members of Council and City staff will
participate electronically from their offices or an alternate private location to maintain required
physical distance in accordance with Provincial orders.

In addition, in-person attendance by the public will not be permitted. The Municipal Act, 2001
requires that, subject to the provisions in Section 239, all meetings be open in order for
members of the public to observe the meetings. In order to comply with these provisions,
members of the public may still view open meeting web streams online live and following the
meeting as archived on the City’s website.

Members of the public may request to address Committee as a delegation through remote
electronic access regarding an item printed on the Agenda and received by City Clerk
Services a minimum of two business days prior to the meeting. Members of the public may
submit written correspondence regarding an item on the agenda up to 2 hours prior to the
meeting for Council’s consideration. The Clerk will e-mail the correspondence to all members
of Council.

Committees is collected under the Municipal Act, 2001. Any personal information you choose
to disclose in your correspondence will be used to receive your views on relevant issues to
enable the City to make its decision on the matter. This information will become part of the

Community Services Committee

The Community Services Committee is made up of five members. Mayor Carter is an
Ex Officio member of all Standing Committees.

Below are the members of the Corporate Services Committee:

The Community Services Committee is responsible for providing advice and
recommendations to Council resulting from the operations of Animal Services, Fire Services,
Operations Services, Recreation and Culture Services and Strategic Business Services.

Community Services Committee meetings are held at 9:30 a.m. on the following dates in
2020: January 20, February 10, March 9, April 20, May 19, June 15, September 21, October
19, November 16, December 7, 2020.

The City of Oshawa maintains a scent free policy. Please refrain from wearing or using

Video recording and photography during Committee meetings is permitted in the area

All who attend meetings in the Council Chamber and Committee Room do so voluntarily and
as a result of their attendance at these meetings may be photographed/videotaped.

              Recommendation

              That the Community Services Committee recommend to City Council:

              That Memorandum CS-20-41, dated September 16, 2020 regarding the need
              to develop an alternative plan for the revitalization of Rotary Pool be received
              for information.

CS-20-43      Mary Street Parking Garage – Request for Amendment to the License
              Agreement with TT7 Inc. (Former Genosha Hotel – 70 King Street East

              Recommendation

              That the Community Services Committee recommend to City Council:

              1.   That pursuant to Report CS-20-43 dated September 16, 2020,
                   concerning the request from TT7 (former Genosha Hotel – 70 King
                   Street East) for an additional 10 parking spaces in the Mary Street
                   Parking Garage that the 10 additional spaces be approved under an
                   amendment to the License Agreement, and;

              2.   That the Mayor and City Clerk be authorized to execute the amending
                   License Agreement with TT7 Inc. in a form satisfactory to Legal
                   Services and Finance Services

CS-20-44      Durham Region Transit and Metrolinx Requests for Expanded Downtown Bus
              Stop Locations and Relocating of Bus Layover in Downtown Oshawa

              Recommendation

              That the Community Services Committee recommend to City Council:

              1.   That based on Report CS-20-44, dated September 16, 2020, that the
                   bus stops and bus layover on City Streets in downtown Oshawa be
                   expanded and relocated as requested by Durham Region Transit and
                   Metrolinx; and,

              2.   That Traffic By-law 79-99, as amended, be further amended to remove
                   the paid on-street parking stalls and implement ‘No Stopping, Buses
                   Excepted’ restrictions at the expanded bus stop and bus layover
                   locations; and,

              3.   That a copy of this report be sent to Durham Region Transit and
                   Metrolinx.

CS-20-47      Snow Clearing Assistance Program Update

              Recommendation

              That the Community Services Committee recommend to City Council:

              That Report CS-20-47 dated September 16, 2020, being the data associated
              with the Snow Clearing Assistance Program be received for information.

CS-20-48      Request that the Region of Durham Investigate the Traffic Congestion
              Concerns on Wilson Road Between King Street East and Bond Street East

              Recommendation

              That the Community Services Committee recommend to City Council:

              Whereas at the City Council Meeting on April 27, 2020, staff were directed
              through CS-20-26 to investigate the following:

              1.   That staff investigate the traffic concerns at the corners of King Street
                   East and Wilson Road North, specifically the challenges commuters
                   face travelling north on Wilson Road between King Street East and
                   Bond Street; and,

              2.   That staff investigate the interruption posed by customer vehicles using
                   the Tim Horton’s drive-thru; and,

              3.   Any suggested remedies, including soliciting the owner of the property
                   for relief, be brought back to the Community Services Committee for
                   review.

              Whereas Wilson Road North and its intersections with King Street and Bond
              Street are under Durham Region jurisdiction;

              Whereas the traffic studies would need to be completed by the Region of
              Durham; and,

              Whereas if requested by the Region of Durham, Development Services staff
              will assist the Region in the event they wish to engage the commercial plaza
              property owner at 562-564 King Street East and Tim Hortons to review any
              queuing challenges related to vehicles backing up on Wilson Road North.

              Therefore, be it resolved, that the Region of Durham be requested to
              investigate the traffic concerns on Wilson Road North between King Street
              East and Bond Street East.
